5 DISCUSSION 5.1 Applicant Dev Lahey Surfing Queensland 66 Goodwin Terrace, Level 2 Old Burleigh Arcade, Burleigh Heads, QLD 0400 628 641 [email protected] 5.2 Event Background The sport of surfing has heavily influenced the Gold Coast’s global reputation as an iconic tourism destination. From a cultural perspective, the Gold Coast is world renowned for boasting some of the best surfing destinations in the world such as Snapper Rocks, Kirra Point, Burleigh Headland and South Stradbroke Island. Burleigh is particularly significant given the historical aspect that the location represents within the sport of surfing. Burleigh was the birthplace of ‘man on man’ surfing and was home to one of the most iconic surfing events in the sports history being the Stubbies Surf Classic. Surfing Queensland (SQ) believes that hosting a significant surfing event at Burleigh provides numerous community benefits along with positive economic outcomes to the region. SQ will again deliver a Men’s and Women’s World Qualifying Series (QS1000) event staged at this world renowned surf break. By starting at a lower star rated event, SQ believes that momentum can be created to grow the event organically in the future. In 2017, organisers were able to establish this event on the World Surf League (WSL) calendar as a significant event in the QS1000 category. As a result, this provides a secondary surfing event in the city’s major events portfolio and one that could be propelled forward should the WSL make changes to the Championship Tour (of which the Quiksilver and Roxy Pro’s are part of) in the future.

ITEM 2 (Continued) 2018 BURLEIGH PRO LG426/602/-(P18) 5.3 Attendance Over the course of the 2017 event, organisers played host to over 20,000 spectators. The 2018 event will see 150 surfing competitors plus coaches stay on the Gold Coast, with organisers forecasting 25% growth in spectator attendance, as a result of moving towards a more community based festival, as opposed to strictly delivering a surfing event. 5.4 Program Organisers plan to activate a more extensive program for the 4 day event in 2018 and beyond (compared to previous years), moving to a more community based festival that appeals to a wide audience. Additional community and family friendly based activities will include:

• skate pipe exhibitions • surfing expression sessions • interactive activities • movie nights • market stalls • music entertainment • large outdoor screen to better enhance the spectator experience.

5.5 Marketing and Media Summary SQ employs a dedicated full time Media & Marketing Manager whose responsibilities include communication with metropolitan, state, and national media outlets. Marketing and promotional activities planned for the 2018 Burleigh Pro include: Pre-event:

• creation of event posters for distribution via digital portals – SQ & Surfing Australia websites, relevant Gold Coast event and tourism websites and specific surfing websites

• pre- event media releases distributed via print, radio and online media platforms • commitment from athletes to be available for all media calls • newspaper advertising • promotion through SQ and other social media platforms (Instagram, Facebook and

Twitter) • promotion through the World Surf League’s (WSL) extensive media platforms • radio advertising with Sea FM from November 2017 to January 2018.

During event:

• direct liaison with relevant print, television, website, social media and radio bureaus • creation and distribution of press releases and accompanying digital images through

SQ’s extensive media database • creation and distribution of TV feeds and web highlights packages throughout event • live webcast feed with rotating TV commercials for the duration of the event • Sea FM will be broadcasting live from the headland over the event period.

The overall marketing plan will be executed from November 2017 giving organisers 12 weeks lead time to communicate this event to both competitors and spectators.

ITEM 2 (Continued) 2018 BURLEIGH PRO LG426/602/-(P18) 5.6 Outcomes and Benefits The 2018 Burleigh Pro will have a positive economic impact on the Gold Coast as a result of 150 competitors plus coaches (from various locations around Australia) staying across the four day event window. This will specifically generate 500+ room nights, in addition to any spectators and surfing enthusiasts who will travel to the Gold Coast to see this QS1000 WSL event. If additional prizemoney was offered in the future, the event could be raised in 1000 increments to a maximum of QS10,000, leading to the attraction of a higher grade of surfer and more media coverage. The event injects funds into the local community and surrounding areas through the purchasing of food and beverages, tourist activities and associated services. The following benefits also come with this event:

• the event attracts thousands of locals to Burleigh Point to watch some of the world’s best surfers

• a day at the Burleigh Pro can be seen as a social outing that drives social inclusion, community connectedness and strengthens community engagement

• surfing promotes a safe and healthy lifestyle, which is in-turn linked to environmental health of beaches and waterways

• the 2017 event produced a media value of $1.5 million across web, print, radio and live broadcasting. This figure could increase in 2018 with the extension of the event with activations both day and night

• The 2017 Burleigh Pro was named the best QS1000 event in WSL history and SQ is looking to continue this in future.

5.7 Sponsor Benefits The following benefits will be made available to the City of Gold Coast:

• logo to be placed on event rash vests • logo to be placed on event t-shirts • City banners/feathers placed throughout the event site • PA announcements highlighting the event is “proudly supported by the City of Gold

Coast” and any specific campaign information at regular intervals • ability to leverage from SQ Industry partners (Coastal Watch and Surfing Life) • leverage off the WSL’s vast international audience • mentions in social media posts pre, during and post event.

5.8 Funding Request The total event cost is projected to be $100,000 and organisers are requesting an investment of $20,000 (+GST) from the City. This represents a $5000 increase on what has been allocated annually since 2010. These funds will be used to promote the event across varied advertising mediums to gain maximum awareness for competitors to enter the competition and for spectators to attend the event. Organisers have secured a naming rights sponsor for this event for $25,000 per annum.

We enjoy our city and its enviable climate. 7 GOLD COAST 2018 COMMONWEALTH GAMES IMPACT Nil. 8 FUNDING AND RESOURCING REQUIREMENTS Funds to support this event have been included in the 2017/18 budget, ED5710O007 Special Events – Tourist Park Tax Equivalent, cost centre 1005371. 9 RISK MANAGEMENT There are no significant strategic risks associated with this event. Operational risks will be assessed and addressed as detailed planning and preparation evolves. 10 STATUTORY MATTERS All appropriate legislative requirements will be addressed during the operational planning and approval processes. 11 COUNCIL POLICIES Not applicable 12 DELEGATIONS Not applicable 13 COORDINATION & CONSULTATION Consultation to date has been limited to discussions with key agencies involved in the operational planning and approval processes. 14 STAKEHOLDER IMPACTS Key stakeholders are sectors of the tourism industry, business community and the broader community. Organisers will consult directly with all relevant beachfront stakeholders to ensure they are aware of any associated impacts that will occur as a result of the event.

ITEM 2 (Continued) 2018 BURLEIGH PRO LG426/602/-(P18) 15 TIMING The event is to be staged from the 25th to the 28th January 2018. 16 CONCLUSION When combined with the annual Quiksilver and Roxy Pro’s and the World Surf League Awards Night, the Burleigh Pro strengthens the Gold Coast claim as the lead surfing destination in the southern hemisphere. The event drives a sound level of direct economic impact (500+ room nights) however the major benefit is positioning the City as world-class surfing and tourism destination through media interest, coverage and spectator attendance. The World Surf League (owners of the Quiksilver and Roxy Pro’s) have indicated that the World Championship Tour will see various changes in the coming years. This could see less events delivered in Australia (currently three being Snapper Rocks Gold Coast, Bell’s Beach Melbourne and Margaret River Perth) as they seek new technologies (one example being man made wave pools) in attempt to appeal to new market segments and further commercialise their overall product. As a result, providing a level of support to the Burleigh Pro is also a risk control measure for the City in having an additional surfing event on-standby and able to be propelled above its current QS1000 status, should the WSL change their current approach to the Quiksilver and Roxy Pro’s. It would be beneficial to offer organisers a multi-year investment to give them some medium term certainly and allow them to further develop their longer lead planning. However with the Citys’ (and Tourism and Events Queenslands’) current contract with the WSL for the Quiksilver and Roxy Pro’s to be held on the Gold Coast expiring after the 2018 event, a single year investment into the Burleigh Pro is recommended, in order to align funding timelines of surfing events within the major events portfolio.

c engaging with Gold Coast Tourism to:

i coordinate marketing and promotion of the event so as to attract additional visitors to the city and

ii deliver out-of-region competitors with a range of tourism related products to support overnight stays and visitor expenditure around the event;

d providing satisfactory sponsor benefits; and

e undertaking to provide a post event report.

ITEM 3 ARTS & CULTURE URBAN OASIS REVISED LOCATION CS105/102/-(P9) 1 BASIS FOR CONFIDENTIALITY Not Applicable 2 EXECUTIVE SUMMARY Not Applicable. 3 PURPOSE OF REPORT The purpose of this report is to seek Council endorsement to locate the Urban Oasis public art commission to the north-eastern end of the T intersection of Elkhorn Avenue and the Esplanade. 4 PREVIOUS RESOLUTIONS At Council meeting #739 on 25 July 2017, minute G17.0725.026, Council resolved: 1 That Council approves the project management team to further interrogate the revised

location of the T intersection of Elkhorn Avenue and the Esplanade.

2 That the project management team take all action necessary to ensure the final placement of the artwork does not stray from the original intent of the project.

3 That the project management team continue to work towards the proposed September installation date for the existing site.

5 DISCUSSION 5.1 Background Following completion of the Light Rail project in 2013, the City was provided with $410,896 from the State Government Biodiversity Enhancement Fund to deliver public art outcomes along the light rail corridor.

As a result, a large-scale public art project was commissioned to align with City of Gold Coast policies and objectives including the Culture Strategy 2023, Public Art Policy, Cultural Corridor Project, Cultural Precinct Evandale and GC2018 Accelerated Cultural Development Action Plan.

The location originally approved for the commission was at the intersection of Surfers Paradise Boulevard and Elkhorn Avenue, Surfers Paradise. However, recent site investigations identified that the underground services in this location will require significant financially prohibitive modification in order to accommodate the footings required for installation of an art work of this scale. On this basis the original site is no longer considered feasible and an alternative site on the Esplanade was identified by the project team for further investigation.

5.2 Site Investigation Methodology As resolved by Council committee on 25 July 2017, further interrogation of the Esplanade site was required in order to determine technical feasibility, while also ensuring that the artistic intent of the artwork could be maintained. Suitability of the site has now been interrogated by the project team including: identification of technical site constraints; consultation with internal stakeholders; usable footprint analysis and establishing optimum placement of the artwork in consultation with the artist. During this process the following key site constraints were identified:

• A-line and sea wall

• Vehicular movement (including lifeguard and cleaning vehicles)

• Pedestrian movement

• Event space boundary

• Services

• Usable footprints identified to locate artworks (option 1 and option 2)

5.3 Seawall Investigation Preliminary site research indicated an underground sea wall running north to south through a section of the site. In order to more accurately locate the structure, a subsequent pothole investigation was coordinated by the Superintendent’s Representative. This investigation successfully located the seawall and has enabled identification of a useable footprint to locate the artwork. Advice from the Superintendent’s Representative confirms that these findings provide a sufficient 90% level of confidence that formal alignment of the sea-wall will not conflict with the artwork in the proposed location. There is also a 50% likelihood of conflict with minor Council owned services (water, irrigation, sewer), however these can be relocated at minimal expense. Seawall Location (hatched in green)

ITEM 3 (Continued) URBAN OASIS REVISED LOCATION CS105/102/-(P9) 5.4 Artist Consultation Following the identification of site constraints, the project team consulted with the artist to establish optimum positioning of the artwork within the usable footprint while also maintaining the artistic intent of the commission. The artist’s proposed positioning (illustrated below) is informed by the following principles:

• Maximum achievable alignment with Elkhorn Avenue lines of sight

• Utilising existing seating to enhance the public’s experience of the artwork

• Viewable from a distance along the Esplanade and beach front

ITEM 3 (Continued) URBAN OASIS REVISED LOCATION CS105/102/-(P9) 5.5 Findings of the Investigation Relocating the artwork to the proposed location is recommended on the basis that the artist has confirmed support of the relocation, a pothole investigation has located the sea wall and no significant services are indicated within the artwork footprint. The Superintendents’ Representative advises that investigations to date provide a sufficient level of confidence to proceed. Additionally, it is noted that the quality of existing concrete ground finishes are not to be compromised when permanently reinstated; this will be addressed through ongoing consultation between the Superintendents’ Representative, Precinct Coordinator and Major Projects Officer to ensure a high quality ground finishes outcome. New location key benefits:

• Increased accessibility for installation (partial road closures no longer required);

• Prominent iconic public location that is not competing with other infrastructure e.g. clock tower;

• Marks the eastern gateway to the Cultural Corridor, maintaining the integrity of the commission;

• Enhanced viewer experience due to the utilisation of existing seating;

• Located within 500 metres of the light rail corridor as required under State Government funding; and

strategic outcome 1.2: the development of a Public Art Plan.

• This development of the public art project has integrated the following key strategic outcomes of the Culture Strategy 2023:

• 2.1 Arts and Cultural hubs in our local neighbourhoods

• 4.4 Leading edge digital city

• 4.5 Professional development opportunities and pathways

This proposal aligns with the current Public Art Policy and is intended to integrate new processes into the public art project development process. 7 GOLD COAST 2018 COMMONWEALTH GAMES IMPACT The City Operations Precinct Officer was consulted with no subsequent negative impacts or conflicts identified. 8 FUNDING AND RESOURCING REQUIREMENTS Budget/Funding Considerations This project is funded by a non-recurrent allocation of $410,896 (2015-16) provided by the Queensland Government for biodiversity enhancement.

$330,000 (Capital) for the main public art commission is funded from ED5520C001 project 55185; and

$80,896 (Operational) for complementary programming, internal costs, mentoring, artist design competition fees and administration is funded from ED5520O006 cost centre 1000064.

Funds not expended by 30 June 2017 have been re-provided for 2017/18 to meet the financial obligations of the project and ensure continuation to completion. The final stages of the project including fabrication, and installation fall in the 2017/2018 financial year.

Additional costs to support the relocation of the artwork, including new engineering specifications and finished landscaping of the new site have been covered within 2017/18 Arts and Culture budget with assistance from Local Area Works contribution of $17,500.

Costs for Capital Works and Service Proposals $330,000 of the total budget is attributed to capital works costs The commission contract outlines the following relevant elements for the life cycle of the capital expenditure:

• Estimated useful life of 30 years

• Annual maintenance budget estimated at $3,000 (TBC) supported with an artist provided full maintenance plan.

16 CONCLUSION On the basis that detailed investigation by City Officers and engagement with the artist have identified the proposed new location as a suitable location, Council endorses the location of the Urban Oasis public art commission at the T intersection of Elkhorn Avenue and the Esplanade, 17 RECOMMENDATION It is recommended that Council resolves as follows: 1 That Council endorse installation of the artwork at the proposed location identified in

the report on the Esplanade at Surfers Paradise.
