Roles and Powers of Community Boards The Community Board has already been delegated the task of co-ordinating rural reserves and hall committees. It also has a major input into the development of Council’s Long Term Plan. The Community Board’s prime objective is to be the interface between Council and the ratepayers and public of the Ward. Role of Community Boards The role of a Community Board is to (Section 52 Local Government Act 2002 [LGA]): (a) Represent and act as an advocate for the interests of the community. (b) Consider and report on all matters referred to it by the territorial authority, or any other

matter of interest or concern to the community board. (c) Maintain an overview of services provided by the territorial authority within the community. (d) Prepare an annual submission to the territorial authority for expenditure within the

community. (e) Communicate with community organisations and special interest groups within the

community. (f) Undertake any other responsibilities that are delegated to it by the territorial authority. Powers of Community Boards A Community Board shall perform such functions and duties and exercise such powers as are delegated to it by Council from time to time. Powers of Community Boards (Section 53 – LGA): 1 A community board has the powers that are:

(a) Delegated to it by the relevant territorial authority in accordance with Clause 43 of Schedule 7 of the LGA.

(b) Prescribed by the Order in Council constituting its community. 2 The powers of a Community Board prescribed by Order in Council expire at the close of six

years after the Order comes into force. 3 Despite subsection (1), a community board may not:

(a) Acquire, hold or dispose of property. (b) Appoint, suspend or remove staff.

Powers Delegated to the Community Board by Council • The co-ordination of rural reserves and hall committees. • To allocate the approved budget for the following activities in the area: Footpaths programme; Parks and Reserves discretionary spend; Public information signage.

• To approve: Temporary road closures for events (subject to administrative imperatives); Street names; Parades, collections and special uses of the roads; Changes to speed restrictions on local roads (subject to NZTA rules); Road closures.

Purpose of Report 1.1 The purpose of this Report is to enable the Board to temporarily suspend Standing Orders in

2.1 There is nothing in this Report that triggers the Significance and Engagement Policy.

Public Forum Guidelines 3.1 The Community Board has adopted the following Public Forum Guidelines:

(a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise the Community Board of the

reasons and subject he/she wishes to address the Board a minimum of two clear working days prior to the meeting.

(c) The Chair may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive.

(d) There are not to be criticisms of individual Board members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to

Significance and Engagement, Social Impact 2.1 This report does not trigger the Significance and Engagement Policy. 2.2 This report does not trigger the Social Policy.

Background 3.1 Council has an annual budget for planned tree work throughout the District. The budget

for the southern part of the District (south of National Park) is $30,000 for the 2018/19 financial year. This budget is allocated as $10,000 for Raetihi and $20,000 for Ohakune as per the Long Term Plan.

3.2 Tree work is completed by the Parks and Reserves contractor for trees that are in decline,

dead, or where a tree may have become a problem due to location or size. Stump grinding is also completed by the Parks and Reserves contractor although, this is often completed a number of years after the tree has been felled due to budgetary constraints.

3.3 There is also a demand in the tree work budget by contractors for The Lines Company;

trees on Council property may have grown into the growth limit zone (i.e. within 1.5 metres) of a power line. To minimise the ongoing and long term costs of maintenance, often the decision is made to fell such a tree, unless it has a high amenity or historic value.

Discussion 4.1 Attached is a list of planned work for Raetihi and Ohakune for 2018/19. This list includes

new maintenance requirements, as well as work approved in previous years. Items remain on the tree programme until the work is completed, as budget allows.

4.2 The planned tree schedule for work to be carried out by the Parks and Reserves contractor has been developed to ensure that the community is notified and has the opportunity to feed back any concern over planned work, and to ensure that Council Officers have the appropriate approval to allow work to proceed. The process entails presentation of the work list to the Ward Committee or Community Board for the area and notification to the property owner immediately adjacent to the Council property or road reserve where a tree is planned to be felled.

4.3 Once a tree has been removed and the stump has been ground, the decision to replant

must be made with appropriate species, size and location being considered. The tree programme notes where a replacement tree has been recommended. Planting of replacement trees is undertaken under this same budget.

Northern entrances to BP truck stop - landscape work is complete. Plans for extending landscape works south to the southern extend of the museum are complete and approved by NZTA. Planning and design work has commenced with construction underway, NZTA have offered a contribution of $40,000. Work has commenced and to be completed by 30 June.. Threshold and landscaping underway, kerb and channel complete.

R4 Mangateitei Railway Over Bridge

Design underway, Kiwi Rail approval in principle has been received. Land owner agreement achieved for new alignment, works will continue into FY 2019, now deferred for Croton’s Road bridge.

R6 OMR Rimu Hill Construction nearly complete, 1.3km of Rimu Hill sealed 1 June, last section programmed for seal 5 July.

R7 Pavement Rehabilitation

Ruapehu Road section has been deferred in favour of forest harvest impact of pavement in Waimiha. 800m on Whangaehu Valley Road at RP 1.7km is now sealed with line marking complete.

R8 Wilding Vegetation

Trees encroaching on road corridors are being address as part of programmed minor improvement sites. There is no specified tree removal budget for this work. Mulch and Mow will be doing blade work over winter to maintain vegetation window specification on selected sites. Deadman Firewood have completed a successful operation cutting wilding trees within road reserves in Ruatiti. This trial will be formalised to ensure safety requirements are met for working on the road. . Our safety requirements have been communicated to Deadman and will be followed. Work will recommence in summer. Legal advice in liability for trees has been received however, there remains some uncertainty in its interpretation. The best option appears to be early removal of trees when young and working with adjoining land owners to resolve nuisance tree hazards.

R9 Crotons Road bridge No 1

Bridge culvert has failed under flood damage and will be renewed as flood damage works, costs are estimated to exceed $100k. New culvert has been installed and reinstatement is underway. Reinstatement is underway but fine weather needed for road approach earthworks. Some recent flood damage now under repair

R10 Ruapehu Road Rail Overbridge

Designs and economic evaluation underway. A decision to fund this will be made following evaluation as a regional improvement project. Deferred one year to fund Mangateitei RoB.

R11 Footpath Development

The proposed Rata Street footpath development has been deferred in favour of a new section of footpath along Clyde Street to access the new Carrot Park swing bridge. Clyde Street to be constructed once Waiouru landscaping is complete.

R12 Bus Shelters Renewal of Raetihi and Waiouru shelters is in design. Raetihi shelter is a community youth project. Waiouru Bus shelter has been replaced. Patterned overlay to be installed in July.

E1 Raetihi Ohakune and National Park Wastewater Resource Consents

These consents all expire this year. Documentation and items to discuss public consultation was developed. A consultation strategy was prepared for release to parties. The community engagement document developed and community engagement started in June. A power point is available. A paper went to Council recommending the final option for the preparation of a resource consent application to be lodged for each plant. Consents have been lodged with Horizons Regional Council. The Wai Report as supporting document has been signed and has triggered some minor adjustments to the lodged consent. S92 request for additional information received for Ohakune & National Park WWTP consent applications. RDC will respond by end Sept. Raetihi consent requested to be put on hold to allow nutrient investigations to be carried out. Massey University are trialling a new method at the Raetihi WWTP for investigation into which nutrient is triggering algae growth in WWTP oxidation ponds. A

Wai Group meeting held in August has helped inform the s92 response for Ohakune & National Park WWTPs which will be lodged in September. Horizons agreed to put the Raetihi WWTP application on hold until August 2017. Ohakune and National Park WWTP s92s were lodged with Horizons on 21 Oct 2016 to allow for additional monitoring data Initial verbal feedback from Horizons suggests that the consents will be fully notified. RDC will seek that reason for notification be supplied by Horizons rather than agree to have it publicly notified. The Ohakune and Raetihi resource consent have been on hold while government funding was being sort.

E2 Raetihi Water Supply Resource Consent

A new Raetihi Water Supply Consent has been lodged with Regional Council. The application is a roll over resource consent for the next 10 years while decisions are made around a new water source and its appropriate infrastructure. It has approval in principal from affected parties, Department of Conservation, Fish and Game and Iwi. The processing may be delayed and processed with the Wastewater Resource Consents. Horizons have requested more information around a small number of points, data was collated and added to the lodgement in October 2015. Additional information requested by Horizons was also sent to support the application. Horizons have asked RDC to reconsider the 10-year term sought for the consent. This will require rationale for a longer term and re-lodging a revised application. To be discussed when Wai Group reconvenes in August. This does not preclude us from investigating a long term water source for the supply of Raetihi at a time when the community can afford it. Initial indications from the Wai Group are that they support a longer term of 24 years. A revised application will be lodged with Horizons in September. The Wai Group have provided a letter of support for the Raetihi water term sought to be extended to 24 years. A revised application seeking a term of 24 years was lodged 17 October 2016. RDC received notification from Horizons on 1 Nov 2016 that the Raetihi consent will be processed on a fully notified non-complying basis. Reconsideration of terminology used in the One Plan by Horizons has meant that the Raetihi consent is required to be reframed and resubmitted. This is proposed to be done in March 2017, although there is no set timeframe for this. An update of the Raetihi consent application is underway. A revised application was submitted to Horizons on 23 June 2017. Council awaits a response. Further consultation was required after the HRC consultant identified that Water Abstractions are not permitted but non-complying activities. Council have been informed the consent will be notified and the reason for notification is being drafted by the consultant. Raetihi Water Supply Consent has been advertised by Horizons Regional Council. Two submissions where received in support of the application and none opposed. The next phase will be a discussion around if RDC proposed conditions are accepted to Regional Council or will there be changes to conditions and others proposed. This position remains unchanged. A Section 92 request for further information has been

made, Council are assessing their position. E3 Raetihi Water

Supply Capital Assistance Funding

An application for Capital Assistance Funding for the Raetihi Water Supply Investigation and Infrastructure Upgrade has commenced. The Ministry of Health (MoH) has released a decision to grant $1,517,865 (excl. GST). Council formulated a contract with the Ministry of Health which has been returned and signed, contract will run for two years starting 31 March 2016. Veolia is preparing detailed design specifications and obtaining quotes for proposed works. Contracts for Stage I of the upgrade are expected to be awarded in November 2016. The upgrade proposal is being taken to Council for approval on 13 September 2016. The requirement for resource consents is being investigated. Tree clearing on the RDC owned land on which the new treated water main and wastewater discharge main will be installed from the Water Treatment Plant to the township has begun. The Outline Plan detailing the scope of proposed works has been accepted by RDC pursuant to the provisions of Section 176(a) of the Resource Management Act 1991. . Veolia continue to work to reach a final agreement with contractors to carry out the Water Treatment Plant (WTP) upgrade prior to parts being ordered. Preliminary works to support the upgrade will need to be undertaken by the Veolia Capital Works team prior to the upgrade on the WTP beginning. Works to upgrade the existing trunk asbestos cement and iron watermain from the Raetihi WTP to the Raetihi water network will be undertaken. This will coincide with the installation of a new wastewater main required for the management of wastewater from the WTP created by the new filtration and clarification processes. Work to install a new access track suitable for chemical delivery trucks, necessary in the operation of the new WTP, is underway. The build site is being levelled, and a retaining wall constructed in readiness for the new WTP building civil works to begin. Works to upgrade the existing trunk watermain and install a new wastewater main from the Raetihi WTP, to the network mains on Ranfurly Street are 75% complete. Works to install the new wastewater main and upgrade the existing watermain to Ranfurly Street are 85% complete with final cut ins now due to take place in August. Council has taken the opportunity to improve the road access and building platform now, which will enable the site to be better, utilised in the future. An area for the next reservoir has been identified. The site retaining wall has been completed. The site set out and the concrete works for the Water Supply Treatment Plant Building are underway. Communication being developed for the cut in of the Treated Water Line are underway. Planned including notification to fire service, tanker in town, also underway. The cut in date was deferred to 21 November, as further pipes and valves were added to the network allowing it to remain live during the cut in. A method statement for the installation of critical infrastructure was completed including contingency planning using the lay-flat pipe stored since the water outage in Raetihi Township. The programme work went smoothly and all no complaints were received from the community. Communication was undertaken across all media sources.

The building of the Water Treatment Plant is almost completed and slightly behind schedule due to lighting events extending the time required to set the steel foundations. The second phase is not being implemented concurrently with the large components being installed outside the building. A site visit was undertaken by the Ministry of Health Drinking Water Assessor who was in the area for other matters. The joint Health and Safety risk assessment was completed onsite by parties as part of the contract. The second site inspection of components and testing was undertaken by Councils independent water expert. This is in preparation for component testing. Currently the plant completion date is June 2018. An event around opening and inspection by the public will need to be considered when the site works are completed. A tentative date has been proposed of 26 July 2018 for the community coming together.

E4 New Zealand Energy Limited Resource Consent

Evidence has been provided to the Court. The Hearing was held in Levin on 8 December 2015. An interim decision has ruled that a replacement consent be granted, with take and flow regimes on the same terms as those consents already held, but that a request to increase the volume taken is not granted. RDC will not seek any further legal advice however have agreed to provide financial support of up to $15,000 for legal costs for an appeal by Ngati Rangi. High court direction will be written at end of month. Environment court can then consider their position. There is a directive from the High Court back to the Environment Court which suggests that the environment scenario provided originally should be considered, and this is not a like for like consent replacement. This supports the position of Ngati Rangi, whom RDC have supported. The Environment Court has released its final decision and parties are considering if a second appeal is appropriate. At the conclusion of this, a paper will be presented to the Community Board around the decision and its implications next year, after asset management plans have been completed.

E5 Flood Modelling Horizons are reassessing flood mapping as they incorporate data from the 100-year flood to assess management of the Mangawhero River and associated streams. The draft report by Horizons Regional Council was presented to Council on 27 October 2015. Council agreed to support the draft document and Horizons Regional Council were to investigate the establishment of an Upper Mangawhero and tributaries scheme. Support for such a scheme requires consultation with the community and we need to be clear around the community’s views. This is a place for the community board to engage with its constitutes. Flood mapping is being undertaken in Raetihi. RDC have received a grant from Horizons Regional Council (HRC) for the removal of willows from the Makotuku River. There are plans to replant the area following completion of works. Community consultation for works proposed in both Raetihi and Ohakune are to be carried out by HRC in February 2017. Community consultation will be arranged to coincide with that for the Annual Plan. Horizons were not ready to consult at the time of the Annual Plan so will

be undertaking this separately. Horizons have commenced their consultation targeting the Community Board, Rotary, Ohakune 2000, Ngati Rangi etc. as leaders before it’s released to the wider community. The first public meeting was on the 29 September 2017.

E6 Water Pipeline Replacement Programme

The existing 100mm AC watermain on Egmont Street, Raetihi, installed in the 1960’s, will be replaced with 150m of 100mm PVC watermain, and 160m of 63mm Medium Density Polyethylene (MDPE) Ridermain. Work will be prioritised to fit in with the council roading resealing programme. Work has been completed on Egmont Street. A proposal for the upgrade of the 150mm watermain in Miro Street, Ohakune, between Wye Street and Shannon Street (excluding the bridge) has been accepted and work is due to commence at the end of February with an expected completion date in May. Installation of 370m of uPVC watermain and ridermain road crossings has been completed . Work continues to complete the remaining ridermain installation and property connections.

Egmont St Completed

E7 Government Freshwater Improvement Fund

RDC has submitted an application to the new Government Freshwater Improvement Fund for the upgrade of Ohakune and Raetihi Wastewater Treatment Plants (WWTPs), and for support of the Whangaehu Catchment Accord (a group established to protect and enhance the Whangaehu water catchment). RDC is one of many applicants from around the country. A response to the application is anticipated in late June/July. Council was not successful in securing funding for the WWTPs as these were not discharges to land. The catchment was successful at getting some funding through the Regional Council. The Nga Wai Ora O Te Whangaehu Freshwater Improvement project will cost $1.68 million, with $590,000 secured Freshwater Improvement Funding from MFE over three years: for 60 km fencing to prevent stock access, riparian planting of 12,000 native plants, five fish pass repairs and 10 community-led restoration projects. Horizons are negotiating contracts with the Government before works can commence. No contracts have been signed between the parties to my knowledge. Horizons Chief Executive was in Wellington to sign the Contract with ministers on the 21 June 2018. No further details have been released yet.

E8 Visitor Infrastructure Funding

There is a new Visitor Infrastructure Fund available and RDC are applying for the Ohakune Water Supply and some Wastewater Funding Feasibility around land passage. Two projects were proposed for this funding round which targeted visitor growth demand. The plant covered filtration, clarification, reservoir and a wastewater disposal system, Total of 5 million dollars. The second application covered the feasibility of land disposal, affordability model, wetland contact for one million dollars across Ohakune and Raetihi townships. The second stage would be informed by the first stage and would look at land disposal and treatment. Council were asked to repackage some of the wastewater treatment land passage information. Council has been successful in securing the feasibility study of wastewater to land application for Ohakune and Raetihi. The contract has

E9 Ohakune Water Intake and raw water line

At the Ohakune water intake vandalism over the Christmas period. An email was sent to DoC asking if they had any insight into the event. It was discussed at a DoC District Leadership Team meeting. They reported back that nothing was observed and they would be doing works to reduce access from the Mangawhero campsite. RDC meet with Paul Carr (DOC) around the development of the future cycle/walking track proposed and how close this would come to the intake. There is opportunity to look at the access track between the parties if this trail is progressed.

E11 New World Wastewater issues

There has been a number of complaints received around odour at the New World store. The lines have been flushed a number of times as far as possible. However, Council contractors cannot access one man hole effectively to do more works. This is in discussion with the number of occupiers and owners of this land. CCTV and flushing have highlighted large amounts of grease/oils/fat in the line. This has been highlighted to Councils Health Officer who is undertaking inspections of grease traps within the town. The message appears to be that with more customers in the hospitality industry the frequency of cleaning needs to be increased. A proposal to jointly investigate the Wastewater and Stormwater lines that are both public and private has been accepted by the owners of the New World property. Further landowners are also been approached to contribute to the investigation works. Cheal have developed a brief to investigate lines and levels throughout the area in collaboration with Veolia information.

Maintenance work to fix leak from deck into garage. Southern Advice being sought from new building contractor. Requires Long Term Plan consideration or decision on retention/disposal. Report was left to lie on the table, uplift report is included in this agenda. WWCB considered a report on the retention or disposal of 11 Islington Street and resolved to retain the property and undertake the required maintenance and renewal. Work has been scheduled with contractors. Work is due to commence mid March to tie in with availability of a deck membrane expert. Sub-contractors have been on site to confirm quotes. New ranch slider window is ready for delivery to site. Start date will need to be pushed back to allow for availability of deck membrane expert. Alternative options to using decking membrane are being considered due to the difficulty of securing an expert to visit site. Work to renovate the bathroom will commence in the last week of May. Tiles are being considered as an alternative to using a deck membrane. Work to the deck and installation of the new sliding door will be undertaken later in the year when weather conditions are drier. Bathroom is completed and operational. New flooring is scheduled to be laid in the bathroom in early July.

C5 Re-pile Ohakune Railway Station

Soil test shows that re-piling will require much deeper foundations than existing, work will now consist of subfloor bracing and fireplace removal or strengthening in line with earthquake assessment recommendations. Awaiting advice from Heritage New Zealand. Cost to do the work is more than the budget, report to go to Council to make a decision on the work required. Further information is being sought regarding work required to bring building up to 34% New Building Standards (NBS) or 67% NBS to inform report. A proposal by AECOM for a detailed seismic investigation to be carried out on the Railway Building has been received for consideration. A report is being worked on to table at a Council meeting in May

C6 Mitigation Fund

The Raetihi Governance Group has confirmed that the $15,070 excl. GST of funds remaining will be distributed amongst a town sculpture project, upgrade of the Domain Tennis Courts and the upgrade of the Makotuku River walkway. The RDC Property Team will oversee the three projects, the details of which are still to be finalised. The Raetihi Promotions Group has work on the walkway underway. Funds for the Makotuku River Walkway and the Tennis Court projects has been allocated. The town sculpture project group have been advised that $5,000 is available to put toward this project and Council awaits further communication from the group. Raymond Berry, lead for the sculpture project, will discuss next steps with the Makotuku River Walkway group to ensure continuity with projects happening in and around Raetihi.

Contact is being made with all known interest groups with a request for information on projects that have either been identified but yet to be funded and progressed, or that have been started. A workshop with elected members was held in October to canvas options and obtain clear direction on whether Council should pursue landfill closure, reducing waste volume and shipping out of the District or seeking consent for a new lined landfill cell to continue to take waste for another decade. Outcome of workshop was to focus on reduction of waste and not pursue a new lined cell and resource consent. Options and targets are now being incorporated into 2018 Waste Minimisation and Management Plan for public consultation alongside the LTP. Consultation on the Waste Minimisation and Management Plan has closed with a total of 36 submissions received. Submissions hearings are scheduled to be held on 11 July 2018.

meeting was held between Horizons, Whanganui and Ruapehu District Councils. A webcam was installed by Horizons so real-time monitoring could occur. In December 2017, Horizons installed a low flow monitoring device at the Matahiwi Track bridge so if the slip was to come down the monitoring device would trigger. The device automatically warns council, police, upstream and downstream property owners via cell or landline. The major threat would be the YMCA camp downstream and plans have been place since December for the camp. It is now a wait and see situation.

the Board temporarily suspends Standing Orders in their entirety to allow Members and the public to address the Community Board.

The Board received addresses as follows: Peggy Frew Spoke in support of the naming of the road at the Carrot Park to Rochfort Road. Donna Journeaux Presented her Daffodil and Cherry Tree proposal at the Raetihi Wastewater Treatment Plant to the board, this area was picked as the idea was to beautify something that was not a beautiful site. Cr Hoeta enquired whether there has been any investigation into an alternative site by Mrs Journeaux. Mrs Journeaux on behalf of Raetihi Promotions invited the Community Board to walk the Makotuku trail with them to see that progress that has made, also commented that the Community Board might support further developments in this area. Bruce Cranston Would like clarification on Council’s Policy on controlling noxious weeds, Council’s Land Transport ad Economic Manager informed Mr Cranston that the budget for weed management had been increased by $50,000. Chairperson Hotter advised Mr Cranston because he owns property in the National Park ward he should also express his concerns to that Board also. Also enquired as to when Council would start on a long-term plan to controlling noxious weeds in the district. Council’s Environmental Manager advised the board that Horizons Regional Council has released their Regional Pest Management Plan 2017-2027 and held their first meeting with Territorial Local Authorities today to discuss ways of formulating action plans. Councillor Nottage Commented on the berm damage that is occurring by the Liquorland on Miro Street. Council’s Team Leader Community Property advised that it may be possible to try and seek reparation for the berm damage from the truck drivers, Liquorland has also been made aware of this issue previously. Advised the board that a meeting was had with Andy Enwhistle from Alpine Security regarding the cost to upgrade the camera system in Ohakune Township and at the Junction.
