Dr. N.C. Ojha, Asst. Professor of the Institute co-ordinated the National Seminar on Implementation of Amendments, Guidelines and Clarifications Issued On RTE Act, 2009. The Right of Children to Free and Compulsory Education Act, 2009 (RTE Act, 2009,

st implemented from 1 April, 2010) has envisaged free and compulsory education of all children of the age of six to fourteen years (eighteen years for children with special needs), till completion of elementary stage, in a neighbourhood school. The Act has provision for every child, who is above six years of age, and has not yet been admitted to any school or could not complete his/her elementary education due to any reason. In order to be at par with other children of the class, the child has a right to receive special training or additional instructions. There is an important concern over implementation of the Act in school system with reference to special training or instructions, its modalities and execution.

The States/UTs are expected to respond to the situation arising out of implementation of the Act within three years of a given time-frame. The States/UTs are required to pay special attention to cope with the situation in terms of appointment of qualified teachers, development of special training programmes for out of school children admitted to the age appropriate classes and preparation of relevant teaching learning materials.

The various important provisions in the Act are the right of disabled children to receive free and compulsory education in a neighbourhood school, completion of elementary education even after fourteen years of age, right of child to seek transfer to any other school, prohibition of holding back and expulsion of child, no child is denied admission because of lack of proof of age, formulating standards and norms for school management committees, qualification, terms and conditions of services of teachers, filling of vacancies of teachers, pre-school education (States/UTs may provide for this), duties of teachers, redressal of grievances, duties of parents, prohibition of deployment of teachers for non-educational purposes, maintaining pupil-teacher ratio as specified, prohibition of capitation fee and screening procedures, prohibition of physical punishment and mental harassment, norms and standards for schools, preparing school development

NCERT has been mandated by MHRD to conduct regional workshops for learning outcomes as defined for the national level. In this line, a document 'Learning Outcomes at Elementary Level' was released and published by NCERT New Delhi. The first workshop was planned and a three-day 'Regional Workshop on Learning Outcomes' was organized from 14-16 June, 2017 at NCERT's constituent unit Regional Institute of Education, Bhopal. The participants were from the Western region of the country coming from SCERTs, RSKs, DIETs and RIE, Bhopal.

DAY – 1 (14th June, 2017)thThe workshop was inaugural on 14 June, 2017 by NCERT

Director, Prof. H.K. Senapaty, Joint Director PSSCIVE, Prof. Rajesh Khambayat, Principal RIE, Bhopal, Prof. Nityanand Pradhan, Ms. Shilpa Gupta from RSK and faculty members from NCERT, New Delhi, RIE, Bhopal, SCERTs, DIETs and RSKs. The programme was coordinated by Prof. Suniti Sanwal from NCERT, New Delhi.

In the first day session, several presentations were made.

In the first presentation by Prof. Suniti Sanwal, the focus was on CCE linking with the curriculum and NAS aligning it with learning outcomes. The paradigm shift from access providing education to quality education, surveys like GMR, PISA, NAS, and learning outcomes posters were some of the key points of presentation and discussion. During the discussion, several queries were attended by the resource team from NCERT, programme coordinator and resource persons from NCERT. The discussions were on the queries and suggestions, like,

« How learning outcomes are different from minimum level of learning?

« How to sensitize community about learning outcomes?

« How to align with CBSE as CBSE is doing away with CCE as SCERTs and DIETs align with CCE?

« Developing a mechanism for learning outcomes through accreditation

« How to address the issue of CWSN in learning outcomes?

« If it is said that every child has unique traits, why is there a need for same learning outcomes ?

« English is taught as second language. According to NCF– 2005, only listening and speaking should form a part of curriculum but learning outcomes contradict by talking about reading and writing.

« Learning outcomes mandate to bring all students at par, how is it possible?

The second presentation was made by Prof. Sandhya Sahoo where she focused on the learning outcomes and basic learning of class I and II. She also discussed about the

gradual process from oracy to literacy at this stage.

The third presentation was made by Dr. Kavita Sharma. Besides providing an exemplar for EVS, she also touched the sensitive issue of CCE implementation according to RTE Act, 2009, section 29(2), talked about GMR, ASER, NAS, PISA, NCERT initiatives post RTE Act, international collaborations, review of the CCE material by states and union territories, gaps and current needs. She also detailed out the progression of CCE in classroom teaching-learning process. After this, subject-wise (Mathematics by Prof. Dharmesh Prakash, Hindi by Prof. Usha Sharma, English by Prof. Sandhya Sahoo, Urdu, Prof. Md. Moazzamuddin) presentations were made for the primary level learning outcomes with an exemplar by the resource persons from NCERT. Some of the suggestions, discussions and queries were around the following issues:

« Why the remote areas are not considered for language barriers instead of developed cities when the national level learning outcomes (LO) are considered as remote areas face more challenges pertaining to languages. (It was attended with a reply as the translation of the documents is left on the states as per their needs.)

« What needs to be done to share the question papers? (Replied as the sample papers are available already tested and prepared.)

« If question bank can be prepared and dispersed at state level? (Replied as the question bank will be a failure if critical thinking to be developed. It should not be prescriptive. As LO are prepared and according NAS, question papers need to be prepared keeping in view divergent thinking. Sample should be given and not the question bank.)

During the presentation of Mathematics exemplar, it was pointed out by Prof. Dharmesh Prakash that there is a

st drastic change in the curriculum expectations in the 21century. Instead of focusing on mathematical standard numerical ability, the focus has shifted to novelty related to using mathematics in daily life and cognitive understanding. Mathematics was suggested to be taught through mainly activities giving examples from surroundings and locally.

During the Hindi language presentation, the exemplar was teaching through drawing and mainly advocating teaching through activities and generating curiosity. The queries were around the usage of the term for outcome, whether it should be 'PRATIFAL' or 'SANPRAPTI', as SCERT documents follow the NCERT terminologies as provided in its documents. It was also pointed out that the language should be contextualized. During the English language presentation, the focus was on meaningful context, multilingual environment as the subject is taught as second language across the country.

thDAY – 2 (15 June, 2017)

On day two, mainly the queries of the participants were attended and group work was organized to prepare an exemplar by the participants subject-wise. The queries and suggestions were as follows:

¬ How can the LOs be same for an English medium school and a vernacular medium school as the exposure to the language differs drastically? How can the teacher compare the outcome?

¬ LOs mainly focus on 'cognitive aspect' of curriculum. (LOs are textbook free and not textbook oriented.)

¬ Why are the LOs according to class-wise and not stage-wise? (Syllabus is class wise and not stage wise.)

¬ Can changes be made in this document 'Learning Outcomes for Elementary Education' by NCERT? (No, as it has been RTE notified, every suggestion has been incorporated at National level after the rough draft, others have to align with these LO, it is not to fulfill state expectations but national standard.)

¬ How to assess a class X student, according to NAS or LO?

¬ Can learning process be specifically defined as per LO providing number of processes?

¬ Clarify the difference between 'adopt' and 'adapt'?

¬ How to address multilingualism in the textbook?

¬ What is right input-rich environment?

The day was concluded with the efforts in the group work by the participants for preparing an exemplar.

th DAY – 3 (16 June, 2017)

The third day was set off with the subject wise presentations made by the representative participants. The presentation consisted of the example lessons or situations for the sub-topic chosen in the group. The exemplars were mainly activity-based. Suggestions were recommended by the resource persons and the other reflections by participants. The session was mind-boggling, intense, thorough, deep and reflective. It was ensured that queries were attended and feedbacks were replied in a manner that expectations from the learning outcomes can be explained clearly for further dispersal. The participants were alarmed and suggested when they were teacher centric instead of being student centric. Several inputs and expert suggestions were provided keeping in view the subject requirements. Assessment, CCE and uniqueness of the child were main concerns of the resource persons.

The workshop was concluded with a valedictory session presided by Prof. Nityananda Pradhan, Principal, RIE Bhopal, feedbacks from the participants, and concluding notes from Prof. Suniti Sanwal, the program coordinator and her resource persons' team from NCERT, New Delhi.
