Dear Mr. Pitman:

In your telephone conversation with John Carlson on August 24, 1981, you advised that High Plateau will drill a 5500 foot hole and cement 500 feet of 12-inch casing to the surface. If not a producer at this point and they drill deeper, they will cement 5000 feet of 8~-inch casing to the surface. This should be adequate as described.

Although you probably request it prior to commencement of drilling, I suggest you require the applicant to submit information pertaining to BOP and abandonment pro­cedures. Since there is an oil and gas well located 10 miles south which is pro­ducing water at 1200 F with a high saline content, we would like to ensure that any aquifers of this nature be contained and not allowed to migrate into other usable aquifers or to the surface environment.

If there is a possibility that a geothermal resource could be encounterep, HighPlateau Oil and Gas should be reminded of the geothermal application filing require­ments of Section 42-4003(h), Idaho Code.

As described in my letter of June 16, I still need a description of your blow-out preventt.r. equipment. Are you going to have both pipe and blind rams with a bag preventer on top, plus a choke manifold assembly? I feel tM-s· equipment with a 3000 psi test rating are required as a minimum. I doubt that 500 feet of casingis suffic+~nt for a 12,000 foot hole. f rule of thumb for sur­face casing requirements in basin drilling where pressure are known is 10% depth of the total depth plus cover shallow water sands. A 12,COO foot well should have 1,200 feet surface casing as a minimum.

Dear Mr. Brouflat:

Subject bond remains in full force and effect. High Plateau Oil and Gas, Inc., named principal has not properly plugged and restored the location on their well High Plateau No.1, Section 26, Township 16 South, Range 37 East, BPM, Franklin County, Idaho. This well was drilled to 1,100 feet in the spring of 1983. Subsequently, the operator disappeared. Attempts have been made to work with the landowner to obtain another operator to continue drilling or plug the well. To date no success, and it appears the time has arrived to plug the well.

We, therefore, will make demand to plug this well, using money from subject bond. I will submit cost for this work. I anticipate the earliest this well could be plugged would be June of 1987.
