WELCOME! A full day of activities and learning opportunities is planned for

each of you, starting with a continental breakfast, lunch and continuing on

through the awards ceremony. To make the day and its program a little easier to

follow, these items should be noted:

We are excited to announce two additional programs that have been added to

the course curriculum; the new Post Graduate studies and the 2nd year

Doctoral Program. To attend the Post Graduate studies you should have

completed the Bachelor and Master Course work. To attend the 2nd year

Doctoral Program you should have completed the first year Doctoral

Curriculum.

Rooms for each College’s classes will be announced during our

opening program. Please follow posted signs to direct you to the

areas you need. Meals and ceremonies will be conducted in the same

area.

Throughout the day coffee and/or water will be available between

classes. Informal learning from each other’s experiences will

enhance your day. Take full advantage of it and truly enjoy your

degree program.

BCS101 – The Commissioner Concept

♦ An overview of commissioner service; How to help units succeed and

foremost being a friend of the unit. Agnes Hayhurst, Instructor.

BCS104—Unit Visitation ♦ Provides participants with insight on effective unit visits, what to look for,

and how to be a help—not a hindrance. Pat Trainor, Instructor.

BCS106— Commissioner Priorities ♦ Suggests the priorities for a unit commissioner’s Scouting time and energy,

review steps in handling unit problems, and covers the important Journey

To Excellence Award. Douglas Turner, Instructor.

BCS110—Commissioner Style ♦ How to conduct an action planning meeting with a unit using the unit self-

assessment tools and the guidelines for the action planning process.

BCS118-----Serving Scouts with Special Needs

Virtually every unit will experience having a youth who has Special Needs

(disAbilities). This course will provide Commissioners with knowledge to share

with unit leaders so they can provide a program which provides these youth with

the Scouting opportunities to succeed. Travis Harper Instructor.

BCS119—Webelos to Scout Transition ♦ This course will provide Commissioners with knowledge to share with unit

leaders so they can assist their units in seamless transitioning of Webelos

into Boy Scouts. David Croft, Instructor.

BCS130—Commissioner & Advancement This course describes why and what a Commissioner should know about

advancement. A Commissioner should be prepared to assist a unit with basic

questions about Advancement and know the District and Council Advancement

Chairs and how to contact them when necessary. Jim Holman, Instructor.

THE MASTER’S DEGREE

COURSES OFFERED: MCS301—No Lapse/No Drop Commitment

♦ The group will explore why units lapse or drop and how to prevent it, how to develop a no-lapse/no-drop plan for a district. Barry Smith, Instructor.

MCS306—Counseling Skills ♦ This session presents counseling as an effective method for commissioners to help units succeed. It covers many elements of good counseling. Mary

Mertic, Instructor.

MCS308 – Venturing and the Commissioner

♦ This session stresses the importance of a Commissioner’s commitment to Venturing and suggests basic elements of a plan for a Commissioner to help

every crew succeed. Charlie Eubank, Instructor.

MCS312– Recruiting New Commissioners ♦ This bread and butter session is for all administrative commissioners covering the steps of recruiting commissioners, group recruiting techniques,

and sources of prospects. Stephanie Ricketts, Instructor.

MCS313 – Orienting and Training Commissioners ♦ A session for all Administrative Commissioners - covers all aspects of Commissioner training. Dennis Bradley, Instructor.

MCS318—Commissioner Top Ten ♦ Today everyone has their top 10 list. This group will explore a top 10 list to guarantee

good commissioner service. Bill Lovell, Instructor.

MCS321 New Unit Service

♦new units are a tremendous factor in membership growth and that the commissioner

plays a vital role not only in the creation of new units, but in their continued growth and

success. Steve Garner, Instructor.

MCS323—Mining UVTS Data

♦ One of the primary functions of Unit Commissioners is to visit units and

record the visits in UVTS. This class will demonstrate how to mine UVTS

data to assess the standard of performance for Unit Visitation for your

district and individual units. Dave Harman, Instructor.

THE DOCTORAL DEGREE

Doctor of Commissioner Science

The doctoral program is a great opportunity for you to share an area of

interest, experience, or viable solutions to a Scouting need you recognize

across the Great Trail Council.

Your doctoral program continues your advanced studies that you’ve

prepared for by completing your Bachelor and Masters. You will gain a

detail understanding of the doctoral program written thesis/research

project requirements plus knowledge on advanced topics pertinent to

Scouters as well.

Your doctoral program continues beyond the classroom. You will have

the guidance and support of a doctoral counselor to help you develop a

written thesis/research project for your selected and approved subject.

Your doctoral counselor will be a Scouter who is experienced and

knowledgeable in writing a thesis/research project, and can either be an

individual that you identify (with Doctoral College approval) or an

assigned individual.

Please expect your doctoral program to be a multiple year effort.

Ideally, after you attend the doctoral program at the College of

Commissioner Science, the next year of the college you will present

your submitted and approved thesis/research project. Your area of

research may be limited by time constraints. Your research,

observations, interviews, surveys, and/or field-testing that you use may

take more than one year. Thus for some doctoral candidates their

thesis/research project completion may be given two years from their

initial doctoral classroom attended.

DCS501 - Selecting A Thesis/Project

♦ This session introduces the participant to the Thesis process and what

makes a “good” topic. Selection help is provided in “general” Thesis/

Research topics. Bob Fish, Instructor.

DCS502 - Limiting The Scope Of A Topic ♦ How to get your topic into a manageable size and more ideas for topics/

research, if undecided. Walt Iliff, Instructor.

DCS503 - Developing The Thesis/Project Outline and Writing The

Report ♦ This session demonstrates a simple approach on how to develop an outlineand

prepare for writing. A variety of suggestions for gathering data andarranging it.

DCS504 - Thesis/Project Workshop ♦ A time of commitment to one of your several ideas. Evaluation of ideas

and establishing a “plan of action.” Interaction: Brainstorming and getting

started. Larry Schmidt, Instructor.

DCS505 - Being A Thesis/Project Advisor

♦ Prepares a person holding a DCS to become a thesis/project advisor.

Provides specific procedures and techniques to make the task easier. Helps

provide common standards for the acceptance of a DCS thesis/project.

MCS324 - Preventing Commissioner Burnout

♦ Covers types of burnout and how to prevent or correct it to maximize

effective commissioner tenure. Includes valuable tips on time management. Dr.

Michael Freedman, Instructor.

MCS325 – Consider Your Spouse And Family ♦ Suggests ways to enhance family relations and resolve family conflicts

regarding Scouting. Discusses how commissioners’ spouses can receive

recognition from Scouting. Rev. David Weyrick, Instructor.

DCS508– Administering Lifesaving

♦ Administrative commissioners are taught to give leadership to a

commissioner lifesaving concept. It provides choices in selecting the

lifesaving team approach. Bob Fish, Instructor.

DCS515 - Journey to Excellence ♦ Learn about the elements of District Journey to Excellence and what it

takes to ensure success in every area. Bob Fish, Instructor.

DCS520 - Assessing District Health ♦ Learn about the resources necessary to assess a district’s ability to provide

quality unit service. Learn how to use the resources available to the

commissioner that can assist in identifying strengths and bring

improvements to weaknesses found in the district.
