Develop administrative regulations and guidelines for implementing Board Policy.

Provide a continuous appraisal of all policies originating with the Board. Twenty five percent of all Board policies are required to be reviewed with the Board annually.

Enlist the assistance of staff members whose titles and duties are established and described in Board Policy for help with duties when needed.

Submit to the Board for its regular September and January meetings a report of enrollment in each grade in each school in the District. Estimated enrollments for the ensuing year are required at the regular February meeting.

As needed, issue final lay-off notices to staff before the May 15 deadline.

Plan and submit a tentative budget for the July Board meeting and a detailed budget after the equalization aid is set on October 15. Budget updates will be given as needed.

Work with administration to develop a financial projection for the Board by the April board meeting. Administer the budget after being approved by the Board.

Serve as the purchasing agent for the Board.

Supervise the purchasing of school supplies and equipment. Any purchases over $1,000 not included in the approved budget, require approval from the Board.

Responsible for the financial management of the District including the general system of accounting. Oversee all district insurance committees, district insurance contracts and promote initiatives to reduce costs to the district for insurance related costs.

Make recommendations for appointments, demotions, or dismissal in accordance with Board policy. This includes freezing of increment and/or non-renewal prior to January 15th and March 15th respectively.

Work with the Board in the formulation and revisions of salary schedules within the resources of the community.

Supervise the work of those responsible for the administrative, supervisory, and teaching activities of individual schools and educational departments and appraise the effectiveness of teaching of the instructional staff, with a view to continually improve its effectiveness.

Responsible to serve as the Districts Curriculum Coordinator and coordinate the necessary curriculum work with the help of the Districts Principal and staff.

Select and recommend for adoption all textbooks, and supplementary instructional material. In such selection he/she shall have the cooperation of the principal, special committees of teachers, and other supporters.

Recommend to the Board policies relating to the scope and content of the curriculum and recommend to the Board new courses of study or improvements in the organization of curriculum as needs arise. Report to the Board by January 15th upcoming curriculum needs and recommendations.

Keep all employees informed of all changes in Board policy, which might affect them.

Serve as the educational advisor to the Board and keep the Board informed of educational progress of the District.

Develop with staff, a school program consistent with the purpose and objective established by the Board. Develop a public relations program to keep the public informed of the educational program and activities of the school. He/she shall approve all releases to the press, radio, or television when releases are prepared by staff members. Responsible for emergency related press releases.

Interpret the philosophy, aims, and objectives of the program of the school to the community.

Study the needs of the District and make recommendations to the Board for approval or implementation. Committees formed by the Superintendent for researching facilities, remodels and drafting improvement plans, need to be pre-approved by the Board.

Provide oversight of all official records of the school district, pupil records, and of property and inventory records. Assist the clerk and treasurer in keeping their records.

Set all rules for curricular and extra-curricular participation with cooperation of staff and subject to Board approval.

Formally meet with each administrative staff member at least once a year and record the staff members performance in writing. Report to the Board a summary of staff member's performance.

Serve as the Districts Summer School Coordinator. The Superintendent may enlist the assistance of others with staffing, registration, and coordinating activities.

Responsible for the employment and to assign substitute teachers, secretaries, cooks, teachers aides, and custodians as needs arise.

All other duties assigned by the Board.

EDUCATION and EXPERIENCE

Masters Degree from an approved institution, with a major in educational administration. 3-5 years experience preferred. Be fully certified by the Department of Public Instruction.

ADDITIONAL DESIRABLE QUALIFICATIONS

Minimum of 3 years administrative qualification by training or experience on both the secondary and elementary level.

Approve applications of outside agencies for the use of school property. Insure that such use is properly supervised and collect rentals in accordance with Board Policy.

Maintain files for cases of discipline including written referrals from teachers. Maintain accurate records of all students accidents and reports.

Work with the Athletic Director to ensure supervision and control of all student extra-curricular activities in the Elementary/Middle/High School.

Responsible for the timely creation of the Elementary/ Middle/High School master schedule

Work cooperatively with the guidance counselor for scheduling of each individual student grades 4K through 12.

Responsible for scheduling professional staff grade 4K through 12.

Schedule and carry out monthly fire drills, tornado drills and other safety drills in the Middle/High School building as required by the state or insurance carrier.

Act as a liaison between the staff and the Superintendent. Maintain the accurate records of the student activity account. Responsible for the management and scheduling of concessions.

a. Record Keeping

1. All meetings, counseling sessions, or other formal student contact shall be documented.

2. It shall be the counselors responsibility to keep all student portfolios current. Portfolios are to be reviewed and updated each spring.

b. Scholarships

1. The counselor shall keep a current list of all local and regional scholarships available to students.

2. National scholarship material will be made available upon request of students or parents.

3. The counselor will provide scholarship information to high school students in a timely manner.

c. Community Awards and Activities. The counselor will cooperate with local organizations (ie: American Legion, American Legion Auxiliary, Lions Club, etc.) in selecting candidates for their various activities, awards, and programs.

d. AODA Coordinator

1. The counselor shall be the District AODA Coordinator.

2. In this role, the counselor will be responsible for the timely applications, planning, delivery, and evaluation of the program. This includes filing all applicable reports with supporting agencies, including the Department of Public Instruction.

e. Testing Program.

1. The counselor shall be the District Testing Coordinator.

2. Standardized aptitude and achievement tests, interest inventories, ASVAB, and college entrance exams will be noticed, administered, and interpreted to students and/or parents in a timely manner.

f. Student Scheduling. The counselor will assist the MS/HS Principal with building the master schedule and will be responsible for scheduling individual students.

g. Career Fairs. The counselor shall organize an annual career activity or event.

h. Special Standing Committees. The counselor shall be a member of the following committees.

1. Student Assistance Committee (SAP).

2. District At-Risk Committee.

3. M-Teams as assigned by the psychologist or special ed director.

i. Honor Roll. The counselor shall direct preparation of a quarterly honor roll for both middle school and high school and distribute it to the appropriate individuals and agencies, including the official school newspaper (s).

j. Quest Program. The counselor shall coordinate the Quest Program.

k. Honor Society Advisor.

1. The counselor shall serve as advisor to the National Honor Society.

2. The counselor shall prepare both selection and induction materials, as well as calling meetings and directing such meetings of the Faculty Honor Society Council.

3. The counselor shall assist the MS/HS Principal in organizing and directing the annual induction and banquet.

B. Salary and Benefits. Salary and benefits for teaching staff shall be determined through the collective bargaining process and documented in the Master Agreement.

C. Line of Authority.

1. The counselors immediate supervisor shall be the MS/HS Principal.

2. When working in the elementary building, the counselor shall be under the supervision of the Elementary Principal.

3. When working in the middle school or high school building, the counselor shall be under the supervision of the MS/HS Principal.

D. Work Schedule. Times and locations of the counselors office hours will be determined by the principals, in consultation with the counselor and Superintendent. Unless a crisis dictates differently, the counselor is expected to adhere to the set schedule.

K-12 Library/Media Director

A. Duties and Responsibilities. The L/M Director shall:

1. Maintain current licensure as a library/media director as prescribed by the Department of Public Instruction.

2. Manage the library/media program.

3. Provide leadership in all aspects of the school media program.

4. Participate as a member of the various district curriculum committees.

5. Prepare, coordinate, and deliver a K-12 library/media program based on the established district goals and objectives for such program.

6. Teach or oversee the teaching of library skills to students K-12.

514 -Job Description Athletic Director

A. Qualifications. The Athletic Director must be familiar with the organization and operation of a middle school/high school interscholastic athletic program. He/she must be organized, able to operate without direct supervision, possess public relation and personal skills, and preferably be a certified teacher currently employed by the District in a professional capacity.

B. Work Schedule. The Athletic Directors work schedule shall be determined on an annual basis by the Superintendent, MS/HS Principal, and the AD.

C. Compensation. The Athletic Director shall be provided at least one class hour release time per day as compensation for his/her AD duties. In addition, an hourly rate shall be paid for work extending beyond the regular work day. If no release time is provided, a mutually agreed upon salary shall be paid for the position.

D. Duties. The Athletic Director is responsible for the direction, supervision, and administration of the interscholastic athletic program at the middle school and high school level. The Athletic Director shall:

1. Schedule all middle and high school non-conference games and place all games on the school calendar. All completed schedules must be approved by the Superintendent.

2. Contract all game officials.

3. Prepare an annual athletic department budget.

4. Oversee preparations of facilities for all home contests. This may include, but is not limited to, pulling bleachers, cleaning floors, and installing clocks and scoreboards.

5. Assist in supervising home athletic contests. If unavailable be responsible for finding a reputable replacement.

6. Arrange for all ticket takers and scorekeepers for home games as needed.

7. Schedule scrimmages after consulting with affected coaches.

8. Supervise the processing of all athletic physicals and make sure no student participates without a physical form on file.

9. Work with head coaches to submit athletic rosters for various teams to opposing schools.

10. Submit eligibility forms for all teams to the WIAA.

11. Supervise storage and inventory of all equipment and supervise the care, repair, and maintenance of all athletic equipment. Direct inventory of each sport is the responsibility of the head coach.

12. Distribute, collect, and file all athletic code forms and make sure no student participates unless a signed form is on file.

13. Schedule and attend seasonal athletic awards banquets and the annual code meeting.

14. Order all letters, pins, awards, and letter jackets as necessary.

b. Included in lawn care equipment is the upkeep of all mowers, trimmers, snow blowers, tractors, and hand tools.

2. Prepare all buses for inspection by the state patrol, and work with the Patrol in keeping the fleet up to state standards.

3. Fuel all units as necessary.

4. Drive a regular am and pm bus route, and drive the noon special education route to/from Durand.

5. Be responsible for the care of all lawns, shrubs, trees, and other landscape items, including the mowing, pruning, and fertilization of same.

6. Unlock the middle school/high school building and turn on hall lights each day.

7. Maintain the bus shop and tools in the shop in a clean, organized fashion.

G. Line of Authority. The Bus Mechanic/Groundskeeper is responsible directly to the Superintendent. He/she must work closely with the Supervisor of Custodial and Maintenance Services. If a question of authority arises between the Bus Mechanic/Groundskeeper and Supervisor of Maintenance and Custodial Services, the authority of the Supervisor of Maintenance and Custodial Services shall prevail.

526 - Position Outline Bus Driver

A. Qualifications. Bus drivers, both regular and substitute, must be properly licensed by the State of Wisconsin, must pass required physical and drug tests, must be physically fit, of good moral character, and have no record of convicted felonies.

B. Responsibilities. The primary responsibility of a bus driver is to transport students safely to and from school or to and from school sponsored activities. In carrying out this responsibility he/she is considered to have the same authority on the bus as a teacher does in the classroom. Discipline on the bus is the responsibility of the driver. In case of hazardous driving conditions, the driver shall decide if he/she shall terminate the trip, if he/she is unable to consult with the Transportation Director.

1. The Driver shall:

a. Fasten seat belt at all times when transporting pupils.

b. Travel at a speed insuring the safety of students. At no time shall the driver travel faster than the posted speed limit.

c. Travel no closer than 50 feet to the bus directly in front when leaving the school grounds, not closer than 500 feet when traveling on the highway.

d. Bring the bus to a complete stop before loading or unloading students.

e. Make only designated stops along the route and on the right hand side of the road in places having unobstructed view in either direction.

f. Report all accidents, major and minor, to the Transportation Director immediately.

g. Discharge passengers only at the residence of the passenger unless written parental permission is on file for a different drop-off point, or unless the parent meets the bus and requests the student accompany the parent.

h. Make daily routine checks of his/her bus and report any deficiencies to the bus maintenance person. Bus repair and maintenance will be handled by the bus maintenance person. However, each driver should keep his/her bus clean inside and regularly check the following:

1) Cleanliness of windows and mirrors.

2) Inflation of tires.

3) Operation of signal lights

4) Oil pressure and alternator.

5) Operation of heaters.

6) Fuel level.

i. Bring bus to full stop at all railroad crossings or when entering arterial highways.

j. Stop the bus if necessary to discipline student (s).

k. Observe the time schedule for different points of route and be on time.

l. Give proper signals before slowing down, stopping, or turning. Do not allow children to cross until the road is clear.

m. Keep person neat and clean.

n. Be responsible for discipline from the time he/she reports for duty until bus is back in bus lot.

o. In case of an accident or breakdown, remain with the bus and send two responsible students to the nearest telephone to call the school for help.

p. Not leave the bus with motor running, drive backward on the school grounds, fill the gasoline tank while children are in the bus, allow students to get off the bus enroute to school.

q. Allow students who are not regularly assigned to the bus to ride only with permission of a principal.

r. Follow all laws of the State of Wisconsin as they pertain to operating a school bus.

s. Never use corporal punishment or profane language.

t. Assign seats and require fulfillment of the assignment as the driver deems necessary.

u. Keep an up-to-date list of assigned riders.

v. Not smoke tobacco products while on duty.

C. Use of controlled substances and alcohol. The use of illegal controlled substances and/or alcohol when on duty, or within 8 hours of coming on duty is prohibited. Use of controlled substances and/or alcohol within this time frame - as determined by a properly conducted drug or alcohol test - is grounds for immediate and permanent dismissal. Refusal to submit to required drug and alcohol tests shall be grounds for immediate and permanent dismissal.

D. Substitute Drivers. The Transportation Director will provide a list of substitute drivers. It is the responsibility of the regular driver to procure his/her own substitute driver from this list. It is also the responsibility of the driver to complete proper paperwork when a substitute driver is used.

E. Salary and Benefits. Salary shall be determined on an annual basis by the Board. Benefits shall be as outlined in the Benefits section of Board Policy.

F. Work Schedule. Drivers shall work those days school is in session.

G. Physical, Drug Tests. The Board will pay a maximum of $175 per driver for a physical and required drug and alcohol tests. This payment will be made directly to the physician upon presentation of a bill to the Superintendent.

H. Line of Authority. Bus drivers are directly responsible to the Transportation Director, who, unless otherwise noted, is the Superintendent.

Night Custodian Middle/High School

A. Qualifications.

1. Shall be a high school graduate (or) graduate equivalent and possess the ability to read, write, and follow directions.

4. Shall like children and be able to work with and among them.

5. Must hold a valid drivers license and show proof of insurance.

B. Work Schedule.

1. The night custodian shall work a 40 hour week and be employed 12 months of the year.

2. The work day will be set by the administration and may be adjusted to meet

the custodial needs of the district. Normal working hours will be 3:00 p.m. to 11:30 p.m. with a 30 minute unpaid lunch break, as well as a fifteen minute break each half of the day.

3. If custodial help is needed for an athletic contest or any other event on the weekend, the working hours will be adjusted to accommodate a 40 hour week.

4. Any overtime must have prior approval by the building administrator.

5During the summer months, working hours will be 7:00 a.m. and 3:30 p.m.

C. Salary and Benefits.

D. Duties

Prior to 3:15 each day:

2. Check on laundry needs for the evening and ensure towels will be available for P.E. the next morning.

4. Clean shop and classrooms in the vocational area. Cleaning to include sweeping floors, dusting and mopping if necessary, emptying wastebaskets, and other general cleaning when necessary.

After teachers leave the building:

1. Dust mop and/or vacuum all high school classrooms, media center, teachers lounge, principals office, district office, guidance office, and conference room.

2. Clean student desks and tables and wash wall boards as needed.

3. Clean restrooms in teachers lounge and executive restroom nightly. Cleaning to include sweeping and mopping floors, emptying waste baskets and inserting clean liners, cleaning and disinfecting toilets and sinks.

4. Dust mop the top of lockers and look for cob webs and clean when needed.

After athletic practices and students have left the building:

1. Sweep and wet mop the locker room floors and disinfect nightly, empty waste receptacles, and clean and disinfect toilets in bathrooms.

Before ending the night shift:

1. Secure middle school and high school building by checking all doors and windows to ensure they are locked.

535 Position Description Food Service Manager

A. Qualifications: The Food Service Manager must have a high school education or the equivalency thereof, must possess a strong understanding of food nutrition, must be computer literate, must possess managerial abilities and must demonstrate strong organizational skills.

B. Work Schedule: The food service managers work schedule shall be determined on an annual basis by the District Administrator, building Principals and the Food Service Manager.

C. Compensation: The Food Service Manager will be compensated for his/her work effort as described in the individual contract for that position as determined by the Board of Education. Payment for services rendered will take place on dates as prescribe by the Board of Education policy.

D. Duties: The Food Service Managers duties will consist of but are not limited to the following:

1. Report Directly to the District Administrator The Food Service Manager will work closely with the District Administrator to assure district concerns and expectations are being met.

2. Demonstrate the ability to meet all the requirements (i.e. physical, mental, etc.) of said position and all other job responsibilities of kitchen staff under the supervision of the Food Service Manager.

3. Management of staff Given the staff appointed by the Board of Education, the Food Service Manager will organize staffing to produce high quality meals and maintain order, cleanliness and efficiency in the kitchen and food service. Any behaviors contrary to the direct instruction of the Food Service Manager will be brought to the attention of the District Administrator.

4. Evaluation of Staff The Food Service Manager will twice yearly complete an evaluation of all food service personnel. Said evaluations are to be shared with the individual employee, signed, dated and filed in the employees employment file. The Food Service Manager will also be responsible for aiding in future staffing issues including, but not limited to hiring, firing, verbal and written warnings, layoffs, etc.

5. Inventory and Supplies The Food Service Manager will keep an up-to-date inventory of all food supplies and maintain necessary foods and supplies to enable the kitchen to produce appropriate meals.

6. Organization and Order The Food Service Manager will inspect the entire kitchen on a regular basis to assure order and cleanliness.

7. Meal Costs The Food Service Manager will regularly do meal cost analysis to determine the cost of producing and serving all meals.

8. Menu Composition The food service manager will compose the monthly menu and submit a copy to the District Administrator the Wednesday prior to each School Board meeting.

9. Budget and Expenses The Food Service Manager will regularly analyze expenditures and student eating trends in an effort to achieve a balanced budget. It is the responsibility of the Food Service Manager to meet the nutritional needs of the students while maintaining a balanced budget.

10. Information and Communication In addition to reporting directly to the District Administrator, the Food Service Manager will report quarterly to the Board of Education. Such reports should include information about menus, costs, staffing, and any issues of importance to the production of high quality student meals.

11. Computer Literacy The Food Service Manager must be able to utilize efficiently technology skills in the area of student management, supply inventory, supply ordering, meal costs, and other operations as needed or assigned.

12. Departmental Communication The Food Service Manager shall be responsible for communicating needs and information to all members of the food service team.

13. Securing of the Kitchen Area The Food Service Manager will provide a secure area wherein students and staff do not have access when the kitchen staff is not present.

538 - Probationary Period Non-Certified Staff

Non-certified staff shall be subject to a probationary period. The probationary period shall begin with the employees first day on the job, and shall conclude 60 calendar days later.

The Superintendent and the employees immediate supervisor shall provide the employee written evaluation at 30 and 60 days.

If, at the end of the probationary period, the Superintendent determines the employee is doing substantial work, the Superintendent may extend the probationary period for 30 additional days, or may recommend dismissal. If the probationary period is extended, the Superintendent must make a final recommendation on retention or dismissal to the Board at the end of the extended period.

540 - School Census

The Superintendent of Schools shall arrange for a school census to be taken annually to determine the number of persons twenty years of age or less residing in the District as of the 30th day of June.

542 - Security and Care of School Property

It is the duty of each school employee to safeguard and protect the properties of the school district. Care shall be taken to see that windows and doors are properly secured before leaving the building at the close of the day. Children shall be instructed in the proper use of textbooks and supplies, and in respect and regard for public property.

544 - Textbook and Textbook Fine Records

The accession numbers and general condition of all textbooks shall be recorded by teachers as they are issued to students.

Teachers will record, in duplicate, condition of textbooks prior to the end of the school term. Book damage reports will include an estimated assessment of the cost of damage.

Students will be assessed the cost of the damage and will be expected to pay this assessment.

550 - Transfer of Certified Staff

Certified staff are subject to transfer from position to position at the discretion of the Superintendent. The following factors shall be considered in case of such transfer:

1. When transfers are to be made from one building to another, a conference of all employees concerned shall be held with the Superintendent. All reasons for the transfer shall be reviewed. The disposition of the case shall be in writing by the Superintendent and distributed to all parties involved. The Superintendents decision shall be final.

2. When teachers are to transfer for reasons of decreased enrollment, consideration shall be given to the length of service and to the quality of service which these employees have rendered the system.

560 - Equipment Inventory - Interscholastic Athletics

It shall be the duty of each high school head coach and for the junior high coaches to inventory all equipment for their sport at the beginning of each sport season and again at the end of each sport season. Copies of inventories will be filed with the athletic director, and are due one day before practice begins and two weeks after the respective session ends.

Inventories at the end of the season shall include the condition of the equipment and recommendations for equipment which will be needed before the season begins the following year.

562 - Personnel Alcohol-Drug Abuse

An employee shall not possess, distribute, sell or use any illegal drug or intoxicant while on school premises, or while involved in, or while attending any school sponsored activity.

Personnel violating the provisions of the paragraph above shall be subject to disciplinary action up to and including termination of employment.

It shall be the policy of the Plum City Schools to take positive action though the Employee Assistance Program, medical referral, and police referral in the handling of incidents in the schools involving the possession, sale, and/or use of any illegal drug or intoxicant.

Intervention in Staff Chemical Dependency Cases

The Plum City School District recognizes that chemical dependency, including alcoholism, is a treatable disease which can be permanently arrested to allow affected staff members to return to productive and healthy lives.

The District is concerned about the effects which harmful chemical involvement has on the employees job performance and personal health. For purposes of this policy, harmful involvement occurs when an employees consumption of mood altering chemicals repeatedly interferes with the employees job performance or personal health.

District employees who are so diagnosed shall receive the same consideration and opportunity for treatment which is extended to employees with other types of illness. Affected employees who are covered by the district health and hospitalization insurance plan are eligible for benefits through that plan. Provisions for District leave policies for medical illness will apply for chemical dependency treatment. In addition, supervisors will implement this policy in such a manner that no employee with chemical dependency will have his/her job security or promotional opportunities affected either by the diagnosis or by the employees own request for treatment. The confidential nature of the medical records of employees with chemical dependency will be preserved in the same manner as for all other medical records.

Every reasonable effort will be made to encourage and assist employees with chemical problems to accept recommended forms of treatment for chemical dependency. Treatment may include, but is not limited to, in-patient and out-patient care. If employees refuse to accept treatment or continually do not respond to treatment, or if unsatisfactory job performance continues, such employees may be considered for termination subject to applicable regulations, policies, or statutes.

Procedures for Intervention in Staff Chemical Dependency Cases

1. When harmful use is indicated there should be a consultation between building principal, appropriate person (s) with expertise in chemical dependency treatment/counseling, and any other concerned persons for data sharing. Personnel to be involved in the consultation should be determined by the building principal.

2. If, as a result of preliminary consultation, direct action is recommended, there will be a consultation or intervention with the employee involved. The principal, employee, and other appropriate personnel will be present. The principal will designate those individuals he/she wishes to have present and the employee may do likewise.

3. When the above group determines action is necessary, the employee is expected to accept the recommendation of the group according to one of the following procedures:

a. In-patient treatment at an approved facility.

b. Out-patient treatment at an approved facility.

c. Successful and active involvement in an AA program.

d. Other involvement in an acceptable rehabilitation program.

4. The following procedures will be used for staff members needing treatment that results in absence from work:

a. Staff member applies for emergency medical leave through the Superintendent.

b. An unsigned letter from the employee goes to the Board for formal approval.

c. Accumulated sick leave pay is then used until exhausted.

5. If an employee does not consent to the recommendations of the group, he/she will be required to submit to a medical examination by a doctor selected by the employee from a panel of three (3) physicians named by the School Board. The cost of such an examination shall be at the expense of the school district. The employee shall submit to such an examination within fifteen (15) days of n
