Dr . Eagles, on behalf of the Committee on Senat e

Election Procedure, presented a progress report on th e

matter of the action of the Board of Governors, whic h

had been drawn to the attention of the Committee by th e

Secretary of Senate .

The Committee had given serious consideration t o

the possibility of a simpler method of voting, but, i n

view of the nature of the elections and the fact tha t

those entitled to vote are scattered throughout th e

world, could find no method by which the election pro -

cedure could be simplified .

The Committee felt that the plan recommended by

the Board of Governors of having the section of th e

University Act dealing with the duties of Senate sen t

to members of Convocation was probably a better pro-

cedure than sending a resume of the functions of Senat e

prepared by the Registrar as originally suggested by

the Committee .

An offer has been received from the B'na iB'rith District No . 4 of a grant of $250 .0 0to create a scholarship to be known a s"The B'nai B'rith District No . 4, Hille lFoundation Scholarship" .

On Calendar - Matriculation Requirements for 193 9

Report of the Committee on Calenda r

In regard to the Matriculation Requirement sfor 1939, no changes from the requirements fo r1938 had been proposed by the Faculties or by th eHeads of the Departments concerned, except change sin two text-books--one in French and one in German .

The following suggestions, however, have bee nreceived from Dr . Willis, Superintendent o fEducation, -

"1 . Social Studies (History) : All schools hav ebeen working on the new course in Socia lStudies and students in Grade XII next yea rwill be ready to take the new course, Socia lStudies V, beginning next September . T oavoid the necessity of holding two examina-tions in June, 1939, I would ask Dr . Sage t oagree to this change .

2. Geography : As Grade XI pupils have bee nstudying the revised course on Geography Iin the High Schools this year and a revise dcourse for Geography II, Grade XII, will b ecompleted at the end of June, 1938, I recom-mend that a statement be added to the presentrequirements for Matriculation in Geograph ythat if the revised course is ready an dapproved by the Council of Public Instructionand the Senate of the University it may b esubstituted for the old course in Geography ,Grade XII .

3. General Science : Students who are taking th eold course in Science in Grade XI will, o fcourse, proceed to the present course in Chem-istry and Physics, etc ., in Grade XII but anote should be added that General Science V(High School) taken in 1938-39 will be accepte das meeting the requirements in Science fo rgeneral admission to the University . Thos estudents who intend to enter the Faculty o fApplied Science, the Faculty of Agriculture,

or to take any Science major in the Facult yof Arts and Science will be required to mee tthe old requirements in June and August ,1939 .

4. French : Students of Grade XII may continu ewith the old course but in my opinion a nalternative course, French III, as found i nBulletin I, Senior High School Programme ,should be accepted for next year .

5. One examination paper of two or two and ahalf hours in French on the old or new cours eshould suffice in Junior Matriculation an dalso one paper of, say, three hours in Senio rMatriculation French . The examinations fo r1939 whether on the old course or the ne wshould be based on the principles outline don Page 400 of Bulletin I referred to above .Similarly for Latin, Mathematics and possiblyEnglish in both Junior and Senior Matricula-tion . Our examinations now extend over to olong a period in June and cause the regula rschool work to be broken into early in th emonth . "

The Faculties of Arts and Science and Applie dScience (the Faculty of Agriculture has not hel da meeting because of lack of a quorum) hav erecommended, -

1. That the question of the content of the course sin the different subjects be left to the Head sof the Departments concerned .

Scholarship, was read, in which the views of th e

Committee appointed by the organization to consider th e

matter were expressed, -

"That it might be unnecessary to change th eterms as printed in the Calendar, on th edefinite understanding, however, that th eaward actually be made to a white student .

It is the opinion of the Committee tha tsince the award is now made - not on th ebasis of the highest marks, but for 'Genera lProficiency', our wishes could be carrie dout without offence to anyone .

In the event that no suitable white studentapplied in any year, the award could b edeferred . "

In this connection a letter from the Joint Facult y

Committee on Prizes and Scholarships was read in whic h

it was stated that the Committee had come to the unanim -

ous conclusion "that the University should recognize a s

a policy the necessity of publishing in detail all th e

terms of award of scholarships or bursaries that ar e

available for our students . There should be no pro -

visional considerations held as unpublished 'under -

standings'" . It was pointed out that the Scott Memoria l

Scholarship is not applied for . It is awarded to th e

student who wins it by the results of his work at th e

University .

On Public Relation s

A memorandum on the question of "Publicity for th e

Work of the University", which had been referred to th e

Committee on Public Relations, was received . In th e

memorandum the Committee reviewed briefly the valuabl e

extension work carried on by members of the Faculty, an d

stated that the students had adopted as a program fo r

this year the improvement of the relations between th e

University and the public . The Committee expressed th e

opinion that, as far as possible, only publicity wor k

of an indirect character should be undertaken by th e

Department of University Extension or other organiza-

tions within the University . It was felt that, in th e

case of the University, indirect publicity was much more

effective than any direct form of advertising . It wa s

suggested that the Director of University Extensio n

should formulate some practical plan whereby the serv-

ices of men and women of the Senate, the Board of

Governors and the Alumni, who are well qualified i n

certain highly specialized fields of knowledge and wh o

might be willing from time to time to assist in the
