B A short spur road about 150-200 feet long would be needed from the existing road to the creek The creek bed would be flattened to accept a 10 diameter stock tank (1100 gal26 bbl capacity) An 8 or 12 diameter pipe would lead water into the tank Both tank and pipe would be bermed or covered as much as possible to prevent freezing

C The downhill side of tank can be either 2+ inches lower than the uphill side to control overflow or notched with a trough added to guide overflow back to stream level

I PURPOSE

The purpose of this plan is to Safeguard the lives of Company contract personnel and the general public in the event of equipment failures andor disaster occasioned by the drilling of formations which may contain HZS (Hydrogen Sulphide) and CO2 (Carbon Dioxide)

Gulf Oil Corporation has inaugurated practices and specified materials to be used in drilling of wells to insure the safety of all personnel and the general public within the bounds of current knowledge and equipment abailable at the present time No problems are anticipated in safely drilling wells however as further precaution this contingency and evacuation plan has been prepared and adopted to provide a means of insuring the safety of personnel and the general public should a disaster occur

IlZS is a colorless flarrJrable gas having in 10 concentrations an odor re~ St~bling rotten eggs However odor cannot be relied upon as a means of ceshytection since high concentrations or continued exposure to low concentratic~s tends to paralyze the sense of smell HZS is an irritant and extremely toxic gas which is several times deadlier than carbon monoxide and almost as-~e~~

as hyriroen cyanide The significance of the CO is its abili ty to extinshyguish pilot lights and flanes and a11ong theemission of unburned HZS

L~ concentrations of HS cause headaches HY-goer concentrations (001 per cent by voL-e) cacse irritations of the eyes n(jse throat and lungs Eyes becorr~ red and swollen acco~panied by sharp pain in rr~re severe cases Still hither concentratiQns (005 per cent by volume) cause dizziness unconsciousshyness and failure of respiration

(b) Since one of the products of the coobustion of hydrobe~ sulfide gas is sulphur dioxide (502) under certain conditions this gas may be equally as dangerous as H25 A sniffer type device which detetmines the per cent of S02 in the air and concentrations in PP~t will be at hand upon entering the top of the H25 Formation Although normal air move~ent is sufficient to dilute this oaterial to safe levels the 502 detector should be utilized to check conshycentrations in the proximity of the well once every 8 hr shift Also if any low areas are suspected of having high concentrations personnel should be rn3dc ~ware of these areas if they are found to have hazardous concentrations

(c) In the event it is neccss3ry to evacuate any local residents it is the responsibility of the nan-in-chargc to see to it that tlley find suitable tl0using such as a nearby notel
