I (Sumit Vohra) am a IT Professional and my wife Sudha Vohra is well educated Lady whoHas worked with premier institutions. However, at the moment she is taking care of our Daughter and giving our child complete dedicated time. Both of us value our child and take Pride in our only daughter Arianna.

Both of our desired to get our daughter best of education. Thus, we began searchingOur hunt to get her admitted to the best of the schools present in Delhi, We came out with rich experience which resulted into the present book Format. It is more or less the JOURNEY TO CHAAR DHAMS IN INDIA!!! That too at a very young age as parents.

OUR LIST OF AGONIES OR EXPERIENCES…JUNGLE OF BUBBLES

There are nearly thousands of nursery schools in Delhi, Gurgaon and Noida and approximately 2 lakh students could not get admission last year according to some surveys. The list is really huge. Our story…rather journey (NO LESS THAN VISITING ALL THE FOUR DHAMS IN INDIA!!!) begins from here.

I was very tensed with the regular rules being changed for the nursery schools’ admissionYear after year. Nevertheless, I was highly confident that my daughter would get admitted to the best of best schools…she would fulfill all our dreams…I was already DREAMING…Forgetting about the real world facing us or maybe WE FACING IT FOR THE FIRST TIME APART FROM ALL OUR PROPERTIES AND PROFFESSION… AND…WHAT NOT…Wait this is not the end…JOURNEY FOR VOHRAS IS NOT SUCH A EASY PATH…What I Thought and where did we ended ourselves???

A big question in front of me-TIME INVESTMENT OR COST EFFECTIVENESS OR OURDAUGHTER’S FUTURE OR OUR AGONIES OR A CHALLENGE FOR ALL OF US AS PARENTS…OR A SOCIAL CAUSE TO ERADICATE A SOPHISTICATED ISSUE FOR A SIMPLE PROCESS…ADMISSION OF A CHILD IN A GOOD SCHOOL? Ultimately it proved to be a social networking place for all parents, children and everyone involved withTHE SO-CALLED JOURNEY OF THE SCHOOL ADMISSION to CHILD’S WELFARE.

Maybe I might be able to answer to the above query at the end of the book…when we allArrive at a solution…maybe or maybe not???...I would like to rely on Heraclites onThis…TO BE OR NOT TO BE…can I step in same waters!!! Let’s see

We observed that there are many flaws in nursery school admissions. The parents Really aspire and desire so much to get their life-long investment to get the BEST in the world. However, one cannot ignore the thorns existing in a stem with a beautiful Blooming rose in a garden.

We started off our trips to various schools to get the admission forms and interactedWith other parents present in the school premises. It was zapping to know the Following:

The parents are preparing their tutorials by taking guidance from others’ who had already got the SWEETENED exposure in the previous year.

Some of them were conscious and stressed about their dressing sense.There were still others who were over-confident about their child’s admission.Others were totally innocent and did not know anything about the admission laws and regulations as released by the government.Some were paranoid about the questionnaire and interview rounds in the schoolpremises.There were a set of parents who were totally ignorant about the POINT SYSTEM.

There were certificates and documents missing from their files.

The list goes on endlessly….who would help such people???Consequently, we thought and awakened our hidden qualities of adopting non-violence

path by Mahatma Gandhi, fight for your rights like Abraham Lincoln and accepted challenge to bring about the changes in the society and to fight for the truth and right.

Thus, we began our search and quenched our thirst by knowing certain things which wereAbsolutely fallacious and malicious to our society. The amount of pain and exposure toSuch hard core truths opened our eyes and this all began with our quest to get our onlydaughter admitted in a good and best schools which would ensure that she might get the best education and walks with the society. She is responsible for what we are today…

We have taken that step further and launched a website called “admissionsnursery.com”.More would be discussed in a later Chapter towards the end of the book. I would reallyappreciate if all of you might take some time and visit it. It would be more interesting to see maximum of you registering on the forum also. It would help both the ends to raiseour common voice and really EDUCATE THE SOCIETY.

The second enterprise emerged in the form of “ALIBABA and Manual”. This would beDiscussed in another Chapter altogether. Parents should read it essentially before goingto the questionnaire round and prior giving the interviews in the schools.

The third enterprise for us is to develop a TRAINING AND DEVELOPMENT CENTRE which would be necessarily meant for the parents seeking admissions for their child inthe best of the schools. We would not like to discuss more about it at this level. However,we know that parents and other educationists and academicians would help and cooperatewith us. We would be extending our hands and mutually working for the benefit of our

society.

Subsequently, there would be a stage wherein we would like to introduce and implementThe following in the society:a) An awareness among all citizensb) Knowledge about the nursery school admissionsc) Create a forum wherein regular ideas, problems, suggestions, issues, concerns, etc.

are being raised and resolved immediately.d) Be a responsible parent and citizen of the societye) Learn to take more changes and bring about the truth and realityf) Universalize and regularize the laws, rules and regulations g) Help the community as much as possible.

We observed the following:

1. Parents are under stress2. Parents are in competition with each other and would

do anything to procure a seat3. Some kind of psychological trauma occurs during the peak months4. Lots of commotion occurs among the parents and society5. Wrong things do happen and waiting to take the materialistic garb6. School authorities with their own Rules and Regulations7. Ignorance among few members of the society8. Existence of so-called MYTHS & Beliefs prevail9. Lack of knowledge 10. Prevalence of ignorance among the parents

Our sole and main aim is to eradicate all the above mentioned points and create aConsciousness among the people and individuals know their rights and literally fight For them for justice. It is another SALT (Schools altering laws and terms) DHARNA in a polite and non-violent manner.

A complete Chapter has been dedicated to the MYTHS and how to eradicate themASAP. One must read it also.

We really could not forget

A.R.Rahman’s song from “SLUMDOG MILLIONAIRE” at this stage. WeReally felt the need for the song at this moment. We are literally present in different schools to get the forms and fill themup and submit them in due time with complete and ernest seriousness.We searched for the ONLINE FORMS on the computers. We visited schools to get hard copies of the forms, prospects, applications, etc. InThis manner, we did our offline work also.Rather than putting or noting down everything here, we thought of Moving ourselves into the past and share our experiences one by oneTo all those who are possessing this small book ours and witness the Kind of FIRST HAND EXPERIENCE we received from the schools.Therefore, we begin to narrate our EXPERIENCES (believe us variety Of them- DIVERSITY IN UNITY indeed). Here we go…with our SCHOOLDHAMS…surprisingly they are not 4 in number…one might literallyCount on them…and share with us on the forum…WELCOME ALL OF YOU to our dangerous one (does this ring bells…Yes watch XXX & action in it…).

SUBMISSION OF THE DOCUMENTS-DOCUMENTATION CHARGE-SHEET/CHARGED

This was round of the DOCUMENT verification process. Imagine Parents have to go through this… and some get rejected…ALASThe child is out of the list of the admission. Let me share my Experience on this…Though I do not know whether I should laughOr cry!!! Logic or mere work or no brains…lets see and witness it..

This is a saga of the best and prominent schools of South Delhi. This was the tale whereinWe had to present and show our documents and certificates. This was the case at the Same School. I cannot till date able to crack or Understand the ETERNAL PARADOX- What came in first-an egg or a chick? A cross was put across the box whereMy wife had to submit her Graduation degree and she could not show it at that moment. A simple reason-My wife was not carrying her B.Sc. Degree. I had created a scene at theschool and later the Principal summoned the teacher and questioned her.The case was that a cross was put against the Graduation Degree though she hadsubmitted her M.Sc. Degree. The cross mark either meant they were incomplete or not valid.How can she secure a M.Sc. Degree without clearing her previous qualification?Is this a formality for us or the school administration needs toput on few thinking caps? Obviously, I had to approach a senior personin the school and get some clarification on this behavior which I receivedit later. Quite amusing…Question is who really requires the education now???FINALLY THANKS TO THE PRINCIPAL WE GOT THE ADMISSION

This was the PLAYSCHOOLS who claim the following:• They are part of brand schools in Delhi and other NCR regions. Thus, it would be

easier for the parents to get admission in future to the best schools.• They would ensure that the child is admitted to the affiliated schools in future.• They are tied up with the International Schools and Universities.• They would provide and guide the child in all respects so that there would be

no difficulty to procure admissions.• The parents are convinced to see the visibility such schools give to them through

different kinds of branding and marketing strategies adopted by them. • It is 100% confirmation from the side of the playschools that the child would get the

admission in the main school.

It is sad to witness that the playschools -meant for creating awareness of school culture, Discipline a child, inculcate correct habits in them, child is witnessing and experiencing Those which are absent in their respective homes, etc- are budding up with no Direction and purpose for the parents in future. What they are selling to us is totally Fallacious by nature and there is in reality no truth attached to it at all.

It is generally accepted that if one of the child from a family is studying in a particular school, then the second child immediately gets the admission without much difficulty.Most of the schools do accept this norm and admit the second child in their school Because they know that the first child is present and studying within the same school.

However, this is not the truth. There are schools in Delhi which do not follow this trendAnd give a nightmare…We were reminded of a very famous dialogue from the movie SHOLAY…wherein Gabbar Singh tells his fellow-mates…Maa kahti hai, “Beta SO Jaa nahin to Gabbar aa jaayegaa…In this case, it would not be the mother…it would be the chilSaying to his or her parents, “Mom and Dad don’t sleep, otherwise I would not get the admission…MERI RAAT KII NEEND GAYAB HO GAYII HAI…parents’ experience. We would like to share one such real fact (interesting one)…

The first child got admission after going through the usual trend in a school. After fewYears, the parents sought the admission of their second child in the same school.What’s this…they were refused that the school cannot give admission to the second Child!!! WHY? The parents got help and approached RTI. The school authorities were Notified to be present and be answerable to RTI. The parents were actually waitingFor the D-Day to arrive. Alibaba’s magic began…ABRACADABRA…The parent wasCalled to the school and the very same authorities were ready to give the admissionTo their child now…What happened to them earlier? GOD KNOWS…All this happenedEven before the school was supposed to answer to the RTI.We can only declare…JAI HO JAI HO RTI…

The society is really growing very BOLD and thanks to media to raise such a Consciousness among the country folks to know about the Family Planning, The Condoms, The Protective Pills, etc. Let us see what’s the contribution from the sideOf the schools, not in terms of imparting some kind of knowledge as a part of .theircurriculum to higher classes or standards, it’s a part of their formal education.There were some schools who were asking questions associated to the Family Planning.The parents were asked the following questions at the nursery school admissions:

1. Was it a normal or Caesarian Delivery of your child?2. What was the weight of your child at the time of the birth?3. Did your child cry at the time of birth?Why should a parent answer such questions to the school authorities? What is the Relevance of these queries to get our child admitted to the nursery schools? WhatBenefit would the school get by asking such questions? Is it necessary that father is Present in the operation room wherein the mother is delivering the child? How would Father answer to such queries? Is Indian mother is very liberated to answer suchQuestions which goes beyond her modesty? Would she be comfortable to answer them?We think school authorities should remember that there are still TRADITIONAL AND ORTHODOX FEMINISTS existing within India also?A time would come when a school would start teaching parents about the FAMILY PLANNING ALSO. We would not be surprised at all. JAI HO MODERNISM!!!Kindly note one school refused admission for the third child In their school.ZAPPING NEWS RIGHT!!!

The prestigious school of the South Delhi was distributing the forms as FIRST COME FIRST SERVE BASIS. We can understand our booking in the hotelsand Restaurants on priority basis. What is this?

It seems as though we were attending some kind of sale in a popular mall likethat of the SHOPPER’S STOP! In fact even this awesome place has a month longon-going sale under different categories like Gold Citizen, Platinum Citizen, etc.However, we could not imagine that admission forms are also based on such criteria. It was very odd and we felt as though the school was selling some kind of precious stones to all of us. We think the business and entrepreneur individuals might like to learn something from such schools…What would they comment on this?

We want everyone to think about this also and share with us on the forum. It would be highly appreciated to know about such odd experiences.

There was some schools in Delhi wherein the application forms were

Sold exactly for one day. No one knows the reason till date!

The forms or the applications, in this scenario, would be provided only to thoseWho are aware that such an activity is taking place on so and so date. What aboutThe others? How would they get the chance to fill the forms and try their luck?

One would like to know and notice the following also:

a. What would happen to those who are on a holiday trip or on a vacation?b. It might be possible that the parents are unable to reach the destination on

time. What would happen to them?c. How can one organize their vacations or holidays as per the school’s admission?d. How can one plan about such activity before hand? No one possesses a

CRYSTAL BALL like a witch or a gypsy lady predicting the future. What should One do in such scenarios?

e. Is there any solution for this?

JAI HO SCHOOL AUTHORITIES FOR PLANNING OUR VACATIONS & HOLIDAYS JAI HO!!

One of the Oldest Prestigious School in Delhi has no 100 points.There is No way that one might know how a child got the admission in theSchool. In other words, the question glaring in front of us is “ On What Basis the admission of a child was provided by the school authorities?”.There is no transparency in this at all and at all means for us.

I would really like to inform at this stage that a particular Chapter has Been presented in the book for the benefit of all to know :a) What is 100 Point system?b) What are its benefits?c) How can we know about ourselves?d) Are we prepared for it?e) Does it keep on changing from year to year?

The prominent psychologists in India have shared the fact in one of the programmesThat was broadcasted by Media about the TRAUMA A PARENT UNDERGOES WITH RESPECT TO THE DRESS CODE OR DRESSING SENSE while presentingThemselves in front of the school authorities. It may vary from Principal to Administration Department of that particular school. SURPRISED TO KNOW!!!

The psychologist very clearly states the following points in his presentation on theShow:1. Colors of the dress2. How to dress up?3. What to dress up?4. What would be more attractive?5. Is it better to be in formal or informal?6. Can't I dress up in an informal way?7. Can I wear some jewellary?8. Can I have some kind of make-up or not?Etc. The list is really long one…How are all these relevant to the admission of my child in a nursery class?

I would like to share an experience of mine in one of the schools. We are told that we should go in a particular attire or dress. However, we never followedThe norm at all. It was quite amazing to discover that the school Principal gave us

Exactly 60 seconds in the name of INTERACTION with the parents of the child.

Out of these 60 seconds, she was observing the manner my wife, i.e. Mrs. Sudha Vohra,Was dressed and her clothes for 30 seconds. The rest of the 30 seconds was spent in the

confirmation of the names written on the application form. Remaining part of the experience is history for us. Rest was just a formality which is meant for each one of us.

The question for us were the following:

1. Why so much of HALLU GULLA in the name of dress?2. How are dresses playing a role in the process of admission in nursery classes?3. Does it in any manner throw light on the dressing sense of the child?4. Isn't it the case that parents really take care of their child more than anything else in

world?5. Why so much of trauma for a time of 30 seconds in the school?6. Does it mean that those who cannot afford good clothes should start hiring or buy those

clothes which they have never worn in their lives?There are men who are not comfortable to wear trousers or western attire at all. What should

they do? There are still women, the feminists-who are deadly against the culture ofWestern dresses, and would never encourage to wear clothes other than Khadi or Cotton.

What would be the message for such citizens? Would their child never get admissions atAll?

JAI HO DRESSES JAI HO ATTIRES

This is something very unpredictable for us at any cost. Almost all schools know the total number seats announced through websites, newspapers or through the help of Any kind of media for branding and promotion. However, there are horrifying and glaringRealities in front of us.

In one of the reputed and oldest schools in Delhi, it was observed that the total number of seats announced was quite less. However, when the list was displayed on the board ,The admissions were thrice the number of the seats that were disclosed. This was Completely not accepted from the well-known school.

In another school, only few seats were announced before the admission. However, theTotal number of seats declared were quite higher than that. Why sudden change in theannouncement and Final declaration of the seats? No one has any answer for it.

In one more school, it was observed that many application forms were submitted from The side of the parents. However, the worst was witnessed when only 25 to 30 seats Were finally declared.What would be the mental and emotional condition of those parents who lost their chanceTo get their child admitted?

There is a school which is meant only for rich and wealthy families only. Fortunately,We were selected and secured very good points in both written and verbal rounds of the questionnaire and interviews. Mrs. Sudha Vohra went to the school with the whole bunch of documents with her. She presented all the documents which were Required and mandatory for the admission.

However, the school authorities refused to accept the latest VOTER ID CARD, ELECTRICTY BILL AND PHONE BILL ( the current dated one). What was the reason for it? His summation was that we might have many properties in different locations or colonies of Delhi. However, he raised the question-”what was the guarantee that we are residing in those houses and addresses really belong to us only?”. What was the proof that we were staying in that particular address provided from our end? Sudha was irritated by this question and randomly asked him to cross-check or verify It from our immediate neighbors. He refused it in a very blunt and point blank manner.

Sudha narrated the whole incident to me after reaching back home. I was very upset. It was an open challenge for me now. It was against my prestige and dignity. I could not tolerated it at any cost. Next day, I asked the relevant person to give me in writing that he would not accept the VOTER ID CARD, which was made in the same and current year, as an address proof from our end. Furthermore, I added that I might possess and be a owner of 100 properties. Still the Government Of India

Would release only one VOTER ID CARD against my name and for only one place. They Would never issue multiple ID cards for me and against all my properties. The question was the person knew very well that I resided in that particular home and address. Why did he behave like that and what was the reason behind it ? I was never able to know and don’t think so that I would ever get the answer also. In other words, I was not understanding his intentions at all.

The moral behind this episode of our journey is the alert all of you to get the latest address updated on the PANCARD to be on the safer side and secure a comfort one. In this manner no one would ever harm or have any kind of bad intentions also.

I would really like to share one more thing here. To our surprise, none of the identification proofs were considered valid. As per the wishes of the Almighty and his blessings with us, we showed our IDENTITY CARD of our child (as issued by the play school she was attending). BY JOVE it was a miracle for us and the school authorities accepted the forms from us.

Thus, I like to sing JAI HO I-CARD OF THE PLAYSCHOOL JAI HO

KINDLY KEEP THE IDENTITY CARD OF THE CHILD IN A SECURE PLACE IT IS VERY USEFUL FOR US.

This is in continuation of the last experience with the Identification round. I would like to Narrate another interesting episode.

The Rules and Regulations with respect to the Identification proofs varies from schoolto school. There are some schools who would like to have latest address proof of the

Latest or current month. However, to our surprise, we discovered few schools who Recommended proofs which were one year old. This was quite ironical for us. HowCould norms change or vary from school to school? They should be same and universal by nature.

It is always better to keep our bills (whether they are old or news ones) in a propermanner and punched in a file for records. One never knows when they would be

useful for us.

One more irony would be observed in one of the schools wherein the school Authorities did not ask for any kind of proof-let it be Voter Id Card, Electricity Bill, etc. They merely gave the admission on the evidence of our kid’s playschool I-Card. This Saved us from facing further insults.

How can we forget our experience with one school? We filled our application forms and submitted them to the school authorities.

Something was waiting for us to get astonished!!! The school authorities demanded Rs. 5000 for the advertisement for the school magazine. This happened before theAdmission and we were still at the DOCUMENT VERIFICATION stage only. Can anySchool authority demand it prior to the admission of my child? What was the motive behind it? Does it vouch for something for me? Would this gesture help me to get theAdmission for my child? It seems as though they were showing me my won hands toReach out to my mouth to enjoy my delicious lunch or dinner!!!

GOD forbid such steps in the nursery school admission process. It is really dishearteningAnd frustrates us more than anyone else.

Imagine you sitting and giving CBSE or ICSE Board Examination!!! I hope all of us Spent nearly three hours and continuously writing down the answers for the questions-whether we are cheating or honestly writing the answers-in a school. One Of such experiences was with me and I can never ever forget in my life now…

This is in one of the leading South Delhi School. The school authorities announced a Particular date and time for us to be present in the school premises. We were givenA questionnaire. I flipped the pages from first to last page. Dare Devils…there were 7-8 Pages approximately. Oh My God…Do I have to answer all these questions to get mydaughter admitted in nursery school. It seemed that the daughter would be in NurseryStandard and we-as parents- were appearing either 10th or 12th class board examination.

It was quite an amusing experience to discover the fact that I was experiencing the sameFeeling of appearing for a Board Examination. This was getting more stranger and stronger asthe time was passing by for me and to answer the questions one after the Other. Slowly the feeling was gripping me more and more and minute by minute.

I also observed that some of the parents got a copy of answers written on their memo books. They were merely copying it. What was the reason behind this? The parents knew that there were only 2 or 3 sets of questionnaire and 50% of the questions were common in all the sets. Amazing…isn’t it!!!

Another interesting discovery was the fact that the parents ,who had already appeared for this

Round, had passed the questions to their fellow-parents. In this manner, they were ready with the answers and did not find it difficult at all.There were still others who were happy that they had completed their questionnaires and passing on some comments on a person like me-who did not had any prior Information from fellow-parents or prepared myself for such an answering round. It Was quite surprising. It is always better not to ridicule a person publicly at least.

Thus, it was a general observation that parents-who had answers or solutions withthem already- spent only 30 to 40 minutes only. On other hand, we were present in

the hall for more than two hours seriously attempting the solutions in the given set To us. We observed that some of the parents were laughing at us, cracking jokes atOur plight, feeling very happy as though they had achieved some kind of GOLD OR PLATINUM MEDALS IN AN OLYMPIC EVENT, etc. At last, we had our own last laugh and sigh…OOPH and HA.. ATLAST COMPLETED…To every body’s surprise,We got the admission for our child. THREE CHEERS TO US…AFTER ALL HARDWORK paid for us.

However, this was the last formality process left for us. We still had to go through the INTERVIEW round with the Principal. We were really impressed by the Principal and the manner she was conducting the interviews. Bless us for this experience-IT WAS TOTALLY ON THE PARENTING AND EDUCATION. The moment we came out of herRoom, we knew that we achieved what we desired for our child and only daughter Arianna.

There were other Principals who were more cordial than her. However, we were really Impressed by her honesty and conviction in her question. All of you might believe me

I did not find it present anywhere else throughout my experience with the nursery Schools’ admissions for my daughter.

I really do not know how many points we secured in this round with the Principal or theQuestionnaire. It was not mentioned to us at all. I think I would like to declare that it was on EDUCATED PROFESSIONAL FOCUSSED AND LITERATE PARENTS morethan anything else in the world. I was highly impressed and convinced with this Experience. We cannot forget at all.

The Department of Education has already declared that there should be no interviews For the child seeking admission in the school at any cost and by all means this should be adhered by all schools. However, the scenario was altogether different for us.

One of the school in South Delhi invited both parents and their kid to the school for theAdmission. This was against the rule as per the Department Of The Education. SomeOf the parents were accompanied by their children to the respective school and Interviews were also conducted.

However, I really wanted to change and correct the process. I approached the media And gave them my daughter’s admission slip as a proof to them. I literally had to keepmy daughter’s admission at stake and took the lead in this. On the next day, the media

approached the school in their own big way (REALLY ONE SHOULD HAIL THE BIG STICKPOLICY SOMETIMES). They stopped the interaction of the kids at the school. Later on,We were told that the school authorities had issued notices to all parents that they Should not bring their children to the school for the interaction.

The best question for them would be “HOW WOULD I PROVE THAT I AM PRACTICING CELIBACY?”. This was raised by one of the parents that there should beSome points allotted for celibacy also. This would ensure that anyone who qualifiesFor all the categories of being strict vegetarian, non-alcoholic, non-smoker and celibate,Would surely and 100% confirmed to get the admission in the school without any Difficulty at all. However, the question still remains…HOW WOULD ONE PROVE IT?JAI HO DEMOCRACY JAI HO DEMOCRACY…

One cannot escape from paradoxes at all and we can see it absolutely in the admissionProcesses in the nursery schools also.

According to Govt. rules the child should be (a) 3 years or 3 year plus on 31st March of the academic year for the nursery.(b) 4 years or 4 year plus on 31st March of the academic year for the K.G/Preprimary(c) 5 year or 5 year plus on 31st March of the academic year for the Ist Grade.

On one hand, we have prestigious schools and other convent schools wherein the Correct age for admission in a pre-primary class of a child is 4 years as there is no Nursery (Pre-school) in these schools. On other hand some schools would consider the age to be Three years & six monthsOn 31st March. It seems that there is no adherence of rules at all when it comes to the agefactor of the child’s admission. It varies from 3 to three and half years also. We have

some other schools giving extra points to the parents with 4+ or three and Half years old child seeking admission in their school.

What is the reason behind this? They might be to avoid certain inconveniences likeToilet manners, cleanliness, taking their own responsibility, etc.

Some schools followed only the lottery system. The lottery system is not at all allowed The parents had to undergo following two steps:

a) Point systemb) Lottery system

At the initial Point System, if there was a tie between two or more than two families to gettheir child admitted, the school authorities opted for the lottery system. They could not

find any other method to resolve the issue of the tie up between two or more children.

For example, there were four families with the same points secured by them. The school would make a choice by adopting the lottery system and select the candidate.

Its sheer luck-In life…In Job…In Money and now in ….SCHOOL ADMISSIONS also.

This is something discovered and absolutely not acceptable for us. The Department Of Education of Announced and confirmed the fact that cost of an admission form must be Rs.25 and not more than This at all. However, our experiences were totally lying on the other side of the horizon.

There were schools charging up to Rs.800 for the admission form

We enquired about it and got the break up in the following manner:1. Registration fees 2. Application fees3. Prospectus Fees

It’s a good way to earn extra money for the school. We do understand that the school is spending money in printing, publishing, etc. However, the cost must be a decent one and should not vary

ALERT TAX DEPARTMENT: DO WE GET SOME KIND OF BENEFIT ON THIS ALSO?

We all know that frogs live in water-sources like rivers, lakes, etc. This is a story of Mr. Frog. He was living very happily in lake waters. Whenever he was not happy or wanted to hunt for the food or

Was keen for some kind of change, he used to visit the land areas. He used to have 10 houses inThis manner. One day it so happened that there was an inspection being conducted by the Mr. FoxAnd he wanted to prepare a survey report on the individuals and residences. It so happened that heWas unable to give any certificate to Mr.Frog. What was the reason?

The main cause was Mr.Frog could not give him any kind of proof of his residence. He was staying in waters. He was staying on tree tops. He was seen on a rock and sometimes on a banks of the river. No one was able to resolve his issue.

In the same manner, parents also face problems when it comes to give the proof of their addresses. One must have a Photo ID proof like Passport or Voter ID Card etc. These are generally acceptable by the school authorities. Schools have their own rules which are:

1. Some accept electricity bills2. Some accept MTNL or BSNL bills3. Some accept court registered rent lease deed4. Some accept rental agreements

Birth certificate is an important document to be provided to the school authorities for the child. The various problems faced by the parents in front of the school authorities are thefollowing:a) Birth Certificate should not be hand-written at any cost. Many parents are not aware of

this at all.b) There should be no changes in the name. In case there are any, it should be notified\

and presented to the school administration within 10 days by hook or crook.c) The year of the birth should be clearly mentioned on the certificate. In case not, it \

should be rectified immediately.One immediate solution for this is present and we would like to share with all without anyhesitation. One might approach any MCD office meant for issuing the birth certificates inAny one of Delhi, There is another scenario wherein lots of parents faced problem with the absence of the Printed name of the child on the certificate. It is a general fact that the birth certificate isIssued immediately after the birth of the child to the parents and they have their names on it. The child does not get the name immediately after the birth. In Northern India, the Nam Karan ceremony is specially conducted to give a particular name to the child and is Done after certain period of time as per the religious calendar and auspicious time Suggested by the priest. It was observed that many schools refused to accept the birth certificate without the

Printed name of the child.

The school gave a very short notice to all parents for submission of the certificate. This created lot of panic and chaos among the parents. What was the reason? The main reason was the time limit between the date of the submission of the form and date of release of form and it was too less for all.

However, the parents were able to get their work done on the nick of time by adopting Different methods. It was an experience for us and we learnt a lesson. We decided to procure 5 copies of the birth certificate for all the schools and applied accordingly.

Consequently, we would like everybody to keep at least 5 copies of the birth certificates with them.

JAI HO JAI HO….and remember all of us cannot sing the song…MEIN HOON DON MEIN HOON DON like either Amitabh Bachhan or Shah Rukh Khan.

We cannot tend to forget the latest concern which shook our Government also in the recent few days. Yes I am referring to Shah Rukh Khan and whole story of his detainment in InternationalAirport. At least now we should all understand that there’s lot in the name. e

Let us see how name poses a problem in Nursery school admissions. It is quite possible that theProperty and other legal or stamp papers are still in the name of Grand-parents. Not to forget the Saga Of Great Beautiful Queen of Rajasthan-Gayatri Devi’s property- and the time required to change the will. This is quite common in India and every body is aware of it. However, the schoolAuthorities have their own tantrums and would not compromise on this at all and at any cost.

How would I give a proof of my own when everything is the name of the ancestors? I would loveTo ask few members from the Royal Family of Rajasthan or Vir Sanghvi or Maharaja Of JodhpurOr Maharaja of Udaipur or even Mansur Pataudi Khan.

Another important sequence in our experiences is the fact that certain schools gave Priority to the Government Officials (of all classes) more than anything else. The hierarchy of Career options differs from school to school.

Some of our observations are enumerated as following:

1) Some schools preferred professional degrees like MBA, CA, MBBS, etc.2) Few schools would desire the mothers to be fully attentive towards their children and be

House-wives3) There are others who would prefer either of the parents to be Government servants4) Some wanted business and entrepreneur class5) Some desired the families to be multi-millionaires or filthy rich and wealthy people

One more point to be noted is the fact that Government employees get extra-points and this would help them to get the admission of their child in a faster manner.

We did not know which is better option for us for filling the forms for the admissions: IS IT BETTER THROUGH ONLINE OR OFFLINE?

Guidelines and other suggestions have been discussed in another Chapter for complete Details on this point. However, we would like to remind school authorities that the parents should be given options to fill the forms either way and get the best opportunity for themselves.

WHICH IS BETTER ONLINE OR OFFLINE FORM SUBMISSION?

One has to take special care while filling a form online available on the school websites. Followingare some of them:

a) Never submit form twice as it might get rejected as a duplicate entry.b) If you are not able to fill the online form, please do not panic as there might be some problemswith the server of the computer. It might be possible that the server is overloaded or break down

occurs. One might try to after sometime or may be you might fill it next day.c) Never fill the form online or in physical form on the last day of the submission because one might never know what is in store for all of us.d) One thing which all of us should remember is the fact that after submitting online form, onemust wait for a registration number to be generated by the website. This would be the only proof

that one has submitted the form.

Lots of parents commit this mistake by not taking registration number and fill the application form again.

e) In one of the schools, we had to buy prospectus first which has the activation key without which the online form cannot be filled at all by anyone. the school followed this method )f) Incidentally some online servers were not working in night time (do not know whether it was technical fault or safe guard however the server was not working for which whole night and gotactivated in the morning only.

Salaries are very important if one belongs to a working class. However, the question arises:

SHOULD I DISCLOSE ALL DETAILS ABOUT MY SALARY TO GET THE ADMISSION?

The answer is simply YES. Some School authorities asked the parents to disclose their salaries even before the child was admitted to the school.

Every parent prays to get 100 points to get the chance for his or her child’s admission in the school. What exactly are 100 points and what constitutes them- is a separate topic and I haveDiscussed it separately in the book.

However, one should take care of the fact that points scored in this are very important for the Child’s future. Thus, we would recommend each and every person to read them carefully andTheir concern or issue over the forum and share it with us. We might raise a single VOICE and get it recognized in a very nice manner.

In one of the leading school, a group discussion had major points in which topic was to be chosen by the parents only. There was no transparency In this round at all. There was no bench marking. No one knew how they were performing in the Interaction.

It was the case wherein out of 10 members, 6 discussed the topic very well and ultimately 2 were Chosen from them also. It was purely hypothetical by nature. What was the criteria on which the Group discussion was set-no one knew about it. All six individuals had equal in the point criteria set by the school same points out of 80 points.

The individuals who spoke very well were completely shocked to see their points in this round of discussion. There were others who performed and acquired average points.

However, the best part of the GROUP DISCUSSION was the fact that it was meant only for the parents.

But the silver lining was the school gave special points to adopted children.

They are enumerated in the following manner:

a) APPLYING IN COMMON CHAIN OF SCHOOLSIt is worthy to note the fact that it is not the case that one should apply in one branch only for the admission. Many parents are under this impression. However, one can apply inmultiple branches. But in case of oldest prestigious schools in one should take care to apply in one branch only.

But For example, one can apply in all the branches of biggest brand of school. Only point to remember is that it is based on the neighborhood policy and one should be eligible to fill the form. One might apply in Central Delhi , South Delhi, west Delhi(But parents are eligible to apply in only one branch out of other two branches viz. Vasant Vihar or East Of Kailash as these both are junior branches of leading schoolWe never explored about Dwarka & Rohini so would like parents to cross check.

b) LOTTERY SYSTEMOne really gets confused on the different ways in which lotteries are conducted. There is no single hard and fast rule for it. It varies from school to school. In some south Delhi schools would opt for it after the eligibility of neighborhood. However, the lotterysystem in other school is done only in case of the tie on points secured by the parents.

c) AGE VARIATION IN SCHOOL ADMISSIONSThe variation on the ages of the child has been already discussed earlier in the book. One should remember that this also differs from school to school.

d) DIFFERENT PROFESSIONAL POINTSSchools have different professional points set for the parents. Some schools do not give pointsto MBA, MCA, etc. These degrees do not fall under the professional qualification at all for them.

There are other schools which prefer theses degrees and other qualifications more than anythingelse. Thus, it depends from school to school.

MINORITY CASE

Every minority school has major quota for its community, so getting in good convent is very difficult and moreover 90% girls and boys Convent school starts at age of 4 and that is for The kindergarten class.

A FACT TO KNOW ABOUT THE FOREIGN AFFILIATION

There are many schools which assert that they are affiliated to foreign schools or Institutes. In these cases, they affirm that they are either affiliated to International Baccalaureateor Cambridge or etc.But you must cross check whether the school is affiliated or notThe point that we would like to highlight is that this is true for American School,British School and DPS International, and many more.So there are many more international schools but just don’t go for the word international Attached with the name of school (check for affiliation)

Our humble request to each and every person who is reading this book at the moment shouldGive some time to the following points also:

Always keep your appointment letter and transfer letter ready as some schools give points to such cases also. If possible, then keep some photocopies of the original also.Prepare and keep an affidavit ready in case one had an inter-caste or inter-communitymarriage as few schools allot some points to such cases also.There should be an affidavit prepared for the first child whether it is a boy or a girl does notmatter at all.All professional degrees and educational qualifications’ certificates must be stacked in one fileonly and keep some Xerox copies of it also ready.There are some schools who recognize the achievements at National Level specially in the Categories of Sports, Literature, Arts, etc. One should keep a record of all their certificates. These prestigious schools give extra points to such parents. Keep original and photocopiesOf them ready.Always keep a sibling proof ready especially the I-Card.There should be an ALUMNI Proof also. Keep it ready.There must be a proof for a single parent. Keep the paper ready to be presented in the school.

The individuals belonging to the EWS category (*Economic Weaker Section) must provide a Proof for the school authorities.There should be photographs of child and parents or guardian.Government employees might show the proof and secure extra points for themselves.

There has to be a proof foe physically and mentally handicapped children. Provide the proofWhenever required.All certificates and documents must be signed by the Gazette Officers only.

One must carry medical certificate or the vaccination listed document to the school.

FINAL ORDER OF DATED 24.11.2007 AFTER INCORPATING ALL AMMENDMENTS EVENSUSEQUENT TO HON’BLE SUPREME COURT ORDER DATED 14.12.07 LOOKS LIKE THISIn exercise of the powers conferred by sub-section (1) of section 3 of theDelhi School Education Act, 1973 (18 of 1973) read with rule 43 of the DelhiSchool Education Rules, 1973, and on the recommendation of the Delhi SchoolEducation Advisory Board, the Lt. Governor of the National Capital Territory ofDelhi, hereby makes the following Order in respect of admission procedure forpre-primary classes in the recognized schools imparting education in Delhi,namely: -1. Short title and commencement. – (1) This Order may be called theRecognized Schools (Admission Procedure for Pre-primary Class) Order, 2007.(2) It shall come into force with immediate effect.2. Definitions. – In this Order, unless the context otherwise requires, -(a) “Act” means the Delhi School Education Act, 1973 (18 of 1973);(b) “Delhi” means National Capital Territory of Delhi,(c) “Form” means the form appended to this Order.(d) “Management” means the managing committee of a recognizedschool, imparting education in Delhi,(e) “Rules” means the Delhi School Education Rules, 1973;

3. Within a period of three years from the date of coming into force of thisOrder, every school shall introduce a pre-primary class for the admissionof children, who have completed the age of minimum four years as on the31st March of the year in which admission is being sought.Provided that no admission shall be made in standard one unlessthe child has completed the age of minimum five years as on the 31stMarch of the year in which admission is being sought.4. With effect from the date of coming into force of this Order, alladmissions in the pre-primary class shall be made in the manner provided in thisOrder.5. Display of information relating to proposed admissions. – Each schoolshall display the following information by the 30th November of every year onits notice board, in its prospectus and website (where available), namely:-(a) Total number of seats available for admission in pre-primary class;(b) Total number of seats to be filled from the children of economicallyweaker sections of society, if the school has been allotted land onConcessional rates by Government agency;(c) Date, place, mode of distribution and receipt of registration forms;(d) Infrastructural facilities available in the school;(e) Details of Faculty of the school;(f) Facilities available for children with special needs;(g) Fee structure;(h) Past performance of the school in different fields, such as,-

(i) list of supporting documents to be produced by the parent at thetime of admission (This list will be as per the requirement of theschool)6. i) Every school shall use the Standardized Registration Form as perForm-I, ensuring that each form has a unique number.ii) Photocopies of the supporting documents may be submitted withthe Registration form. In no case original documents shall be asked for atthe time of registration. Parent or guardian shall submit all originaldocuments at the time of admission.iii) The school shall scrutinize the registration forms to verify the detailsand other particulars filled up by parents or guardian.7. The school shall not conduct any interview of, or interaction with thechild for whom admission is being sought. There shall also be noobservation of the child either in formal or informal conditions. Similarly,the school shall not conduct any interview of/with theparent(s)/guardian(s). However, the school can have informal interactionwith the parent(s)/guardian(s) in advance.8. There shall be no overall lottery system to select/short list a childfor admission. Limited use of lottery may however be adopted in casethere is a tie amongst applicants.9. Schedule of dates for admission.- The school shall make theadmission as per the following schedule, namely: -

(a) Distribution of registration forms for admission shall be done from15th December to 31st December ;(b) Filled up forms shall be accepted at the school till 7th January up to16:00 hrs;(c) After scrutiny of forms as per admission criteria adopted by it, theschool shall display the following information, namely: -(i) lists of selected children (First list) and waiting list (SecondList) on 1st February;(ii) Third list, if any on 28th of February;(iii) Fourth list, if any on 15th of March.(d) In such cases where the school likes to adopt their own schedulefor admission, they should intimate the schedule adopted by the schoolto Director Education till 22.12.07 by 4.00 P.M. In case no intimation isreceived by the scheduled time, the school shall have to adopt theschedule given as per (a), (b) & ( c) above.10. The school shall, display all the above mentioned four lists on theirweb-site (where available) and notice board on the dates above with thefollowing information:-(i) Names and registration number of all the children whosestandardized Registration Forms were received by the school;(ii) Names and registration no. of children selected for admission;(iii) Draw of lots and date, time and venue of the draw of lots in caseof tie.11. Fees from the parent(s) or guardian(s) of the selected children inthe First List shall be accepted in the school till 16.00 hrs on 15thFebruary. Similarly, fees from the parents or guardian of children selectedfrom the Second list shall be accepted till 16:00 hrs. on 26th February.

If any parent or guardian, after depositing the full fee for admissionof a child, chooses to withdraw the child from the school within one monthfrom the date of the admission, then the school may retain theRegistration Charges, Admission Fee and the tuition fee for one monthonly, and shall refund all other amounts of fee or other charges.14. The school shall develop and adopt criteria for admission whichshall be clear, well defined, equitable, non- discriminatory andunambiguous. The school shall adopt those parameters which are in thebest interests of children and are in line with its own philosophy, and theseshall include the following:-(i) Neighbourhood - It is in the interest of children that they areprovided admission in a school nearest to their residence. Theschools shall, therefore, give preference to children living in nearbyareas. If the school is satisfied that a good and safe transport isavailable for a child, then, it may consider giving admission to sucha child even if he/she lives at a place quite far off from the school.This is also important as distribution of schools is not uniform in theit

The schoolshall make a conscious effort to admit children with special needsor from vulnerable backgrounds.(iii) Sibling - Generally, parent(s) or guardian(s) prefer that theirchildren study in the same school. Therefore, the school may givepreference to a child who has a sibling studying in that school.(iv)Transfer Case: - Many parents or guardian are working intransferable jobs, in the government and other private sectors. Theschool may give preference to the child of such parent(s) orguardian(s).(v) Single Parent i.e. divorced/widow/widower/unmarried:- TheSchool may give preference to admit child of such single parent.(vi) Management Quota – School may have a management quotawhich shall not exceed twenty percent of the total seats availablefor admission in the class.Schools can also fix additional parameters but are required tostipulate a point system for each criteria/parameter(vii) Minority-All minority schools can keep the minority status of thechild seeking admission as a criterion.15. The admission criterion adopted by the school shall be made bymanaging committee and be intimated to the Directorate ofEducation.

16. Every school shall make public the approved admission criteriaadopted by it, on its website (where available), prospectus and NoticeBoard.17. The school shall not change, alter or modify its approved admissioncriteria during the admission process in an academic session.18. An Admission Committee under the chairpersonship of the Principal ofthe school shall be constituted with the following, as members:-(i) Two representatives from the parent(s) or guardian(s) in theManaging Committee/ PTA;(ii) Headmaster/Headmistress of the school/In charge of theprimary section.19. The functions of the Admission Committee shall be as follows: -(a) Overall monitoring of the admission process;(b) Conducting the draw of lots, if required, in a transparentmanner in front of parents or guardian and all members ofthe Admission Committee;(c) Ensuring that the norms and criteria specified by the schoolfor admission are objectively applied to determine theadmission.(d) Ensuring that the time schedule and other stipulations inthe admission procedure arefully adhered to;(e) Attending to the complaints, if any, in an impartial mannerand taking remedial and corrective manners.20. Special Provision for the session commencing April 2008:-i) In case the Management of any school finds that the schooldoes not have any vacancy for pre- primary class for

academic session starting from April 2008, then, it shallnotify the same on its website, prospectus and notice board,respectively and shall also inform the Deputy Director of theDistrict concerned, in writing, by 15th December2007.ii) All children who have been given admission for academicyear 2007-08 in a class lower to pre-primary class shallmove to the pre-primary class for the academic sessionstarting from April 2008.21. There shall be one year of pre-primary class in every school. A classof one year duration preceding this called pre-school may be set-up as aneighboring pre-school and the Education Department shall frame theguidelines in this regard, in consultation with experts. The schools whichare already running pre-school class may continue to do so subject to thefollowing conditions:(a) Every child admitted to pre-school shall be of minimum threeyears by 31st March of the year in which admission is beingsought;(b) The schools shall frame their own guidelines for admissionto pre-school class and the same criteria as for admission tothe pre-primary level shall be adopted, until such time as theguidelines for pre-schools are framed;(c) Any such school which has a pre-school class from the sessioncommencing in April 2008, shall move those students to the pre-primaryclass for the session commencing in April 2009. After that, the finalnorms to be notified for the pre-school class shall be followed.Explanation: - For the purposes of this clause, the ages stipulated for entryinto standard one, pre-primary class and pre school class are theminimum ages and there is no bar to children older than the ages

A copy of the adopted criteria as approved by ManagementCommittee shall be submitted in the office of the concerned DeputyDirector till 22.12.07 by 4.00 P.M.24. IntroductionThe admission process to nursery classes has been the subject of much controversy in recent years. Private unaided schools, in particular, have come under critical scrutiny for their admission procedures. This issue has been agitating the minds of educationists, parents, jurists and all those concerned with the education of young children as to how the trauma and tension associated with the admission process can be eliminated and a child - friendly method evolved. 1.1 The rapidly growing Indian economy has led to accelerated upward mobility of different sections of the population. This trend, in its turn, has created greater awareness among people about thequality dimension of school education along with higher levels of aspiration. In an educational set

up that is divided between a fast-growing private sector participation and a much larger public or state sector, the issue of quality assumes great complexity. There is a widely prevalent belief that many ofthe state-run schools are not always as good as several of the private schools, particularly in urban

areas. Also the distribution of private schools is very uneven and there has been no systematic schoolmapping done. All these factors have contributed to a phenomenal increase in the demand for admission

to ‘quality’ schools.1.2 In this context the craze for admission to private schools that are perceived as better options by the parents has created an anomalous situation where the number of applicants far exceeds the number of seatsavailable in these schools. However the demand exceeding the supply is not noticed uniformly in all private schools nor is the pressure for admission of the same magnitude in all such schools. While some very well established and reputed private schools receive, on the average, ten times the applications against the number of seats available, there are also many small and newly established private schools which do not receive even the minimum number

of applications for the available seats. Concurrently there are a number of government-run schools that command respect from the parents and hence are in great demand also.

1.3 But since such quality institutions in the government sector, both Central and State run, are few in number and as their admission norms and procedures do not favour the middle and affluentclasses and those in private employment, this category of parents are compelled to seek admission inun-aided private schools for their children. Since children admitted in the nursery class of a private

school can continue in the same school till they complete their senior secondary course, admission atthis entry point becomes crucial for many parents. All these years the private schools of Delhi havebeen following their own admission procedure for nursery classes.

1.4 The admission procedures for these very young children between the ages of 3.5 and 5 years often consist of written/oral selection test for children, interview of children, and interview of/interaction with parents. Criteria such as siblings, neighbourhood concept, alumni, profession and educational qualifications of parents are also included by some schools in their admission criteria for short listing of candidates. As there is no common admission procedure for all the private schools of Delhi, each school has been using its own discretion in formulating a procedure and implementing it for selecting children for admission to nursery classes. In doing so, there have often been complaints that procedures used are not transparent and equitable and as a result, many parents felt unfairly treated. Since so much of the future of their children was at stake, these feelings have a legitimacy of their own.

1.5 The proposal to eliminate interviews/observations of children and interaction with parents is a step in the right direction. The process of interview subjects the tiny tots to a lot of tension and anxiety. Further, if they are not selected after attending the interview, they experience a sense of rejection which is contrary to all sound educational principles. There is potential in every child and it is the school’s and society’s responsibility to draw out this potential and look to the healthy growth and development of every child including those with special needs and the economically or socially deprived sections bearing in mind the value of inclusivity in education.

1.6 If children are not to be interviewed, what are the alternative methods of selection? This question received considerable attention of the committee. The obvious alternatives that

emerged from different interest groups were ‘First Come, First Served’ and lottery system. The former may work in small schools where the enrolment as well as demand are small. But it is not feasible in established schools because it results in chaos and confusion with parents queuing up all night to be first in the queue. Further this method may not help in having a good mix of students inthe classroom.

1.7 The lottery system may, on the face of it, seem the most transparent of selection methods, Giving everyone an equal chance for admission. But the concept of gaining entry into an academic institution through a lottery system, based on gamble and luck, that too at the very beginning of a child’s school life is quite unacceptable to a vast majority of people. Further, selecting children solely on the basis of draw of lots may result in lopsided distribution of seats. However, the committee is of the view that the method of draw of lots may become necessary in certain situations for the short listing of students particularly to break the tie at the last stage. 1.8 Keeping all these considerations in view the committee came to the conclusion that the alternative method should be based on many relevant and appropriate criteria and it should have sufficient flexibility so that schools would be able to adapt it according to their contexts and need. 2. Directive of Hon’ble Delhi High Court

It is against this background that the order of the Hon’ble Delhi High Court in LPA No. 196/2004 assumes immense significance. The three important aspects of the above order are as follows: A committee of experts in education has been constituted by the Hon’ble Delhi Court. This committee hasbeen directed to go into the entire gamut of issues relating to nursery admission in the private schools ofDelhi comprehensively and submit its report to the Court by 17th October, 2006.

The committee has been asked by the court to give a hearing to the Counsels appearing in this case onbehalf of different petitioners and examine their suggestions before drafting its report.

The order of the court has enumerated the following three basic criteria for evolving a common admission procedure:

The entire process leading to the admission of tiny tots should be transparent.The system of interview should be eliminated.Discretion of the Management/Principal is minimized.

2.1 In the discharge of the responsibility entrusted to the committee we situated ourselves to understand fully the context in which the honourable court found it necessary to intervene and set up this committee to go into the details of the issue comprehensively and come up with suitable solutions. So we have divided our presentation in three parts:The first part deals with the multiple contexts that obtain in Delhi, giving a brief background of the main issues involved in nursery admission. This part also contains the procedure adopted by the committee to collect feedback from different stakeholders.The second part gives a brief outline of certain policy perspectives that have a bearing on the admission process. The third part attempts to offer solutions in the face of the diversity of contexts and at the same time keeping in view the basic directives from the honourable court which we have mentioned earlier.Part – I3. In our effort to evolve a common, rational admission process that takes into account all 4. parameters, we interviewed those persons whom the court had mentioned and also invited 5. representations from associations of schools. We also invited comments from parents both 6. through website and through other means within a short time span.3.1 The committee decided to invite representatives to receive their explanatory comments andsuggestions. The following people met the committee in this regard:

Mr. Kuljit Rawal, Counsel representing Montford School.Mr. Puneet Mittal, Advocate for D.P.S. Society.Mr. A.S. Pasrich, Counsel for the Nursery Schools.Mrs.Manju Bharatram, Chairperson, Shriram Group of Schools .3.2 Letters were also sent to the following people who had appeared in the case, inviting their suggestions and comments:

Mr. V.K. Tandon, Counsel for NCT of Delhi. Mr. Rakesh Aggarval, Advocate for Mirambika School.

Besides the above persons, we had also sought suggestions from educationists, school associations and parents through website and other modes of communication. The Committee alsoexamined the representations submitted by Mrs. Rajni Kumar, Director, Springdales

School and the Independent Schools’ Federation of India.3.3 The salient points contained in the suggestions and comments of these representatives and stakeholders are summarized below:By and large, most of the respondents have agreed that interview of children and interaction with parents should be eliminated from the admission procedure. However, a few have argued that informal observation of children in stress-free conditions would be helpful in ascertaining the needs of children as well as their motor development and language skills. Similarly, they have suggested that informal interaction with parents should also be allowed to know their values and what they expect from the school as well as to verify the authenticity of information given in the registration forms. Neighborhood concept figures prominently and frequently in the suggestions. Most of the respondentsare also in favour of giving staggered weight age to the neighborhood concept, maximum weight age

being given to the children living nearest to the school and moving gradually to farther areas. An outside limit of 10 km has been suggested by many. Preference to siblings and alumni is also strongly recommended by almost all the persons who have responded. A majority of the representatives were not in favour of selecting children solely through lottery systemthough a few have suggested it for breaking ties at the last stage of short listing where there are too

many applicants. That the classroom and school should reflect the diversity in the composition of the society is a recurrent opinion in the suggestions received. It has been recommended by many that to achieve this aim, proportional representation may be given to different sections of society on the basis of certain criteria like parents from different

professions, from different socio cultural and economic backgrounds etc. It may be worked out on apro-rata basis.

Educational qualification of parents has also received considerable attention from the stakeholders. It isargued that by encouraging educational status of parents, the policy directive would send a clear

message about the important role that parents play in the education and development of their children. This empowerment and growth support takes place through the educational status of both the father andmother. Many are of the view that weightage under this criterion should be given separately for motherand father. In the case of single parents, weightage could be doubled.

Consideration to children with special needs and girl children has also been recommended by many respondents. A small percentage of seats has been suggested to be given at the discretion of the school management. One of the respondents has made a proposal based on a 100-point marking to give weightage to listening skills, motor development, speech etc. A separate marking on the registration form was also proposed giving weightage of 100 points for different criteria like distance, educational qualification of parents, profession of parents, sibling criterion, alumni category etc. Another representative of a group of schools has also suggested a scale of 1 to 100 with weightage points distributed for different criteria with a provision for representation for professionals, business persons, parents working inprivate sector and parents working in government sector.

3.4 Apart from the above suggestions, a good number of ideas were received from parents through e-mail. A summary of these ideas is given below:The most effective check to curb malpractices by public schools is to follow the neighbourhood system.

Siblings of children who are already studying in a school should be automatically admitted. Children of the staff of the school should get admission automatically. Children of alumni should get weightage in the admission process.50% of seats should go to management, siblings, alumni and children of transferable employees of public sector undertakings and government organizations. The remaining 50% of seats should goto the general category including children from the economically and socially weaker sections.

Interview of parents and children should be strictly avoided and irrelevant personal details should not be asked in the registration form.

All schools should follow a common schedule of admission and a common uniform Registration Form.Schools could have 10% quota at their discretion and admit those whom they choose to. Lottery system is unfair because it will not ensure a mixed socio-economic group of children in a classroom. (Though a few have made a strong case for draw of lots to decide admissions wherever the number of applicants is more than the seats available.)First-come-first-served will not be suitable as it will lead to many unhealthy practices. (However some parents have argued that it would eliminate discretion of school management.)Delineate a fixed number of parameters like sibling, proximity, educational qualification of parents etc. Then schools will define certain percentages for each category and then give admission on the basis of such a categorization. 3.5 In addition, many parents have suggested that the criteria for admission, the time schedule starting from distribution of registration form upto final admission and other relevant details about the school’s infrastructure, fee structure including various categories of fees payable, faculty, special facilities available, scope for the special needs of challenged children, past performance in differentareas, etc., should be put up on the notice board, school’s website and printed in the prospectus.

Part – II4. Some Policy Directives that have a Bearing on Nursery AdmissionChapter XII, Clause 132 of Delhi School Education Act, 1973:Admission test not to be held by aided schools – Save as otherwise provided in this chapter, no aided school shall hold any test for admission to any class except with the written approval of theDirector.

Provided that nothing in this rule shall prevent the holding of tests for the admission to any class higherthan class I of such candidates as have not studied in any recognized school prior to their seeking

admission.Chapter XII Clause 145Admission to recognized unaided schools –The head of every recognized unaided school shall regulate admissions to a recognized unaided school or to any class thereof either on the basis of admission test or on the basis of result in a particular class or school.Subject to the provision of sub rule (1), the provisions of this chapter shall, so far as may be, apply to admission to a recognized unaided school as they apply to admission to an aided school.

When read together the above clauses clearly stipulate that admission on the basis of admission test or marks is permitted only to any class higher than class I.

Wards of parents residing within a radius of 3 kms. of the school will be eligible for registration of theirwards for admission.

___________________________________________________________4.1 Neighbourhood Schools

It seems appropriate here to explain the rationale behind neighbourhood school conceptbecause many stakeholders including parents have come out strongly in favour of ‘Common’ or

‘Neighbourhood Schools’ while framing a policy for nursery admission. It also has a logic because it will promote heterogeneous school population which will enrich the learning environment. It will also promote social integration. The concept of ‘Neighbourhood Schools’ was enunciated by the EducationCommission (1964-66) which recommended adoption of the ‘Neighbourhood School Concept’ first at thelower primary stage and then at the higher primary. The National Policy on Education 1986 reiterated th

view. Successive Education Committees have emphasized the need for making the school and the classroom treflective of the society’s diversity. The National Curriculum Framework 2005 also lays emphasis on the

need to deal with the ‘metaphorical triangle’ of equality, quality and quantity. The neighbourhood school concept can be used as an effective instrument for achieving excellence and equity simultaneously. Chilat the tender age of 3+ years should have access to schools in their own localities, so that they are notforced to commute a long distance to attend school.

The committee gave considerable thought to the neighbourhood concept and came to the conclusion that it could be adopted as one of the criteria with some flexibility to provide for the uneven distribution of schools in different localities of Delhi. Further, in the absence of a systematic school mapping in the capital, it is not advisable to establish a very restrictive pattern in terms of distance. So a small beginningcan be made in this regard with admission at the nursery class and the committee would like to suggest that a road map for common school system may be developed for implementation over a period of ten years in the entire spectrum of ten years of schooling. It was also decided that, to begin with, there

should be at least a 10 km radius as the outer limit with a staggered weightage point scale. The area closest to the school would get maximum weightage and as the distance from the school increases the weightage would decrease. Though no weightage would be given for children who come from beyond 10 km, their registration forms, however, would be accepted by the school for consideration.4.2 Sibling CategoryWhen siblings go to the same school, there is considerable advantage and convenience to the children as well as to the parents. The elder child can be a source of support, guidance and protection for the younger child. The common schedule of buses, school timings, holidays and school functions also helps parents in planning their routines and outings. Many parents have also suggested that siblings should be admitted automatically. Keeping these aspects in mind the committee has included Sibling Category as an important criterion for awarding weightage.4.3 Alumni CategoryWell-established schools that have been in existence for many years have a number of alumni who desirethat their children should also study in the same school. Besides the emotional attachment, parents whocherish the value system, ethos and vision of their alma mater would like to give these benefits to theirchildren also. Further, the schools have a special responsibility towards the children of their old

students whose life, in a way, was shaped by the schools in which they studied. So the committee has provided for alumni as a separate category with weightage to be given to father and mother individually, if they are alumni of the school.4.4 Children with Special NeedsThis is an age of inclusive education. Every educational institution has to strive to provide appropriate educational service to all types of children. It is no longer valid to argue that children with special needshave to go to special schools. Such children learn better when they are mainstreamed. Other children

also cherish the experience of studying with a heterogeneous peer group and such an experience is very enriching for them. However, every school may not have the facilities and the expertise to cater to all children with special needs. Depending on their own contexts and capacities, schools can offersome weightage to children with special needs. For this purpose the committee has proposed a

separate criterion of ‘Children with Special Needs’ without specifying the types of such needs – theymay include physically challenged, visually challenged, dyslexic children, children suffering from autismetc.

4.5 Girl ChildThe importance of promoting the education of the girl child needs to be emphasized. Even today there is a widespread gender bias against the girl child. Only preferential option will enable the girl child to take her rightful place in society. Keeping this in mind the committee has decided to keep Girl Child as a criterion for award of weightage. This provision will help in moving towards equal ratio of boys and girls in the classroom and in the school.4.6 Educational Qualification of ParentsThe Committee discussed the issue of allotting weightage to parents according to their educational qualification. The mandate of the Committee to suggest a common procedure for admission to nursery classes is restricted to the unaided private schools of Delhi. Children who seek admission in these schools are mostly from homes of educated parents. Having taken a stand that the admission should, in no case, be based on interview of children and interaction with parents, the Committee finds its necessary to look at alternative objective criteria to distinguish between parents, most of whom belong to the educated section of Delhi. A logical solution lies in allocating weightage on a differential scale for the various levels of educational qualification of parents. In proposing this criterion the Committee is not taking an elitist view. Moreover there is already a
