1 Enfield Society News No. 203, Autumn 2016 Members have been kept informed in previous newsletters about the chequered history of Trent Park following the departure of the Middlesex University in 2012 up to the current plans by Berkeley Homes to develop it as a residential estate of 257 homes. Following their fourth public consultation event, now seems a good time to look at the proposals in more detail. There is a Master Plan, giving clear indication of what to expect when a full planning application is made in the autumn. Through the consultation process several priorities emerged, which the developers have attempted to meet. A top priority was that there should be walking and cycling routes fully accessible to the public through an ungated site. There was very strong support for the restoration and enhancement of the key historic landscape assets and their integration into the wider Country Park. Second priority was to restore the Mansion House and Orangery to their former glory, together with built heritage assets, the Stable Block and Walled Garden, the Dower House, Rookery Lodge and Gardener’s Cottage. Most disliked were the 1960s/70s former university buildings which are to be removed. There was strong support for a form of public access to the Mansion together with a museum, events space and cafe. The Museum would have to be viable and sustainable long term. As well as its wartime role, Trent Park under Sir Philip Sassoon in the first decades of the 20th Century became a main centre for London High Society, entertaining royalty and guests such as Sir Winston Churchill. Currently the ‘Save Trent Park’ Campaign is bidding to provide a museum featuring the Second World War role of Trent Park, with the covert listening to the German officers housed there. This involves the eastern part of the house, occupying the grand rooms to the rear, opening on to the terrace, the blue room with its Rex Whistler wall paintings, and part of the basement. The scope would depend on a business plan currently being produced by the Campaign. The plan is that the occupants of the Mansion would use the front entrance opening off the forecourt, with access for the museum from the side into the Blue Room. The Master Plan illustrated here shows the proposed layout of the housing in Trent Park – the current position various character areas occupying the south and eastern part of the site. Overall, the intention is that the access roads should use an element of shared space and that car parking in them should be discouraged. The intrusive Jebb building to the west of the Mansion would be replaced by a smaller structure above a large basement car park. As well as the Mansion House the stables would be converted to residential use. We currently feel that the range of proposed house and flat types proposed needs more work. There is no reference to affordable housing. The very enlightened historic landscape plan envisages the full reconstruction of the Sassoon’s Long Garden and lily ponds, currently crudely truncated by the Music Block. A double lime avenue would be recreated, leading from the lower end north east to Ice House Wood. The original was removed at the end of the war. Berkeley are negotiating with Enfield Council to provide a bridge link across the lake to the Japanese Garden. It is hoped to reopen the tennis courts to the west of the site alongside the Lime Avenue. The most contentious aspect concerns transport and access. A Travel Plan would be submitted and agreed as part of the planning application. It envisages a net reduction of 40% compared with the previous university use. There will be a high frequency, 7 day a week courtesy bus service, open to the public, linking the site to Oakwood Station with a turning facility at the bottom of Snakes Lane. It will be paid for by Berkeley Homes. Snakes Lane is to be resurfaced and will be the sole access. Improved pedestrian and cycle routes and new cycle parking facilities will be provided. A total of 464 parking spaces are proposed, also two car club vehicles to reduce dependence on car ownership. There have been many claims that the parking proposed will be insufficient, particularly in relation to Museum access. Opinions on the Berkeley proposals may differ. My personal view is that the outcome will probably be the best we can expect for this iconic site. ConservationChase Side School –replacement windows

A week ago John Boulton, a resident ofTrinity Street, alerted the Society of plansto replace the windows of Chase SidePrimary School in UPVC. The school is afine example of the work of the renownededucational architect G.E.T. Laurence forthe Enfield School Board. The details allremain unaltered to this day. The buildingimmediately adjoins the Enfield TownConservation Area, so conservation areapolicies should apply but there is no signof any planning application. The designof the replacement windows isparticularly crude. We have urgentlydrawn the attention of the Conservationand Planning Departments at EnfieldCouncil to the matter in the hope thatdamage to this fine building can beprevented. Time is short because thescaffolding for the work has already goneup.

Redevelopment ofWestpole AvenueMethodist ChurchWe were also consulted regarding aproposed McCarthy and Stone retirementliving scheme replacing the emptyOakwood Methodist Church. Followingtheir usual format the ‘T’ shaped blockwill provide 30 1 and 2 bed flats over 3storeys, with 26 underground car parkingspaces. The appearance currently perhapstoo much mimics the dull semi-detachedhouses along Westpole Avenue but this isa work in progress.

Black Horse TowerdevelopmentIn line with the current and welcometrend for developers to have pre-application public consultations, as we goto press I met with representatives ofHermes, the owners of the Black HorseTower complex at Cockfosters. Hermeshas a property portfolio throughout theUK and plans to convert the partly emptyoffices to residential use. This is a majorscheme which will significantly alter theappearance of this end of Cockfostersadjacent to the Listed Undergroundstation and Conservation Area. The

former Holbrook House main “tower”,renamed as Black Horse in 2008, is toremain and with the lesser buildings onthe site will be redeveloped to form 164residential units, 33% affordable, plus172 parking spaces. Above a basementcar park covering the whole site andaccessed from Westpole Avenue, themain curved building, which has anexternal concrete frame, will beredesigned with more elegant full lengthwindows. The 9th rooftop story, withcurrently two bulky plant blocks, will beconsolidated to a full length, recessedfloor. Along the Cockfosters Roadfrontage will be a block of 4 storiesabove a retail frontage, divided intosections. The north end will be a hoteland the south a medical centre with flatsin between, in a style echoing the mainbuilding with areas of brick facing. Alongthe Westpole Avenue frontage the

affordable flats will occupy a similarlystyled 7 storey block. The green trianglein front will be landscaped and an opencourt in the centre will be an amenity forresidents.A main drawback is that the design will ifanything increase the prominence of themain block viewed from Trent Park andthe impact on Cockfosters Road willundoubtedly be greater. The modernstyling of the main frontage is at oddswith the character of Cockfosters Paradeopposite, but the existing buildings ofCockfosters shopping centre areuniformly undistinguished. The limitednumber of parking spaces is sure to causecontroversy, although they conform toGovernment guidelines. A brownfieldscheme which helps to meet Enfield’shousing target has to be in principlewelcome.

Anniversary exhibition

In the previous issue we announced theagreement with Enfield Council to holdan exhibition to celebrate the 80thanniversary of the Society. Theexhibition, entitled The Enfield Society –80 Years of Action, is now open in theDugdale Centre and will run until 8thJanuary 2017. We held a most successfullaunch event at the Centre on 24 May,attended by over 70 invited guestsincluding Doug Taylor (Leader of theCouncil), Bernadette Lappage (Mayor ofEnfield), Matthew Saunders (Secretary ofThe Ancient Monuments Society and aVice-President of the Enfield Society),Enfield councillors, Jan Metcalfe (EnfieldMuseum Manager), TES managementcommittee and other members.Many of those attending the launchcommented enthusiastically on the waywe have told our story and theprofessional manner of the displays. Itwas also reported in the EnfieldAdvertiser and Enfield Independent, bothpublications giving us excellent coverage.The exhibition tells the story of how TEScame into being, from the campaignstarted in 1935 to save Chase Green, tothe present day. In the exhibition we traceour major successes and achievements,explain the work of the Society, highlightsome of the current issues we areconcerned with and outline what thefuture might hold. This is done through aseries of display panels and casesshowing related artefacts, photographsand archive materials. In addition toattracting the general public we hope thatour members will take the opportunity tovisit the exhibition.We regard the event as an excellentopportunity to showcase and promote thework of the Society and its achievementsover the eighty years of its existence. Wehope this event will stimulate interest inthe Society and attract a substantialnumber of new members from all agegroups and sections of the community.On selected dates and times during theexhibition we will have Societyvolunteers attending a desk in theMuseum foyer area to engage withvisitors, sell Society publications andsign up new members. We are mostgrateful to a number of Society members,new to volunteering, who have comeforward to assist in this task. Gratefulthanks also to the team who assisted inputting the exhibition together and themany hours involved in the task. Theyare: Dave Cockle, Janet McQueen, ValMunday, Judith Stones and Leonard Will.Monica Smith organised the sales tableand volunteers to staff it. Finally, thanksto those members and others who havelent items for reference and display in theexhibition.

The President’s columnEnfield Societyevents Last month saw the launch of Enfield

Society’s Exhibition marking our 80thAnniversary in the Dugdale Centre. Weare very grateful to Enfield Council andthe Museum Service for their generosityin providing the use of the MuseumGallery and assisting with thepresentation. What is clear from theexhibition is the wide range of activitiesover a long period of time, going rightback to the threat to Chase Green that ledin 1936 to the founding of the thenEnfield Preservation Society. To anextent it is the response to such threats,notably the proposal to put a ring roadthrough St. Andrew’s Churchyard,leading to the ultimately successful ‘SaveEnfield Campaign’, that has galvanisedand energised the Society.But our undoubted success is due tomuch more than that. We have beenfortunate to harness the energy andexpertise of numerous volunteermembers in different spheres of activityright up to the present day. This hasenabled the structure of semi autonomousgroups, reporting to the centralManagement Committee, that hasallowed the Society to operate rightacross the field of activity of amenitysocieties. To mention names would beinvidious and lead to an over long list.Suffice it to record our appreciation andgratitude.Also, whilst engaging regularly withlocal authorities and organisations, wehave remained resolutely clear ofpolitical bias. The Publicity Group hasdone an excellent job in setting up an

exhibition whichgives a flavour ofwhat thedifferent groupshave done, but inevitably it has not beenpossible to cover all aspects, such as theextensive street tree photographic surveyorganised by Wally Woodfield in 1985 atthe time of Enfield’s Street TreeReplacement Programme or the longcampaign to prevent the redevelopmentof the Highlands Hospital pavilions. Allthis allows us to face with confidence thechallenges of the next eighty years!I do have to mention one name. ColinPointer, after a long and fruitfulmembership of The Enfield Society,retired from the Management Committeeat our recent AGM. He became Chairmanin 1993 and during his four year tenuredealt ably with our Diamond Jubileecelebrations and the traumatic periodafter the sudden death of Irene Smith.Later, in 2006, when we were without achairman and I, as President, had to holdthe fort to some extent, he agreed to takeon the Chairmanship again for a furtherstint. I greatly appreciated this gesture.Continuously active in many fields, hewas a prime mover in the New RiverProject and worked on setting up a FortyHall Trust. He was also engaged with theSpurs Training Ground at Bulls Cross,and our schools Education Project atForty Hall which he has agreed tocontinue to oversee. We shall miss hischeerful, good humoured contributions toour Committee.

St John the Baptist Church, Clay Hill, EnfieldThe Grade II listed St John’s Church is open on Wednesdays between 10:30 and 16:00 and on Fridays beween 15:00 and 16:00. St John the Baptist Church was designed in a Venetian Gothic style by James Piers St Aubyn. It was built of yellow stock brick and decorated withbands of red and blue bricks inside and outside. It has an aisleless nave, chancel, south porch and a turret on the western end of the nave. The churchwas completed in 1857 and opened for worship in 1858, from when the print on the left dates. Half of the cost of £1990 was paid by Rev John MooreHeath, vicar of St Andrew’s Church. Originally a chapel of ease in the parish of St Andrew, St John’s became a parish church in 1867. The vicarage inStrayfield Road was occupied by the vicars of St John’s from 1867 to 1981, when it became a private house now called Glenwood House. St John’sSchool was built in Theobalds Park Road in 1888, at a cost of £475. It was extended in the 1970s. A parish hall, now used by the school, was builtalongside in 1889. A modern parish room was built next to the church in 2000. In 1899 the parish was divided into St John’s and St Luke’s parishes, butthey were reunited in 1987. Between 2006 and 2008 St John’s church was closed for major repairs.

The nave was originally furnished with chairs as can be seen in the photograph on the left. Pews were installed in 1875 at a cost of £100, although thesewere replaced in 2011 with the present chairs at a cost of approximately £100 each.

The second-hand organ by Alfred Hunter and Son of London in thechancel was purchased in 1870. The visible pipes are ornamental, theworking ones are hidden. Before electricity was installed in 1949, twochoir boys would pump the bellows in the organ loft. The organ wasrestored in 1961 and again in 1986. Either side of the east window arewooden figures of Mary and Joseph.

The carved wood former reredos on the south wall of the chancel wasbrought, possibly from Cyprus or Syria, and installed in 1894. Itincludes depictions of a prophet (probably Isaiah), St John baptisingJesus and St Peter.

The painted terracotta sandstone reredos behind the high altar showsJesus being baptised by John in the River Jordan. Either side of thereredos are plaster statuettes of St John the Baptist and St Andrew.

The 1856 east window came from the Wailes workshop (1808-81),which was based in Newcastle-upon-Tyne. On the left is the Baptism ofJesus by John. The crucifixion of Jesus in the centre also shows Marythe mother of Jesus and the disciple John with Mary Magdalene sittingat the foot of the cross. On the right the risen Christ appears to hisdisciples.

Stained glass windows in the nave were designed by RobertBayne from the firm of Heaton, Butler and Bayne, which wasfounded by Clement Heaton at Covent Garden in 1852. Bayne’sbearded features can often be seen in his designs. The 1870window on the left depicts Jesus raising Lazarus from the dead,who is shown with his sisters Martha and Mary. The panel on theright shows Mary sitting listening to Jesus, while Martha isstanding holding keys and a dish. The 1865 window on the rightshows Jesus as the Good Shepherd and the Light of the World.

Model railways visit – Saturday 15th October

Following Roger Elkin’s interesting talk to the Society on northLondon’s railway termini and locomotives, he has kindly agreedto open his home in north Enfield, so that some Enfield societymembers can see his model railways between 2 and 5 pm onSaturday 15th October. There is an outdoor O gauge layout andthere are four indoor layouts – N gauge London 1960, HO scaleSwiss, OO gauge British and O scale Welsh narrow gauge. Teaand biscuits will be provided and donations to London children’scharities will be welcomed.

On 10th June 2016 TES volunteers, who undertake gardening atEnfield Chase Station, teamed up with train company, GreatNorthern and Leo’s Coffee Shop to put on an afternoon tea partyon Platform One as a celebration of the Queen’s Ninetiethbirthday.This unusual event was organised in the short space of ten daysafter Great Northern kindly provided a small amount of fundingto finance the event. Advertised at our AGM and on socialmedia, it was attended by over seventy TES members. £144was raised for the mental health charity, MIND. Update on the localheritage listConsiderable work has been done on thelocal list since I last reported but it seemsthat work will not be completed until theend of the year at the earliest now. Since wesubmitted the draft list in February, Councilofficers have checked all the nominationsfor any current planning applications,added post codes and done any extraresearch required. Further discussions havealso taken place with Historic England asthey have recently revised their advice onLocal Heritage Listing.Besides this the proposed properties havebeen placed onto an electronic mapintegrated with the planning historydatabase to allow the list to beelectronically accessed. This shouldenhance the value of the list and improve itsusefulness in the future.The next step is public consultation- whichwill take place over the summer and thenthe list will need Council approval. Wehope to see it finalised and in action byearly 2017 and will of course keep youinformed. Janet McQueen

Official assurances on the Green Belt

Development on brownfield and Green Belt landThis Department has received a large number of identical letters, forwarded byMembers of Parliament, which concern the National Planning Policy Framework,housing provision, and the need to re-use brownfield land and protect Green Belt.These concerns arise from our recent consultation on proposed changes to theFramework, and from recent misreporting of potential development on Green Belt land.I am writing to clarify the Government's position.The claims made in the reports are misleading and speculative as they include figuresbased on unadopted Local Plans and unapproved planning applications. TheGovernment has put in place the strongest protections for the Green Belt. TheFramework makes it clear that inappropriate development may be allowed only wherevery special circumstances exist, and that Green Belt boundaries should be adjustedonly in exceptional circumstances, through the Local Plan process and with the supportof local people. We have been repeatedly clear that demand for housing alone will notchange Green Belt boundaries. However, we recognise that it is local authorities,working with their communities and with detailed local knowledge, which are bestplaced to decide the most sustainable, suitable and viable sites for new homes. TheHousing and Planning Act 2016 has increased local people's power to plan their areaswith new measures to speed up and simplify neighbourhood planning.This Government is committed to re-using brownfield sites for housing, and we haveundertaken to ensure that 90 per cent of brownfield land suitable for housing will haveplanning permissions for new homes in place by the end of this Parliament. To supportthis policy, we have introduced local brownfield registers; accelerated disposal of publicsector brownfield for housing — with a commitment to release land for at least 160,000homes by 2020; extended permitted development to give new life to thousands ofbuildings; and set up a Home Building Fund to provide £2 billion of loans forinfrastructure and land remediation to support large housing sites. We expect 50% ofthis Fund to be spent on brownfield land. In addition, £1.2 billion of our £2.3 billionstarter homes funding will support brown field site preparation; delivering at least30,000 starter homes.Green Belt remains constant at around 13% of England, and in 2014-15 there was onlya 0.1% reduction in size as a result of Local Plan reviews. Furthermore, only 0.02% ofGreen Belt was converted to residential use, after consulting local people. Takingaccount of land reclassified as national park, the Green Belt is actually 120 squaremiles larger than in 1997.BRANDON LEWIS

The Enfield Society is a member of the London Green Belt Council, an organization ofcivic societies which campaigns to protect the Green Belt around London. They haverecently circulated to us the following letter which was sent to all MPs for Englishconstituencies by the Minister of State for Housing and Planning.

The Deputy has requested I respond on his behalf to your e-mail received on the 12July 2016 in relation to the potential development of land south of Enfield Road. As youare aware a GLA officers pre-application report quashed the original scheme asconcerns were raised in relation to the impact of the school and residentialdevelopment proposals on the Green Belt. Any similar application for the site will beconsidered under the same strict policy tests and the London Plan Green Belt policywill retain the same strict criteria for assessing such applications.

The following reply was sent to Enfield Road Watch by the Planning Team of the newMayor of London, in response to a message seeking an assurance that they will preventLocal Authorities from using “exceptional and special circumstances” tode-designate land so that it can be used for schools:

Historic buildings visit – behind the scenes at Forty Hall11 am on Sunday 4th September 2016There will be an opportunity for agroup of Enfield Society members tosee parts of the Forty Hall estatewhich are not always open to thepublic, on Sunday 4th September,starting at 11 am. Arrangements havebeen made with Capel Manor staffwho run the farm for a guided tour ofthe buildings, including the Grade IIlisted 17th century barns which wererestored in 1998. The animals,vineyard, orchard and farm shop willalso be seen. Forty Hall Vineyard have sent us alist of frequently asked questionsabout the vineyard – this is anedited selection.What is Forty Hall Vineyard? FortyHall Vineyard (FHV) is an award-winning social enterprise, which aimsto produce and sell high qualityEnglish wine whilst also makinga positive contribution to thehealth and happiness of localpeople. FHV is London’sonly commercial-scalevineyard, run by volunteers forthe benefit of the local community.How long has FHV been going? Ourfirst acre of vines was planted by hand in2009. We now have over 14,500 vinesplanted over 10 acres of vineyard. Wewere formally constituted as a limitedcompany on 19th Aug 2010.Where is FHV located? We grow ourgrapes on 10 acres of south-facing, freedraining and sloping gravelly soil atForty Hall Organic Farm on theestate. Our partners, Capel ManorCollege, who run and manage FortyHall Farm, provide the land.Where is FHV wine made?Immediately after they are picked, ourgrapes are taken to Davenport Vineyardsin East Sussex where they are pressedand vinified by our multi award-winningwine maker, Will Davenport.Where can you buy our wine? So how does FHV benefit the localpeople? FHV offers volunteeringopportunities for people to work withothers on a meaningful activity in theoutdoors.Who are your partners, funders andsupporters? We believe thatgreat wines are made in the vineyard andthat what you see growing on the vine is

what you should taste from thebottle. We are committed to an

organic approach, alwaysmindful of our soil and climateconditions that will, withcareful management, produce

productive vines and top qualitywine for many years.What wines does FHV produce? We arecurrently producing two still, whitevarietal wines each year: a Bacchus andan Ortega; we also produce a sparklingwhite wine made in the traditionalChampagne method: i.e. all thefermentation takes place naturally in thebottle. All of our wines are currently dry,but as our yields grow we will expandour portfolio to offer a wider range,possibly including off-dry and rosé winesHow much do you produce? Our vinesare still maturing so our yields are stillquite low. By 2017 we hope to becropping off all 10 acres of vineyard and

would expect an average yield of about1.5 tonnes per acre. We expect to

produce around 15,000 bottles ofwine a year (50% still, 50%

sparkling) when we are at fullproduction levels.

TES Directory Blind auctionBid for a set of plates decorated with Enfield scenes

Lucy Grayburn was a member of theEnfield Society and enjoyed attending thetalks in Jubilee Hall. Sadly, she died inAugust 2015.In 1997 she had bought a set of six platesshowing Enfield scenes within a greenand gold border, sold by Decor ArtCreations Ltd. as “The CanterburyCollection”. The scenes show the MarketPlace, St Andrew’s Church, the NewRiver and Gardens, Christ Church, theTown and Palace Parade, and Chase FarmSchools.Each plate is 21cm (8¼ inches) indiameter, is fitted with a wall hangingframe as shown and is numbered asforming part of set no. 29 from a limitededition of 250 sets. The set of 6 platescost £90, and are still in their originalpackaging.Mrs Grayburn’s daughters have donatedthe plates to The Enfield Society,suggesting that we may wish to use themto raise funds for the Society in memoryof their mother.We are therefore offering them tomembers as a “blind auction”. If youwould like to buy the set, please write toPlates Auction, The Enfield Society, 2Parsonage Lane, Enfield, EN2 0AJ,saying how much you offer to pay. Thereis a reserve price of £50, so bids should

If two people bid the same highestamount the first one received will win,and if they both come at the same timewe will choose one by lot.
