For guest room reservations, please call (800) 344-2626 or click here. The CAA rates are: $189.00 plus tax per night plus a daily resort fee of $30. The deadline to make your hotel reservation is August 18, 2017.

TRANSPORTATION

Paradise Point Resort is located in the center of Mission Bay just 15 minutes from the San Diego Airport, with taxi fares totaling approximately $20-$30. Taxis, shuttles and Ubers are available at all airport terminal curbsides for service to the hotel and prior arrangements are not required. For guests using their personal vehicle or a rental car, the hotel offers reserved doorstep parking directly outside guest rooms for $38 per night per car.

CONVENTION CANCELLATION POLICY

A full refund of convention registration fees shall be made if registration is cancelled in writing by September 8, 2017. If registration is cancelled after September 8, 2017, a 50% cancellation fee will apply. Golf fees are non-refundable if cancelled after September 8, 2017. No refunds or credits will be made for “no shows.”

In honor of the CAA’s great friends and colleagues, Raymond Lim and Jim McNeal, Jr., a golf tournament will be held at the beautiful Riverwalk Golf Club. Riverwalk Golf Club is distinctive in character but consistent in quality, every hole was meticulously designed by Ted Robinson, Sr. and Jr. in the old style, leaving the terrain completely natural. This San Diego Golf Course boasts mature stands of palm, oak and eucalyptus trees framing undulating fairways and manicured greens, with numerous wetland areas, nearly 100 bunkers and

an array of picturesque water features – including four lakes and the San Diego River – creating

right-center field, for our group.

10:00 am – 10:50 am REIMBURSEMENT TRACK: Federal Perspective: Ambulance Payment Reform Asbel Montez – Acadian This session will provide attendees information on the

ambulance payment reform efforts of the American Ambulance Association and the stakeholders of the Payment Reform Committee. The speaker will provide an update on ongoing reimbursement initiatives related to alternative destination transports, community paramedicine, treat and refer, and other alternative reimbursement models.

10:00 am – 10:50 am OPERATIONS TRACK: Just Culture Edgar Escobedo – American Ambulance Just Culture, the balance between Human and System

accountability, is a hot topic in patient safety and reduction of errors in EMS. The reporting of events is important and necessary to learn how to prevent errors from occurring. Organizations with cultures that support open communication of errors while in a non-punitive environment (a “just” culture) are more likely to see high levels of improvement in patient safety and employee engagement. During this session, you will learn how to implement the principles of Just Culture within your organization.

11:15 am – 12:00 noon EXECUTIVE TRACK: AAA National & Federal Update Tristan North, VP of Legislative Relations –

American Ambulance Association Tristan North will be providing an overview of what is currently

happening on Capitol Hill that impacts EMS. He will let us know where things stand on the Medicare ambulance extenders including the 2% urban, 3% rural and super rural bonus payment and the policy framework being developed by the AAA and other EMS organizations to reform the Medicare ambulance fee schedule.

and compliance risks related to HIPAA and PHI regulations. Join the CAA Payer Issues Chairperson Donna Hankins to discuss the role of the privacy and compliance officer in an ambulance billing company and identify how the billing office can develop compliance practices during client interaction to help the privacy and compliance officers follow state and federal guidelines during daily work activities.

The Oroville Dam Evacuation and the Ambulance Strike Team MOU

Michael Frenn – EMSA This last winter California had record rainfall which caused

many correlating issues throughout the state. One issue which garnered a lot of attention was the Oroville Dam situation, which caused the evacuation of Oroville and many downstream cities. Michael Frenn will go over the situation from EMSA’s perspective and explain how ambulance strike teams played a role in assisting the region.

2:25 pm – 3:15 pm EXECUTIVE TRACK: CAA Legislative Update Ross Elliott – California Ambulance Association This year the CAA developed and sponsored 3 pieces of

legislation intended to improve the business climate for ambulance companies. The status of each bill will be discussed along with the behind-the-scenes strategies employed to advance each initiative. With an eye to next year, participants will be asked identify other changes in law they would like to see in the future. This will be an interactive session.

2:25 pm – 3:15 pm REIMBURSEMENT TRACK: Data E.O.B. - Experience, Operations & Billing Erik Krieger – Royal Ambulance Service Sure, you track data…but what’s everyone else looking at?

Chances are that the same KPIs don’t work for everyone. Each organization needs to pick and choose the ones that work for them based on the needs and constraints of their organization. You hear a lot about the KPIs for 911 providers, but there are plenty of other ways to improve your performance regardless of your service type. Join us as we discuss how data is used at Royal Ambulance Service, a CAA Member in Northern California, to improve team member experience, operational efficiency, and billing effectiveness.

every business. An ambulance service is no exception. This session is a must-attend session for all front-line supervisors and managers and will provide a practical understanding of the basic principles of employment law associated with managing employees. At-will, employment discrimination, retaliation, reasonable accommodation, and wage laws are some of the common pitfalls that can trip up even the most seasoned of supervisors.

3:45 pm – 4:35 pm OPERATIONS TRACK: Rethinking the Orientation of EMS Personnel Scott Moore, Esq. – EMS Resource Advisors For years getting a job in EMS meant that you had to attend

an EMT or Paramedic certification class, pass several exams to become certified, apply for a position within an ambulance service, likely take a clinically based qualification exam and attend an orientation that is largely clinically based. For those of us who work on an ambulance every day, we know that our opportunity to really utilize our clinical skills is incredibly limited. In fact, most of our day is tied to performing skills and duties that have nothing to do with clinical medicine. If orientation is a process aimed at preparing a new employee for their role, it is time that we rethink what the program focuses on. This session is intended to be a discussion about re-aligning job and performance expectations. It is more important than ever that we prepare our people for the job and hopefully a career in EMS.

11:10 am – 12:15 pm EXECUTIVE/OPERATIONS TRACK: AB 1650: Firsthand Insight into California’s Community Paramedic Programs Neal Cline - Butte County EMS James Pierson – Medic Ambulance Service, Inc. James Rosolek - LifeLine Medical Transport Community Paramedicine represents one of the most

progressive evolutions in the delivery of community-based healthcare by using EMS providers within their current scope of practice in an expanded role. A CP Pilot currently is underway in California with 12 sites assessing the many models of Community Paramedicine including 3 sites being run by CAA Members. CAA was a sponsor of AB 1650, a bill to support Community Paramedics in California. Join experts from 3 different agencies that have successfully implemented CP/MIH programs in our state. Hear how they got started, how they’ve overcome obstacles and how they’re working towards sustainability. This session will include Q&A time, so bring your questions for these experts that can help you get your CP/MIH program up and running.

Comply Doug Wolfberg, Esq. – Page, Wolfberg & Wirth Ambulance and medical transportation companies have

entered a new era where enforcement agencies now look at the “big picture” of how ambulance services are ordered and utilized – as well as how they are provided and billed. Facilities can now be on the hook – to the tune of millions of dollars in liability – for their roles in ordering ambulance services and issuing medical necessity certifications for non-emergency transports. This session will drill down on how to educate your facility partners to make the right call and why accuracy and painting a complete picture of the patient’s condition when ordering services is now a must-do item on each facility’s compliance checklist.

Ambulance Violence towards pre-hospital providers is on the rise and

new OSHA regulations regarding prevention and oversight took effect on April 1, 2017. Is your company ready to meet the new standars? DUring this session, we will review the new regulations and discuss necessary steps for implementation. This session will also help you identify and address gaps, mitigate the risk of workplace violence, as well as develop and create a workplace violence program.

1:15 pm – 2:15 pm EXECUTIVE TRACK: The Road to Accreditation Sandra Whaley – Medic Ambulance Service This session will cover Medic Ambulance’s experience in

using technology to become Accredited by the Commission on the Accreditation of Ambulance Services (CAAS) and an Accredited Center of Excellence (ACE) by the International Academies of Emergency Dispatch (IAED).

1:15 pm – 2:15 pm REIMBURSEMENT TRACK: The Art of Constructing a Clinical Narrative Doug Wolfberg, Esq. – Page, Wolfberg & Wirth The process of writing a complete, accurate and defensible

clinical narrative is an art and a science. This session will focus in on the process of producing a good clinical narrative so that ambulance revenue cycle professionals can gather all of the information they need – the first time – to make timely and accurate billing decisions. We will focus on how field personnel should be constructing the ideal PCR narrative. This session will also cover the importance of clinical narratives in the age of electronic patient care reporting, and will present the “DRAATT” format for preparing a well-organized and chronological narrative.

1:15 pm – 2:15 pm OPERATIONS TRACK: DEA Compliance Myron Smith – Hall Ambulance Service Compliance with the DEA’s rules and regulations is complex

and can be tricky. Falling out of compliance has dire consequences. Having recently experienced a DEA audit of our company’s drug handling procedures, there is a lot of useful information to be shared with others. Come learn how to maintain compliance with the DEA and survive an audit.

2:30 pm – 3:30 pm EXECUTIVE TRACK: QAF Update John Surface – Hall Ambulance Service Todd Valeri - American Ambulance The ambulance industry has needed an increase in Medi-Cal

rates for decades, but the state has been unwilling to fund an increase. The Quality Assurance Fee (QAF) is believed to be the only possible means of getting an increase in Medi-Cal rates for ambulance service. CAA members who are part of the current QAF proposal will give an overview, share the rationale behind the proposal, and provide an update of SB 523.
