(a) the rates of meat, milk, fruits and vegetables approved by theCapital Development Authority (CDA) for the consumers ofIslamabad Capital Territory during the last three years alongwiththe year-wise details thereof;

(b) whether it is a fact that some shopkeepers are over charging inviolation of CDA’s approved rates;

(c) the mechanism being adopted by the CDA to enforce those rates;and

(d) the number of shopkeepers/persons arrested for violation of saidregulations during the said period?

Minister for Interior (Mr. Ahsan Iqbal): (a) The details of rates forthe last three years are at annex “A”.

(b) MCI weekly Bazaar stall keep a strict check, however on receivingany complaint action is taken in form of fine or suspension of stall or both.

(c) Stallholders are directed to display the rates list at a visible place.The weekly Bazaar stall continuously monitors the enforcement of these rates. Onreceiving any authentic complaint the stallholder is fined or stall is suspended/cancelled or both. Price control Magistrate and Labor department ICT also visitand keep a check.

(d) 3275 stallholders found involved in over charging during the periodof last three years and a fine amounting Rs. 16, 97,100/- was imposed onstallholders involved in such activities.

(a) the location-wise name of Kachi Abadis established in Islamabadso far;

(c) the steps being taken by the Government to provide basicfacilities and improve living standard in those abadies?

Will the Minister for Interior be pleased to state the estimated amountof goods/items being smuggled from Afghanistan and other countriesinto Pakistan?

Minister for Interior (Mr. Ahsan Iqbal): Smuggling from neighboringcountries has long been a source of concern for Pakistan. The long porousPak-Afghan and Pak-lran border, the terrain which is mostly mountainous coupledwith volatile law and order situation in the region have traditionally made the taskof anti-smuggling difficult for LEAs having jurisdiction in the bordering area. Thesmuggling mafia uses unfrequented routes along the border which are located farfrom the notified legal routes where Pakistan Customs have no or very thin presence.Since it is not a regular and documented trade, it is difficult to determine the exactamount of goods / items being smuggled from Afghanistan and other countries intoPakistan. However, as per Federal Board of Revenue, following is an abstract ofsmuggled goods seized during the last three years:———————————————————————————————

(b) the steps being taken to preserve the said National Flag?

Minister for Interior (Mr. Ahsan Iqbal): (a) The Question has beenconsidered at appropriate level in Ministry of Interior and it is submitted that theMinistry of Interior is dealing with rules relating to National Flag. So far aspreservation of flag is concerned, it does not fall under the domain of this Ministry.

44. *Mr. Muhammad Muzammil Qureshi:(Deferred during 47th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the Federal Government hasimposed ban on fishing, boating and water sports in Rawal andSimly Dams;

(b) whether it is also a fact that sewage water from Bani Gala isstill being drained in Rawal Dam;

(c) whether it is further a fact that boating in Rawal Dam at LakeView Park is still being done unhindered;

(d) if the answers to part (a), (b) and (c) above are in affirmative,the reasons alongwith the time by which said ban will be lifted?

Minister for Interior (Mr. Ahsan Iqbal): (a) Fishing, boating and watersports is not allowed in the Simly Dam reservoir as the Simly Dam project hasbeen declared as a “Key Point” from security point of view by the Ministry ofInterior, As far as the Rawal Dam is concerned, it is under the administrativecontrol of Small Dams Organization, Irrigation Department, Government of thePunjab.

(b) Relates to small Dames organization, Irrigation Department,Government of Punjab.

(c) It is stated that no motorized boating is allowed in Rawal Dam atLake View Park. However, few paddle boats operate from the edges of lake.Honorable, Supreme Court of Pakistan has already banned the motorized boatingin Rawal Dam is Suo Moto case No. 10/2012. CDA has cancelled all licensesimmediately after decision of Supreme Court. Fence has also been installed on

boating jetty. However, the take water falls under the jurisdiction of small damsorganization Government of Punjab.

(d) Being a “Key Point” from the security point of view, fishing, boatingand water sports is not allowed in Simly Dam reservoir and there is no proposalunder consideration for allowing such activities at the Simly Dam.

62. *Mr. Junaid Akbar:(Deferred during 47th Session)

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state:

(a) whether there is any proposal under consideration of theGovernment to give Attendance Allowance to the citizens ofPakistan over 65 years who need help to lookafter themselvesbecause of physical or mental disability; if not, the reasonsthereof;

(b) if so, the steps taken in this regard?

37. *Ms. Naeema Kishwar Khan: (Deferred on 8-12-2017)

Will the Minister for Interior be pleased to state:

(a) the names and addresses of members to whom 20 kanal plotshave been allotted in the Agro Farm Scheme, Zone-IV of theJammu and Kashmir Cooperative Housing Society, Islamabad;

(b) the names and addresses of the members of said Society towhom 20 kanal plots have not been allotted so far alongwiththe details and reasons thereof;

(c) the names of allottees whose notices for payment of dues havebeen returned due to wrong addresses alongwith the datesand courier services thereof; and

(d) the details including names of members who do not make fullpayments but got the plots in said Society?

Minister for Interior (Mr. Ahsan Iqbal): (a) The Jammu & KashmirCooperative Housing Society, Islamabad have allotted Agro Farms measuring 20kanals to 38 members out of 132 members who had applied for Agro Farms.

(b) 94 members out of total 132 members who had applied for AgroFarms have not been allotted Agro Farms due to the reason that they did not clearSociety dues and their booking was cancelled. So far 62 members have got refundof their deposited money and 32 members did not get their refund.

(c) Only one (01) case found in the record where notice for paymentdated 10-01­2012 was returned due to wrong address in respect of Ms.Salma Nahidmembership No. 22067.

(d) Nil.

40. *Dr. Shazia Sobia: (Deferred on 8-12-2017)

Will the Minister for Interior be pleased to state:

(a) the total number of cases of human trafficking have beenregistered in the Ministry during the last two years;

(b) the total number of persons arrested by the Ministry during thelast two years who were involved in human trafficking; and

(c) the action taken by the Ministry against traffickers/agents whowere involved in Turbat incident in which 15 persons lost theirlives recently?

(c) (1) A video was uploaded on social media on 15-11­2017 regardingmurder of 15 innocent Pakistani nationals in Turbat, Balochistan.These deceased persons were from different districts of GujranwalaDivision in Punjab and were enroute to cross Pak-Iran Border illegallywith the facilitation of local as well as cross border Human Smugglersand agents for their journey to Europe via land route passing throughIran, Turkey and Greece. Later on, the same video was telecast inthe electronic media. FIA immediately took action and initiated legalproceedings against the Human smugglers/Human Traffickers/agentsinvolved in this incident.

(2) After three days on 18-11-2017, another media report was flashedaccording to which 5 more innocent persons were killed in DistrictKech, Turbot Balochistan by unknown murderers. These five personswere also Gujranwala Division and they were being smuggled toEurope vis Iran, Turkey and Greece. They were in Balochistan tocross Pak-Iran Border illegally with the facilitation of local as well ascross border Human Smugglers. FIA immediately took action andinitiated, legal proceedings against the Human Smugglers involved inthis incident.

(3) FIA Gujranwala and Gujrat immediately contacted the parents/relativeso the deceased persons and it was unearthed during preliminaryproceedings/interrogation that these deceased intending emigrants

were taken to Quetta on 31-10­2017 through bus from Gujrat bylocal agents. It was further disclosed by their parents/relatives thatthese deceased persons were then to be taken to Iran after crossingthe Pak-Iran border illegally with the help of local agents based inQuetta and also the agents in Iran. The agents in Turkey, Greece,Italy and Germany were also in contact with the local agents in Quettaand those in Iran for getting these innocent intending emigrants toItaly and Germany through land route of Iran, Turkey and Greece.

(4) The following actions have been taken by FIA against traffickers/agents who were involved in Turbat incident in which 20 personslost their lives recently:—

19 Persons have been identified as deceased.

FIA Gujranwala/Gujrat contacted the deceased families andgot information about the agents involved. Upon disclosure, 07FIRs have been registered.

Out of them 17 agents have been identified and 07 arrested.

02 identified agents are presently residing abroad while 01 agenthas been identified by FIA/Balochistan, during investigation.

FIA is investigating the cases purely on merit and scientifictechniques.

Other Law Enforcement Agencies and Intelligence Agencieshave been taken on board to finalize the investigation.

CDRs, VeriSys and location of deceased mobiles and the agentsinvolved are being compared and analyzed.

14 Iranian Agents have also been identified.

Letters have been issued to INTERPOL and MoFA tocontacting Iranian Police authorities for the apprehending 14Iranian agents.

All Law Enforcement Agencies and Intelligence Agencies aresharing valuable information as and when received.

FIA Gujranwala is continuously striving against the land routemafia and other illegal human traffickers.

During investigation following valuable information has beenreceived:—

o Malik Kashif S/o Malik Sajjad Hussain case Malik r/oKhri Rasooppur Tehsil and District Gujrat now residingat Germany Cell No.004915217231804 also availableon Whatsapp and IMO.

o Humayon Shakeel S/o Shakeel r/o Kunjah Tehsil andDistrict Gujrat residing at Turkey Cell No.00306946143549 also available on Whatsaap and Imo.

o Abid alias Wahab r/o Quetta who is using mobileNo.0333-3225142, which is registered in the name ofMuhammad S/o shah Murad Union Council Nok Kar Tehsiland District Pangoor CNIC No.52301-5437270-9.

o One agent namely Muhammad Sadiq wanted by FIAAHTC/Gujranwala have been arrested and handed overto FIA AHTC/Gujranwala.

41. *Ms. Aliya Kamran: (Deferred on 8-12-2017)

Will the Minister for Interior be pleased to state:

(a) the total number of persons who visit the office of the IslamabadTraffic Police daily for obtaining driving licences;

(b) whether it is a fact that there is no shelter for their sitting;

(c) whether it is also a fact that there is no bathroom for said persons;

(d) whether it is further a fact that there is a poor sanitation systemin said office;

(e) if the answers to part (b), (c) and (d) above are in the affirmative,the reasons thereof;

Minister for Interior (Mr. Ahsan Iqbal): (a) Approximately 700 to800 applicants / driving license seekers are visiting Islamabad Traffic Police Officedaily for different processes of driving license.

(b) No. The fact is that Islamabad Traffic Police has constructed aninternational level “One Window Hall” for the applicants of driving license whichwas inaugurated by the then Federal Minister for Interior. Adequate seating capacityis available for applicants.

(c) No. The fact is that, there are six bathrooms for both males andfemales.

(d) No. The fact is that proper sanitation system is installed and workingproperly.

(e) Not applicable.

(f) Not applicable.

(g) Not applicable.

42. *Mr. Muhammad Jamal Ud Din: (Deferred on 8-12-2017)

Will the Minister for Planning, Development and Reform be pleasedto state whether it is a fact that the establishment of Cricket Academywas proposed by the Ministry of Inter-Provincial Coordination in itsPublic Sector Development Programme during the year 2017 butthe same was dropped by the Ministry; if so, the reasons thereof?

However there is a complete Institutional set up for overall developmentprojects and programs in the FATA and particularly for Sports Development in theform of Directorate of Sports in the FATA Secretariat, which has constructed afull-fledged Sports Complex in South Waziristan Agency in Wana at a cost of Rs70.50 million in 2014. The Sports Complex has the facilities of Cricket, Football,Hockey Grounds and courts for Volley Ball, Badminton and Basketballrespectively.

Recently a Cricket Academy has been established by a local Cricket Clubin collaboration with the Sports Administration of Waziristan Agency under thesupervision of Law Enforcement Agencies. Around 60 players have been registeredso far who would be trained by four coaches.

In view of the position cited above the project was not takenup.

The Government would endeavor to provide any needed healthy facilityin the area

43. *Ms. Aisha Syed: (Deferred on 8-12-2017)

Will the Minister for Interior be pleased to state:

(a) the cases of Sectarianism reported in the Ministry since 01-01-2017; and

(b) the details of actions taken by the Ministry in this regard?

Minister for Interior (Mr. Ahsan Iqbal): (a) Total 27 cases werereported in the Ministry of Interior. Punjab (01 Annex-I), Sindh (07 Annex-II),KPK (07 Annex-III), Balochistan (07 Annex-IV) and Gilgit Baltistan(05 Annex-V), while no case of sectarianism has reported from ICT (Annex-VI)and FATA (Annex-VII).

(b) Ministry of Interior in collaboration with Provincial governments hastaken the following measures / actions:

(i) Capacity Building of LEAs.

(ii) Permanent check posts have been established at all entry /Exit points.

Will the Minister for Finance, Revenue and Economic Affairs bepleased to state the performance made by the departments workingunder the Zarai Taraqiati Bank Limited during the last five years tilldate?

Minister for Finance, Revenue and Economic Affairs: Kissan SupportServices Pvt. Limited (KSSL) is the only 100% owned subsidiary of ZTBLincorporated in the year 2006 has accumulated profit of Rs. 454.085 millionagainst the ZTBL’s investment of Rs 100 million. The financial performance ofKSSL in respect of its Balance Sheet and Profit & Loss Statement during the lastfive years are as under:—

(b) It is not a fact that the Society has changed map and location ofplots.

(c) Yes, the Society has no NTN.

(d) Yes, the Society has not filed any income tax return.

(e) Vehemently denied. The member Mrs. Bilquees Saleem neverconstructed house on her plot, therefore, question of demolishing of her housedoes not arise.

(b) The project has provided assistance/support in finalizing/ concludingassorted nature cases. 1128 cases of assorted nature of theft, snatching, kidnapping,accidents, murder etc have been solved /identified since its inauguration i.e.06-06-2016.

(c) The breakup of the expenditure incurred upon the said project is asunder:—

1st instalment withdrawn = 55% (USD 68,595,460)

2nd instalment withdrawn = 30% (USD 33,471,705)

3rd instalment withdrawn = 10% (USD 12,471,902)

4th instalment withdrawn = 5% (USD 62,35,951)

Total = (USD 124,719,018)

(d) 81 officers/ officials of ICT Police are performing their duties underthe said project.

Minister for Interior (Mr. Ahsan Iqbal): (a) Islamabad Safe City Projectwas inaugurated on 06-06-2016, since then various operations are being run throughICT Police and Rescue-15 service in Command & Control Center. 1128 cases ofassorted nature have since been traced out. Safe City Project is strategic assetand infrastructure being used effectively for monitoring & surveillance of Capital.Police Stations are being informed accordingly, regarding any suspicious person,vehicles motorbikes etc via wireless and other sources.

(b) The following steps have been taken by ICT Police to make SafeCity Project more effective:—

Activities of visitors as well as anti-social elements are being monitoredround the clock.

Proactive strategy for providing better policing to general public ofICT for their security / safely has been adopted.

To control terrorism / crime and to provide better services to thepublic IT experts have been deployed at important points / wings.

Personnel deployed at various sites of the project are being briefedproperly to check the activities of the visitors entering within ICT.

Minister for Interior (Mr. Ahsan Iqbal): (a) Raw water is beingsupplied from Rawal Dam to WASA Rawalpindi by the Small Dam Organization,Government of Punjab for the residents of Rawalpindi District. As such the requisiteinformation relates to the above mentioned Departments.

(c) Fish mortality was observed in the lake in the month of July, 2017.The relevant agencies i.e. WASA, Small Dam organization, Government of PunjabRawal Dam, District Health Officer, ICT National Agriculture Research Counciland Environmental protection Agencies of Rawalpindi and Islamabad were takenon board to investigate the cause of Fish mortality and to ascertain the waterquality. An FIR No.132 dated 14-07-2017 was lodged at PS (Sectt) and ICTPolice sent Fish / Water samples to Punjab Forensic Science Agency, Lahore(Annex-I). As per report of Punjab Forensic Science Agency (PFSA) “Permatherin”was detected in fish/water samples. The report was then shared with Secretary,Housing and Physical Planning, Govt. of Punjab Deputy Commissioner, Rawalpindifor further necessary action as Govt. of Punjab is the custodian of Rawal Dam(Annex-II & III). All the dead fish has been removed from the dam by the Fisheriesdepartment, ICT.

(d) It relates to Small Dam Organization Government of Punjab andCapital Development Authority Islamabad.

(e) The action relates to Civil Administration of Rawalpindi andEnvironmental Agencies of both the District.

i. Islamabad is deficit area as for as production of Cows, Buffalo andGoats and concerned.

ii. Red meat is brought from the adjoining districts which increases itscost.

iii. Higher rent of shops is also contributing toward higher prices.

(b) The ICT Administration is keeping a watch over the prices of meat.The shops are checked by Assistant Commissioner’s / Magistrate’s to ensure theofficial fixed prices. Those involved in over charging are fined and in some casessent to Judicial lock up

(c) The official per kg price of red meat in Islamabad at present is

i. Mutton Rs. 780/- Per Kg.ii. Beef Rs. 320/- Per Kg.

(a) whether it is a fact that the road from D-Chowk to Blue Area,Islamabad is not being opened; if so, the reasons thereof; and

(b) the time by which it will be opened?

Minister for Interior (Mr. Ahsan Iqbal): (a) It is submitted that in thepast due to law & order situation and security scenario, specially keeping in viewthe suicide bomb incidents at security forces/vital installations and importantpersonalities, a survey was conducted and some points were identified for closureto prevent any terrorist attack. During this period, a bomb blast took place at themain entrance of Marriott Hotel, Islamabad in which a truck driver driving theloaded truck with explosive material blew up himself at the main gate of MarriotHotel, Islamabad. Resultantly, many people lost their precious lives and a numberof vehicles parked in and outside of Marriott Hotel were completely destroyed.The adjacent buildings were also damaged. After the incident, surrounding areaincluding the Constitutional Avenue where the numbers of Key Installations aresituated across the road was declared as High Security Zone. As a preventivemeasure the road between the D­chowk to Express chowk was also closed fromsecurity point of view. However, alternative roads were opened for convenienceof general public.

Furthermore, it has become practice of different political parties,organizations to hold rallies, demonstrations, public meetings on Jinnah Avenue/High Security Zone (D-Chowk) due to which entire business activities of biggercommercial hub of Islamabad (Blue Area) have become crippled. Apart from this,various other difficulties are being faced by the people during public meetings,demonstrations, rallies & Dharnas. Hence, Protest/ Dharnas within Federal Capitalespecially in High Security Zone are security risk. Due to these protests / Dharnasthe traders of Islamabad Capital Territory, who are in large numbers are contributingvery positive role in the fragile economy of the country and paying taxes in billionsin the form of income tax, sales Tax etc. are also facing difficulties frequently. Dueto these reasons the security of High Security Zone was also at stake hence, roadfrom D-chowk to Express Chowk was closed for general public and for the security/safety of key installations, important buildings and Diplomatic Enclave.

(b) Last but not the least, it is mentioned that the D-Chowk will beopened and barricades will be removed as soon as the law & order situationbecomes completely normalized within the Country.

(e) the steps being taken to exempt the mobile phone consumersfrom advance tax?

Minister for Finance, Revenue and Economic Affairs: (a) Thewithholding tax is charged / levied on mobile phone subscribers/consumers undersection 236 of the Income Tax Ordinance. 2001, and the same is being regularlywithheld from them by cellular/mobile companies as withholding tax agents andalso deposited by them on weekly basis in the National Exchequer.

(b) Withholding Income Tax collected, as mentioned above, is a directtax which a mobile phone subscriber can adjust against his / her actual tax liabilitydetermined at the time of filing of his / her return of total income for the relevant tax year.

(c) Most of the mobile phone users are not filing their tax returns; however,it cannot be determined whether they fall in the taxable category or not until someonefiles the tax return. The Parliament in its wisdom has legislated to collect the advancewithholding tax from the mobile phone users allowing them to claim the tax collectedas adjustment while filing their returns. If a taxpayer is not in the taxable category,the same can be claimed as refund on filing of return.

(d) The taxpayers filing their returns claim the adjustments of deductedtaxes under various sections including section 236 of the Income Tax Ordinance,2001, which is a deduction on phone usage including mobile phone, landline andinternet. As per data available, the un-adjustable amount collected from mobilephone consumers is as follows:——————————————————————————————

Bank has undertaken various initiatives which includes :- Establishment ofLiability Marketing Division, Islamic Banking Division, upgrading of InformationTechnology(IT)/Management Information System(MIS) infrastructure,implementation of Enterprise Resource Planning (ERP), strengthen the InternalAudit Division, strengthen the human resource and expansion in outreach alongwith introduction of new asset and liability side products including agriculture valueadded sector.

Job descriptions:

Provision of the material of job description for 793 officers separately isnot possible being a bulky document. However, details of general job descriptionperformed by the officers in various Divisions is at Annex-A.

(b) It is stated that the criteria adopted for appointment of said officershas/have been defined in ZTBL HR Manual, 2017 and the selection policy ofBank duly approved by the Board of Directors of ZTBL amended from time totime (Annex-B).

Minister In-charge of the Prime Minister’s Office: (a) New BalakotCity project was launched in consultation and approval of Government of KhyberPakhtunkhwa (KP) and Federal Government in 2007. Federal Govt. releasedPKR 1.5 billion for acquisition of land to the Govt. of Khyber Pakhtunkhwain 2007. Land was acquired by the Revenue Department of District Mansehraand payment to the land owners was made by the acquisition authority of DistrictMansehra. Total land acquired was 11,436 Kanal and 19 marlas. Project wasstarted on the land made available for Sector “C&D” i.e. only 2200 kanals. Boththe sectors have been substantially developed. Works on the other sectors couldnot be started due to non-availability of encumbrance free land.

(b) Presently contract is suspended and ERRA is constrained due tonon-availability of land. It is not possible to give a specific timeline until free ofencumbrance land is made available by the Govt. of Khyber Pakhtunkhwa.

This was approvedby Central Development Working Party (CDWP) on 9th March 2017 at a cost of Rs1317.752 million (without FEC). The period of completion is three 3 years.

The project envisages implementing the PM Directive regardingestablishment of 46 new hospitals to provide modern facilities throughout the country.The project will be completed in 3 phases. In Phase-I, 14 hospitals will becompleted in 3 years.
