What is FEMA?

FEMA is the Acronym for the

Federal Emergency Management Agency.

It was Established byExecutive Order 12148 and Signed into

Existence by Jimmy Carter in 1979

It was originally planned as an umbrella administration consisting of the disaster and emergency response arms of nearly a dozen scattered federal agencies.

Questions have existed about FEMA's role from the beginning. Veteran Washington watchers have long been puzzled by its secretive role.

The Reagan administration, for example, had plans for arresting tens of thousands of "potentially subversive" suspect aliens, critics and dissenter in the wake of an undefined national emergency.

Does FEMA pose a danger to lawful government? Is there the possibility of a dictatorial overthrow of the Constitution with the President seizing all power?

These are the questions Americans should ask. This reprint from The SPOTLIGHT is designed to provide the facts necessary.

Carter's True Legacy Shocking

While many frown when they think of the high interest rates, United States hostages held abroad and foreign policy giveaways associated with the Carter administration, former President Jimmy Carter's true legacy may be even more shocking than imagined.

Carter seemingly ran and end run around a law passed in the wake of Watergate and signed before Carter took office which limited White House powers, when he formed the Federal Emergency Management Agency (FEMA).

FEMA was based on Richard Nixon's Executive Order (EO) 11490.

The legislation contained nearly 200,000 words on 32 pages. It pertained to every executive order ever issued unless specifically revoked.

When Carter took office, EO 11490 was incorporated into a new order allowing a president to assume dictatorial powers during any self-proclaimed "emergency" situation; these powers will remain with a president until specifically revoked by Congress.

Some senators thought they had successfully squashed the chief executive's "national emergency" powers more than ten years ago after a bipartisan congressional committee pushed the National Emergencies Act into law.

Until September 14, 1976, the nation's chief executive officer was empowered by more than 470 special statues to "seize property, organize and control the means of production, seize commodities, institute martial law, seize and control all transportation and communication, regulate the operation of private enterprise, restrict travel and, in a host of other ways, control the lives of Americans," then Senator Frank Church (D-Idaho) said in the Congressional Record.

The National Emergencies Act, which finally took effect in 1978, was supposed to prevent the nation from turning into a potential dictatorship. Presidents had used their "emergency" powers at least four times in the previous 45 years.

The President held this little-known sway over citizens through executive orders which he could write into law in a moment's notice. No group, neither elected officials, business leaders nor private citizens, had the power to void these laws.

Franklin Roosevelt invoked a national emergency in 1933 to deal with the banking crisis, and Harry Truman responded to the Korean War with an emergency act In 1950.

Richard Nixon declared a pair of crises. In March of 1970 he declared a national emergency to deal with the post office strike. The Nixon White House was at it again 16 months later when it

implemented currency restriction in August of 1971 in order to control foreign trade.

Then, in 1976, after two years of public hearing and committee meetings, a bipartisan special congressional Committee on Emergency Powers pushed legislation to wrestle power from the White House.

The National Emergencies Act became law on September 14, 1978. Senators used the second anniversary of their law to pat each other on the back - through the Congressional Record - and to attempt to establish Congress's role in national security.

"The Congress must never again trade away its responsibilities in the name of national emergency," Church said. "Let that be one of the lessons learned from the investigation completed, the passage of the National Emergencies Act and the termination today of emergency powers."

Church's warning fell on deaf ears. Less than one year later President Jimmy Carter ordered into being an entire apparatus - unprecedented in American history - designed to seize and exercise all political, economic and military power in the United States.

Carter, Ronald Reagan, George Bush, or any future President could establish himself as total dictator. Carter did this with an executive order - EO 12148.

An executive order has never been defined by Congress. The validity of such directives has been questioned many times, but there has never been a decision made by the courts or Congress on how far-reaching executive orders may be.

Through existing executive orders it is possible for one person to ignore the Constitution, Congress and the will of the American people. A complete dictatorship can be imposed under the veil of law.

A declaration by the President of the existence of a "national emergency" has always stopped short of martial law, although the President has that prerogative. Undoubtedly it would be exercised in the event of an attack on the United States.

An attempt was made to incorporate all the "national emergency" powers into one law under Nixon. However, in the wake of the Watergate scandal, he was unable to pull off the presidential coup.

Carter, a Trilateralist, did.

Americans "Computerized" by FEMAExclusive to the Spotlight

Fort Meade, Maryland is the government's most tightly guarded installation (it houses, among others, the secret National Security Agency). In an unmarked, windowless office building on the grounds of Fort Meade, hundreds of thousands of American citizens are being "computerized" by technicians on the payroll of the Federal Emergency Management Agency (FEMA).

"Administratively, this place is the equivalent of an unlisted telephone," explained a former senior official of FEMA, who agreed to do an interview on condition that his identity be protected. "It has no official existence. There is no listing for it, no traceable designation. But it's there, idling quietly, like a doomsday bomb waiting for its moment in history."

The task of FEMA's secret data control annex at Fort Meade is to develop so-called CAPs - the term stands for "crisis action programs" - to be implemented in national emergencies. The term was originally used to denote disaster relief plans at the Federal Preparedness Agency, once a department of the General Services Administration, now merged int FEMA.

But the computerized action plans instrumented at Fort Meade have nothing to do with aiding victims of hurricanes or other natural disasters. They are blueprints for taking over the United States

government and converting it into a command system under the "emergency management" of federal bureaucrats.

Privately, congressional investigators, intelligence analysts and veteran Washington newsmen familiar with the inner machinery of the vast federal bureaucracy have long expressed concern and anxiety about FEMA. An "umbrella administration" born in 1978 when President Jimmy Carter combined the disaster and emergency response functions of nearly a dozen scattered federal outposts into a single agency, FEMA has always been known as an "activist" and secretive fraternity.

Under Louis Giuffrida, appointed FEMA director by President Ronald Reagan in 1981, the agency developed a top-secret project for arresting tens of thousands of "suspect aliens" along with troublesome critics and dissenters whom the White House found annoying enough to be labeled "potentially subversive."

Tagged Operation Rex 84, these un-Constitutional plans were first discovered and revealed by this populist newspaper in a series of exclusive investigative reports in the April 23 and May 14, 1984 issues.

But although The SPOTLIGHT's expose wrecked FEMA's plans for setting up mass "emergency detention centers" - and cost Giuffrida his post as director - secret preparations for "[ensuring] the continuity of the federal government" in ill-defined "emergencies" remained the major concern of FEMA's senior officials.

"Those words, enunciated by President Gerald Form in Executive Order 11921, were understood by FEMA to mean that one day they would be in charge of the country," explained Dr. Henry Kliemann, a political scientist at Boston University. "As these bureaucrats saw it, FEMA's real mission was to wait, prepare and then take over when some "situation" seemed serious enough to turn the United States into a police state."

To illustrate FEMA's conspiratorial core, knowledgeable Washington Intelligence sources cited the instance of the 1989

visit by President George Bush to Cartagena, Columbia, to attend a so-called regional drug summit with three Latin American presidents.

"There were rumors of a terrorist threat against Bush by Columbian drug hit squads," recounted Monroe H. Brown, a former federal security officer with long years of service in Miami. "Teams of Secret Service, FBI and CIA agents were mobilized to find out how serious the threat was, while back in Washington, FEMA went to work on an emergency program in case the presidential plane was hit by a Stinger missile somewhere over Columbia."

FEMA's emergency measures included preparations to round up more than 10,000 Americans "redlined" in the agency's computers as "activists, supporters or sympathizers of terrorism in the United States," explained Brown.

In August 1990, after Iraq invaded Kuwait, FEMA got ready to deal with "terrorist emergencies" in the United States by churning up the same old discredited computer compilation of "terrorist supporters and sympathizers," adding thousands of names to it and alerting the United States Army to set up detention camps to hold these innocent victims of its bureaucratic brutality.

Help Bungled and DisorganizedExclusive to The Spotlight

One after another, two violent, cataclysmic disasters struck the United States in the fall of 1989. Hurricane Hugo roared through the Virgin Islands, Puerto Rico and the Carolinas in September. Within weeks, northern California was shaken by the Loma Prieta earthquake that left hundreds of thousands of victims and billions of dollars in damage in its wake.

Having spent "over $25 billion on setting up FEMA," American taxpayers were entitled to expect "quick and efficient help" from it in the face of such shattering calamities. But the response by the Federal Emergency Management Agency (FEMA) to these upheavals was "bungled" and "disorganized," says Ray Groover,

who reported on the hurricane for a San Juan, Puerto Rico newspaper and is now studying for a graduate degree in journalism at Columbia University in New York.

Since the Disaster Relief Act of 1988, FEMA has been responsible for coordinating the "[disaster] preparedness, response and recovery actions of state and local governments." Unable to live up to these responsibilities during the 1989 crisis, the agency drew sharp criticism from the press and from Congress, whose leaders assigned the General Accounting Office (GAO) to conduct the first ever detailed Investigation of FEMA.

For a year, GAO field examiners interviewed hundreds of disaster victims, state and local relief workers, journalists and other witnesses. The agency has assembled a 71 page report on United States relief operations.

Watchdog Agency Rates FEMA

Having obtained an advance copy of that survey, a team of SPOTLIGHT reporters found that the congressional watchdog agency rated FEMA's ability to deal with natural disasters as being "inefficient," "weak," and "dilatory."

Noting that "emergency management includes three phases: preparedness, response and recovery," GAO probers warned that FEMA failed to operate as "efficiently as possible" in all these areas.

There was evidence of "inadequate planning ... inadequate or not standard- operating procedures ... [and a] lack of coordination" wherever FEMA's bureaucrats intervened, the GAO report concluded. Among the results of these botched relief attempts were "delays in providing disaster assistance and duplicate payments for some [of FEMA's] activities," the congressional examiners discovered.

One example of FEMA's failure cited by the GAO survey team involved 4,000 low-income units wholly destroyed in California's devastating October, 1989 earthquake. "Thirteen months later, only 114 units had been processed and approved for [rehabilitation] funding," the report reveals. Similarly, ten months after Hurricane Hugo, most of the families left homeless "had not yet been provided with housing assistance from FEMA."

Directors Shell Game

Warned that the GAO report will expose FEMA as incompetent and wasteful, President George Bush fired agency Director Julius Becton, an elderly three-star general, whose principal qualification for flag rank was Henry Kissinger's wish to promote "minority" officers, Defense Department sources say.

Becton was replaced by Wallace Stickney, a former New Hampshire state official whose colorless and low-profile reputation is expected to dampen the fireworks the GAO report might otherwise touch off about the inadequacy of federal relief operations.

But simply shifting directors "does not answer the real question: If [FEMA officials] seem uninterested and negligent when it comes to disaster response, what are FEMA's thousands of bureaucrats working on?" noted Groover.

The answer, a SPOTLIGHT investigation has found, is that FEMA's leadership is developing programs that will not merely "[ensure] the continuity of the federal government in any national emergency-type situation," as decreed by President Gerald Ford in Executive Order 11921, but replace the nation's Constitutional statecraft with a centralized "command system."

The disastrous hurricane Andrew that hit South Florida in 1992 was a good test of the readiness of FEMA. They failed the test. There was mass confusion between the Red Cross, the State of Florida and FEMA, proving that they were not ready for a major disaster.

Dictatorship Possible HereExclusive to The Spotlight

Hidden in the bureaucratic maze Washington politicians call "our Constitutional system of government," a little-known federal agency is quietly making plans to turn the United States into a dictatorship.

There are "stacks of blueprints" in the top-secret safe of the Federal Emergency Management Agency (FEMA) designed to convert American society into a "command system," a former deputy administrator of the agency has told The SPOTLIGHT's investigative team.

In a private interview, allowing him to remain anonymous, this highly placed source confirmed that the procedures developed by FEMA to "suspend" the Constitution and to round up thousands of dissenters nationwide can be activated by a simple phone call from the White House.

"Even people who have become aware of FEMA's existence and know something about its activities - not many do - think the word "Emergency" in its designation means it will go into action only in case of a natural disaster or perhaps a surprise nuclear attack," related this expert.

"In reality, however, this outfit can be mobilized whenever the politicians occupying the White House decide they need special - and extra-Constitutional - powers to impose their will on the nation."

As Liberty Lobby first revealed, FEMA's bureaucrats can then proceed to:

Take over all farms, ranches or timberland in order to "utilize them more effectively" as decreed in

Executive Order (EO) 11490, the so-called omnibus emergency preparedness decree promulgated by President Richard Nixon on October 28, 1969.

Seize all sources of public power: electric, nuclear, petroleum, etc.

Freeze all wages, prices and bank accounts. Take over all communications media.

A Force of Faceless Feds

Such totalitarian measures can be imposed by bureaucrats under FEMA's direction, not just in the face of a cataclysmic upheaval, but "[w]henever necessary for assuring the continuity of the federal government in any national emergency type situation," decreed a subsequent White House ukase, EO 11921, issued by President Gerald Ford in April, 1976.

Can such a blueprint for tyranny be clamped on the United States by a force of faceless federal officials? It is the role FEMA has been preparing for most intensively, says the former high agency administrator.

"In recent years, despite talk of spending cuts, FEMA's budget has been steadily increasing," revealed this knowledgeable source. "It now stands at somewhere around $3 billion annually. I say "somewhere" because part of this agency's funding is appropriated under so-called black programs, submitted to Congress with the defense budget without an explanation of its purpose, aping the secret CIA appropriation."

FEMA can draw on the defense budget and on the protection of the secrecy reserved for national security projects because it came into being under President Jimmy Carter in a move that merged the civil defense and disaster relief responsibilities formerly shared by the Pentagon, the Commerce Department and the General Services Administration under a single powerful agency.

What's FEMA Really Up To?

But FEMA's real focus is not on disaster relief, knowledgeable sources say. An investigation of this little-known agency, conducted earlier this year by the General Accounting Office (GAO), the congressional watchdog unit, has found that less than ten percent of FEMA's staff - 230 bureaucrats out of an estimated 2,600 - are assigned full time to preparing for a dealing with major natural calamities such as storms or earthquakes.

What, then, is FEMA really up to? The SPOTLIGHT's investigative team has obtained an advance copy of the GAO report on this secretive agency.

The study's surprising findings have been reviewed with the help of well-placed confidential sources, in order to bring into full view, for the first time, the federal bureaucracy's secret blueprint for tyranny in America.

Land Grabs, Labor Exploitation if (when) U.S. Approves NAFTA

Little-known facts about the dangers presented by the North American Free Trade Agreement (NAFTA) with Canada and Mexico were discussed on the February 15 broadcast of The SPOTLIGHT's nightly call-in talk forum, Radio Free America, with host Tom Valentine.

Valentine's guest was Edward Pecott of Seattle, Washington. Pecott is a representative of Local No. 46 of the International Brotherhood of Electrical Workers Union. He is the union's coordinator between environmentalists, social groups and other unions in working to oppose ratification of NAFTA by Congress.

An edited transcript of the interview with Pecotte follows. Valentine's questions are in boldface. Peacotte's responses are in plain text.

What is your agenda in regard to NAFTA?

The main thing is to get public awareness. The agreement itself has been pretty well kept away from the public. They don't know what it means. When you try to get information in the newspaper,

you find they are owned by big corporations. It's almost impossible to get the word out to the public as to what this agreement will mean to the average citizen.

The agreement itself is a little over 2,000 pages long and comes in two volumes. A copy costs about $80 from the Government Printing Office.

How long have you been studying NAFTA?

Most of my research has been reviewing studies of NAFTA done by independent organizations that go through the agreement and analyze what they earn and what potential problem the may create for the three countries involved in the agreement: the United States, Canada and Mexico.

What is the first thing you think we should all now about NAFTA?

The first thing is that NAFTA will remove all barriers for trade, and more importantly, all barriers against investments by insurance companies, banks and multinational corporations to go into Mexico and actually buy land.

That's a major item in the agreement that few people know about, and it is very interesting.

That's what they are really after. NAFTA will enable these major corporations to go into Mexico, which right now has some of the most restrictive foreign investment rules of any country in the world, and buy a piece of property, rather than just building something there and not really owning it.

In other words, these big foreign corporations have always needed to have a Mexican land owner. That has proven to be a problem because you always have to pay more mordida [bribes] to keep the Mexican land owner in line.

What's more, it's awfully hard to explain to your potential investors that when you are going to build a multimillion-dollar

factory in Mexico you aren't actually going to be able to own that factory building and that tomorrow you might lose it.

They further want to exploit the labor force in Mexico.

The most worrisome thing about the agreement is that it will actually end up spreading throughout the Western Hemisphere.

Within NAFTA there are clauses that allow other countries to join in the agreement. The overall plan is to cover the entire Western Hemisphere, in what is called the Enterprise of the Americas.

When any country signs up with NAFTA it will have to agree to all the stipulations within the agreement. 165

What Is your local union particularly concerned with about NAFTA?

What we can see coming is the loss of a lot of higher-paying manufacturing jobs, just like Canada has lost to the United States under the free trade agreement with this country.

What kind of jobs has Canada lost?

They've lost one out of every seven manufacturing sector jobs in Canada between 1988 and 1992. That totals 161,000 manufacturing jobs.

There are also companies that do business with those manufacturers that are going to lose work and therefore their employees will also lose their jobs--a ripple effect.

The unemployed workers will not be able to spend money they previously had, and that will be affecting many more small businesses down the road.

This is cutting to the very core of the economy.

The United States has lost a lot of jobs in the auto and electronics industries, which are going to Mexico. About 75 percent of all U.S. jobs lost are in those two industries.

Another problem: In the plastics industry for example, there are a lot of toxic chemicals involved. When you work in the plastics industry in Mexico the standards for the workers and for the environment are almost non-existent.

There are babies being born without brain-stems in a border town in Texas, and these are directly related to exposure to their mothers to these dangerous chemicals--up to 500,000 times the level you are allowed in the United States.

What about the threat to national sovereignty posed by NAFTA?

One of the things that is required under NAFTA is that any importing country has to accept the exporting country's standards, conditions, licensing and certification.

For example, Mexican truck drivers, under the maquiladora program, can drive into the United States using a Mexican truck and a Mexican license. In accordance with an executive order from the president, we have to accept that as being equivalent to a visitor's license.

By the sixth year of the agreement, any truck driver from any company can pick up products from any place in North America and deliver to any other place in North America.

By the tenth year of the agreement, these trucking companies can be wholly owned by Mexican corporations or individuals, and they will be governed only by the laws of the country they are from. What this means is that there will be drivers crossing the United States from Mexico who will be driving for $1 an hour or less.

These are things we don't hear about regarding NAFTA.

What's more, when disputes arise between two countries, the entire process is resolved by a board which has only one trade expert. All testimony given to that board is only that testimony that has been invited by the board. It is all done in secret until the final outcome.

What if we begin Importing vegetables from Mexico where they use a lot of chemicals-that are outlawed in the United States?

A lot of people would never eat frozen broccoli produced in Mexico. There's a lot of this product produced in Mexico, and it is being sprayed with chemicals such as DDR, banned for years In the United States.

What effect will NAFTA have on the farming industry?

Sugar is one of the products that will be affected. Beef, fruits, vegetables, peanuts, poultry and diary products are major areas that will also be affected. It will be about three or four years before everyone in this country will be affected: farmers, teamsters, construction workers, railroad workers. etc.

Even people in billing companies, working for a bank or a telephone company, may be affected. After all, when a company can pay someone 60 cents an hour to did it in Mexico, why should they pay U.S. citizens much higher wages to do it here?

What effect will NAFTA have on the health industry and on patent rights?

Under NAFTA it is spelled out that certain portions of the health care system should be kept in the private sector. This would affect Canada's medical system. That includes hospitals, nursing homes, medical and pharmaceutical laboratories and ambulance services.

Patent rights on medicine under the earlier free-trade agreement with Canada used to last four years. That means you can't get a drug as a generic product until after those four years. Under the new agreement that has been extended to 10 years.

Why aren't the big bosses at the highest levels of the union movement been fighting NAFTA?

I don't know the answer to that, but I do know we are pushing for them to take a stand. This is a case, I think, where the people at the top don't realize this is really going to matter. This is an issue that touches everybody in the United States. We need to inform members of Congress that if they vote for this they are never going to hold office again.

What do you suggest as the best way for people to fight NAFTA?

People need to write their lawmakers in Congress and urge them to oppose NAFTA. They need to get local groups (unions, churches, social action organizations and others) involved.

Fair Traders Fight Back

Opposition to the proposed North American Free Trade Agreement is growing in Congress, as it becomes increasingly obvious the entire deal is a scheme of the bankers and multinational industrialists to make quick profits at the expense of American workers and the U.S. standard of living.

New studies indicate claims by the administration of former President George Bush that the new North American Free Trade Agreement (NAFTA) would create thousands of jobs for Americans were completely false. The proposed NAFTA pact would eliminate all barriers to trade between the United States,' Canada and Mexico.

Jeff Faux, president of the Economic Policy Institute, has forecast the pact will cause the loss of 500,000 jobs in the United States within 10 years, based on the assumption that American exports of factory equipment would stimulate Mexican industrial expansion. American industry will not be able to compete with a suddenly industrialized Mexico because of unequal pay scales and a wide disparity in workers' health and safety measures, social welfare benefits and environmental protection.

Bush based his rosy predictions of NAFTA providing more U.S. jobs on the calculations of two experts, Gary C. Hufbauer and Jeffrey J. Schott, both senior fellows at the Institute for International Economics in Washington.

However, even these two experts have now concluded their previous forecasts that the pact would produce 175,000 U.S. jobs by 1995 were flawed, and that in fact any job gain that does result would evaporate by 2010.

Mexican president pushes pact

NAFTA has been signed by President Carlos Salinas de Gortari of Mexico, Prime Minister Brian Mulroney of Canada and Bush. However, it must be approved by Congress, where opposition is being led by House Majority Leader Richard ,~ Gephardt (D-Mo.).

Drop In Popularity

In Canada, as a result of a free-trade pact between Canada and the United States signed during the administration of President Ronald Reagan, and the prime minister's backing of the NAFTA pact, Mulroney dropped in popularity to a point below any Canadian leader in history. That drop in popularity, fueled by double-digit unemployment in Canada caused by the loss of jobs due to the U.S.-Canada pact, resulted in Mulroney announcing his resignation as Canada's leader in late February.

There is little doubt NAFTA will create a massive defection of U.S. industries to Mexico, with the loss of thousands of American jobs.

Even former Labor Secretary Lynn Martin of the administration and George Bush, who pushed for the treaty as an -^ integral part of plans for the "New World Order," admitted before a hearing of the Senate Finance Committee last September that NAFTA could cost the United States 150,000 jobs.

She tried to put the best spin on such an economic disaster by indicating the losses would be more than covered by "thousands of additional new jobs created by U.S. factories shipping extra goods south to Mexico," but few NAFTA critics took that claim seriously.

Not so Rosy

President Bill Clinton has endorsed NAFTA but is insisting upon side agreements to protect U.S. workers and the environment and to compensate for surges in imports as tariffs are reduced.

Significant opposition in Congress, led by Gephardt, is building against the trade pact. This has been greatly enhanced by the recent exposure of a Mexican government scheme to buy up U.S. industries, move them lock, stock and barrel to Mexico, and then resell then at a profit. The Mexican government was a "significant investor" in the buy out fund, known as the AmeriMex Maquiladora Fund L.P. One critic of NAFTA told The SPOTLIGHT the plan was a "blunder by the Mexicans hoping for quick approval of the treaty."

The existence of the fund was revealed by Gephardt, who quickly let the Mexican government know how angry he was.

"Funds such as this should not be allowed to operate," Gephardt said in a letter to Salinas. "But even more objectionable is the official participation of entities controlled by your government in stealing American jobs."

exposure of its existence.

According to Pat Choate, director of the Manufacturing Policy Project, a Washington-based group seeking additional protection from imports for ailing U.S. manufacturing industries, warned the AmeriMex fund could prove to be the advance assault of cross-border raids by Mexicans that could rival the leveraged-buyout boom of the 1980s, and that "hundreds of thousands of American jobs could be lost."

Tom Donohue, secretary-treasurer of the AFL-CIO, which opposes the pact, stated, "The fund is wonderfully revealing of the attitudes behind the enthusiasm for the NAFTA."

Government Lies By Martin A. Larson

The lack of honesty and reliability on the part of the federal government is well illustrated by its promises and performance in regard to the national budget. When it passed the Gramm-Rudman Act it promised faithfully to reduce the deficits by $372 billion over a five-year period, beginning in 1988.

And what happened? Instead of reducing the deficits, they were increased by $1,078 billion during these years, a difference between promise and performance of $1.4 trillion. Could anything be more outrageous?

The politicians talk about the deficit, but they are rarely specific about the cause. One of these consists of hundreds of well-hidden appropriations, which are not merely un-Constitutional and totally

unnecessary, but really ridiculous on their face. Some of the lesser perversions are: $2 million to renovate the private restaurant that serves the members of Congress only; $28 million to maintain a military base in California scheduled for closing; and $2.4 million to maintain a bicycle path in affluent Miami Beach.

Such provisions are included as additions to important legislation.

There is one type of legislation clothed in the greatest possible secrecy, which members of Congress, even if honest, dare not mention. The staff of the Philadelphia Enquirer, several years ago, made an in depth study of such secret appropriations and found that there were hundreds of these, costing the taxpayers perhaps $30 billion of $40 billion annually. These may be as absurd as an appropriation of $2 million to study the mating habits of the American cockroach.

When the wording is prepared, no individual is mentioned--only a description of what it will apply as a benefit for a certain person or entity. Anyone reading the code is not even likely to notice such a provision; and if he should do so, he will ordinarily have no idea what it is really for or who will profit as a result of it. However, this is one of the important factors in the operation of the federal government, which is designed to make millionaires or multimillionaires of all members of Congress who retain their positions for a number of years.

Interesting Question

It would be interesting to know just how much wealth a member of Congress had when he took office compared to what he has when he leaves.

I imagine that in establishing a secret appropriation, a voter would go to his congressman and say: "I have a wonderful proposal to investigate the number of horned owls we still have in the United States. I will need an appropriation of $2 million to investigate this matter. I will make sure you receive a certain

portion of this through a political action committee to finance your next campaign."

What a wonderful opportunity for the congressman to increase funds for future campaigns; and of course you know any money remaining in such a fund becomes his personal property when he leaves office. Have you ever heard of a simpler way to become a multimillionaire?

Here we have perhaps the principal reason why Congress will not give the president the line-item veto power; for if he had this, as do the governors of 40 states in handling their budgets, he could eliminate the ridiculous federal expenditures without endangering his own prospects for re-election.

The absurd and destructive practice on the part of Congress to include expensive and ridiculous appropriations in the federal budget to promote their own chances of re-election should be eliminated without delay. There are plenty of other steps that could betaken; but perhaps this is the most obvious and blatant evil that should be expunged.

I suggest that everyone write to his representative in Congress, urging him to put an end to this nefarious practice, or at least confer upon the president the line-item veto power.

Disarming the People First Step inCreating New World Order

Patriotic American leaders do not have to concern themselves with the average law-abiding American gun owner, only with establishing laws adequate to curb the crimes of armed criminals.

However, the allies of those who wish to subjugate the American people are the armed criminals, who, unhindered by adequate laws to curb their crimes, will ultimately cause the disarming of all Americans. Thus, potential tyrants and dictators, like jackals, always bark for gun controls.

The Second Amendment to the U.S. Constitution states: "A well-regulated militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed."

The first act of Soviet President Mikhail Gorbachev upon the declaration of independence from the USSR of the tiny republic of Lithuania on the Baltic Sea was a call for the disarming of the Lithuanian militia and a demand that all Lithuanians surrender their firearms to occupying Soviet authorities.

The second act was the use of force and intimidation against the Lithuanian people to force them to rescind their declaration of independence.

Not So Innocent

The so-called Brady Bill, which calls for a seven-day waiting period for Americans to purchase handguns, has passed the House of Representatives and faces its next hurdle in the Senate.

How can any reasonable American object to a mere seven-day wait to obtain a handgun? That is the question asked by members of Handgun Control Inc. and other proponents of the proposed mandated waiting period.

Those really familiar with the issue of guns and the rights of Americans to have them are not concerned so much about the seven-day wait but the fact that passage of the bill, which even the U.S. Justice Department has stated will be "useless" in curbing crime, will set the stage for the introduction and potential passage of truly oppressive and restrictive anti-gun legislation.

Let there be no mistake about it, there is a serious effort afoot in America and in Congress, particularly, to disarm the American people.

Civil libertarians and Constitutionalists, as well as would-be oppressors, are well aware that in order to make the American people give up their rights and freedom, as guaranteed by the Constitution, and to make them subservient to a "New World Order," they must first be disarmed.

Chipping Away

For years the gun grabbers in Congress, backed by an assortment of liberals, left-wing radicals and do-gooders who don't know the difference between a gun barrel and a butt stock, have been slowly chipping away at the Constitutional right of the American people to keep and bear arms.

Since 1989, when a crazed drug addict named Patrick Purdy picked up a Red Chinese AK-47 assault-style rifle and opened fire on children in a playground in Stockton, California, there has been a crusade among the anti-gun factions to ban not just imported Red Chinese firearms, which never should have been allowed into the United States in the first place, but all semiautomatic guns.

Semiautomatic firearms are guns which fire upon each squeeze of the trigger (without doing anything else), as opposed to automatic weapons which fire continually as long as the trigger is held back and there is ammunition in the gun's magazine.

Since the Stockton shooting, there have been numerous bills introduced in both houses of Congress to ban virtually all semiautomatic weapons, from handguns to rifles and shotguns.

In 1990, such a bill, sponsored by Sen. Dennis DeConcini (D-Ariz.), passed the Senate but the Congress adjourned before a companion bill could betaken up by the full House of Representatives.

Last year, the House had before it H.R. 1400, sponsored by Rep. Robert Michel (R-III.), the House minority leader. Now before the House Judiciary Committee, the bill is an anticrime package supported by the Bush administration.

While the proposed legislation wisely offers stricter penalties for the commission of crimes with firearms, it has a major drawback as far as gun owners are concerned.

Section 433 of the bill would insert a new paragraph in Sect. 92(a) of Title 18 of the U.S.Code, which defines the term "ammunition feeding device" as "a detachable magazine, belt, drum, feed strip, or similar device, which can be readily restored or converted to accept, more than 15 rounds of ammunition. The term also includes any combination of parts from which such device can be assembled. Notwithstanding the foregoing, such term shall not include an attached tubular device designed to accept and capable of operating with only .22 rimfire ammunition."

The problem is that virtually all non-.22 caliber rimfire clip-fed semi-automatic weapons, wi rich includes just about all semiautomatic rifles and pistols, can easily be converted to fire additional shots by lengthening the magazine or clip.

Magazines of more than 15 shots would be banned from import, manufacture, transport, shipping, transferring, receiving, or possession. Those already in the possession of gun owners would be allowed but their sale or transfer would be regulated by the Secretary of the Treasury. In other words, the Bureau of Alcohol; Tobacco and Firearms

(BATF) of the Treasury Department would be in charge of regulating the sale and transfer.

Worse Laws

Not that this law isn't bad enough as far as owning semiautomatic weapons is concerned, the fact is that worse laws are being proposed which zero in on banning semiautomatic

weapons in general. Gun grabbers in Congress amended the.anticrime bill to incorporate such repressive legislation.

Many pro-gun experts fear that the Clinton administration will ultimately go along with the anti-gun faction in Congress and that a severe law banning most semiautomatic firearms will be passed, a law advocated by liberal Democrats that goes far beyond the Michel bill.

In 1980, legislation was enacted creating the so-called BATF Form 4473, which prospective purchasers of firearms are required to fill out before they can buy firearms from a dealer.

The form requires the buyers's name, height, weight, race, residence, date of birth, place of birth and lists nine questions, which deal with the applicant's background, whether he has a criminal record, has been confined to a mental institution, etc. Complete details about the gun he wishes to purchase are also required.

If the applicant answers any of the nine background questions with a "yes", the gun dealer cannot sell the person a firearm.

Most people, even not gun owners, do not realize that the form is in reality national gun registration.

In fact, in anticipation of forthcoming anti-gun legislation, particularly involving semiautomatic firearms and magazines, BATF agents have been visiting gun shops and "checking" the 4473 forms.

The SPOTLIGHT has learned that the BATF has established what it has code named Operation Forward Trace, a program of formulating a computer list of gun owners with weapons that are likely to be banned.

'One gun dealer, Kirby Ferris of Stinson beach, California, who determined that BATF agents were visiting his gun shop and inspecting his forms for the purpose of copying the names of gun

owners and details of their firearms, denied the agents access to the forms.

Consequently, the gun dealer's license was revoked. "Funny how this [the visit of BATF agents at his shop] happened shortly after I wrote a bunch of columns in the paper about our gun rights," Ferris said.

Actually the BAFT agents, if they copy information from the forms for the purpose of establishing lists, are violating Title 18 U.S. Code Sect. 926(2)(a), which states:

"No such rule or regulation prescribed after the date of the enactment of the Firearms Owners' Protection Act [enacted in 1986] may require that records required to be maintained under this chapter or any portion of the contents of such records, be recorded at or transferred to a facility owned, managed, or controlled by the United States or any state or any political subdivision thereof, nor that any system of registration of firearms, firearms owners, or firearms transactions or dispositions be established ..."

According to the law they may inspect the lists "to inquire into the disposition of any firearm in the course of a criminal investigation."

Moral behavior cannot be legislated. Criminals and drug dealers will not register their guns or obey any law that

would try to change their behavior pattern. Dealing in drugs is illegal but it does not stop the criminals. IT IS

Really the first step in disarming the American people in creating the new world order which will make slave of all of us. Don't let it happen!

Is President Bush a Crook?An Explanation to Presidential Corruption

In this special reprint, The SPOTLIGHT presents a bill of indictment against George Herbert Walker Bush, in the form of a compilation of many of the misdeeds and Instances of corruption which have come to light during his presidency.

Some of these charges have appeared in the Establishment media. But others have appeared only in The SPOTLIGHT.

Many of the allegations are just that, and remain unproven. But, taken together, the weight of the evidence indicates Bush has engaged in a clear pattern of abuse of office.

In-depth investigations of facts within must be undertaken, followed by impeachment (indictment) for high crimes and misdemeanors. (Reprinted from the January 20, 1992 issues of The SPOTLIGHT).

Long Time Spy Bush Linked to October Surprise of 1980

George Herbert Walker Bush, the 41st president of the United States of America, overwhelmingly defeated Michael Dukakis in 1988.

Bush bestrides the United States like a colossus. No one has wielded such dictatorial power in the world since Franklin Delano Roosevelt in World War II.

He rode into office on a wave of popular support, including from this newspaper. His record of political experience, his apparent competence and his forceful promises to provide strong leadership and his commitment to values that are the foundation of a strong and prosperous United States led the majority of Americans to believe our country would flourish under his presidency.

Soon Bush, who pledged ("read my lips") no new taxes during the campaign, reneged on his promise.

Less than three years later, some are claiming Bush may be the most corrupt president in the history of this great republic.

Is it possible Bush, who has served the United States in public office for nearly 30 years, has had ulterior motives all along? Could Bush be more concerned with enriching his family and friends than carrying out his official responsibilities? Could he be serving the interests of the international moneyed elite instead of the United States of America?

This article will examine Bush's record of public service and leave it to the reader to judge the president's performance.

Bush The Spook

Critics claim Bush's enigmatic behavior begins long before he was inaugurated as president. In January, 1976 Bush, ~-- appointed by our nation's only president never elected to national office, Gerald Ford, took over the directorship of the CIA.

Upon assuming his position, Bush took an oath promising to clear all statements with the CIA.

This conflicts with his duty now as president. The CIA can muzzle Bush any time it desires. And as any former CIA employee can tell you, there is no such thing as a former CIA employee.

Evidence shows Bush was involved with the CIA long before he was appointed its director. Bush is now believed to have been recruited as an operative after graduating from Yale, where he was a member of the secret Skull and Bones Society, along with other luminaries such as William F. Buckley Jr., who was also recruited into the CIA from Yale.

The strange fact has emerged, it was none other than George Bush who debriefed FBI Director J. Edgar Hoover on the CIA's knowledge of the John F. Kennedy assassination on November 24, 1963.

As Mark Lane has shown in his best selling new book Plausible Denial, former FBI Director J. Edgar Hoover wrote a memo in late 1963 referring to "Mr. George Bush of the CIA."

After it became clear Bush had no chance of winning the Republican nomination for the presidency In 1980, David Rockefeller, former head of the Trilateral Commission, ensured Bush's spot on the Republican ticket as Ronald Reagan's vice president. Reagan, forced into accepting Bush as his running mate, was furious. (SPOTLIGHT, August 4, 1980 and November 11, 1985).

October Surprise

Having positioned Bush in line for the presidency, there was the matter of ensuring the Reagan-Bush ticket won the election. Despite Jimmy Carter's horrific record as president (his disastrous economic policy alone crippled any change of re-election), there remained a slight chance Carter could defeat the Republican nominee.

If Carter could secure the release of the American hostages being held by Iran, before the election, Republicans feared he would snatch victory from imminent defeat. This scenario was designated the "October Surprise.'

Members of Reagan's campaign team, including Bush and William Casey, who was to serve as CIA director under Reagan, are alleged to have conspired with Iranian government officials (then sworn enemies of the United States) to keep the hostages in Teheran until after the election. In exchange officials of the Republican campaign team promised to provide the Iranians with much-needed weaponry and spare parts for the American weapons they already possessed to wage their war against Iraq.

The weapons were funneled through Israel.

Treason, as defined in Article III, Section 3 of the Constitution, "shall consist only in levying war against [the United States], or in

adhering to their enemies, giving them aid and comfort." Obviously, in 1980 Iran was an enemy of the United States, and George Bush allegedly offered them aid if they would only help win the presidential election.

Bush vehemently denies any involvement with the October Surprise scandal, and the Establishment media is propagating his claims of innocence. But evidence, as documented in stories in The SPOTLIGHT, Barbara Honneger's book October Surprise, and Gary Sick's newer book of the same name, is mounting.

Several stories in The SPOTLIGHT included interviews with Gunther Russbacher, an ex-Navy pilot who claims to have flown Bush to Paris to meet with the Iranians, while Bush claims to have spent the day in question at Andrews Air Force Base or elsewhere (his alibi has never been firm). And The SPOTLIGHT has evidence from two separate foreign sources that Bush was in Paris on October 21 and 22, 1980.

As the full story is revealed, Congress has been forced to create a select committee to investigate the allegations.

The General Accounting Office (GAO) was asked to investigate the matter, but when they attempted to interview the Secret Service agents assigned to Bush on the days he allegedly was in Paris the GAO was refused permission to speak with them.

Iran-Contra Scandal

The October Surprise scandal was a precursor to the Iran-contra scam that could have brought down the Reagan presidency. Prohibited by an act of Congress from providing military aid to the Nicaraguan contras fighting to oust the community Sandinistas, Republican administration officials hatched a plan to secretly sell arms to Iran (officially still an enemy of the U.S.) and divert the proceeds allegedly to the contras. Observers have questioned where the money really went.

George Bush claims he was "out of the loop" during the planning and execution of this covert operation. But White House logs tell a

different story: They clearly indicate Bush was present and participated during the planning meetings as does a memo by Reagan's National Security Adviser, John Poindexter, which reads: "VP solid in taking the position that we have to try" the scam. When questioned about this, White House staffers' claim Bush's "role in the Iran-contra affair was completely examined in the congressional inquiry, and we have nothing to add."

As reported in the Broward, Florida Jewish World of October 11, 1991, Israel will neither confirm or deny the existence of tape recorded conversations between then Vice-President George Bush and Amiram Nir, and adviser on terrorism to the Israeli government. On ABC's Nightline Ted Koppel read from a transcript of a conversation between Bush and Nir on the details of arms shipment to Iran. Bush had subsequently said he doesn't recall the briefings and was uninvolved with the Iran arms sales. Efforts to corroborate the conversation with Nir are impossible since he was killed in a mysterious plane crash in Mexico in 1988.

Instead of Implicating Bush as an accessory to the crime lower officials were fingered to take the fall: Poindexter and Lt. Col. Oliver North, his assistant.

Another of those expendable to George Bush was former Panamanian dictator Manuel Noriega, now cooling his heels and mostly forgotten by the American people in a federal prison in Florida on drug money laundering charges. Capturing Noriega, who had helped launder funds during the Iran-contra scandal and could well implicate Bush, was the primary objective of Bush's first military adventure as president, Operation Just Cause.

Operation 'Just' Cause?

In December of 1989, Bush authorized an invasion of Panama ostensibly to bring Noriega to justice. The operation was quick, clean and successful according to the Establishment media: Only 26 American soldiers died in the brief "war."

The real motives for Operation Just Cause have never been given full coverage in the Establishment media because they could

show Bush's actions go beyond an abuse of power to become absolutely criminal. As mentioned earlier, Noriega could have implicated Bush in the Iran-contra scandal. His testimony needed to be eliminated. He still might have an opportunity to reveal some of what he knows if he is ever brought to trail, a doubtful occurrence since the FBI seems to be trying to botch the case as is evidenced by the "accidental" release of the illegal wiretap tapes of conversations between Norlega and his attorneys.

Holdings in Panama

But an Illegitimate motive for Operation Just Cause appears to be just plain greed--the motivation behind the entire New World Order, The Bush family, whose finances are managed by George's brother Prescott, in partnership with the Japanese Aoki Corporation, has invested more than $350 million in Panama.

Among their holdings in Panama are the luxury resort on Contadora island known as Caesar Park (site of the peace conferences for Central America) and the Marriott Hotel. Did George Bush invade Panama fearing Noriega would nationalize some of Aoki Corporation's Investments there?

Aoki and Prescott Bush also shared a common acquaintance under scrutiny in Japan, Susumuy Ishii, a leading figure in Japan's Yakuza (organized crime). Aoki backed Ishii's acquisition of shares of Tokyu Corporation, a railroad conglomerate. Prescott Bush received $250,000 for recommending West Tsusho invest in two American companies, Quantum Access, a Houston-based computer software firm, and Asset Management International Finance and Settlemen

West Tsusho is an arm of Hokusho Sangyo, a real estate and investment company controlled by Susumu Ishii, chairman of Japan's second-largest crime syndicate until his resignation in October of 1990.

Further proof Operation Just Cause had nothing to do with bringing Norlega to justice in the war against drugs, but

was instead a personal mission to protect George Bush's investment, Is evidenced by the men chosen by Bush to run Panama after Noriega's ouster. Panama's current president, Guillermo Endara, is a director of the Panamanian bank used exclusively by Colombia's Medellin drug cartel. Bush's handpicked vice president, Guillermo Ford, is part owner of the Dadeland Bank of Florida, named in a court case several years ago as a central money laundering facility for South American drug barons.

In replacing one drug money launderer, the United States lost 26 servicemen and ended up with two more drug money launderers, compliments of George Herbert Walker Bush. Chalk up the 2,000 Panamanian civilians who were killed to -~ unavoidable accidents.

Operation Desert Storm

Just a little over a year passed between Operation Just Cause and Operation Desert Storm, which, according to many critics, was the most blatantly atrocious and horrifying act of Bush's presidency thus far. It resulted in the apocalyptic devastation of Iraq. Under the guise of protecting the world from the armed aggression of a dictator and establishing a New World Order, Bush sent over 500,000 American soldiers to the Middle Eastern deserts to "Liberate" Kuwait and dispose of Saddam Hussein.

After a massive bombardment that blasted Iraq back into the stone age, killed an estimated 200,000 civilians outright and devastated priceless historical artifacts, including the oldest Christian church in the world, a brief land battle massacred Iraqi soldiers by the tens of thousands, and the war was won. All that was left was to celebrate the "victory," which was accomplished in gaudy fashion with massive military parades (reminiscent of those May Day parades through Red Square in Moscow of yore) in Washington and elsewhere.

This is the version of the war most Americans are familiar with, because this is the way the Establishment media portrayed the events. But what really happened and what were the real motives behind Operation Desert Storm?

Territorial Dispute

Saddam Hussein invaded Kuwait supposedly because of a territorial dispute. In a prize-winning story, The SPOTLIGHT (October 8, 1990) was the first to reveal the United States goaded Saddam Hussein into the invasion. American ambassador to Iraq, April Glaspie, gave Saddam Hussein assurances the United States did not care about Iraq's disagreement with Kuwait and would not get involved.

But as soon as Iraqi tanks rolled into Kuwait, Bush appeared on television condemning the invasion and calling for

Iraq's punishment. Suddenly Saddam Hussein, who had received billions of dollars' worth of American weapons and aid in his decade-long war with Iran, became the evil dictator in the desert, after years of being a favored friend.

In an effort to establish the New World Order, Bush looked toward the United Nations, not the U.S. Congress, to legitimize his enduring actions. UN resolutions passed condemning the Iraqi invasion and imposing an embargo on Iraq A coalition of forces, overwhelmingly American but joined by troops from nations whose leaders were bribed with billions of dollars by the United States, was arrayed in the desert to protect Saudi Arabia.

The CIA and National Security Agency provided doctored photographic "proof" to the media the Iraqis were massing along the Saudi Arabian border after their drive into Kuwait. Expert military analysts questioned the veracity of this "proof."

The daughter of the Kuwait ambassador to the United States was permitted to testify under oath and anonymously that Iraqi soldiers were dumping Kuwait babies out of incubators. The Establishment recklessly trumpeted this story around the wold. Her testimony is now admitted to be a lie, with the complicity of the CIA and the Bush administration.

The Establishment media accepted the official lies and obediently whipped up the trusting American public into a blood

frenzy to destroy Saddam Hussein and kill the "enemy" by the thousands.

Atrocity

On January 16, Bush proceeded with his plan and began to pound Iraq from the air. The ferocity of the attack was noted, but little coverage was given by the Establishment media to the actual extent of death and destruction. Only

The SPOTLIGHT reported many more civilians were expected to die from the bombing, as well as starvation and disease as a result of the destruction of the country's infrastructure than soldiers were killed in actual combat.

The objectives of Operation Desert Storm mutated in the six months between the time of the Iraqi invasion and the American attack. Removing Saddam Hussein, even killing him, became No. 1 on the list.

To help achieve this Bush incited the Kurds in Iraq to rebel. The Kurdish rebels took Bush at his word (remember, this is the same man who promised the American people no new taxes), and began an uprising, soon crushed by the Iraqi army Bush left the Kurds in the lurch, saying he did not want to become embroiled in a nation's internal civil strife. Hundreds of thousands were forced to flee their homes in advance of Iraqi troops.

Camped in terrible conditions in the northern mountains, waiting for U.S. help that would never arrive, hundreds of Kurdish women and children died of starvation and exposure.

And what did this genocide to destroy an enemy of Israel cost the American taxpayers? According to recent reports, Operation Desert Storm will end up costing $350 per American. This is a total bill of well over $70 billion dollars, allowing the American public to legitimately raise the question, "For what?" Bush's malicious attack on Iraq and his

wanton destruction of life and property constitutes one of the greatest atrocities of all time, and is a shameful blot on American history.

Bush and BCCI

Shortly before Bush demonized Saddam as the evil dictator who must be removed, the two were partners in a scam t enriched them both, according to Sherman Skolnick, an investigative journalist based in Chicago. Bush, Saddam, and others split the incredible sum of $250 billion in extortion from the sale of Persian Gulf oil. The funds were funneled through the corrupt Bank of Credit and Commerce International (BCCI) with which Bush's family is known to have substantial relations, according to Skolnick.

The Establishment media is now covering the story of BCCI's role in the laundering of drug money and financing covert operations of the CIA and the Israeli Mossad. But it was The SPOTLIGHT that uncovered the story initially in its issue of March 25, 1991. Among Establishment papers, only the Wall Street Journal, in an editorial on October 29,

1991, has linked George Bush to the scandal.

But secret court documents--from case No. 90 C 6863, Willis C. Harris vs. the Board of Governors of the Federal Reserve System, being heard in the U.S. Court of Appeals for the Seventh Circuit in Chicago--reveal the ties between Hussein, Bush, and the BCCI, according to Skolnick. In an interview on Radio Free America and reprinted as a transcript in the August 19 issue of The SPOTLIGHT, Skolnick revealed all of the intricacies of the deal between Hussein and Bush.

Connected

BCCI, oil and George Bush are also connected through the president's son George Jr. and Harken Energy of Texas. George Jr. is a director of the Texas-based Harken, which was in desperate need of capital to develop the oil fields oft the coast of Bahrain they had been granted exclusive rights to.

According to a Wall Street Journal article of December 6, 1991, money from BCCI (in which the ruling family of Bahrain had invested heavily) flowed through the Gokol family of Pakistan to Abdullah Baksh, a Saudi Arabian investor Baksh used the money to obtain a 17 percent stake in Harken Energy worth over $25 million.

Curiously, the Justice Department, under the direction of Attorney General Richard Thornburgh, cancelled an

investigation into the ownership of First American Bankshares, secretly controlled by BCCI, in October of 1990. And

William Von Raab, former U.S. customs commissioner, was fired by Treasury Secretary James Brady for delving too deeply into the BCCI scandal.

Another connection between Bush and BCCI is Edward Rogers, an aide to former White House Chief of Staff John Sununu. Rogers was hired by Sheik Kamal Ad ham, a central figure in the founding of BCCI, with a $600,000 advance to represent his interests in the United States. Rogers resigned after public charges of influence peddling arose.

BUSH: Best Friend of Red China

Red China (before the United States had even formalized diplomatic relations with the country), Bush has looked favorably upon Red China, the leaders of which have massacred an estimated 50 million of their own people since 19,

In the summer of 1989, after the communist dictators massacred thousands of unarmed Chinese students and worke who were peacefully protesting for more democracy in Tiananmen Square in front of millions of television viewers around the world; Bush still

favored granting Red China most favored nation (MFN) trade status.

Publicly Bush cut off all high-level diplomatic relations with Red China until its leaders made some progress on human rights. Yet,less than one month after the massacre, Assistant Secretary of State Lawrence Eagleburger and Bush's national security adviser, Brent Scowcroft, were secretly sent to meet with Red Chinese leader TengHsiao-ping.

This past summer, Bush was again pushing to renew MFN status for the regime in Peking even though the United States is being flooded with products from Red China, much of it produced by slave labor, and currently has over a $10 billion trade deficit with the community country.

Why would George Bush be so supportive of granting MFN status to a regime known to use slave labor in the production of goods it exports to the United States and which has deliberately attempted to circumvent import restrictions on clothing and other items by making them appear to come from a country besides Red China?

Brother A Partner

The president's brother Prescott Bush is a partner with the Aoki Corporation in the construction and management of a resort club outside Shanghai in Red China. The $18 million Shanghai Country Club, which includes a golf course and tennis courts, opened in May of this year. Bush stands to earn 25 percent 'of all profits from the enterprise.

In a country where most people make barely $700 a year, there is not a large domestic market for an $18 million country club. Instead the club was designed to cater to foreign businessmen conducting commerce in China, but if Red China does not have MFN status, less business will be done, resulting in fewer profits for Bush and his Japanese partners.

According to the Los Angeles Times,Prescott Bush has also received $250,000 working as a consultant to Asset Management International Financing and Settlements Ltd. The company, which is establishing a communications network in Red China, arranged to have three advanced communications satellites manufactured by Hughes Aircraft Company exported to Red China.

One step in establishing the New World Order (which will mean economic and political slavery to the people of the world) is free trade among nations. The signs are everywhere: the newly unified European Community, the U.S. Canadian Free Trade Treaty, the proposed free-trade agreement between the United States and Mexico and the current Uruguay Round of talks on the General Agreement on Tariffs and Trade.

And of course granting MFN status to countries like Red China and the nations of the former Soviet Union, to bring them under the admiration of the international bankers and financiers, is part of the plan. All of these agreements will cost U.S. workers jobs and income and a lowered standard of living--in the name of the New World Order and profits for its architects.

Drug War Hoax

The war on drugs in the United States will never be won as long as it is waged by Bush and his cohorts. Bush's links with Manuel Noreiga, who is now in federal prison on drug charges, from his days as CIA director and the Bank of Credit and Commerce International, the corrupt bank notorious for its drug money laundering operation, clearly show Bush and his administration are not serious about removing the blight of drugs from the American landscape, according to Bush critics.

Another episode, this involving the Populist Party's presidential candidate, Vietnam War hero James "Bo" Gritz, supports this claim. During an expedition to the Golden Triangle of Southeast Asia in search of American POW's and MIA's, Gritz met with Shan leader and drug lord Khun Sa in 1986 and 1987 in Burma.

Khun Sa offered to stop the flow of opium out of his territory in exchange for modest U.S. aid or commerce, and implicated high-ranking American officials in the drug trade including former Assistant Deputy Secretary of State Richard Armitage. The SPOTLIGHT was once again first among the media in documenting these allegations. (See stories in July 13, 1987 and August 8, 22, and 29, 1988 issues).

Almost immediately after Gritz came forward with his allegations, he was charged with using a counterfeit passport (which had been issued to him by the CIA). Prosecuting U.S. Attorney William Maddox was quoted after Gritz was acquitted by the jury as saying, "George Bush phoned me personally and told me to get Gritz."

Soon after, Maddox was fired.

Nevada is still without a U.S. attorney. Obviously, Gritz had hit a raw nerve in the Bush administration: Bush and his cohorts appear to be deeply involved in the world drug trade.

Perks of Power

Any review of George Herbert Walker Bush's misdeeds and corruption would be incomplete without reporting on the abuse of his position as president for the financial benefit for family and friends.

First his immediate family. Most notorious, of course, is Bush's son, Neil and his role in the failed Silverado Savings and Loan in Colorado. Federal thrift regulators recommended Silverado, of which Neil Bush was a director, be closed in October of 1988. But the regulators' superiors ordered a two-month delay before closing down the thrift institution. After George Bush had won the presidency in November, Silverado was seized, a month later.

George Bush Jr. is also benefitting from being the president's son. In January of 1990, Harken Energy of Texas negotiated an agreement with the country of Bahrain for the rights to drill an unexplored oil and natural gas field in the Persian Gulf. Soon after,

the United States signed an agreement with Bahrain allowing for a permanent American military presence on the island. George Bush Jr. happens to be a "consultant" to Harken Energy, receiving $120,000, per annum.

As has been documented earlier, Prescott Bush, the president's brother, is involved in many questionable business dealings. Prescott Bush received $250,000 from Asset Management International Financing and Settlements Ltd., whi helped General Motors subsidiary Hughes Aircraft export three highly sensitive communications satellites to Red Chin. Prescott Bush also acted as a consultant to companies controlled by the Japanese organized crime family, Ishii, which was buying up small American companies.

Conflict of Interest

Bush's national security adviser, Brent Scowcroft, has been charged with conflict of interest by Rep. Henry Gonzales (D-Texas), chairman of the House Banking Committee. Scowcroft, who wields power over the sales of arms by the United States and the issuance of export permits, owned stock in over a dozen defense contractors that stood to profit by Bush's policies. Scowcroft only recently divested himself of some of these stocks upon a recommendation from the Office of Government Ethics after prompting profitable policy for two years.

Two of Bush's Cabinet members are also prospering from the Bush presidency. Secretary of State James Baker and Secretary of Commerce Robert Mossbacher are profiting handsomely in the recently approved Chemical Bank-Manufacturer's Hanover merger. Baker had owned shares in Texas Commerce Bankshares, which Chemical Bank purchased in 1986. Baker traded his stock for Chemical Bankshares, and his brother Emil is a director of Chemical

Bank.

Mossbacher and Baker are also partners with George Bush in an oil barge business in Houston. According to Comrnon Cause

magazine, the company has been cited for over 200 oil spills in the Houston harbor--so much for the environmental president.

Inslaw and 'the Octopus'

Freelance investigator and writer Joseph Daniel Casolaro met a mysterious end in West Virginia last summer while pursing suspected links between the above scandals and yet another-the Inslaw case. His death was ruled a suicide, but suspicious circumstances, including wrists slashed multiple times, an unsigned suicide note and the almost immediate embalming of the body, have led many to believe Casolaro was the victim of knowing too much.

Casolaro has been working for nearly a year on a book that connected the Bush-Hussein-BCCI scandal, the October Surprise scandal and the theft of Inslaw Inc.'s Promise software package by the U.S. Justice Department. He told friends he had found links between the scandals tied it to a huge international conspiracy he called "the Octopus" and said the trail of his investigations led all the way to the White House.

His work focused on the Inslaw scandal in which Justice Department officials including former Attorney General Ed Meese are accused of stealing software designed to track criminal cases. In January 1988, a bankruptcy judge ruled the government "took, converted and stole" the Inslaw software through "trickery, fraud and deceit."

That decision was overturned.

Investigations into the matter by Congress have met with resistance from the Justice Department. Rep. Jack Brooks (D-Texas) has accused former Bush Attorney General Dick Thornburgh of stonewalling the investigation. Attorney General-designate William Barr has announced a thorough investigation into the matter will be conducted by a special counsel.

Conclusion

The evidence is dearly laid out. George Herbert Walker Bush and his presidency are implicated in some of the most notorious scandals in the history of the United States, which cry out for competent investigations.
