Recently, Freda sat down with The Citizen to dis- cuss his reelection bid, in- cluding Yale-New Haven Hos- pital, first-term accomplish- ments, tax raises, the Board of Education and a competi- tor’s recurrent allegations against his administration. Q: Why should North Haven reelect you? These surpluses are primari- ly driven by a decrease in the town’s operating expenses which I have implemented. Secondly, for this coming fiscal year, our Grand List will grow by $15.28 million. I know that’s not a lot when you consider the aggregate Grand List amount, but that’s growth, which is primarily driven by our growth on Uni- versal Avenue. Plus, that $15 million increase does not in- clude other new businesses in town like DSW Shoe Store, Big Lots, Urgent Care Center and the Buffalo Wild Wings, and there are going to be more. The North Haven RotaryClub will host its 10th annual“Day of Wine and Roses”wine tasting competition onSunday, Sept. 25. “I am the happiest whenI’m in my kitchen baking.When I was a girl scout, mytroop went to the UI wherewe took cooking classes andsince then cooking especial-ly baking sparked my inter-est,” recalled Massari. “Iworked at my uncle’s bakerycalled Mary’s Home BakeShop on Dixwell Avenue inHamden and later at Sleep-ing Giant Confections also inHamden. I really enjoyed mywork.”

After a few weeks of in-clement weather, the AnnexClassic Cruisers Car Clubwas able to carry on withtheir weekly car show behindWalgreens on the corner ofRoute 5 and Route 22 on Au-gust 8.

Rain and heat had been an

issue this year, said clubmember Vinny Cappello. Notonly have there been issueswith the climate, but the clubalso had to downscale howspread out the cars could bedue to local businesses losingparking for their customers.

Even with the changes anddifficulties in the program,Mark Rogers, Club Presi-dent, said he loves what hedoes. “It’s a fun way to giveout some trophies and listento music,” Rogers stated. Hisfather, Mark, had his 1958Chevrolet in the show.

This past week there werearound 130 contributors at

the show, coming and going,even before the show techni-cally started. Last year, theyhit a max of 237 cars onenight. All cars are accepted,and special interest cars aregiven their own section to bepresented. “It’s a nice time,”Cappello said.

Resident AdamLeHerissier came with his1993 5.0 Supercharged FordMustang. Since the show isso close to his house, he triesto make it down wheneverthe weather permits.

While on their way toKensington Hall, Lord andLady Winfield were sittingopposite from each other inthe carriage. Lady Winfieldwas preoccupied with a seri-ous matter that plagued hermind since their departurefrom England. Lord Winfieldleaned his head back againstthe soft-cushioned seat,closed his eyes and thoughtabout his hounds Annie andPearl, his loyal four-leggedcompanions. It was assumedby many of Lord Winfield’sfriends and acquaintancesthat he preferred his houndsto his wife, who was veryoverbearing at times.

As they approached Kens-ington Hall, the driver shout-ed as the carriage came to aquick and abrupt halt. Lady

Winfield opened the carriagedoor, and, as she looked in thedirection of Kensington Hall,to her surprise she saw alarge crowd shouting andthrowing stones while watch-ing flames consume the beau-tiful mansion.

A shocked Lady Winfieldemerged from the carriagewith her husband behind her.When she approached the an-gry crowd, she asked a

woman dressed in farm at-tire what was happening.The woman replied that the

townspeople had learnedthat Mrs. Kensington was aLoyalist and a suspect in

Earlier this month, PZCmembers turned down aCMB plan of 150 two-story

townhouses. Thus, wheresuch matter proceeds nextwill be determined by NorthHaven’s appeal of Roche’s de-cision before the Connecti-cut Supreme Court.

Both CMB and town repre-sentatives give similar rea-sons for PZC rejection —communication breakdownand the other side.

“This is unfortunate,” saidCMB attorney Neil Marcus.“I say that because we spenta lot of time trying to comeup with something thatwould be a compromise. Butthat was apparently distaste-ful to the commission.”

According to Marcus,CMB suggested 20-foot set-backs, while North Haven’sPZC would accept only 40-foot setbacks. “The interest-ing thing is, if you look at allthe other projects in town ofsimilar nature, none in townare 40 feet,” he said.

PZC members decided ondenial in an Aug. 1 closed-door executive session. “Be-cause they had to go throughexecutive session, we had togo only through theirlawyers, and the commissiondidn’t really understand a

“I have nothing againsttheir lawyers, but this wouldhave benefited from a moredirect route of comment,” headded. “We just couldn’t com-municate on what I think is avery minor issue which sub-marined the whole thing.”

Ted O’Hanlan, a town at-torney from Stamford’sRobinson and Cole, statedthat PZC refusal stemmedfrom CMB not providing themunicipal board with suffi-cient information. “We hadan agreement that a 150-unitdensity would be acceptable,but we have seen no site planand have had no dialoguenormally required for ap-proval,” O’Hanlan said.

Regarding setbacks,O’Hanlan claimed that CMBdid not clearly specify that, or

why, they wanted a distanceof 20 feet. “We walked out ofa discussion with an under-standing that we had a deal,”he said. “Then, the next day,they asked us to agree to 20-foot setbacks, which haven’tbeen shown to us to be neces-sary, and which haven’t beenshown to not hurt other peo-ple around the project.”

PZC’s opposition, in part,reflects continuous resist-ance of CMB construction by

Middletown Avenue and HalfMile Road residents. “Wewant to protect the town andneighbors from a poorlydone design,” O’Hanlan said.“The Planning and ZoningBoard has spoken to severalneighbors who have said thatthey cannot approve the set-tlement because they stilldon’t have the site plans.”

“I’m also disappointed

that this didn’t get done,” headded. “Now we go before theSupreme Court.”

According to O’Hanlan,the town’s briefs are not dueto court officials until mid-September.

“I have not given up hope,”Marcus said, “but at thispoint, Supreme Court, herewe come.”

Bradfordand Alexander went in thecabin to check on ColonelParker. A few seconds later,both men rushed outside, andAlexander exclaimed that thecolonel was gone. “One day, while bakingcookies in my kitchen andwatching the food network ontelevision, I rememberedwhen I first started cookingand baking coupled withmemories of the days at myuncle’s bakery sparked an in-terest and desire to return toschool to study baking,” Mas-sari recalled. “I applied toJohnson and Wales and wasaccepted to the CulinarySchool. It was then that I de-cided to leave the library andreturn to the classroom.”

Massari added that thebaking and pastry programshe is enrolled in will be con-ducted in nine-day segmentsand, after the completion ofexams, she will move on toanother nine-day segmentand then she will do a three-month internship. The entireprogram will take one year tocomplete. Massari is lookingforward to labs and hands-onprojects as well as studyingand learning about chem-istry and baking processes.

“There is a big differencebetween cooking and baking,so I am concentrating my

studies on baking. I look for-ward to baking cookies thatare my specialty, makingcakes and pies, and decorat-ing cakes, which is an artform,” Massari said. “I oftenbake cookies and other treatsfor my fellow librarians andmy family.”

Massari stated that her re-turn to school would not bepossible without the greatsupport of her family, espe-cially her husband and herparents. Because of his job,her husband will remain inHamden while Massari willlive in an apartment not farfrom campus.

“My husband has beenwonderful and gives meenormous support both fi-nancially and emotionally.My parents Salvatore, or‘Todd’ as he was called, andmy mother Maria have beenmy rock and support systemall my life,” Massari said.“They have taught me astrong work ethic, values, re-spect, love, the importance offamily, help others and to bethe best person I can be.”

“My father died one weekbefore I received my accept-ance letter to Johnson andWales,” added a tearful Mas-sari. “I’m sure he knows and

he’s happy for me. My moth-er is in a convalescent home,but I will return frequentlyto visit her. I will also keep intouch with my friends at thelibrary. This is not good-bye,but farewell for a shorttime.”

Massari’s coworkers aresad to see her leave but theywish her well and have won-derful memories.

“We are going to miss ourfriend and coworker Roseand her treats and goodies.Rose and me grew up in thesame town, went to school to-gether, attended religious ed-

ucation and went to the samechurch, and worked togeth-er,” recalled Patti LaTerza,head of children’s depart-ment. “Rose and I joked thatone day we may end up in thesame convalescent homekeeping each other compa-ny.”

“Rose is a great librarian,a hard worker and will bemissed by all,” added Melin-da Landino, library employ-ee. “She has a good heartwith a sparkling smile andpersonality to match.”

He was born in NewHaven, Sept. 7, 1932, a son ofthe late Harry and EdnaHealy Sauerbrunn. He grad-uated from Hillhouse HighSchool, class of 1950, andhonorably served his coun-try in the U.S. Navy duringthe Korean War. He was askilled electrician and was amember of the InternationalBrotherhood of ElectricalWorkers, Local 90, for his en-tire career. He was a parish-ioner of St. Rita Church inHamden, and during his re-tirement, he enjoyed volun-teering within his parishcommunity along with hislate wife.

He is survived by his foursons, Frederick H. Sauer-brunn, Jr., and his compan-ion Robin Hunt, of Walling-ford, Robert (Annette) Sauer-

brunn, of North Haven, PaulSauerbrunn, of Andover,Mass., and Carl (Nieves)Sauerbrunn, of Avon. She was a woman whowas dedicated to give hersons a better life and workedhard at many positions toachieve her goal. They builttheir own home and sacri-ficed to give their boys an ed-ucation. Rosie also took greatpride in the delicious Italianmeals she prepared andplaced in front of those whosat at her table. Her bestfriends were her nine sisterswho would gather at eachother’s homes and enjoythose times they spent to-gether. It was an amazingfamily of 15 children who lefttheir legacy to their children,grandchildren, and great-

Bridgeport’s harbor is inserious needof dredging.The shippinglanes havenot beencleaned outfor decades,c a u s i n gproblems forcommercialvessels coming in to the area.However, Bridgeport’s prob-lem should not become a po-tential environmental riskfor New Haven.

As state senators repre-senting the greater NewHaven area, we are in agree-ment that a plan to dump aquarter of a million cubicyards of toxic sludge fromBridgeport into New Havenharbor is wrong. The pro-posal is another assault onLong Island Sound we willnot tolerate.

Several years ago we were

part of a coalition that wassuccessful in stoppingBroadwater, a plan to put afloating liquefied natural gasterminal in Long IslandSound. We brought in ex-perts to refute the propo-nents on everything fromsafety to environmental im-pacts to the area because itwas the right thing to do.

Protecting New Havenharbor is no different.

The section of the harborwhere the Army Corp of En-gineers is suggesting thesludge be dumped is the Mor-ris Cove area of New Haven,a short distance from thebeautiful and scenic seawalk. There is a ravine un-der the water were the engi-neers want to dump 250,000cubic yards of Bridgeport’stoxic sludge and then cap it.We understand Bridgeportneeds to get its shallow har-bor dredged, but that doesn’tmean they can dump on us.

The idea that a CAD - the(confined aquatic disposal)unit that is supposed to con-

tain and cap the sludge - willwork is hard to believe. Asstewards of the environ-ment, we cannot sit by andwait for the sludge to come tothe surface and then chooseto act. By then it could betoo late and toxic materialcontaining chromium, zincand PCBs will have escaped.The potential disaster to thebeaches, wild life and watersystems of nearby homes isenough to cause great con-cern.

The Army Corp of Engi-neers has apparently not yetabandoned the plan despitethe outcry over two publichearings this past winterand a recent flotilla protestwhere more than 40 vesselsfrom kayaks to power boatsalong with one hundred onland spoke out in oppositionto the plan.

We understand that appli-cations for the permits arenot expected to be filed withofficials at the federal Envi-ronmental ProtectionAgency until the fall. In any

Inthe case of Bridgeport’ssludge problem the cost tokeep the toxic waste in thePark City is estimated at $52million because a “borrowpit” would have to be madefor the waste. Shipping thesludge east to Morris Cove –which already has a pit - car-ries a price tag of approxi-mately $47 million. For this

limited savings, the ArmyCorps of Engineers is plan-ning to displace a risk into aprecious area of naturalbeauty.

We plan to hold a publichearing of our own to hearfrom you. It is our intentionto aggressively fight this dis-astrous idea to prevent itfrom gaining any legitimacyor credibility. We all have astake in this matter and aselected officials it is our jobto make sure we protect you.

An Ounce of Prevention

While some people think atan makes them look moreattractive, a tan is actuallyan assault on the skin. Tansresult from injury to the skincaused by ultraviolet lightrays. As a response to ultra-violet light rays, the skinproduces a dark pigment(melanin) that is intended tohelp protect the skin fromthis assault of the rays.

There are a lot of “nonbe-lievers” who purposely ex-pose their skin to the sunwithout sunscreen protec-tion in pursuit of a tan. Butskin damage from the sun isreal and can be a primarycause of skin cancer.

Skin cancer is the mostcommon form of cancer inAmerica. One form of skincancer, melanoma, is themost dangerous and fataltype of skin cancer. The CDC(Centers for Disease Control)estimates that about 65-to-90percent of melanomas arecaused by exposure to ultra-violet (UV) light.

There are three types ofUV light rays: UVA, UVB andUVC. UVC, although verydangerous, is not a big con-cern because such rays donot make it to the ground. Itis the UVA and UVB thathave been linked to skindamage, skin aging and skincancer. They have also beenlinked to cataracts. Some re-search suggests that theserays may also weaken yourimmune system.

Manufacturers of sunscreen products will do allthey can to get you to buytheir product. The main fac-tors for you to look for arethe SPF (sun protection fac-tor) and whether or not it is aBroad Spectrum product.The rest of the product is“fluff ” and becomes yourpreference for perfumes,scents and ease of applica-tion.

The Food and Drug Ad-ministration (FDA) is tryingto make it easier for you topick a product that will pro-vide you with appropriateprotection from sunrays.They have issued a new rul-ing that takes effect in sum-

mer 2012, but you may startseeing new marketing onproducts now.

FDA officials made thisnew ruling because priorstandards primarily ad-dressed UVB radiation only.After the FDA reviewed data,it was decided that there wasenough scientific evidencethat UVA radiation neededattention as well as UVB.Therefore, a new designa-tion, “Broad Spectrum,” in-dicates that there is protec-tion from both UVA and UVBrays. You should know that:

• Broad Spectrum prod-ucts with an SPF of 15 orhigher help protect not onlyagainst sunburn, but alsoprotect for skin cancer andskin aging when used as di-rected and with other sunprotective measures. Prod-ucts may make this claim onits label. (If a Broad Spec-trum has an SPF of less than15, it can only be labeled toprotect against sunburn.)

• Sunscreens labeled withan SPF only are protectiveonly against sunburn.

• Sunscreens with an SPFof less than 15 and sun-screens that are not BroadSpectrum, regardless of theSPF, will have to display awarning statement that says“Skin Cancer/Skin Agingalert: Spending time in thesun increases your risk ofskin cancer and early skinaging. This product has beenshown only to help preventsunburn, not skin cancer orearly skin aging.”

• “Waterproof,” “sweat-proof ” or “sunblock claims”will no longer be allowed, asthese types of claims over-state their effectiveness.

• Sunscreens will not beallowed to claim to providesun protection for more than2 hours without reapplica-tion or to claim that the prod-uct provides immediate pro-tection unless they providecredible data to the FDAproving this.

• If a product wants toclaim that it is “water-resist-ant,” the front label must in-dicate whether the sun-screen remains effective for40 minutes or 80 minuteswhile swimming or sweat-ing, based on standard test-ing.

• Sunscreens that are notwater-resistant must includea direction instructing con-sumers to use a water-resist-ant sunscreen if swimmingor sweating.

• All sunscreens must in-clude standard “drug facts”on the back and/or side ofthe container.

• Future changes underconsideration that are beingreviewed include limitingthe SPF factor on labels to50+ because there is current-ly no sufficient data to showthat products with SPF val-ues higher than 50 wouldprovide greater protectionfor users.

Now return to the state-ment above that says “whenused as directed and withother sun-protective meas-ures.” That statement indi-cates that sunscreens aloneare not guarantees that youwill not damage your skin ifexposed to the sun. They cer-tainly do help, but for themost effective protection,you should do the following:

• The sun’s rays can affectyou during all seasons of theyear. They can penetrateclouds. They reflect off sur-faces like water, cement,sand and snow.

• Use sunscreens that arebroad spectrum and haveSPF values of 15 or higher.

• Limit time in the sun, es-pecially between the hours of10 a.m. and 4 p.m. when thesun’s rays are strongest.

• Wear clothing to coverskin exposed to the sun, in-cluding broad-rimmed hats.

• Reapply sunscreen atleast every two hours.

• Use a water-resistantsunscreen when swimmingor sweating, with frequentapplications.

• Check expiration dates.A sunscreen without an ex-piration date usually has amaximum shelf life of three

Thirdly, I hope the resi-dents feel that we have deliv-ered a solid customer servicemodel responding to them.

Q: One criticism of youradministration has been thattaxes have risen both yearsyou’ve been in office. What isyour response?

A: In December of 2009,when I took office, we faced anearly $4.9 million gap, be-cause previous budgets in-cluded unrepeatable rev-enues sources: UpJohn andCRRA money and borrowingfrom the surplus fund. I saidall along, prior to being elect-ed, that we had to make allthat money up somehow.

I tried to minimize the taxincrease the first year by fo-cusing in on the cost side byreducing costs. Unfortunate-ly, we did have to raise taxes asmall degree, but our millrate is still competitive and,two years later, my goal con-tinues to be to deliver sur-pluses and grow revenue inorder to greatly minimize thetax burden for citizens.

And that’s the track we’reon now. We will have a sur-plus this fiscal year of about$1.5 million. We’re going tocarry that over into nextyear’s budget and keep thesurplus fund at eight percent.

Q: What is the update onYale-New Haven Hospital andConnecticut’s decision onwhether or not to allow it?

A: All the testimony, writ-ten letters and email havebeen submitted to Connecti-cut’s Office of Health CareAccess. The state has told usthat the final decision will bemade by Oct. 3. I have saidthat even if we lose, we win.If the state turns us down, westill have a plan to bring Yale-New Haven Hospital in herein a modified form, and thatwill allow us to grow off ofthat foundation. Our goal isto deliver a fully integratedemergency room facilitywith a pediatric center, geri-atric center and radiology fa-cility.

Also, the other medicalproject on Devine Street willbe going in regardless of thestate’s decision. That will be-gin in spring of 2012 with thefirst phase — 24,000 squarefeet of office space. The sec-ond phase will include anoth-

er 28,000 square feet of officespace for a total of 52,000square feet. The long-termplan for this project is tobring in cardiologists, pri-mary care, OBGYN, dentistryand orthopedic surgeons.

Q: How do you feel aboutDemocratic Town CommitteeFirst Selectman candidateWalt Spader?

A: I know Walter personal-ly. I think he’s a fine candi-date. He is the type of indi-vidual I could work very wellwith.

Q: Independent First Se-lectman candidate Gary Am-ato, a frequent critic ofyours, has alleged that youradministration “intimi-dates” residents and localemployees and runs a closedgovernment. How do you re-ply?

A: I would respond by say-ing that I have opened up gov-ernment in North Haven. Ihave created an open rela-tionship with employees. Wehave open discussions withunions.

I hold people accountablefor their job performance. Weonly hire the right people forthe right jobs. I’m not inter-ested in political appoint-ments. And you realize inthis job that you cannotplease everybody and thatsometimes individuals whoaren’t pleased with the busi-ness-like decision-makingtend to complain.

I am guided by one thingand one thing only — to dothat what is right for NorthHaven overall.

Q: Many of us read the lo-cal blog, where numerousanonymous posters haveclaimed that your first termis short on accomplishments.What have you achieved?

A: I would say that Ihaven’t accomplished all mygoals and objectives, butwhat I have been able to ac-complish is a strong financialfoundation for North Havenwith back-to-back surpluses.I have formed great relation-ships with the business com-munity, including our workwith Yale-New Haven Hospi-tal, finding a buyer for the oldQuebecor building and bring-ing new businesses onto Uni-versal Avenue.

It wasdifficult finding their waythrough the dark with onlylantern light, but they werecareful in their journey. Afterwalking for some time, theyarrived at the old Higgins’place, where they foundColonel Parker clinging toElizabeth’s tombstone and

crying.The colonel’s pathetic and

sorrowful state broughttears to Charity’s eyes. Forthe first time, Charity couldactually understand howmuch he must have loved the

woman who bore his childand was later murdered.Alexander and the lieu-tenant showed no compas-sion as they stood behind the

As for the rest of the area,I’m convinced that Quinnipi-ac University will be an eco-nomic development driverwhen their medical and lawschools are fully moved in.They will start breakingground there this fall.
