UGSVS Charter

Through the cooperation of the veterinary medicine faculty at four universities – Obihiro University of Agriculture and Veterinary Medicine, Iwate University, Tokyo University of Agriculture and Technology, and Gifu University – and five research institutes, the United Graduate School of Veterinary Sciences (UGSVS) strives to nurture researchers and advanced technical personnel who combine high-level expertise with broad perspectives. The UGSVS offers students readily expandable and applicable education and research experiences beyond what can be expected of single institutions. It strives to contribute to veterinary science and related disciplines and to the overall healthy development of 21st century society.

To these ends, the UGSVS strives to accomplish the following: 1. Fully utilize educational and research resources of all four member universities and five

collaborative institutions.

2. Cultivate broad perspectives and high ethical standards in addition to outstanding professional ability.

3. Pioneer original research and gain international esteem as a center for research and education.

4. Release and apply research results to activities for the betterment of society.

5. Foster international exchange through the instruction of international students.

6. Support faculty cooperation and efficient administration.

7. Constantly review, assess, and improve graduate programs and overall course management.

I. Outline of the UGSVS Doctoral Program 1. Vision UGSVS offers a four-year doctoral course established through the collaboration of four universities with graduate programs in veterinary medicine: Obihiro University of Agriculture and Veterinary Medicine, Iwate University, Tokyo University of Agriculture and Technology, and Gifu University. There is one course discipline divided into four specialized major tracks. (See next page.) The UGSVS strives to train outstanding researchers and flexible technologists with the expertise and practical skills to conduct pioneering research, work in diverse areas of society, and contribute to the progress of veterinary sciences and related industries. The UGSVS strives to promote international cooperation and respond to international veterinary needs. International students are welcome. 2. Features of the UGSVS The individual histories, locations, and features of the four member universities afford the UGSVS a uniquely diverse program of education and research. Further alliances with the National Institute of Infectious Diseases (2001), National Institute of Health Sciences (2003), National Institute of Animal Health (2004), Japan Racing Association Equine Research Institute (2009) , and Central Institute for Experimental Animals (2013) allow students access to research opportunities in state-of-the-art facilities and instruction from research experts. This enables the UGSVS to offer students a liberal selection of research areas, and to train them to respond flexibly to the needs of society. Course Plan (1) Applicants choose a research field from within four major tracks of study: Basic Veterinary

Science, Pathogenetic Veterinary Science, Applied Veterinary Science, or Clinical Veterinary Science.

(2) Students are assigned two assistant academic advisors in addition to a main academic advisor to guide them in developing their research.

(3) Students base their studies at the institution of their main academic advisor, but enjoy use of facilities at all UGSVS-affiliated institutes.

(4) Upon successful completion of approved coursework and research, students are awarded the Degree of Doctor of Veterinary Sciences (PhD). Requirements include at least thirty credits (semester hours) of required subjects, presentation of an original thesis, and examinations of proficiency.

(5) The course is designed to span four years, but may be shortened to three for students who complete all requirements and exhibit exceptional performance.

3. Description of Major Tracks

Course Major Track Outline

Veterinary Science

Basic Veterinary Science

Students in this field are trained to become outstanding researchers who will contribute to the advancement of veterinary sciences. Students learn morphology and functions in vertebrates, particularly mammals and birds, and master the fundamentals of pathogenetic, applied, and clinical veterinary sciences. They examine life-science mechanisms from the viewpoint of comparative biology and gain solid experience with many animal species.

Pathogenetic Veterinary Science

This field integrates fundamentals of anatomy and physiology with knowledge of applied and clinical veterinary sciences to study structures and functions in health and disease. Goals in this field include elucidation of disease mechanisms and prevention of disease. Accordingly, education and research in this field is divided into two areas, pharmacology and pathology.

Applied Veterinary Science

This field strives to understand the relationships among organisms, etiologies, and the environment, which determine the outbreak of diseases. It includes comprehensive study and analysis at molecular, individual, and population levels. Students apply this knowledge to research important for animal health and welfare, food safety, productivity by prevention of communicable diseases, control of zoonoses, and preservation of the environment.

Clinical Veterinary Science

This field aims to elucidate etiologies, mechanisms, and pathophysiology of disease. Knowledge of basic, pathogenetic, and applied veterinary sciences is used to develop cutting-edge techniques for diagnosis, therapy, and prophylaxis of diseases in aquatic, farm, companion, and laboratory animals. Students partake in training and investigations into topics such as metabolic and reproductive diseases in farm animals and developmental biotechnologies including embryo transfer.

II. Admission Policy The UGSVS is composed of Obihiro University of Agriculture and Veterinary Medicine, Iwate University, Tokyo University of Agriculture and Technology, and Gifu University, each of which offers a veterinary program. We offer a four-year program culminating in the Degree of Doctor of Veterinary Sciences (PhD). We collaborate with the Ministry of Health, Labor, and Welfare’s National Institute of Infectious Diseases and National Institute of Health Sciences, the National Agriculture and Food Research Organization, the National Institute of Animal Health, the Japan Racing Association’s (JRA’s) Equine Research Institute, and the Central Institute for Experimental Animals. Students study in one of four major tracks and base their research and studies at one of the four member universities or five collaborative research institutes. They enjoy the benefits of the collective resources of all UGSVS collaborative institutes as well as the unique features accorded by the different goals and strategies of these independent entities. This inherent variety allows the UGSVS to offer unique educational opportunities in a variety of research fields according to individual students’ aspirations. The educational philosophy of the UGSVS is to cultivate researchers and highly professional technicians who will be able to contribute to the realization of a society where nature, humans, and animals live harmoniously based on veterinary and related sciences and through the exploration of human and animal life activity. We accept veterinary graduates with basic knowledge and practical ability, students who have completed master’s programs in other curriculums, and foreign students who desire to master advanced techniques and scientific knowledge. The successful applicant will possess the following qualities: 1. Motivation to contribute to society through the veterinary sciences 2. 1. Number of Students to Be Admitted Discipline Students to Be Admitted

Veterinary Medicine 20 A small number of additional international applicants will also be accepted. Obihiro University of Agriculture and Veterinary Medicine, Iwate University and Tokyo University of Agriculture and Technology submit the plan document to set up new graduate schools which start from April, 2018. Therefore, there are case which the number of students to be admitted is changed.

2. Application Eligibility (1) Completion of a curriculum in medicine or dentistry, a six-year curriculum in veterinary

medicine or pharmaceutical sciences at a Japanese university by March 2018 (September 2017 for fall admission).

(2) Completion of 18 years of formal education at schools (Limited to a final program in medicine, dentistry, pharmaceutical sciences or veterinary medicine) outside Japan by March 2018 (September 2017 for fall admission).

(3) Completion of 18 years of formal education through distance learning programs (Limited to a final program in medicine, dentistry, pharmaceutical sciences or veterinary medicine) offered within Japan by schools based outside Japan.

(4) Completion of a curriculum at educational institute recognized as providing degree programs of a foreign university which follows the school education system of those country, and designated by the Minister of Education, Culture, Sports, Science, and Technology separately within Japan. (Limited to individuals who have completed 18 years of formal education with a final program in medicine, dentistry, pharmaceutical sciences or veterinary medicines.)

(5) Acquisition of degrees equivalent to a bachelor’s degree by completing a five-year or more curriculum (includes completing curriculum which is offered through distance learning program within Japan by schools based outside Japan and at an educational institute positioned by following the school education system of those country and designated as described in the previous clause, (4).) with a final program in medicine, dentistry, pharmaceutical sciences or veterinary medicine at a university or a school outside Japan. (Limited those whose comprehensive status of educational and research activities is evaluated by a person who is certified by the government or a relevant organization of the country and is designated by the Minister of Education, Culture, Sports, Science, and Technology separately.)

(6) Identification by the Japanese Ministry of Education, Culture, Sports, Science and Technology (according to the Ministry of Education 1955 Notification No. 39): 1) Those who majored in medicine or dentistry and graduated from a medical or a dental

university stipulated by Japan’s former University Law (Imperial Ordinance No. 388 issued in 1918).

2) Those who graduated from the National Defense Medical College stipulated by Japan’s Defense Agency Establishment Act (Law No. 164 issued in 1954).

3) Those who have completed master’s degree program or can otherwise be conferred a master’s degree.

4) Those who have completed at least 2 years of a doctorate program that is not divided into a 2-year first phase and 3-year second phase. They should have obtained at least 30 academic credits, necessary research instruction, and be recognized by the UGSVS as possessing academic ability equivalent to 6 years of education in a curriculum of veterinary medicine, medicine, or dentistry at a Japanese university*.

5) Those who have a university degree (other than veterinary medicine, medicine, or dentistry), or have completed 16 years of education at a school outside Japan; and after that have at least 2 years of research experience at a university or a research institute, and are recognized by the UGSVS as possessing academic ability equivalent to 6 years of education in a curriculum of veterinary medicine, medicine, or dentistry at a Japanese university*.

(7) Applicants who entered the other graduate schools (Limited to doctoral program in medicine, dentistry, pharmaceutical sciences or veterinary medicine) of universities according to the second clause of Article 102 of the School Education Law and are recognized by UGSVS as possessing basis of academic ability to continue studying*.

(8) Applicants who are at least 24 years old and are recognized by UGSVS through an individual qualification review as possessing academic ability equivalent to education in medicine or dentistry, 6 years of education in veterinary medicine or pharmaceutical sciences at a Japanese university**.

(9) Completion of a curriculum of at least 4 years in medicine or dentistry, 6 years of education in veterinary medicine or pharmaceutical sciences at a Japanese university, or completion of 16 years of formal education at a foreign school (Limited to a curriculum in medicine or dentistry, a six-year curriculum in veterinary medicine or pharmaceutical sciences) and an outstanding academic record as recognized by the UGSVS*.

(10) Recognition by the UGSVS as possessing academic ability equivalent to (1)*: 1) Those who have completed 4 years of veterinary education under Japan’s former

university system and have at least 2 years of experience in veterinary research or other relevant work at the time of enrollment (April 1st for spring admission and October 1st for fall admission)

2) Those who are recognized by the UGSVS either as a) possessing academic ability equivalent to 6 years of education in a curriculum of veterinary medicine, medicine, or dentistry at a Japanese university, or b) research achievements equivalent to a master’s degree, e.g., by book, thesis, or academic paper publications.

*Applicants who fall into categories (4), (5), (6), (7), (9) or (10) should apply for recognition

of application eligibility before applying to the program (see page 31, Section 12). **Applicants who fall into category (8) should apply for recognition of admission eligibility

before applying to the program (see page 32, Section 13).

4. Application Procedure Submit the following application documents with the application fee. An examination ticket will be issued on submission. If submitting by mail, the applicant must send the documents by registered express mail in an envelope specified by the UGSVS.

*If you have graduated or are graduating from a 6-year university program in Japan, submission of a) only is satisfactory.

v) Photograph 2 copies

Two photographs taken within three months before application. Attach one photo to Form 1. The other is to be attached to the examination ticket. The photos must be 6 cm long by 4.5 cm wide and show from head to shoulders, facing forward with no hat.

vi) Summary of undergraduate thesis/ master’s thesis 5 copies (1 official copy & 4 photocopies)

A summary of the applicant’s undergraduate thesis or master’s thesis on A4-size paper (about 2,000 characters in Japanese or 1,200 words in English) with a cover page (Form 3, enclosed). If no undergraduate thesis was required, submit a summary of your research work experience. If neither of these is possible, submit a statement of your purpose for applying to the program in 1,000 Japanese characters or less.

vii) Research proposal 5 copies (1 official copy & 4 photocopies)

A written proposal for research to be conducted at the UGSVS. The proposal must be on A4-size paper, with a cover page (Form 4, enclosed), and should be about 1,000 characters in Japanese or 600 words in English.

viii) Permission for application If you are currently employed at a government agency or company, submit a statement of permission for application (Form 5, enclosed) signed by the departmental/institutional director.

ix) Alien registration certificate on registered matters or a copy of passport

International applicants must submit either an alien registration certificate on registered matters or a copy of their visa showing residence status. A copy of passport is needed to submit if you apply from overseas.

x) Return envelope A self-addressed envelope (including the applicant’s name, address, and zip code), stamped (392 yen) and 20.5 cm × 9.0 cm in size.

7. Examinations Applicants are accepted for admission into the program based on the results of the following examinations and review of academic records.

Examinations:

(1) Written Exam a. Foreign Language: English b. Field Test: Research field proposed in the application. (See attached list on

pages 21-23.) (2) Oral Examination

The 30-minute oral examination focuses on the applicant’s undergraduate thesis (or the master’s thesis) and submitted research proposal. During the first ten minutes, the applicant presents his/her undergraduate (or master’s) research and UGSVS research proposal. This is followed by questions from the committee. (An LCD projector and Windows computer will be provided, or the applicant can bring his/her own computer.)

10. Admission Procedures (1) Admission Period

Fall Admission: From Tuesday, September 5, 2017 to Friday, September 15, 2017. Spring admission: Dates will be announced and admission forms will be sent to successful applicants in early March, 2018. Accepted applicants should submit admission forms (see below) between 9:00 am and 4:30 pm, Monday through Friday (except for holidays). Documents submitted by mail should be sent by registered express mail by the end of admission period. For fall admission, the documents should arrive at the UGSVS no later than 5:00 pm, Friday, September 15, 2017.

(2) Admission fee and tuition i) Admission Fee: 282,000 yen (estimated) ii) Tuition: 267,900 yen/semester (535,800 yen/year) (estimated) If tuition changes during a student’s course of study, the new tuition will be applied on a sliding basis. Students who will complete the master’s program at any affiliate universities in March 2018 or September 2017 are exempt from admission fee. International students funded by the Japanese government are eligible for admission fee and tuition waivers. *Tuition for the first semester should be paid by bank transfer in May, 2018. Further information will be

provided to accepted applicants.

11. Long-term Enrollment System Our graduate school has a system called the “Long-term Enrollment System” stipulated in Article 15 of the Graduate School Establishment Standards. This system allows students with a full-time job or other circumstances, who wish to complete the program, to study beyond the standard term for a set period of time with a well-planned curriculum. Those who wish to use this system must contact the Office of the United Graduate School of Veterinary Sciences.

12. Recognition of Application Eligibility Recognition of eligibility for applicants who fall into starred (* or **) categories of Section 2, Application Eligibility, is considered based on the following documents and an interview. If the documents are sufficient for recognition, the interview is unnecessary.

v) Summary of research achievements 5 copies (1 official copy & 4 photocopies)

A summary of the applicant’s research achievements on A4-size paper. It should be about 1,000 characters in Japanese or 600 words in English. If this is not possible, submit a statement of your purpose for applying to the program in 1,000 Japanese characters or less. Attach the official cover page (Form 8, enclosed).

13. Recognition of Admission Eligibility

Applicants who fall into category (8) in Section 2, Application Eligibility, on page 26 will be considered for admission based on the following submitted documents and an oral examination focusing on prior research experience. Documents to be submitted: i) Admission eligibility application form (Form9,enclosed) ii) Documents ii) - vi) listed in (1) Documents to Be Submitted, of Section 12, on page 31 The application deadline and other details are the same as (2) - (5) of Section 12, Recognition of Application Eligibility, on pages 32.

14. Notes All applicants should read the following notes carefully.

(1) Prior to application, consult with your anticipated main academic advisor in your desired research field.

(2) As a general rule, application forms should be completed in Japanese. (3) Submitted application documents will not be returned, and application fee will not be

refunded. (4) Once application documents are submitted, changes to their content will not be accepted. (5) Applicants who need to apply for recognition of application eligibility or admission

eligibility must submit admission application forms in addition to the recognition application documents. These should be submitted together; however, the admission application will be considered pending recognition of eligibility.

(6) For further questions, contact the UGSVS Office. If sending questions by mail, enclose a self-addressed (include the applicant’s name, address, and zip code), stamped return

envelope. (7) If admission forms are not submitted by the deadline, admission to the program will be

canceled. 15. Application Fee Reimbursement (1) The application fee will be reimbursed under the following conditions.

i) If the application is not accepted. ii) If the applicant pays the application fee twice or pays too much in error. iii) If the applicant does not submit an application after paying the application fee. iv) If the applicant who is a recipient of a Japanese Government Scholarship mistakenly pays

the application fee.

(2)Requesting reimbursement Please send your request to the following office, if you are eligible for reimbursement. A request sheet is sent to you after receiving your request. The request sheet and receipt of Gifu University examination fee are needed to submit to the following address. Please write (the request sheet for requesting reimbursement) in red at an envelope.
