Primary Duties• Define future City direction through strategy, plans and zoning.

• Facilitate development and economic growth through planning and building activities.

• Educate customers and encourage voluntary compliance.

• Apply and enforce City ordinances, delegated State codes and Federal housing assistance.

• Delegated – State agencies delegate their enforcement authority to the City.

• Legislative Mandate – Through statute and rule, State legislature requires City to provide services. 

• Discretionary – City Council ordinances establish requirements and program standards.

Primary Duties• Assist the City Council and City Manager to develop the City’s long‐term and strategic plans.

• Implement City plans using HRA and Port Authority powers.

Special Projects & Initiatives

•Coordinate the development and implementation of the Department’s strategic priorities and objectives.

•Evaluate new opportunities, research and analyze ideas.

•Collaborate and partner with others to advance innovative opportunities.  

• Maintains a fair and equitable property tax assessment.• Effectively manages litigation risk on commercial property tax petitions.• Provides appraisal services and property tax analysis for development projects, condemnation, acquisitions/disposals and leasing opportunities.

Assessing• Determines annual valuation and classification for properties.

• Manages appeals on commercial/industrial and apartment properties in Minnesota Tax Court.

• Reviews all Bloomington’s approximately 32,000 parcels once every 5 years. Goal of 6,500 to 8,500 each year. Required to follow State Statues and DOR policy directives while maintaining international statistical standards for a fair and equitable property assessment.

• Provides the Annual Assessment Report to ensure public trust and transparency.

• Presents valuation and property tax trends and analytics to City Council, executive leadership and other interested community partners. 

Assessing has successfully achieved proactive MOA settlements for the past 16 years totaling 11.1 billion dollars of value. In 1999, MOA almost went to tax court and at that time both sides had about a million dollars into the case.

Building & Inspections

• Reviews construction plans for consistency with codes.

• Issues permits and inspects work throughout construction process.

• Time of Sale Inspection Program.

The revenue generated by permits and inspections cover 100% of the

B&I Division expenses plus other development-related activity.

Environmental Health• Delegated from state to license and inspect:

• Restaurants, grocery stores, schools & all other food establishments

• Hotels, public pools & spas• Manufactured home parks & recreational camping areas• Wells – construction & sealing• Richfield inspection contract (food, pools & lodging)

• Investigate food and water borne illness • Monitor beach water quality

The Environmental Health Division is proud of our long-standing partnership and ongoing engagement with Bloomington’s hospitality community highlighted by the Food Safety Awards celebrated as part of the Diamond Service Awards Gala

Housing and Redevelopment Authority• Affordable housing program provider

• Partner with the private sector to facilitate development

Providing housing stability for over 600 families a month. Partnering with private and affordable housing developers to produce housing.  There are five projects in the development pipeline supporting new affordable housing units and the new Opportunity Housing Ordinance.

Wireless leases negotiated and administered by the Planning Division will generate over $700,000 in revenue for the City in 2020.

The Port is proud of delivering on the South Loop Vision with six projects currently under construction, totaling over $1 billion since 2013. There are multiple cranes in South Loop and more are on the way.

Wright’s Lake Park Mural, “Seasons of Becoming,” by GoodSpace Murals voted one of five finalists for best public art in CityPages Best of Issue. The mural was also recognized as an outstanding public art project created in 2018 through the Americans for the Arts Public Art Network Year in Review program.
