Infrastructure

Initially, and well over a decade, the Association had its office in rented premises at

Deputy Ganj, Sadar Bazar, Delhi and then at 40/4933, Regharpura, Karol Bagh, New

Delhi. It was on 13th March, 1975 that the Association with the cooperation and support

of all its members, purchased its own office at 306, Kirti Mahal, 19, Rajindra Place, New

Delhi and since then the Association office has been functioning from the same place.

The office has been renovated from time to time and is equipped with all the office

gadgets & machinery required for smooth working of an office.

On the demand of the Association, Bank has provided a furnished office at the ground

floor of 5, Sansad Marg of PNB H.O., New Delhi-110 001. The office is useful for on the

spot consultations, guidance etc. to the members.

The Central Office of Association is functioning from Mumbai since 16 th September 2012

at C/o Punjab National Bank, Shivaji Park Branch, Gopi Tank Road, Mahim West,

Mumbai 400 016.

Periodic Conventions

AIPNBOA has built up mutual rapport amongst its members through a large number of

meetings, conventions and gatherings. As many as 24 All India conventions have been

held so far at places like New Delhi, Chandigarh, Bhopal, Ghaziabad, Aligarh, Chennai,

Jalandhar, Bhopal, Agra, Kochi, Jaipur & Mumbai. The last convention was held at

Mumbai 2nd October 2018. As on 31st July 2019 the membership of our Association

has crossed 29000 highest amongst the Nationalized Banks.

AIPNBOA Newsletter

AIPNBOA started its newsletter, initially in 1974, but was later discontinued for some

time. The Newsletter was started once again in 1984 and is in regular circulation every

month ever since. It is registered with the Registrar of Newspapers as a monthly

publication and is also registered with Posts and Telegraphs Department, New Delhi.

The number of Life Members of the Newsletter is over 9000 as of now. It is known more

by its mascot the “Dholkiwala“. The life membership fee effective from 1st January, 2010

is Rs.500/- for AIPNBOA members. Non Members can seek membership by paying

Rs.1000/- till they remain in service of PNB. Retired members have to seek fresh

membership by payment of Rs.200/- and confirmation of address every 3 years, if they

were members of AIPNBOA at the time of retirement.

Although the demand for our representative on the Board of Directors was raised way

back in the year 1968, it was in the year 1972 that Shri I. S. Ahluwalia, the then General

Secretary, was appointed as the first Officer Director on PNB’s board.

Achievements of AIPNBOA

AIPNBOA was formed at a time when the officers in the banks were subjected to

severest of working conditions. In the absence of matching facilities and service

conditions they felt insecure. A need was felt for an Officers’ organization that would

work for protection and welfare of officers.

The leadership of AIPNBOA has been working tirelessly for the benefits & welfare of its

members. Over a period of 55 years of its glorious existence, AIPNBOA has brought

about tremendous improvements in the service conditions of officers. PNB officers in the

process have been greatly benefited by virtue of their having become eligible for new

benefits/facilities and periodical improvements therein, whether it is at the Bank level or

at the Industry level through AIBOC. Reasonably good Industry level wage revisions and

settlements have taken place during this period including the Pension Settlement.

Negotiations, for an honorable Wage Revision Settlement and another option for pension

have finally bore fruits and momentous agreements on Wage Revision and another

option for Pension have been signed on 27.4.2010. The 10th bi-partite Wage

Negotiations was signed on 24th May 2015. The 11 th bi-partite Wage Negotiations is

under progress.

It is indeed very difficult to elaborate on all the achievements but it can be emphatically

said that what we get today, we owe it to AIPNBOA / AIBOC our beloved Associations.

Some of the important achievements over this period are recapitulated below:-

Leased Accommodation/Flats

1. Upward revision of lease rentals from time to time. The latest Lease rental

limits revised w.e.f. 01.06.2015 for all Scales. Increase ranging from 57 % to

122 % for various scales over the existing limit.

2. The rental limits applicable to Officers residing in the accommodation

owned by their parents or son/daughter (not dependent on the Officers)

(Earlier provision: residing in houses owned by their mother / father or any

relation other than spouse or dependent child) shall be 80 % of their

entitlement. Earlier provision of maximum increased of 25 % in such cases

has been removed.

3. Officers working in Delhi can avail Leased accommodation in Noida.

Likewise officers working in Noida can have leased accommodation at

Delhi.

4. Leased accommodation facility covers all officers including probationary officers.

5. Lease rentals facility extended to officers staying in leased accommodation

belonging to their close relatives.

6. Removal of upper limit of rent over the entitlement of the offices for availing leased

accommodation.

7. Double accommodation allowed in case of mid-term transfers.

8. Brokerage entitlements for getting accommodation at certain stations.

9. Double accommodation at (both the places) if posted as Incumbent Incharge in

difficult areas.

10. Recovery of standard rent in case of allotment of bank’s own flats.

11. Pursuing for purchase of bank flats in different circles for allotments to officers.

House Rent Allowance

1. HRA/CCA at Ballabgarh at par with Faridabad has been approved w.e.f.

December 2014. It was a pending central MRM issue for many years.

2. Officers allowed taking the same house on rent receipts basis – which was earlier

taken on lease.

3. H.R.A. on Capital cost basis in respect of house bought on Power of Attorney

basis.

4. H.R.A. on Capital cost basis for officers working in rural areas and their families

residing in houses owned by the officer at other stations.

5. H.R.A. on capital cost basis allowed in many cases with retrospective effect in

deserving cases.

6. In case of self owned houses for determination of HRA 12% capital cost to be

taken into account instead of 8% earlier. HRA payable @ 150% of fixed HRA.

7. HRA on rent receipt basis to officers in respect of house belonging to their

relatives.

Furniture /S.F.F. Items

1. Timely enhancement in furniture limits to all categories of officers and

revision of list of permissible items from time to time. The last enhancement

done w.e.f. 31st December 2016.

2. Life span of all Electronic Items namely AC, Refrigerator, Air purifier, Home

theatre, Food processer/mixer grinder, kitchen chimney etc., are reduced

from 10 years to 7 Years. This will free up limit faster for purchasing new

items.

3. After completing the useful life, the SFF items given to the user officer

himself on book value. (The item will be available to the officer and the

procedure is made simple against earlier system of Auction of the item)

4. Mattress value increased From Rs.5000 to Rs.6000 per piece up to Scale III &

Rs.7000 for Officers of Scale IV and above.

5. Curtains allowed to be purchased twice within the overall limit of Rs.10,000/-

for up to Scale III and of Rs.120,00/- for Scale IV and above. (Presently

permitted only once within the limit with permitted period of four years)

6. Dry cleaning of curtains permitted after every six months up to 8 % of

original cost of curtains instead of yearly once.

7. Sewing Machine & Cycle/Sports Cycle added to the list of eligible items.

8. Curtains & Mattress may be carried by retiring officers if completed useful

life is more than one year at free of cost on superannuation.

9. Need based repairs after every three years on percentage basis of Original

Purchase Value booked instead of replacement value as at present.

10. Restriction regarding number of items admissible to officers removed w.e.f.

01.01.2013 except for curtains and mattress.

11. The restriction with regard to per unit cost removed for all items except

curtains and mattress w.e.f. 01.01.2013 and an officer can opt for more

expensive items within overall limits.

12. Morning Walker and Treadmill added to the list of eligible items w.e.f.

01.01.2013.

13. Ten more items added to the permissible list.

14. S.F.F. Items are provided to Direct Recruits during the probation period

w.e.f. December 2014 against earlier condition of confirmed officers.

15. On unfortunate death of officer in service the SFF items provided to him /

her would be written off & no recovery will made towards cost of the items.

16. The estimated useful life of electronic items like TV, Washing Machine &

Microwave Owen were revised as 7 years from the date of purchase against

the earlier classification under all other items of 10 years from the date of

purchase.

17. In case of retirement/voluntary retirement/resignation/exit from service on

account of punishment, the officer can retain the furniture by paying book

value (against the earlier provision of 20 % of purchase value or remaining

book value whichever is higher if the officer has put in more than 5 years of

service from the date of availment and 50 % in case of less than 5 years of

service).

18. The entitlement of washing charges for curtains can be claimed by

declaration basis.

19. Furniture facility provided in all cases & extended to all officers including C.C.Os

irrespective of residential status.

20. At the time of retirement/voluntary retirement/resignation/exit from service on

account of punishment, if an officer has put in more than five years of service from

the date of availment of facility, furniture may be transferred to him on a cost of 20

% of purchase value or remaining book value whichever is higher.

21. Protection of 2 ½ % contributions towards furniture in case of officers entitled to

furniture before 1.7.79. For others now it is 0.25 % of Starting BP of scale of pay

to be recovered as FRR.

22. Replacement of battery of inverter after 30 months (if necessary) from the date of

purchase on a cost ceiling of Rs.9000/- or replacement cost whichever is lower.

23. AMC for Aquaguard / Water purifier / R.O. System / Air Conditioners.

24. Dry cleaning of curtains once a year within 8 % of original cost.

25. Providing furniture to family of deceased officer at 10 % of original cost or at book

value whichever is lower for SFF items of more than 3 years old.

26. The retiring officers may opt for purchase of SFF items one month prior to

retirement.

27. Useful lives of mattresses, desert coolers and curtains have been reduced to 5

years, 7 years and 4 years respectively.

28. Impaired SFF items permitted to be disposed off at depreciated cost.

29. SFF items upon completion of their normal life can be auctioned locally by

branches / offices.

30. Need based repairs of residential furniture (except electronic / electrical items)

after 3 years of SFF items - percentage of replacement value defined.

31. The weight of Car / Scooter etc. not to be included for permissible expenses for

luggage while on transfer.

32. Ten SFF items treated as fixtures instead of furniture at Bank flats.

Sumptuary / Entertainment Expenses

1. The sumptuary entitlement can be claimed on the basis of declaration on

half yearly basis and there is no need to provide bill.

2. All Officers are entitled to re-imbursement of entertainment expenses.

3. Upward Revision of sumptuary limits for Scale I to VII Officers from time to time.

Last revised w.e.f. 01-08-2012.

4. Reimbursement of Club fee and subscription allowed for eligible officers.

Conveyance Reimbursement

1. Direct recruited officers under probation period are eligible for

reimbursement of conveyance expenses after getting permanent posting.

2. Officers in Scale-I owning Car also can claim petrol reimbursement within

their entitlement.

3. Bank’s Car is made available to all Scale V (AGM) officers which was

withdrawn earlier

4. All confirmed officers including those deputed to RRBs entitled for reimbursement

of conveyance expenses.

5. One opportunity to change option for reimbursement of conveyance expenses

without change in office / vehicle.

6. Separate reimbursement of conveyance expenses for travelling beyond 8 km in

the city.

7. Payment of conveyance reimbursement to officers, on promotion during probation

period.

8. Entitlement of bank car to Inspectors and Concurrent Auditors in Scale IV and

above promoted before 01.06.2006.

Travelling Expenses/LFC

1. Corporate tie up with Airlines and also the requirement for mentioning Deal

Code has been discontinued with immediate effect instead the officer will be

required to give an undertaking that he/she has travelled at the lowest fare

available for that particular flight. (HRDD Cir. No. 744 dtd. 13.04.2016)

2. Upwards revision of travel expenses on duty/transfer by own vehicle. Moped @

Rs. 3/Scooter/M.Cycle @ Rs. 4.50. Car @ Rs. 7.00 & Rs. 9.00 per km for over

1000 kms, effective from 30.09.2011.

3. Upward revision in rates of reimbursement of expenses towards transportation on

transfer up to 1000 kms @ Rs. 2.80 & beyond 1000 kms @ Rs. 2/- effective from

01.04.2011.

4. Halting allowance limits revised from time to time.

10. Infant air fare allowed if travel by air.

11. 1st class is equivalent to IInd AC on LFC.

12. Permission of CH not required for transportation of luggage where route is not

connected by Rail.

13. Transportation of luggage by unapproved Lorries where approved transport

companies are not available with permission of competent authority.

14. Posting of officer as officer-in-charge on Diem allowance basis under certain

circumstances.

15. Increase in amount of TA/DA.

16. Goods transportation through Railway container allowed.

17. Enhancement in reimbursement of Car Petrol limit and increase in reimbursement

of fixed conveyance expenditure w.e.f. 01/04/07.

18. Officers in Scale I allowed to travel by Air from Jammu to Srinagar while on official

duty.

19. 5 litres additional petrol per month to Dy. Managers who maintain car and to Scale

I Incumbent In charge.

20. Restriction on travelling (on duty or LFC) through specific Airlines and booking

ticket through specific agency removed.

Provident Fund / Retiral Dues / Income Tax

1. 2nd

option of pension allowed to all ex-officers/ex-employees who

were compulsorily retired from ba nk’s service betw een 29-09-1995 to

27-04-2010 on same terms and conditions as are mentioned in

Bipartite Settlement/Joint note dated 27.04.2010.

2. With effect from 29.03.2018 the maximum amount of Gratuity payable under

Section 4 (3) of Payment of Gratuity Act, 1972 has been increased to

Rs.20.00 lacs.

3. Section 2A sub-section (2) clause (iv) of the Act, on continuous service has

also been amended w.e.f. 29.03.2018 and for the purposes of the said clause

the total period of maternity leave in the case of a female employee shall not

exceed twenty-six weeks (from existing 12 weeks).

4. Memento on retirement & farewell party to Officers opting for VRS after

putting in 20 years of service permitted w.e.f. 31st December 2016.

5. Interest at 10 % p.a. simple shall be payable in case of delayed payment of

leave encashment to officers against whom disciplinary proceedings is

pending and if subsequently exonerated and also to officers against whom

judicial proceedings are pending.

6. Interest for the period of delay from the date of punishment for payment of

leave encashment for officers retired under CRS got approved.

7. Payment of leave encashment for officers retired under CRS cases got

approved for intervening period from 2001 to April 2015 benefiting more

than 200 officers.

8. Full Pension got implemented w.e.f. 01.04.2013 in case of CRS punishment

cases as against 1/3 reduction resorted to earlier.

9. By virtue of Section 14 of the Payment of Gratuity Act, 1972, Bank to allow

gratuity under the provisions of the Payment of Gratuity Act, 1972 to those

employees who have been retired from the service of the Bank on attaining

the age of superannuation and against whom judicial proceedings were

pending at the time of their retirement. However, such employees will not be

entitled for gratuity under the Award/ Regulations. Decision in respect of

payment of difference of the amount of gratuity payable under the Payment

of Gratuity Act, 1972 and amount payable under the Award/ Regulations will

be subject to the outcome of the judicial proceedings as mentioned in

Regulation 46 (2) of the Punjab National Bank (Employees’) Pension

Regulations, 1995. PAD Circular No.276 dated 10 th July 2015 stands issued.

10. Ex-gratia compensation in case of death of officer while in service got

implemented even in cases where the officer has been punished under

major penalty at any point in service which was denied earlier. 28 such

cases where the ex-gratia was refused earlier got sanctioned.

11. Payment of overdue interest for delay in settlement of Gratuity: In case of

payment of gratuity under PNB Officer’s Service Regulations is not made

within 3 months from the date of retirement/resignation/death etc, interest

as payable under Section 7 (3A) of the Payment of Gratuity Act, 1972, shall

be paid.

12. Where gratuity is withheld on account of invocation of Regulation 20(3) (iii)

of PNB Officers’ Service Regulations or for any other reason and the

amount becomes refundable subsequently, the interest shall be paid on

gratuity amount for the intervening period. PAD Circular No. 220 dated

18.06.2014 issued.

13. Officers who at the time of their retirement/ VRS shift from the bank/leased

premises to own/rented house in the same urban agglomeration/composite

area/contiguous area or in the same centre, henceforth will be reimbursed

lump sum expenses/incidental charges connected with packaging, local

transportation, insuring the baggage etc. on declaration basis which at

present is Rs. 15,000/-for officers upto Scale III and Rs. 20,000/-for officers in

Scale IV & above.

14. An officer retiring from Bank’s service may be permitted to retain Bank’s

residence/ leased accommodation for a period of 2 months after retirement

on making a written request in advance. In these cases, withholding of the

full amount of Gratuity have been discontinued and in lieu of this, an

undertaking to earmark an amount of Rs.3,00,000/-(Three lakhs only) from

the terminal benefits credited in the SB Account, the officer will be permitted

to continue to avail the facility of Bank’s residence/ leased accommodation

for a period of 2 months only along with the facility of telephone and

furniture. This amount will be under Bank’s lien till getting the vacant

possession of the accommodation/flat, settlement of bills etc.

15. a) Non-refundable PF loan after 10 years of service.

b) Non-refundable PF loan even for marriage of daughter/son.

c) Non-refundable PF loan in case of serious ailment like kidney transplant or

heart surgery of member/spouse/children.

d) Non-refundable PF loan for construction/purchase of House or Flat.

e) Refundable & non-refundable loan for higher education of Son/Daughter

permitted.

f) Repayment installment of PF Loan increased to 36/60 months.

g) VPF up to 100% can be withdrawn with Non-Refundable PF Loan.

16. System of marking of lien on PF abolished and old cases reviewed.

17. PF Trust Rules amended to the effect that 90% of employee’s contribution with

V.P.F. if any can be withdrawn within one year of retirement.

18. Condition for creating second charge on PF for housing loan removed.

20. Interest on P.F. at present is 8.25% simple interest at half yearly rests since

Medical Facilities

1. Corporate Buffer policy for reimbursement of medical claims formed and

during the first year of policy period 100 % reimbursement provided to all

the eligible cases.

2. New Medical Insurance Scheme implemented w.e.f. 1st October 2015.

2. In case of health checkup facility for officers, original bill/receipt in respect

of the medical checkup along with certificate from hospital containing a list

of tests conducted to be submitted for reimbursement and no film/reports

need to be submitted.

3. PNB Hospitalization Contributory Scheme for Officers now covered under

Staff Welfare Fund and Reimbursement of expenses under hospitalization

increased to 75 % of the amount disallowed under OSR subject to a

maximum of Rs.30,000/- w.e.f. 01.10.2012 from Rs.20,000/- earlier under

contributory scheme.

4. The annual limit of reimbursement of Rs. 40,000/- increased to Rs.1,00,000/-

per year for self & spouse under the scheme for PNB Hospitalization

the scheme for PNB Hospitalization Contributory Scheme for Retired

employees approved.

17. PNB Parivar Bhavishya Arogya Scheme for providing medical insurance cover up

to Rs. 50,000/- to all employees after their retirement introduced w.e.f.

01/05/2006. Insurance company has to give no claim bonus @ 5% for each claim

free year.

18. Financial aid to the families of employees who die in service increased to

Rs.1,50,000/- under Staff Welfare fund in place of Rs. 1,00,000/- payable under

PNB Officers Contributory Benefit Fund.

19. PNB Hospitalization contributory Benefit Scheme for retired employees

reintroduced from 25/03/2009 with corpus of Rs. 341 Lac. This is to cover those

retired voluntarily under Service Regulations/Settlements. The scheme has been

kept open on `on going’ basis for all retirees since August 2011.

subsidy of Rs. 2500/- towards premium paid by the bank.

5000/- on retirement or thereafter. Further modified to cover officers retired

23. Tie-up arrangement with selected Hospitals at certain stations for the purpose of

hospitalization at rates prescribed under BPS/OSR.

24. Medical Aid enhanced from Rs. 2500/- p.a. to Rs. 5000/- p.a. effective 2011-12 to

employees retired before 01/01/86.

25. Part-time medical consultant attending working employees will also attend to

retired employees.

26. Walk-in-walk-out Cashless scheme for hospitalization for special operations with

some hospitals in some cities /states.

Welfare Schemes for Officers

1. The amount of reimbursement for newspaper at residence of officers

increased for Scale IV above Rs.400/- p.m. (from Rs.300), Scale II & III

Rs.300/- (From Rs.250/-), Scale I Rs.200 (From Rs.150).

2. Memento to employees on retirement increased to Rs.10,000/- and the

amount per employee for the function increased to Rs.60/-.

3. The amount of Silver Jubilee Award increased to Rs.8000/- (from Rs.4000)

and the amount per employee for the function increased to Rs.60 (from

Rs.40).

4. Canteen Subsidy amount increased from Rs.60/- to Rs.100/- per employee

per month w.e.f. 01.04.2017.

5. 24 hours coverage under Group Insurance for officers under `Self financed

Group Insurance Scheme’ with Capital Sum Insured increased to Rs.7.00

lacs w.e.f. 01.01.2016 (from Rs.3.25 lacs earlier) in case of death or

permanent disablement due to accident.

6. Quantum of Welfare amount increased from Rs. 10 crores to Rs. 15 crores or to

3% of net profit, whichever is less has been further increased up to Rs. 25 crores.

7. Official farewell party at the time of retirement (@ Rs. 40/- per employee).

8. Memento to retiring officers on superannuation - substantial increase in the limit to

Rs. 5000/- from Rs. 2000/-.

1. The limit for reimbursement for brief case has been increased w.e.f.

27.03.2019 for Scale I from Rs.1500/- to Rs.2500/-, MMG II & III from Rs.2000/-

to Rs.3500, Scale IV & V from Rs.2600/- to Rs.7000/- and Scale VI & VII from

Rs.3300/- to Rs.10,000/- .

2. The reimbursement of briefcase entitlement amount for officer can be

claimed by giving a declaration.

3. Limits for purchase of briefcase by officers enhanced effective 01/06/2011. Scale

I & Dy. Manager Rs. 1500/-, Scale II & III Rs. 2000/-, Scale IV & V Rs. 2600/-,

Scale VI & VII Rs. 3300/-.

Telephone / Mobile Phone

1. Officials can choose any mobile service provider exist in the market in

accordance to their comfort in respect of Mobile Connection on PAN India

basis.

2. All officers including those under probation, shall be allowed

reimbursement of telephone charges for fixed line phones/ postpaid mobile

phone or both subject to maximum of Rs.400/- per month (including

taxes)(earlier Rs.250/-) which may comprise charges for any service e.g.

rental, call charges, SMS, internet usage charge, etc., against the existing

facility of only rental charges.

3. Enhanced Telephone reimbursement extended to Officers during probation

also instead of earlier restriction to confirmed officers.

4. Additional facilities to CCOs in Conveyance Allowance, monthly reimbursement of

Mobile bill, Parking charges and Entertainment Expenses.

5. Upward revision of reimbursement of call charges for landline/mobile phone to all

categories of officers.

6. Incumbents Incharge need no approval from higher authorities for reimbursement

of telephone bills.

7. 20% increase in telephone call limits at residence w.e.f. 01.04.2005 and again

revised w.e.f. 01.11.2008.

8. Mobile Phone expenses equivalent to landline allowed within overall call ceiling

limit.

9. Telephone rental reimbursement allowed to all confirmed officers up to Rs. 250/-

per month.

Loan Schemes for officers

Festival Advance:

1. The amount of festival Advance increased for all scales: Scale I Rs.35,000/-

Housing Loan scheme to staff:

1. Limit for repair/renovation/enlargement increased from Rs.10.00 lacs to

Rs.20.00 lacs.

2. Income of spouse and rental income (from the property to be purchased

with the said loan) is also considered while determining eligibility at the time

of sanction of housing loan.

3. Housing loan to female employees allowed to purchase plot/house in the

name of her husband alone which was not permitted earlier.

4. In case s where spouse of the employee is working in a different

organization and has raised/is likely to raise housing loan as per the

scheme in his/her organization, our officer is eligible to raise staff housing

loan as per his/her individual entitlement. (earlier in such cases only one of

them was eligible for housing loan).

5. In case of both Husband and Wife working in our bank besides clubbing

their income the eligible quantum of loan in their individual capacity may be

clubbed to arrive at the loan amount.

6. The benefit of extended repayment period of 10 years is passed on to the

staff members opting for VRS after attaining the age of 55 years and putting

in a minimum of 20 years service.

7. The staff member should not own more than two houses/flats in his/her

individual name including the house/flat for which loan is being sanctioned.

8. The rate of interest on Housing Loan reduced to 6.50 % up to Rs.40 lacs and

7.50 % p.a. simple above Rs. 40 lacs w.e.f. April 2017.

9. The maximum loan amount under Housing Loan to Officers up to Scale IV

increased to Rs.60 lacs (from Rs.40 lacs earlier w.e.f. 22.10.2014) and for

Scale V and above the amount increased to Rs.80 lacs.

10. The Rate of Interest on Housing loan reduced to 6.75 % simple from 8 %

simple for loan up to Rs.40 lacs and 8 % simple for above Rs.40 lacs.

11. Officers can avail housing loan for 2nd House within overall entitlement at

concessional rate of interest.

12. The eligibility period reduced from completed 5 years of continuous service

in the bank to confirmed employees. This will benefit direct recruit officers

who can avail the loan immediately on confirmation instead of waiting

period of minimum 5 years.

13. The repayment period is permitted up to the age of 70 years. This will

benefit officers with lesser number of remaining service as they get

additional period of 10 years for repayment of the housing loan beyond

superannuation.

14. The repayment of Housing loan extended to 300 months up to the age of 70

years is permitted for existing housing loans also.

15. The Restriction of 60 times of gross salary for eligibility has been removed

(vide L & A Circular No. 13 dated 06.02.2015)

16. Loan for repair/renovation/enlargement increased from Rs.5 lcas to Rs.10

lacs.

17. The enhancement in the housing loan limit, from Rs.20 lacs to Rs.40 lacs

may also be availed as Additional Housing loan by the eligible employees as

one time measure in accordance with the existing guidelines of Additional

Housing Loan, irrespective of the fact that the officer has availed the

additional housing loan as one time measure earlier.

18. Substitution of property including second house is permitted one more time

even in those cases it was availed earlier.

19. The eligible amount for purchase of a plot of land increased from 25 % to 50

% of the eligible loan amount.

20. Housing Loan now available for purchase of house on Power of Attorney basis.

21. Substitution of security in case of housing loan.

22. House building loan for reconstruction of house after demolition.

23. Housing loan for repayment of housing loan raised from other institutions.

24. Scheme for adjustment of outstanding House Building Loan to the extent of 50%

of outstanding or Rs 2 lac, whichever is less on death of an officer. The above

scheme extended to employees who seek premature retirement owing to

incapacitation on medical ground.

Conveyance Loan scheme to staff:

1. The benefit of extended repayment period of 5 years passed on to the staff

who has put in service of 20 years or more and opted for VRS after attaining

age of 55 years.

2. The rate of interest reduced to 6.75 % p.a. simple from 7 % p.a. simple.

3. The ratio of repayment of principal : interest reduced to 2.6 : 1 from 3 : 2.

4. The conveyance loan to officers for purchase of car further increased to

Rs.10 lacs from Rs.7 lacs.

5. The rate of interest on conveyance loan reduced to 7 % simple on the entire

amount from existing rate of interest of 8.5 % simple up to Rs.2 lacs and BR

(9.60%) simple on balance Rs.5 lacs.

6. Margin reduced from 20 % to 10 % for both new cars as well as old cars.

to reach basic pay of Rs.19400/- to confirmed employees. This will benefit

direct recruits who can avail the car loan immediately on confirmation

instead of waiting period of minimum 8 years.

8. Conversion of outstanding additional loan/loan taken by officers under

public scheme permitted to the extent of revised limits, from the date of

request.

9. Conversion of existing loan permitted as per the new scheme.

10. The cost of vehicle includes ex-show room price plus onetime insurance

charges/Road Tax/ Registration Charges.

11. Repayment period extended up to the age of 65 years with concessional rate

of interest.

12. The eligibility period for second car loan (after adjusting the existing loan)

reduced to 3 years from earlier period of 4 years.

13. Loan for purchase of Scooter/Motor Cycle/Moped increased to Rs.1,00,000/-

from Rs.60,000/-

14. The rate of interest on conveyance loan reduced to 7 % simple on the entire

amount.

15. Reduction in period of eligibility for seco nd time car loan from seven to four years

as also condition of 3 years service for eligibility of car loan waived.

16. Car loan to newly promoted Scale I officers permitted.

17. Loan can be taken for Old car up to 10 years.

18. Addl. Conveyance loan at PLR over and above the entitlement under scheme.

Clean Overdraft to Staff:

1. Loan amount further increased to Rs.3.00 (earlier Rs.2.00 lacs) with 2 years and above up to 5 years of service, Rs.6.25 lacs (earlier Rs.5.00 lacs) with above 5 years to less than 12 years of service and Rs.10.00 lacs (earlier Rs.8.00 lcs) for 12 years & above service.

2. Minimum eligibility period reduced to 2 years from 3 years

3. Loan amount increased to Rs.2.00 (earlier s.1.50 lacs) with 2 years and above up to 5 years of service, Rs.5.00 lacs (earlier Rs.3.00 lacs) with above 5 years to less than 12 years of service and Rs.8.00 lacs (earlier Rs.4.50 lcs) for 12 years & above service.

4. The officer can avail the limit in any combination of overdraft or demand loan without restriction to the amount to be availed as overdraft

5. Officer shall have the option to avail the higher limit as and when increase in service.

Other loan to staff:

1. Sanction of interest free flood relief loan of Rs.1.50 lacs repayable in 48

months to officers affected in Kerala got approved.

2. The limit for advances against FDR (on the same rate of interest allowed on

the FDR) increased to Rs.10.00 lacs from Rs.3.00 lacs w.e.f. 12.10.2017.

3. Sanction of interest free flood relief loan of Rs.1.50 lacs repayable in 48

months to officers affected in Tamil Nadu got approved

4. Reduction in Rate of Interest for clean overdraft facility. The rate of interest

on the clean overdraft reduced by 2 % and the same is now BR i.e., 9.60 %

p.a. at present .

5. Clean OD facility to officers available after 5 years now extended to officers

with 3 years service with ceiling up to Rs.1.50 lakh.

6. Extension of repayment period for existing education loan to wards of staff

as applicable under the new Model Education Loan Scheme i.e., for loans up

to Rs.7.50 lacs repayment period increased from 7 years to 10 years and for

loans above Rs.7.50 lacs it is increased from 10 years to 15 years.

7. The rate of interest for Education loan to children of officers reduced to

Base Rate (presently 9.60 % p.a.) w.e.f. 1st June 2015 from earlier ROI of BR

+ 2 % p.a for loans up to Rs.4 lacs and BR + 3 % for loans up to Rs.7.50 lacs

& BR + 2.50 % p.a. for loans over Rs.7.50 lacs.

8. The above concession in rate of interest shall continue as per repayment

schedule even after the employee retires provided the loan has been availed

during the service period of the employee. This will be applicable for

employees who retire under Voluntary Retirement Scheme but not to those

employees who resign from the service of the Bank.

9. Loan against FDR, rate of interest at par with deposit rate up to Rs. 3 lac.

10. Festival loan limit enhanced to Rs.25000/-(from Rs.10000/-).

11. Loan against NSC, reduction of margin from 30 % to 10 %.

12. Housing Loan facility for spouse introduced.

13. Housing Loan for 2nd House at commercial rate instead of PLR/Base Rate.

14. Computation of interest on H/L corrected in CBS (finacle).

Promotion Policy

1. Centralised Pension Processing Cell (CPPC) & Link Cell Nagpur included for

or join mainstream (HRMD Cir. 357 dated 21.03.2017) for promotion.

3. Branch experience has been considered for last 10 years with 1 mark for

each completed year with a maximum of 5 marks.

4. Incumbency experience has been considered for last 10 years with 1 mark

for each completed year with a maximum of 5 marks. This will enable many

officers presently working in administrative offices to compete better in the

promotion process.

5. Specific category technical officers like Law, Security, Fire, Engineering,

Architect, can remain on promotion in their respective discipline up to Scale

IV. However, for promotion up to Scale III they will participate in the

common promotion process and for Scale IV either through core technical

channel if want to remain in Technical or common promotion process where

on becoming Scale IV they will be treated as mainstream.

6. Rajbhasha and Printing Technology stream will be considered for promotion

in their respective stream up to Scale III through common promotion

process.

7. Services of differently-abled technical stream candidates (all technical

streams) can be utilized in their respective streams on promotion to MMG

Scale III as per Bank’s discretion.

8. Deaf and Dumb category candidates shall be allowed exemption by the

Bank, on their request, to appear in the Group Discussion in the promotion

process, having parameter of Group Discussion.

9. The breakup of aggregate marks scored by every candidate under various

parameters i.e. APAR, Written Test, Interview and Group Discussion, shall

be uploaded in HRMS which will be accessible to the concerned officer

through ‘Employees’ Self Service’ in HRMS.

10. For promotion from Scale III to Scale IV written test of 20 marks only in

existing channel by removing Group Discussion which was purely a

subjective parameter.

11. For Scale IV to Scale V, Marks for group discussion reduced from 20 to 5

and for Interview marks reduced from 30 to 25 and this reduction of 20

marks is introduced through written test with minimum qualifying marks at

30 % (6 marks).

12. APAR marks, if any awarded for working in a particular year for less than 90

days shall not be considered and in such cases APAR marks of earlier

years/rest of the years shall be considered.

13. Sealed cover procedure removed on account of contemplated Disciplinary

Action cases in the promotion process of 2014 – 15 enabling more officers

come out of sealed cover procedure.

14. 75 / 60 PAF marks for each year as cut-off for eligibility for promotion

removed for the promotion process 2014 – 15. Our bank is the first to

implement the same due to the efforts of our Association.

15. In case sufficient vacancies in Channel I or Channel II remains unfilled, the

same would be filled up by approving equal number of candidates from

other Channel to the extent of available panel i.e., Inter-changeability

between both channels permitted for the promotion process 2014 – 15.

16. The condition to allocate ‘Below Average’ marks in cases of Suspensions

beyond 6 months in earlier policy was making such candidates ineligible for

promotion by counting below average mark, which could be for up to 5

consecutive years, has been changed. Now in case an officer who remains

under suspension over 6 months, his/her PAF would not be recorded for the

particular year instead the marks of the previous year shall be taken for

consideration in the promotion process since 2014 – 15, i.e., he is not

debarred to appear for promotion.

17. Condition to count eligible period starting from joining date after Sabbatical

leave got changed to include period prior to Sabbatical leave in counting

eligibility implemented since promotion process of 2013 – 14.

18. As per the earlier policy, the PAF for the Sabbatical period for the entire year

shall be treated as ‘Below Average’ with ‘Zero’ Marks making a candidate

ineligible for promotion. Now the PAF for the period of sabbatical leave shall

be excluded from the eligible years, thus candidate becomes eligible for

promotion since 2014 - 15.

19. Release of stagnation increment, automatic movement, PQP etc., not

released due to refusal on promotion are to be released in case non

selection in subsequent promotion process w.e.f., date of placement of

successful candidates of the first panel. PAD Circular No. 175 dated

17.09.2013 issued.

20. Communicating of PAF rating to all officers i.e., up to Scale VII got

implemented since 2014.

21. Probation period of direct recruit officers in Scale II (Manager – Credit etc.)

reduced to 1 year from 2 years for new recruits.

22. There was anomaly in fitment from Scale I to II & II to III which was taken up

in Central MRM. Clarification received from IBA communicated through PAD

Circular No. 174 dated 16.09.2013.

23. Placement Policy published before applying for promotion since 2013.

25. We have prevented direct recruitment in mainstream above Scale I. Likewise

we have suggested direct recruitment of Officer (Credit) in Scale I in place of

increases officers at entry level, shall also help the branches headed by

Placement guidelines on promotion:

1. In the placement policy for the year 2018-19 the candidates who joined the

present Circle within one year i.e., on or after 01.04.2017 on request transfer

and submitting option for allocation of parent circle as first preference in

both channels will get preference after special category candidates, Inter-

Circle transfers and Candidates retiring in the same financial year i.e. up to

31.03.2019 both channels.

2. Female Officers get preference over other candidates for retention in same

circle on promotion from Scale I to II & Scale II to III in both channels in the

promotion process of 2016-17.

3. Officers on promotion from Scale II to III in both channels can opt for parent

circle and officers working in Delhi/Mumbai can opt for Delhi/Mumbai other

than their parent circle in the promotion process of 2016-17.

4. The placement of all Technical Officers has been standarised. This has

enabled many of the Technical Officers who were staying away for a longer

period to return to their parent / choice circle.

5. All Circles of Zonal Audit Offices of parent FGMO included in the choice of

Circles on promotion and placement during the year 2014.

6. Formula of placement got changed to vertical order of merit i.e., all choices

of a candidate top on the merit list shall be considered first for placement

depending on vacancy before moving to the next candidate in merit for

placement and so on.

7. The Circle-wise net of Inter-Circle vacancies published to enable candidates

to exercise informed option.

Transfer Policy

1. Female officers who got married before joining the service of the bank can

request for transfer of their place of choice as one time measure.

2. Temporary transfer / deputation of female officers, when they are in their

family way for maximum up to 3 months before the expected date of

delivery. HRMD Circular 312 of 2016 dated 04.05.2016 issued.

3. Male officers who were promoted on or before 31-03-2014 & female officers

who were promoted on or before 31-03-2015 shall be considered for Inter

circle transfer. .

4. Technical officers who have completed two years stay in their present circle

even if their requests were cancelled earlier due to promotion can apply for

Transfer to the Circle of their choice.

5. Technical officers in the stream of Security, Rajbhasha, Law, Fire & various

Engineering Stream should be out of conversion to mainstream on

promotion to Scale III.

6. To offer relief to officers suffering from critical illness we demanded a

transfer policy in Central MRM in December 2012. Policy has been

formulated which covers 7 critical illnesses for self, spouse & dependent

children and unfortunate death of spouse / children to go back to their place

of choice irrespective of period of stay in new center, which is first of its

kind in the industry. So for more than 250 cases considered under this

policy.

7. Got implemented spouse cases w.e.f. October 2013 which was not being

considered earlier benefiting more than 100 officers up to January 2015.

8. Transfer Policy for Spouse working outside PNB got approved since

October 2014 and nearly 100 cases got cleared up to January 2015.

9. Technical officers transfer policy got defined.

10. Provisions of 2 years transfer eligibility with cut off 31st March approved

(earlier cut-off was 31st December).

11. TA / DA shall be admissible to those officers on request transfer to another

circle who have put in more than 3 years service in one circle against the

earlier period of 5 years.

12. All Transfer guidelines/instructions issued by Head Office from time to time

consolidated and circulated to all branches/offices as a policy.

13. Transfers by and large to be effected in April to June, in consonance with the

academic sessions.

14. Separate roster for rural posting.

15. Facility for transfer after one year, in hard areas & 2 years in difficult areas.

16. Roster for transfer from hard areas.

17. Nodal centers for providing of substitutes.

18. Double establishment allowed in mid-term transfers.

19. Norms for identification of non-family stations for the purpose of keeping family

elsewhere irrespective of population.

21. TA/DA to officers after putting 5 years of service on request transfer is also paid

once. The same is improved to 3 years for request transfers any number of times

in 2013.

23. Limits of reimbursement of expenses towards transport of personal household

items on transfer enhanced.

Accountability Policy:

The new accountability policy is Circulated vide IAD Circular No. 24 dated 29th

October 2013 which has 85-90% of our suggestions incorporated. This circular

supersedes both earlier circulars of 46 of 2012 & 69 of 2012. Few Policy highlights

are:

1. Up to Rs.10 lacs no special investigation, Rs.10 lacs to Rs.80 lacs no special

investigation but only one form to be submitted by branch.

2. Above Rs.80 lacs to any amount, if appropriate committee decided no

special investigation is required then its decision is final. Not referred to IAC

or vigilance as was the case earlier that used to overturn their decision in

most cases.

3. Special investigation report is not sacrosanct any longer under the new

policy. A vetting authority will vet it as to whether it is within rules or

beyond rules or imaginations & opinions of the auditor. Earlier the report

was used for calling comments and framing charge sheet without verifying

facts.

4. When a committee of GM finds no actionable lapse on the part of an officer,

it is final and not to go to IAC or vigilance. Only a note will go for accounts

of Rs.10 crore & above. Therefore, no scope to overturn their decision which

was happening earlier.

5. Earlier, comments were called in 2008/ 2009 but charge sheet served in

2013. Now, if within 6 months of calling comment it is not finalized for

dropping or otherwise, no accountability can be established on officer

subsequently even if such items are pointed out in subsequent IR.

6. There is a whole new chapter on Renewal, Renewal cum enhancement of

loans and clarity is given under what circumstances earlier officials,

subsequent officials or renewal officials will not be accountable. Many

accounts though standard but has shortcomings/ irregularities have to be

renewed but subsequent officials were afraid of taking a bold step due to

fear of accountability. Now if they list out such deficiencies and write

solutions/compulsions while renewing, they will not be accountable.

7. Amount wise Competent Authority (other than DA) concept clarified.

8. 4 year / 2 year clauses, fraud by officials / outsider, advocate / valuer

opinion followed etc are clarified and protection where documents &

mortgage vetted is introduced.

becoming NPA or not to be compulsorily mentioned in inspection/ Special

investigation report.

10. Care taken for practical implementation through periodic updation of

knowledge through workshop by senior officers from HO.

Disciplinary Cases/Sealed Cover Policy:

1. The Disciplinary Authority up to Scale III has been made as Zonal Manager

instead of DGM, Zonal Office. Accordingly, the Appellate Authority is

Executive Director and Reviewing Authority is MD & CEO.

2. TA/DA shall be paid to the defence witnesses also (both serving and

retired).

3. Debar under minor penalty clause removed. Irrespective of number of minor

penalty there is no Debar for appearing for the next promotion.

4. In case of Major Penalty the debar period has been reduced to 1 year from

earlier 2 years.

5. At the insistence of AIPNBOA, new accountability policy introduced w.e.f.

29.10.2013

6. Level of DA up to scale III enhanced from AGM/CH to DGM in FGMO in 2013.

7. Periodical review of sealed cover cases. During the year 2014 got reviewed

all the pending sealed cover cases and got released promotion for many

officers.

8. Sealed cover on contemplated cases got removed in the promotion process

of 2014 – 15 enabling more officers come out of sealed cover procedure.

9. For years together fitment after minor punishment tenure & major

punishment tenure for those officers who had reached the maximum at the

time of imposing the punishment, treatment used to be the same in both the

cases. This was taken up and PAD HO issued circular clarifying the same

giving relief to many officers.

10. Necessary clarification issued to the disciplinary authority at various levels in

regard to imposition of minor penalty of withholding of promotion under D & A

regulations.

31.12.2016 (demonetization period) paid Rs.15,000/- as a onetime lump sum

amount in addition to other compensations.

4. Compensation for late sitting on specific days of 10th 11th & 14th November

2016 increased to Rs.1,500/- per day.

5. Special Compensation for working on holidays on 12th & 13th November

2016 on demonetization work at Rs.3,000/- per day for Officers upto Scale IV.

6. Special compensation to retired officers for working during demonetization

work at Rs.2,000/- per day with a maximum of Rs.12000/- (HRMD Cir. 356

dt.15.03.017 issued)

7. Officers working on Holidays in Back Offices for CTS/ECS/RTGS/SWIFT and

the officers required to work on Holidays consequent to RBI/Govt.

directions, shall be paid an amount of Rs.2000/- in lieu of one day Diem

Allowance, without any stipulation of number of hours worked. This facility

is also being extended to officers in Scale IV.

8. Personal Loan to retirees for payment of IBA’s Group Medical Insurance

Premium got approved.

9. Un-availed CL treated as Sick Leave in clerical cadre without any time limit

as per Bipartite is not allowed when promoted to officer cadre got rectified.

HRMD Circular No. 344 dated 08.12.2016 stands issued.

10. Special Allowance to Officers posted in Gangtok as part of North East

approved.

11. Fitment on promotion up to Scale III shall be done at Circle Office level

instead of at HO level.

12. Loyalty bonus by way of waiver of full interest (past & future) on promotion

13. At our initiative Bank has brought out a new policy on Service providers for

Mobile phones and a choice of more than was provided to all the circles and

depending on the service area-wise service providers were finanalised by

the Bank.
