    Chamber o Commerce

    As much as anything,

the 2013 local elections are areerendum on building a team

that will embrace a unifed vision

    or the City o Lansing.

Everybody wants to move the region orward. The challenge oten times is in

getting people to agree on how best to accomplish that. When dierences exist,

people with a spirit o collaboration are able to identiy common ground and orge

compromises that benet the greater good.

Unortunately, in the political arena, the spirit o collaboration and cooperation

doesnt always break through. This has been most evident in recent years in the

public dierences with members o the Lansing City Council. The result hasserved to tarnish the image o the region, which doesnt help when it comes to

attracting new investment and jobs or Greater Lansing.

As much as anything, the 2013 local elections are a reerendum on building a

team that will embrace a unied vision or the City o Lansing. Its about who will

set aside partisanship and game playing and the desire to one-up a oe to make

tough decisions that are needed to strengthen the city and the region as a whole.

From the Lansing Regional Chambers point o view, one o the most signicant

developments in this election season has been the decision or the Chamber and

the United Auto Workers (UAW) to orge a partnership and jointly support thesame candidates or Mayor and Lansing City Council. In the course o working

towards our joint endorsement news conerence, it was evident to all o us that

the UAW and the Chamber share the same desire to move the region orward and

    create more jobs.

Despite dierent backgrounds and varying approaches to some issues, our two

organizations were able to identiy common ground. Since our initial decision

to work together, the UAW and the Chamber have been building a stronger

relationship, predicated on a growing level o trust. The very same thing can and

must happen at Lansing City Hall.

We need a team approach in Lansing City government. There are some tough

challenges ahead, especially implementing reorms needed to restore the City

to scal health. It is also clear in recent months that the general public is much

more open to regional approaches that encourage greater collaboration and

consolidation o government services. We now need leaders with the same desire

to work together or the greater good.

Our region needs a vibrant central city in order to reach our ull potential. That

requires bold leadership and working cooperatively to make tough decisions or

    the common good.

I it aects the City o Lansing, it aects East Lansing, Meridian, Delta, Delhi

and Lansing Townships, and the rest o the tri-county region.

    We are in this together!

The a ll po rtion o the 2013 Economic Club

speaker series was kicked o by an inormative and

humorous discussion o the Big Ten Conerence

by Jim Delany, Big Ten Commissioner and Mark

Hollis, Athletic Director or Michigan State

University. Over 500 people attended the luncheonheld Thursday, September 12 at the Kellogg Hotel

    and Conerence Center.

Utilizing the ormat ound on the ESPN program

Pardon the Interruption, Hollis quizzed Delany on a

variety o topics including: conerence expansion, the

launch o the Big Ten mens ice hockey conerence,

the Big Ten Network, NCAA governance, the role o

    student-athletes and so much more.

Delany, who is celebrating his 25th year as Big Ten

Commissioner, commented that technology has had

one o the biggest impacts on collegiate sports.

Technology has helped us build our Big Ten brand

and improve the overall sporting experience, but we

also have to compete against man caves with giant

high denition TVs and elaborate sound systems, said

Delany. We have to allow or both experiences to

    be extraordinary.

The college ootball playo systemwas another hot topic with Delany

saying that the current BCS system,

wrapping up next year, was both very

    controversial and very successul.

Delany credited the BCS with the

current success o college ootball and

said that any decision to change the

playo system is not taken lightly.

All decisions are based on research and

lots o dialogue or complete buy-in.

There is no gain without pain.

    The Lansing Regional Chamber

The joint announcement by the UAW and the Lansing Regional Chamber o

Commerce refects the level o collaboration that is badly needed i the City o

Lansing is to overcome its challenges and reach greatness, said LRCC president &

CEO, Tim Daman. We believe this group o candidates has the potential to oster

an exciting new era where the Mayor and City Council are working cooperatively to

    move the city orward.

The need or the Mayor and City Council to work together will be tested as soonas the Election Day votes are counted. The citys scal challenges were studied

by a Financial Health Team appointed by Mayor Bernero, resulting in a series o

recommendations that have been endorsed by the LRCC.

We are well past the point where the city can ignore the scal reality staring us in

the ace, said Daman. Now, more than ever the Lansing City Council and Mayor

Bernero must work together to implement the reorms that are needed, not only or

the City o Lansing, but or the uture o the entire Greater Lansing region.

Though the challenges are signicant, Mayor Bernero see a potential or real growth

    in the next our years.

The sky is the limit or Lansing, said Bernero. I see tremendous possibilities to

build on the progress weve enjoyed over the last eight years. But we need City Council

members who are doers, who will always strive to do what is right or Lansing, and

who are committed to growth and opportunity or all o our citizens. With the right

team in place on Council, I know we can become one o the great Midwestern capitalcities and regions. I have no doubt about that, and I will give my all to make it happen,

just as I have or the last eight years.

The voters will decide on November 5, 2013.

This Model WorksDocuments Community Eorts toKeep GM

A Forum to Hatch New Ideas

It turned out to be one o the most dening moments in the history o Greater

Lansing. In the mid 1990s, the region aced the prospect o losing General Motors

or good. A group o community leaders including then Lansing Mayor David

Hollister, the Lansing Regional Chamber o Commerce and its board chair, Jack

Davis, and C2AE CEO Ray Tadgerson, put together a remarkable community

    eort to save GM.

It took years o mostly behind-the-scenes work and it nally paid o. Not only

did GM stay and commit to Greater Lansing or the long term, the automaker

invested billions in a new plant in Delta Township and renovations to the Lansing

Grand River Assembly plant, both now among the nest, most state-o-the-art auto

    acilities in the world.

Leaders o the Keep GM eort want to tell their story to the world and have spent

the past several months preparing a documentary they hope will air on a national

network, such as the History or Discovery Channel. Hollister and Tadgerson have

hired a local production house, MessageMakers, to produce the program, entitled

    This Model Works.

The project team met recently with the Board o Directors o the Lansing Regional

Chamber o Commerce to update them on the progress o the documentary. The

group has already lmed more than 30 hours o interviews.

We not only want to memorialize one o the turning points in this regions history,

but we also believe that what was accomplished here can be a model or other

communities acing a crisis, said Hollister.

The group producing the documentary estimates the project will cost $200,000.

They are more than three-quarters towards their goal, and continue to encourage

donations rom public members interesting in supporting the project.

The Hatching, which is a partnership between LEAP,

Inc., Spartan Innovations and the NEO Center, allows

entrepreneurs to pitch new ideas to judges and an audienceo innovators in a spirited and competitive atmosphere.

The winner receives $1,000 or startup costs as well as legal

services to create the new business entity provided by Loomis,

months winner will advance to the next round o pitches that

will take place at the Launched: Celebration of Entrepreneurship

Lansing is becoming the premier region or startup activity in the State o Michigan, said Bob Trezise,

The best time to create a return-to-work (RT W) program is beore one is

needed. As an employer, you can play a signicant role in the recovery o an

injured worker by allowing them to return to work with temporary restrictions.

According to a study by Craword & Company, employers with an RTW

program report an average o 5.1 weeks or injured employees to reach maximum

medical improvement compared to 13 weeks or companies without a program

    in place.

Planning or an injured worker to return to the workplace should start on the

rst day o an injury, not two to three weeks later. Building an eective RTW

program now will ensure that youre prepared in the event o a workplace injury.

Your plan should inc lude descr iptions o temporary work restri ctions , inc luding

    the ollowing:

Transitional Work Includes assignments that meet specic medical

restrictions set by the physician, which allow the injured worker to perorm

some o their previous job requirements or a dierent job identied by the

employer. Transitional work should be evaluated oten, including requentcommunication with the injured worker and the treating physician.

Modied Work Allows the injured worker to perorm their original job

unctions with some changes, such as changing the work station or tools

used, removing tasks that the injured worker cannot perorm, reducing the

time spent on a particular task, moving the location o the job to avoid

    dusts, etc.

Alternative Work Involves oering the injured worker a position that

    meets their temporary work restrictions.

Reduced-Hours Work Oering less than ull-time work to meet the

    temporary work restrictions.

Job-Sharing Flexible work option in which two or possibly more

    employees share a single job.

With RTW programs, in jured workers are able to remain productive members

o the workorce, helping them return to their normal wages more quickly.

RTW programs create a positive work culture by showing employees that they

are valued. They also have a positive impact on overall workers compensation

experience mods, which lowers insurance premiums.
