WELCOME TO IRDC’17!

The assessment of regional development practices about developments in the field of

sustainable development; to which extent we comply with these developments and

determination of actions to be taken for a healthier development in order to contribute to our

region and our country's development have been gradually gaining more importance. The

International Regional Development Conference held every two years in the TRB1 Region of

the Fırat Development Agency (Bingöl, Elazığ, Malatya and Tunceli) contributes to the

exchange of ideas and the establishment of a road map by bringing scientists, practitioners

and researchers out of the universities together in the field of regional development. For this

purpose, the first of our conference was held in Malatya in 2011, the second in Elazığ in 2013,

the third in Bingöl in 2015, and the fourth of our conference will be held in Tunceli in

cooperation with Munzur University and Fırat Development Agency.

In this context, we are pleased to invite you to this 4th International Regional Development

Conference in Tunceli on the 21-23th of September, 2017.

Development of Beekeeping in Bingol Province and Surveyable

Bingöl İlinde Arıcılığın Gelişim Seyri ve Sürdürebilir Arıcılık Olanakları

Özet-Bingöl’de 2016 itibariyle 315 köyde bal üretimi gerçekleştirilmiştir ve bal üretiminde 126.843 adet kovan

kullanılmış olup 870 tonun üzerinde bal üretilmiştir. Bingöl’deki arıcıların büyük çoğunluğu gezici arıcılardan

oluşmaktadır. Türkiye’nin bal üretiminin %0,83’nü ve Doğu Anadolu Bölgesi bal üretiminin ise % 6,55’i Bingöl

ilinden karşılanmaktadır. Çalışmada Bingöl ili için 1995-2016 arası dönem incelenmiştir. Çalışmadaki veriler

TÜİK veri tabanından derlenmiştir. Çalışmada kovan sayısı ve bal üretimi değişkenleri kullanılmıştır. Bu

değişkenler kullanılarak bal verimi ve bal üretiminde artış hızı hesaplanmıştır. Bu çalışmanın temel amacı

Bingöl’ ün 1995-2016 yılları arasındaki bal üretimini, bal verimini hesaplamak, üretim ve verim arasındaki

ilişkiyi saptamaktır. Buna göre incelenen dönemde, kovan sayısında meydana gelen %7,05’lik yıllık ortalama

artış hızı, kovan başına verimde %-12,15 ve toplam bal üretiminde ise % -5,96 oranında yıllık ortalama negatif

artış hızına neden olduğu hesaplanmıştır. Ayrıca çalışmada Regresyon Analizi kullanılarak iki model

oluşturulmuştur. İlk modelde bağımlı değişken bal üretimi, bağımsız değişken ise kovan sayısı olarak seçilmiş,

elde edilen bulgularda kovan sayısının artışının bal üretimini artırdığı tahmin edilmiştir. İkinci modelde ise

bağımlı değişken bal verimi, bağımsız değişken ise kovan sayısı olarak seçilmiştir ve elde edilen bulgularda

kovan sayısının artışının bal verimine negatif etkisi olduğu saptanmıştır. Bunun yanında bal verim indeksi, basit

indeks, zincirleme indeks hesaplanmış ve grafiklerle değerlendirilmemiştir. Bu çalışmanın sonuçları kovan sayısı

arttırıldığında bal verimi arttırmadığını göstermektedir. Dolayısıyla bal verimi diğer faktörlere de bağlı olduğu

ifade edilebilir.

GİRİŞ

Arıcılık faaliyeti, bitkisel üretime katkı sağlamakta, az bir sermaye ile kısa dönemde gelir getirmekte

ve arazi varlığına bağlı olmaması gibi özellikleriyle tarımsal faaliyetler içinde özel bir yere sahiptir

(Uzundumlu ve ark, 2011; Koç ve Ceylan, 2008; Erkan ve Aşkın, 2001).

Arıcılık faaliyeti Türkiye’de belli bölgeler örneğin, Muğla, Ordu illeri dışında küçük aile işletmeleri

faaliyeti olup ikinci bir iş alanı olarak görülmüştür (Çakmak ve ark., 2003). Ancak Doğu Anadolu

Bölgesinde ciddi anlamda arıcılık faaliyeti yapılmaktadır. Arıcılık faaliyeti varlığı ve üretimiyle

floraya bağlıdır. Her yıl ülkemizde büyük bir nektar serveti kuruyup yok olmaktadır. Arıcılık faaliyeti

söz konusu serveti çok değerli ürünlere çevirebilmektedir. Tarıma elverişli olmayan yüksek yaylalar

ve dağlarla kaplı olan Türkiye arıcılığa oldukça elverişli bir yapıdadır (Erkan ve Aşkın, 2001; Fıratlı

ve Gençer, 1995). Aynı şekilde, Bingöl ilide arıcılık yapmak için uygun floraya sahipken üretim ve

verim bakımından Türkiye ve bölgede hak ettiği yerini alamamıştır (Uzundumlu ve ark, 2011)

Günümüzde doğanın bilinçsizce kullanımı sonucu tahrip olması, polinasyon eksikliği dolayısıyla

tarımsal ürünlerin verimliliğinde bir düşüşe neden olmuştur. Polinasyondaki bu eksiklik, bal arısı

kolonileri ile giderilebilmektedir. Bal arılarının bitkisel üretime olan katkıları, arı ürünlerinden elde

edilen gelirden kıyaslanamayacak kadar fazladır (Kumova ve Korkmaz, 2000).

Arıcılık tüm dünyada yapılan önemli bir tarımsal faaliyet koludur. Dünyada toplam 37 863.019 adet

kovan ile 1 636 398,98 ton bal üretilmektedir. Kovan başına bal verimi ise ortalama 43.21 kg’dır.

Dünya bal üretimi sıralamasında ilk sırada 8 850.000 kovan ile 446.089 ton bal üreten ve 50,40 kg

Kovan başına verim ile dünya ortalaması üzerindeki durumuyla da dikkat çeken Çin gelmektedir

(Anonim 2011). Türkiye ise bal üretimi açısından dünya da ikinci sırada yer almasına rağmen kovan

başına bal üretiminde 15.67 kg ile dünya ortalamasının altında yer almaktadır (Anonim, 2013). Söz

konusu bu durumun nedenleri arasında arıcılar arasındaki iletişim kopukluğu, deneyimlerin

aktarılmasında yaşanan sıkıntılar, arı hastalık ve zararlıları ile mücadelede kullanılan hatalı yöntemler

olarak sıralanabilir (Çakmak ve ark. 2003; Sıralı ve Doğaroğlu, 2005). Sözkonusu olumsuz koşulların

giderilmesinde arıcıların hastalıklarla mücadele konusunda bilinçlendirilmesi büyük önem

taşımaktadır. Bunun yanı sıra uygun arıcılık yerinin temini, bilgi donanımı, yüksek verimli arı ırkları

ile modern donanımların kullanılması sayılabilir (Doğaroğlu, 1992; Soysal ve Gürcan, 2005 ).

Bu çalışma ile, Bingöl ilinde arıcılığın genel durumun ortaya konulmuş, sorunların belirlenmesi ve

bazı önerilerin geliştirilmesi amaçlanmıştır.

MATERYAL VE YÖNTEM

Çalışmada kullanılan veriler Türkiye İstatistik Kurumunun web sitesindeki istatistiki bilgiler ile

Bingöl Tarım İl Müdürlüğünden elde edilmiştir. Konuyla ilgili makaleler ve bilimsel çalışmalardan

yararlanılmıştır. Çalışmadaki veriler çizelge haline getirilmiş ve yorumlanmıştır. Çalışmada yer alan

kovan sayısı, bal üretimi ve bal verimi gibi faktörlerin üretiminin basit indeksi;

Formüllerine göre hesaplanmış ve konu daha iyi anlaşılabilir hale getirilmiştir.

Çalışmada yapılan regresyon analizinde iki tür model oluşturulmuştur. Model 1’de Y: Yıllar itibariyle

bal Üretimi ve bağımlı değişken X:Kovan sayısı ve bağımsız değişken olarak ele alındığında birinci

model denklem birdeki gibi oluşturulmuştur.

Bingöl İlinde Arıcılık Faaliyetinin Mevcut Yapısı

2016 yılı itibariyle, Doğu Anadolu Bölgesi bal üretiminin %6,55 i, Türkiye’nin ise %0,83’ü Bingöl

ilinden karşılanmıştır. Bingöl ilinde, 2007 yılında hem bölgesel (%17,16) hem de Türkiye

genelinde(%3,07) üretilen bal son 22 yılın en yüksek oranına ulaşmıştır. Bal üretimi il düzeyinde

incelendiğinde, 2006 yılında 1.796 tonla incelenen dönem de en yüksek pay elde edilirken sonraları

zaman zaman artış ve azalış şeklinde seyretmiştir (Çizelge 1).

Faktörlerin Yıllık Ortalama Artış Hızları İle Basit Ve Zincirleme İndeks Analizleri

1995-2000 döneminde %12,07 olarak gerçekleşen bal üretimindeki yıllık ortalama artış oranı, %6,34

oranında gerçekleşen kovan sayısındaki yıllık ortalama artış hızının iki katı olarak gerçekleşmiş ve

kovan başına verimdeki yıllık artış oranı ise %5,34 olarak gerçekleşmiştir. Ancak bundan sonraki

dönemlerde kovan başına verimdeki artışlar hep negatif olarak gerçekleşmiştir. İncelenen bütün

dönemlerde kovan sayısındaki artışın aynı düzeyde bal üretimindeki artışa paralellik göstermediği

kovan başına düşen verimin ise yıllık ortalama artış hızının azalarak gerçekleştiği gözlemlenmiştir

(Çizelge 2).

Basit indekste baz alınan döneme göre, zincirleme indekste ise bir önceki döneme göre, bal üretiminde

zaman zaman yükseliş ve düşüşler meydana gelmiştir. 1995 baz yılına göre, 2006 ve 2007 yıllarında

bal üretiminde üç kattan fazla üretimde artışlar yaşanmıştır. 2016 yılında ise bal üretimindeki bu artış

%50 oranında gerçekleştiği söylenebilir. Zincirleme indeksine göre 2007 yılına göre 2008 yılında ve

2008 yılına göre 2009 yılında bal üretiminde çok önemli düşüşlerin gerçekleştiği hesaplanmıştır. Söz

konusu dönemde yaşanan kuraklığın önemli bir etkisinin olduğu söylenebilir (Çizelge 3).

Baz alınan yıla göre, kovan başına düşen verimin genellikle (2004 yılı hariç) 2008 yılına kadar baz

alınan yıla göre aynı kalmış veya artışlar gerçekleştiği görülmüştür. Verimdeki bu artışlar %30 ile %3

arasında değiştiği söylenebilir. 2009 yılından itibaren baz alınan yıla göre sürekli düşüşlerin

gerçekleştiği hesaplanmıştır. Baz yıla göre 2016 yılında verimde gerçekleşen düşüş %60 oranında

gerçekleşmiştir. Zincirleme indeksine göre ise verimdeki hesaplamalar genellikle yüzün altında

gerçekleşmiştir. Meydana gele artış ve azalışlar ise çoğunlukla küçük oranlarda gerçekleşmiştir

(Çizelge 4).

Bu modele göre yapılan regresyon analizi sonucunda kovan sayısında meydana gelen %1’lik bir artış

karşısında anlamlı bir biçimde yıllar itibariyle bal üretimini %58 artırmaktadır.. (Çizelge ). Bu model

yıllar itibariyle bal üretimindeki değişmenin %57’sini açıklamaktadır (R2=0,57). Bu model normallik

varsayımı (Jargua-Bera, p=0,138) sağlamakta olup, otokorelasyon (Breusch-Godfrey Serial

Correlation LM Test ki kare değeri P=0,103) ve değişen varyans (ARCH Ki kare testi P=0,07),

problemi bulunmamaktadır (Çizelge 5).

Bu modele göre yapılan regresyon analizi sonucunda kovan sayısında meydana gelen %1’lik bir artış

karşısında anlamlı bir biçimde kovan başına verimi %0,41 azaltmaktadır. (Çizelge ). Bu modele göre

kovan başına verimdeki değişmenin yaklaşık olarak %41’ni açıklamaktadır (R2=0,41). Bu model

normallik varsayımı (Jargua-Bera, p=0,138) sağlamakta olup, otokorelasyon (Breusch-Godfrey Serial

SONUÇ VE ÖNERILER

Bingöl ili bal üretiminde Türkiye bal üretimindeki payı 1995 yılında %0,85 iken bu oran 2007 yılında

en yüksek orana ulaşarak %3,07 olarak hesaplanmıştır. Ancak 2016 yılında %0,83’e düşerek 1985

yılındaki oranı yakalamıştır. Bingöl ilinin Doğu Anadolu Bölgesi bal üretimi içindeki payında da bir

istikrar yakalanamamıştır. Buna göre 1995yılında bölge bal üretimi içindeki payı %5,66 iken bu oran

2006-2007 döneminde %17’nin üstünde gerçekleşmiştir. Ancak sonraki yıllarda bu pay giderek

düşmüş yine 1995 yılındaki seviyesine gerilemiştir. Dolayısıyla Bingöl ilinde mevcut üretim

teknikleriyle yapılan arıcılık faaliyetinde bal üretimi ile verim açısından yerinde saydığı söylenebilir.

Yapılan analizde arıcılık faaliyetinde kovan sayısında yapılan bir birimlik artışın bal üretiminde

kendini artış olarak gösterdiğini ancak kovan başına verim için aynı artışın sağlanamadığı

hesaplanmıştır.

Arıcılık faaliyetinde gelişme sağlanmasının iki temel faktöre bağlı olduğu söylenebilir. Birinci faktör

arıcıların mesleki yeterlilikleridir. Buna göre arıcıların deneyimleri, sahip oldukları bilgi ve bilinç

düzeylerinin sürekli artırılması, mesleklerini severek yapmalarını sağlayacak motivasyon kurslarına

alınması gibi unsurlar mesleki yeterliliği etkileyen faktörlerdir. İkinci temel faktör ise arıcılık

faaliyetinde kullanılan alet ve edevatlardır. Bunlardan en önemlisi kullanılan kovanlardır. Kovanlar

arıyı yormayacak şekilde dizayn edilmeleri durumunda bal üretimine daha çok yoğunlaşabilecekleri

söylenebilir. Buna göre kovanların dikey ve çok katlı değil, yatay ve uzunlamasına tek katlı olarak

dizayn edilmeleri gerektiği söylenebilir.
