we may all be incredibly busy getting through day-to-day business matters, as a member of the GHBA, there are ample opportunities to make a great life for yourself and your community through our many generous acts of giving. The GHBA contributes to the commu-nity through a wide array of sanctioned charities such as Operation Finally Home, Benefit Homes, HomeAid Houston, Frank Aranza Adopt-a-Family Project, the Annual Remodelers Council Garage Sale, the Custom Builders Council charity proj-ects, and the GHBA Scholarship Fund. I hope sharing a short review of some of our charitable successes will leave you as inspired as the generous members who make a better life for us all through commitment to charity.One great example is the annual Frank Aranza Adopt-a-Family Project which is driven by a group of GHBA members who ‘adopt’ families by providing gifts and needed household items for families in need during the holidays. In addition to adopting 40 families through the Houston Housing Authority last year, they also teamed up with BuildAid/HomeAid Houston and provided $6,200 in gift cards for Hurricane Harvey victims’ families. In the last 13 years, the project has provided happy holidays for more than 650 area families.

The GHBA Benefit Homes Project en-gages builder, developer, and associate members in constructing and selling a home to raise money for GHBA sanc-tioned charities. Now in its 39th year, more than $11 million has been raised so far. In 2019, we are slated for three Benefit Homes, which is a great example of our members’ generosity. The GHBA Remodelers Council’s char-itable projects benefit local non-profit organizations, including renovations at SIRE Therapeutic Equestrian Center, ECHOS Community Center, Jacquelyn House, Open Door Mission, Habitat for Humanity and Sonrise Shelter, Family Time Crisis & Counseling Center, and Casa de Esperanza. In 2016, the GHBA Remodelers Council was honored with the National Association of Builders Council Award for Demonstrating Remodeling Excellence (CADRE) in the "Community Service" category, in recognition of its charitable efforts. Since its inception in 2005 by GHBA builder Dan Wallrath, Operation FINALLY HOME has expanded operations into 30 states. Currently, nationwide there are more than 160 homes either com-pleted or in the planning stages. Locally, Operation FINALLY HOME has provided 155 mortgage-free homes and 19 home modifications to wounded, ill or injured veterans and widows of the fallen throughout the United States.HomeAid Houston is a charitable non-profit organization sponsored by the Greater Houston Builders Association, which identifies homeless care providers who need additional capacity and pairs them with GHBA builders, remodelers, vendors and suppliers who donate their time, materials and labor to help build hope and homes for the homeless. Since 2003, HomeAid Houston has completed 50 projects adding $12.6 million in real estate to Houston's homeless commu-nity and provided beds for more than 20,000 homeless men, women and children in our city. HomeAid Houston has now expanded its community outreach through formation of a new non-profit, BuildAid.
BuildAid is a partnership between HomeAid Houston and the GHBA builder members, created to provide full home repair services to homeowners across the Houston area who experienced flooding due to Hurricane Harvey. The organiza-tion was inspired by David Weekley with a donation of $1 million from the David Weekley Family Foundation (DWFF). BuildAid was later granted $5.5 million from the Hurricane Harvey Relief Fund, due to the great demand by displaced homeowners and the track record of HomeAid Houston. To date, 74 homes have been completed, along with another 56 homes under construction. Seventy-five additional homes have been approved with many more in the application process to follow. Our own GHBA builders are leading the refurbish-ment of these homes.The GHBA also gives back to the indus-try by investing in tomorrow’s future in a variety of efforts. For example, each year, the GHBA Associate Council awards scholarships to students whose parents are members of the association through the generous donations of our members. In addition, the GHBA was a driving force in establishing the Home Builders Institute (HBI) carpentry school in Acres Home, for which the association was awarded the HBI Local Community Service Award at the International Builders Show in Las Vegas. The Local Community Service Award honors an organization that has made a significant contribution to the local community. As we serve others, we serve ourselves. A final accomplishment to share is that in 2018, the GHBA was named Texas Association of Builders’ Philanthropist of the Year! Quite an achievement.I am sure many of you are already aware of how the GHBA can help you make a great living, but our greater purpose is to help each other make a great LIFE through giving. Together, we have been capable of incredible charitable successes. I hope these examples leave you inspired to invest in one of the many opportunities that are fostered through the GHBA. Comptroller Hegar’s message was s imple , hous ing affordabil ity and a predictable regulatory environment are key drivers in the success of the Texas economy — the tenth largest economy in the world.Following lunch, our teams made their way to the Capitol for an afternoon of meetings with our 46-member delegation. After a successful day of spreading the GHBA’s message of safeguarding housing affordability, advocating for appropriations for dollars to help Harvey recovery and fund flood mitigation infrastructure, and encouraging the continued use of MUDs to facilitate responsible and affordable growth, the participants boarded busses and made their way back to Houston.

On the morning of March 20, GHBA members left Houston to make their way to Austin to
participate in the Texas Association of Builders (TAB) biennial Rally Day at the Texas Capitol. Each session, Rally Day is a special opportunity for our members to meet and directly engage with our state delegation members on issues and legislation that affect the housing industry. Once in Austin, the day started with Texas Comptroller Glenn Hegar addressing nearly 700 HBA members
The 2019 Rally Day was a major success and the positive feedback we received from our delegation’s members and staff, as well as the value that our GHBA members feel the experience provides, validated the importance of our participation in the event. GHBA was recognized by TAB as once again having the largest presence at Rally Day for taking nearly 170 Houston area members! The Rally was on and our voices were heard!
Legislative Session Heats UpAs the legislative session continues to march toward Sine Die (end of session) on May 27, the real work of the House and Senate has begun in earnest. Committees are hearing bills and the House and Senate are voting on legislation daily.

The lack of progress can be confusing seeing as the session began back on January 8, but there are constitutional provisions that intentionally slow the legislative process down. Although members have 140 days to complete the business of the state, the only items that can be acted on within the first 60 days of the session are “emergency i t e m s ” w h i c h a r e e x c l u s i v e l y determined by the governor. We have now passed that deadline and the proverbial legislative floodgates have opened. In addition, members began filing bills on November 12 and now that the March 8 bill filing deadline has passed, we know the full scope of the measures that have been filed and what to monitor and track for the remainder of the session. There were over 7,200 bills filed this session. The legislature will debate major priorities facing our state, including property tax reform, public school finance reform and Harvey relief funding. Along with those issues, there are hundreds of pieces of legislation that have been filed that could impact our industry, and the GHBA Government Affairs team will be active in working with our delegation in Austin to protect housing affordability for our region.
Priority LegislationHurricane Harvey RecoveryThe GHBA has been lobbying for appropriating money from the Economic Stabilization Fund (Rainy Day Fund) to help with both Harvey recovery and fund flood mitigation infrastructure. The legislature can rebuild and protect communities across Texas as it supplements the funds to cover unmet recovery needs and provides funds for future capital mitigation projects. We are advocating for the creation of a Texas-wide flood infrastructure fund to pay for future flood resilience projects that could prevent or reduce chances of flood damage. In addition, we are supporting appropriation to help maximize federal funding for recovery needs by covering the local match

requirements for Texas communities that do not have the required dollars necessary to draw down substantial federal funding. The “big three” of Governor Greg Abbott, Lt. Governor Dan Patrick and Speaker Dennis Bonnen have all supported tapping the Rainy Day Fund for this type of spending and bills have been heard in both chambers with plans to fund both recovery and infrastructure dollars. Several bills we are supporting are moving, including from our delegation, Senate Bill 6 by Senator Lois Kolkhorst (R-Brenham) and Senate Bill 7 by Senator Brandon Creighton (R-Conroe), as well as House Bill 478 by Representative Dade Phelan (R-Beaumont).
House Bill 2439 and Senate Bill 1266House Bill 2439 by Representative Dade Phelan (R- Beaumont) and Senate Bill 1266 by Senator Dawn Buckingham (R- Lakeway) seek to prohibit cities from using building codes or other local ordinance powers to mandate the use of certain products
in construction and result in the direct or indirect prohibition of other code approved products.I t ’ s b e c o m e a t r e nd f o r l o c a l governments to pick winners and losers in the competitive market by abusing building codes for vendors, creating monopolies, increasing construction costs and reducing the viability of affordable housing.Examples of some mandates include: requiring all new construction to be 100 percent masonry, restricting to one type of insulation and mandating one specific pipe or tubing be used.This legislation would help protect Texas’ free market values and prohibit local governments from requiring only certain types of building products or construction methods, which effectively bans the use of other generally approved products that meet or exceed industry standards and building code requirements.
House Bill 2856 and Senate Bill 985 House Bill 2439 by Representative Geanie Morrison (R- Victoria) and
Senate Bill 985 by Senator Lois Kolkhorst (R- Brenham) will help crack down on disaster scam artists by criminalizing violations of the disaster remediation contracts statute in order to protect those residents hit by disasters.As recent flooding events have shown, Texas’ current disaster remediation statute does not go far enough to protect vulnerable victims of tragedy from scam artists who take money without doing the agreed upon work.This legislation would enhance p e n a l t i e s t o e i t h e r a c l a s s B misdemeanor or third-degree felony for scammers who violate the disaster remediation statute by requiring upfront payments without having a physical business address in the county or adjacent county for at least one year.These criminal penalties would not apply to law-abiding contractors, builders or remodelers that have held a physical business address in the county or adjacent county for at least one year and require upfront payments or deposits. n

Continuing its award-winning history, the Greater Houston Builders Association’s (GHBA) Remodelers Council (RMC) was honored to
receive two Council Awards for Demonstrating Remodeling Excellence (CADRE) from the National Association of Home Builders at the International Builders Show held in Las Vegas.
The CADRE for Outstanding Council Chair was awarded to Kevin C. Vick, CGR, CAPS, CGP, president and CEO of Vick Construction and Remodeling Inc. Kevin was instrumental in working with the GHBA during and after Hurricane Harvey to distribute important consumer information to Houston-area homeowners whose homes had flooded or were damaged. Kevin also served as 2017 Remodelers Council president, 2015 chairman of the RMC Garage Sale Committee, and was an NAHB Remodeler of the month.
The CADRE for Outstanding Council Coordinator was awarded to Donna Buenik, GHBA staff member since 2006. In October 2017, Donna assumed the role of Remodelers Council Coordinator. This was a difficult time, as Houston had just experienced the devastating effects of Hurricane Harvey. Donna’s understanding of the GHBA and the Remodelers Council was invaluable, and the transition was seamless. Donna consistently goes above and beyond expectations and the Remodelers Council continues to grow because of her care and expertise.
The GHBA Remodelers Council stresses high profes-sional standards in the home improvement industry through the continuing education of its members and consumers. Monthly luncheons feature speakers from all facets of the building industry, including designers, marketing professionals and even elected officials.
The Remodelers Council meets on the second Tuesday of each month at 11:30 a.m. at Houston Racquet Club. The council is open to remodeler and associate members alike. n

The Green New Deal is a Bad Deal
While advocates of the Green New Deal (GND) suggest it will solve a multitude of
problems by combating global warm-ing and creating millions of well-paid jobs, the reality is that the GND is a profoundly expensive plan that takes leave of all economic principles. Within only its climate change portion, the GND ignores entirely the fact that carbon dioxide (CO2) emissions are a global — not local — problem; it fails to reduce carbon emissions most cost effectively; and suggests nonsensical ways of paying for the program.
The biggest problem with the GND is that it targets only U.S. emissions, while extreme weather and rising sea levels come from global ones. Today, the U.S. contributes 15% of
global carbon-dioxide emissions, China contributes 30%, and India 7%. Under existing policies and goals, in 20 years, the U.S. share will fall to 12%, China’s will drop to 27% and India’s to14%. Thus, even if the GND reduces U.S. emissions to zero, we will benefit little unless other nations do the same.
One way around this problem would be to invest in innovations that other nations can easily adopt. For example, pressing to invent low cost solutions that reduce carbon emissions in man-ufacturing and agriculture and then sharing them globally, as Germany has done with solar panels, would make a huge global dent in CO2 emissions.
A second problem is that the GND only focuses on removing certain sources
of carbon-dioxide by trying to achieve 100% renewable energy in a decade. The cost to do this would top $4 trillion—well over a full year of tax rev-enue. This works out to $110 per metric ton of carbon dioxide avoided. The cost of weatherizing every building in the U.S. to “maximum energy efficiency” is projected to cost $400 billion or $285 per metric ton.
If this sounds expensive, it is! President Obama’s economists put the harm of a ton of CO2 at $50. Finally, defenders of the GND propose paying for this ill-advised plan by taxing the rich and having the Federal Reserve finance it. While the Fed could buy GND bonds, it can do so only if it helps it reach its own congressio-nally-mandated goals. While the Fed would return any interest earned on its holdings of GND bonds to the Treasury, it would have to sell an offsetting amount of Treasury bonds in the first place — otherwise it would compro-mise its control of interest rates.
What if the Fed just printed money and used those funds to buy GND bonds, as was the case with Quantitative Easing? If the economy were in a recession, rates would be low, but they would also be low if the bonds were sold to investors, so the savings would be slight. And if the Fed bought the bonds in a healthy economy, when rates are above zero, like they are currently, it would have to pay interest on the reserves it issues to banks, offsetting the income earned on the bonds as it does now.
In summary, the GND suffers from several serious flaws. It imposes huge upfront costs on our economy, yet only slightly reduces the negative impacts of domestic carbon-dioxide emissions. In addition, it substantially overpays for the CO2 reductions it accomplishes by needlessly prioritizing certain CO2 emissions over others. Lastly, having the Fed buy GND bonds essentially works only in a recession, other-wise necessary offsetting maneuvers largely, if not completely, negate the interest savings. n

Toll Brothers, the developer of NorthGrove has donat-ed a homesite for a 2019 Greater Houston Builders Association (GHBA) Benefit Home to be built by Chesmar Homes. Chesmar is building its Mesquite
Plan for this 39 year old charity fundraiser. The beneficiaries of the Benefit Homes Project are HomeAid Houston and Operation Finally Home.
NorthGrove is located off FM 2978 in Magnolia, Texas in south-ern Montgomery County. The community is conveniently located within minutes from The Woodlands while offering a more intimate, small town feel. It is also just a short drive from major employers, shopping centers, al fresco dining, and cultural centers.
This heavily wooded community offers more than 200 acres of preserved green space, hike and bike trails, a children's play area, a fitness center, natural waterscapes, luxury outdoor gathering spaces, three community lakes and a 7.5 acre recreation center called The Retreat. This center gets its name for the 9,400 sq. ft. clubhouse that is a contemporary lodge design and features numerous amenities.

Chesmar recently broke ground on the 2,746 sq. ft. Mesquite Plan, a two-story design featuring four bedrooms with a fifth bedroom/study option, three full baths, walk-in closets, a game room, an island kitchen and a two-story open family room off the kitchen.
The Benefit Homes Project has raised $11 million since it began.

Over the past 15 years, HomeAid Houston has worked in partnership with dozens of GHBA members to provide
remodeling and small construction services to area homeless care agencies. These are lovingly referred to as “HomeAid Care Projects.”
HomeAid is partnering for a second time with the GHBA Remodelers Council (RMC) and Custom Builders Council (CBC) for Crossroads, a Christian organization committed to promoting the health, hygiene and dignity of individuals experiencing chronic homelessness and poverty in southeast Houston.
This new project is reinstalling four portable showers at a new location. The showers were built in 2018, and were originally refurbished by the RMC and CBC team. The new project will also include establishing a sewer tap and water meter at the new location. Jim Holcomb with Holcomb Properties donated $20,000 toward the reinstall.
Last year's team, led by Sherry Pruitt with Whodid It Designs and Remodeling, included Melanie Heinrich with TriFection Remodeling and Sandra Crook with Greymark Construction. The team refurbished the exterior shell of the buildings, and gutted and replaced all of the mechanicals inside and out. New shower stalls were built and finished out with new water heaters, doors, hardware, siding, roofing, benches and stairs.

The second phase of that project was led by Todd LeBlanc with LeBlanc Custom Homes and co-captain Rick Mosher with The Detering Co. The CBC built a new freestanding shower unit that added two new shower rooms. Matt Sneller with Sneller Custom Homes & Remodeling worked with Todd LeBlanc and the volunteers to complete the initial project.

With foursomes quickly filling up, the 13th annual HomeAid Charity Golf Tournament has secured a new
home at the popular Wildcat Golf Club near downtown Houston and the NRG Stadium. This new location allows for more players to take part in a day filled with friendly competition on links with views of Houston's skyline. Those of you who spend a lot of time at the GHBA offices will probably
recognize these words by Theodore Roosevelt, featured prominently in the building. By attending and volunteering for the organization’s events, and by donating to its causes, that is exactly what all of us do as associates—contribute to our industry. And our former president points out that by making these contributions, we improve circumstances for all of us in our industry. Not to put on too much pressure, but one of our country’s most iconic presidents is telling you to get involved in the GHBA! And we have plenty of opportunities for you to do exactly that. In March, we hosted a panel of purchasing managers at the Associate Council luncheon. Christina Wright of Meritage, Starla LeMaster of K. Hovnanian Homes, and Terry Harrison of KB Homes shared how they got started in the business, their 2019 goals, the areas where they predominately build, what they are looking for in a
trade, and more. We thank them for sharing their experiences and all the associates in attendance. The 2019 Associate Council Spring Golf Tournament was on March 28 at Quail Valley Golf Course, chaired by Jeremy Elmer with co-chair Juan Mata. With the fun theme, “A Tribute to Happy Gilmore,” the day’s events were met with enthusiasm from players and sponsors alike.Throughout April, associates will have even more chances to get involved. The April Associate Council luncheon on April 4 will host some of Houston’s most prominent developers. Be sure to register right away, since this event has previously enjoyed record-breaking attendance.We’re also calling for applications for the GHBA Annual Scholarship Program. Presented annually by the Associate Council and chaired by Greg Tomlinson of Builders Post-Tension, this program provides financial assistance to GHBA members’ children who are pursuing a higher education. At the March Custom Builders Council luncheon, Lawrence Dean with Metrostudy shared an update on housing expectations in the greater Houston area. The population in Houston Metro could reach 6.9 million and we can look forward to an existing home sales increase of about 3%. The average days on market is 54 with a 3.2 month supply. Homes in the $300K to $399.9K range have about an eight month supply.
Houston was ranked No. 2 in new home starts at 30,146, with a 10.4% increase from last year. Dallas was No. 1 with 34,750 starts. The greatest volume is in the $200K to $400K price range. West Southwest is the highest volume area. Metrostudy projects we
will have 29,600 starts this year and 30,100 starts in 2020!

I hope everyone is coming back from a wonderous spring break. If you
haven’t gone to Home Depot for your new flowers and vegetables for the garden, you need to get there, stat. Now is the perfect time to plant great summer veggies. Speaking of planting, the GHBA HOME-PAC (our association’s political action committee) is working with many of its members to start looking beyond Harris County. The outlying areas of Greater Houston are where the greatest growth is occurring. After visiting with several municipalities, including the fast-growing areas of Montgomery County, I was blown away. The hub cities of many homebuilding and development industries are “growing” and expanding on new expansive ideas. Many of these local officials pride themselves on being pro business and solutions oriented. It’s
refreshing to hear how a city official wants to help businesses grow versus giving me the standard NIMBY (not in my backyard) fare. Some municipalities have cash reserves and tax bases that can offer meaningful assistance to the development industry; other municipalities have less funds on hand but are willing to help from a regulatory standpoint. All assistance is welcome because, even on their best days homebuilders and developers must truly strive to keep costs down and turn a profit. I would encourage folks to give a call to their city or county official and see what regulations they are thinking about removing, adding and how things are changing. You would be enthralled to see the efforts and ideas many cities are cultivating to help bring families and business back to the city.

It seems like we were just turning the calendar to 2019 and now we are
flipping it to April. 2019 is flying by. And while our frantic pace has had the clock spinning, now is the time for us to start seeing the results of all that January-February-March effort.
February reports of January activity pointed to a flattening of the market. However, Lawrence Dean with Metrostudy cites it’s not due to market demand slowing, but rather because of a tight supply of lots. Developers are answering that call with four new communities totaling nearly 4,200 acres, all announced in the span of one week earlier this year. That’s a lot of potential homes! Add to that Houston’s projected job growth, interest rates holding steady near the lowest levels in 12 months and the Houston market still considered one of the nation’s largest after several years of growth, and you have a recipe for continued success.
Your SMC is working to help you capitalize on these market factors by bringing you opportunities where you can learn, network and shine. Coming up in May is the Realtor Rendezvous, set for 6-9 p.m. on Thursday, May 9. You’ll have the opportunity to showcase your products and services to Realtors who are there to better equip their sales arsenal and enjoy a good time.
In June, you can put your problem-solving skills on display while working in teams during the Battle of the Builders. The event, slated for 4-9 p.m. on Tuesday, June 4, will be hosted at Escape the Room in Midtown. The venue has eight themed rooms that will have you trying to escape Jurassic Park, an Indiana Jones thriller, a nuclear reactor and even the 1980s. The Beer Market Co. next door to the escape room will be our Battle of the Builders headquarters. Register for the event and enjoy one of 365 craft beers, cocktail, wine and food while the teams are playing next door.
August will bring us Texas Bash 2019. Join us Thursday, Aug. 22, at Minute Maid Park for a chance to network with over 800 other members and cheer on the Houston Astros.
Finally, you’ll want to spend the first Saturday in October with hundreds of other industry experts at the annual Houston’s Best PRISM Awards. The party will be held at the George R.
