The West SideLocated across the Mississippi River from Downtown, Saint Paul’s West Side neighborhood is home to some of the city’s top attractions, and District Del Sol, a bustling Latinx cultural corridor. The neighborhood hosts an annual Cinco De Mayo festival, the largest Hispanic/Latinx event in the state.

The West Side is home to a variety of businesses including consultants, bakeries, breweries, and manufacturing establishments along with a range of housing types.

The neighboring property at 605 Stryker Avenue is privately listed for sale as of May 2018 (MLS# 4919888). A plan for development on multiple parcels is encouraged.

The Saint Paul Housing and Redevelopment Authority (HRA) is soliciting offers for the purchase and redevelopment of 617 Stryker Avenue, and up to three additional properties located on the same block on Winslow Avenue.

The neighborhood vision for the 617 Stryker Avenue site is for a mixed-use development. Commercial, housing, and mixed-use proposals will be considered, with a priority for offers that include an active, ground-floor use.

A development opportunity on Saint Paul’s West Side

Development of this site is a top priority for me and for the community. Stryker Avenue runs through the heart of the vibrant West Side neighborhood, home to some of the city’s most distinctive attractions: the Wabasha Street Caves, Harriet Island Regional Park, and District del Sol. Lot size: 150 x 150 feet, total area of 22,500 square feet (0.52 acres)

Current use: Vacant. Last used as a gas station prior to 1992.

Value: $90,000 (Independent appraisal, May 2018)

Zoning: Current: B2 – Community Business District Part of a current zoning study of Stryker Ave corridor to explore options that provide for a wider range of future land uses, consistent with the Comprehensive Plan (late 2018).

Submitting an Offer

The sale will fall under the requirements of the Disposition of HRA Owned Real Estate Policy, including Vendor Outreach Program and Affirmative Action. Other compliance programs may also apply. A copy of this policy is available at stpaul.gov/HRA.

On August 15, 2018 HRA staff will begin reviewing offers that have been received and may contact proposers as needed for additional information.

Staff will evaluate proposals using the following criteria:

A mix of proposed uses, including amount and type of jobs, housing units, and/or commercial space

Projected property tax revenue

Offer price

Experience and qualifications of developer

Compatibility with West Side Community Organization’s Draft Equitable Development Scorecard (see Attachment G at stpaul.gov/Stryker)

A complete submission will include:

Proposed properties to purchase (see Attachment A at stpaul.gov/Stryker)

Proposal narrative, including a mix of uses

Conceptual site plan

Offer price

Development timeline

Preliminary Sources and Uses budget, including total development cost

Experience and qualifications of the developer, including development team bios

Requested contingencies
