General J. H. Binford Peay III, VMI Class of1962, became the Institute's 14th Superintendenton July 1st 2003. Through Vision 2039, he has ush-ered in a period of enthusiasm, growth, and changethroughout all aspects of VMI. Never losing sight ofVMI's primary "academic focus," which he empha-sizes as "first among equals," Vision 2039 sets fortha plan that will guide the Institute for decades tocome, as it moves toward its 200th anniversary.

Enhancing the physical and cultural environment isa key component for the future. Full renovations ofNichols Engineering Hall, Crozet Hall, Mallory Hall,and J.M. Hall have recently been completed, with amajor modernization project at Kilbourne Hall, anew Leadership and Ethics Center, and a thirdBarracks all in "full swing." In addition to the newthird barracks structure, this project will includemodernization of all rooms in the current Old andNew Barracks as well. General Peay and his staffhave also spent hundreds of hours buried in thedetails of cadet leadership functions, cadet organi-zations, the regimental and class systems, theHonor System, and the cadet daily schedule.

"We must have the daily schedule right; leadership,cadet life, study time, management skills, andeverything else at VMI evolve around that," saysGeneral Peay.

Academically, VMI remains a clear leader amongundergraduate colleges. In July 2007, the Institute,in a superb performance, successfully completed itsten year Compliance Certification by the SouthernAssociation of Colleges and Schools receiving reaf-

firmation of accreditation. Modernized and techno-logically enhanced academic buildings and a full aca-demic support staff complement splendid instruc-tors. The Institute receives annual national andstate recognition for its programs.

Military and athletics combine with academics toform the historic three-legged stool at VMI, andboth play major roles in Vision 2039. A significantincrease in commissioning is called for as GeneralPeay emphasizes the importance of military service,not necessarily as a career, but rather for a coupleof years in the true spirit of the citizen-soldier.Over the past four years, the percentage of gradu-ating cadets receiving commissions has grown from34% to 51%. A strong proponent of athletics,Vision 2039 (and "every cadet an athlete") calls forhuge capital building efforts which will benefit inter-collegiate teams, club teams, intramural sports, andthe Corps in general. The initial and most obviouseffort is the newly renovated football stadium atAlumni Memorial Field, dedicated - Foster Stadium- in September 2006 in honor of P. Wesley Foster,Jr., VMI Class of 1956. The Gray-Minor BaseballStadium, named in honor of Senator Elmon Gray'46 and G. Gilmer Minor, III '63, and the PauletteLocker Room complex in honor of Bill Paulette '69were completed and dedicated in March 2007. Alacrosse-soccer stadium, additional multi-purposefields, new Corps confidence courses, tenniscourts, RAT Challenge courses, and animproved cross country "Chessie Trail" areplanned for the North Post area and will"round-out" what General Peay calls "leader-ship valley."

General Peay considers his Superintendencyas an opportunity to give something back toVMI which has had such a significant influ-ence on his life and that of his family. HisFather, J.H.B. Peay, Jr. was a graduate of theVMI Class of 1929, and he and his wife,Pamela, have two sons, who are also gradu-ates: Jim, Class of '98, and Ryan, Class of '02.Born in Richmond, Virginia on 10 May 1940,General Peay, upon graduation, was com-missioned a Second Lieutenant of FieldArtillery, embarking on a 35-year career inthe United States Army. He holds a Bachelorof Science degree in Civil Engineering fromVMI, a Masters of Arts degree from GeorgeWashington University, and he is also a grad-uate of the United States Army War College.As a cadet, he was a quarterback on the

football team, a member of the Honor Court, aBattalion Commander and awarded the Institute'sprestigious Cincinnati Medal at graduation.

He assumed command of the 101st AirborneDivision on 3 August 1989 and led the Divisionthroughout Operations DESERT SHIELD andDESERT STORM in the Persian Gulf. Promoted toLieutenant General in 1991, he was assigned as theDeputy Chief of Staff for Operations and Plans,Department of the Army and Senior ArmyMember, United States Military Committee, UnitedNations and on 26 March 1993, he was promotedto the rank of General and appointed the 24th ViceChief of Staff of the United States Army.

His last assignment was Commander-in-Chief,United States Central Command, MacDill AirForce Base, Florida, from 5 August 1994 to 13August 1997, with responsibility for the regionencompassing twenty countries in Africa, theMiddle East, Persian Gulf and South Asia. GeneralPeay is currently Chairman, the Allied DefenseGroup, and a Director with BAE Systems, Inc.

The most ambitious capital improvements to athletic facilitiesin 20 years have been launched under the Vision 2039 initiativeof VMI Superintendent General J.H. Binford Peay, and ninth-year Athletic Director Donny White has been a guiding forcein the process.

Over the past year, both the football and baseball pro-grams have seen their facilities significantly upgraded with theadditions of P. Wesley Foster, Jr. ‘56 Stadium and Gray-MinorStadium.

Facilities improvement is just one issue that White hastackled since taking over as AD in 1998. Upon his return,White immediately went to work addressing the challengingissues facing the VMI athletic department. At the same time,he has built support for intercollegiate athletics among theVMI community and its alumni. His effort has resulted in achange in conference affiliation, increased funding for opera-tions, the development of women’s athletics, and a betteroverall competitive environment for VMI sports.

In 2006-07, VMI enjoyed considerable success on thefield with the basketball reaching the Conference finals andthe baseball team posting big wins over a pair of top ten pro-grams.

White returned to the Institute on Apr. 22, 1998, afterserving six successful years as athletic director at PatrickHenry High School in Ashland, Va. White guided the school’sathletic program to unprecedented achievement both on andoff the field and led the efforts to improve funding and facili-ties for the school’s athletic program.

White compiled a distinguished VMI coaching career intwo sports spanning 15 years. He joined the football staff ofBob Thalman in 1971 as a defensive backfield coach andhelped lead the Keydets to two Southern ConferenceChampionships and a State Championship in 1977. Whitecoached the defensive backs to a number one national rankingin 1975 and number four ranking the following season. Heserved as VMI co-defensive coordinator from 1976 to 1981and had the Southern Conference’s top-ranked defense in1977. His defensive backfields led the conference in passdefense three times. White also recruited seven football play-ers who were selected all-conference.

In the fall of 1981, White became VMI head baseballcoach and began to resurrect a program that had not won aSouthern Conference game the three previous years. His1982 debut squad compiled six league wins and White wasnamed Southern Conference Co-Coach of the Year. His teamswon 85 games in six years and his 1987 squad reached the

Southern Conference championship game. While serving asbaseball coach, White also taught on the Physical Educationstaff as an assistant professor.

White entered private business in 1987, but returned tothe full-time athletic ranks in 1992 when he accepted the ath-letic director position at Patrick Henry. White supervised allareas of the Patriot athletic program and helped improve facil-ities, season ticket sales, and booster club membership. Thefootball program reached the ranks of the state’s elite, win-ning 57 of 65 games, five district titles, four regional titles, astate runner-up trophy, and the state AAA, Division 5 champi-onship in 1994.

White is a 1965 graduate of VMI with a B.S. degree incivil engineering. As a cadet, he was a Distinguished MilitaryStudent, named Who’s Who in American Colleges andUniversities, and was awarded the Pres. Brown Athletic Cupfor excellence. White co-captained the 1964 VMI footballteam and was selected All-Southern Conference in baseballfor three consecutive years as a shortstop while also leadingthe team in batting. He was inducted into the VMI Sports Hallof Fame in 1975.

After graduation from VMI, White was commissioned asa field artillery officer in the U.S. Army and served a tour ofduty in Vietnam. His decorations include the Bronze Star,Purple Heart, and Air Medal with four oak leaf clusters.

White and his wife, Bettie reside in Lexington.
