Sub: Draft Recruitment Rules for the post of Lower Division Clerk (LDC), Social Security Assistant (SSA), Upper Division Clerk (UDC), Assistant, Stenographer, Personal Assistant and Private Secretary in EPFO - regarding.

Sir, An agenda (item no. 17) was placed in the 220th meeting of the Central Board on

21.02.2018 for introduction of non-functional grades in the posts of Lower Division Clerk (LDC), Stenographer and Upper Division Clerk (UDC) to address the gaps in the promotion channel in respect of the said posts.

2. Central Board, EPF while approving the agenda directed that representatives of EPFO employees may submit their views in the matter early to Government. The draft Recruitment Rules for the posts of LDC (Field Office), LDC (Head Office), UDC (EPF HQ), Stenographer and its hierarchical posts Social Security Assistant (SSA), Assistant, Personal Assistant and Private Secretary (copy enclosed) have accordingly been prepared incorporating non-functional grades as per the approval accorded by the Central Board. It has been decided to host the draft RRs for the aforementioned posts on the EPF official website and obtain the comments of the representatives of EPFO employees / employees.

3. It is, therefore, requested to bring the above draft RRs to the notice of all concerned in your jurisdiction so that they can provide comments on the RRs latest by 14.08.2018 through email on the ID [email protected].

No. HRD/1(1)2011/Cadre RestructuringNol.11.- In exercise of the powers conferred by clause (a) of sub-section(?) of Section 5D of the Employees' Provident Fund and Miscellaneous Provisions Act, 1952 (No.19 of 1952) and in supersession of the Employees' Provident Fund Organisation (Lower Division Clerks) Recruitment Rules, 2000 (G.o.l. Gazette Notification No. P-IV/4(4)91/Pt. dated 08.07.2000), except as respect of things done or omitted to be done before such supersession, the Central Board, Employees' Provident Fund hereby makes the following rules regulating the method of recruitment to the post of Employees' Provident Fund Organisation Lower Division Clerk (Field Office), namely;-

1. Short title and commencement.-

(1) These Rules shall be called the Employees' Provident Fund Organisation Lower Division Clerk (Field Office), Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Number of posts, classification, and level in the pay matrix.-

The number of posts its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Method of recruitment, age limit and other qualifications.-

The method of recruitment, age limit, qualifications and other matters attached thereto shall be as specified in columns (5) to (13) of the Schedule annexed to these rules.

4. Disqualification - No person,-(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Board may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax - Where the Central Board is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with the Central Government, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving - Nothing in these rules shall affect reseNations, relaxation of age limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, the ex-seNicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) By promotion through Limited Departmental Competitive Examination: The vacancies shall be filled from the Group 'C' staff of Field Office who possess matriculation or equivalent pass qualification and have rendered minimum three years regular service in Level-1 in the Pay Matrix [18000-56900] in respective zone.

Note: Respective Zone means all offices of EPFO maintaining a common seniority list within the zone.

Note: For both the above (i) and (ii) Computer Proficiency Skill Test as prescribed by EPFO.

No. HRD/1(1)2011/Cadre Restructuring/Vol.II.- In exercise of the powers conferred by clause (a) of sub-section (7) of Section 50 of the Employees' Provident Fund and Miscellaneous Provisions Act, 1952 (No. 19 of 1952), the Central Board, Employees' Provident Fund hereby makes the following rules to amend the Employees' Provident Fund Organisation (Social Security Assistant) Recruitment Rules, 2003 (G.o.l. Gazette Notification No. HRD/4(12)2002/SSA/RR dated 23.12.2003), namely:-

1. (1) These rules shall be called the Employees' Provident Fund Organisation Social Security Assistant Recruitment (Amendment) Rules, 2018 (2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Employees' Provident Fund Organisation (Social Security Assistant) Recruitment Rules, 2003 (hereinafter referred to as the said rules), for rule 2 the following rule shall be substituted, namely:-"2. Number of posts, classification and level in the pay matrix.- The number of posts its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.".

3. In the Employees' Provident Fund Organisation (Social Security Assistant) Recruitment Rules, 2003 (hereinafter referred to as the said rules), for rule 3 the following rule shall be substituted, namely:-"3. Method of recruitment, age limit and other qualifications.- The method of recruitment, age limit, qualifications and other matters attached thereto shall be as specified in columns (5) to (13) of the Schedule annexed to these rules.".

4. In the Schedule to the said rules.-(a) In row (2) for the entry following entry shall be substituted namely.- 12503* (2018) . (b) In row (4) for the heading, the following column heading shall be substituted namely.- "Level in the pay matrix"; (c) In row (4) for the entry, the following entry shall be substituted namely.-

"Level-5 in the pay matrix (Rs.29200-92300)

After completion of 4 years of regular service in the Cadre, 80% of Social Security Assistant (SSA) shall be promoted to the pay in Level 6 in the pay matrix (35400 - 112400) subject to fitness and availability of vacancy ..

Note: ( 1) Existing Social Security Assistant (SSA) in Level 4 in the pay matrix [25500 - 81100] shall be placed in Level-5 in the pay matrix [29200 - 92300] (2) As a one-time measure, Social Security Assistants (SSA) who have put in combined service of 4 years in Level - 4 in the pay matrix [25500 - 81100] and Level-5 in the pay matrix [29200 - 92300] shall be placed in Level-6 in the pay Matrix [35400 - 112400] against 80% quota subject to fitness and availability of vacancy. ;

(d} Row (6) shall be omitted; (e) Row (7) to (14) shall be renumbered as Row (6) to (13) respectively; (D In row (7) so renumbered, for the entry, the following shall be substituted, namely.­

"Essential: (i) A degree of a University incorporated by an Act of Parliament or an Act of State Legislature in India. (ii) A degree of an educational Institution established by an Act of Parliament or declared to be Deemed

University under Section 3 of the University Grants Commission Act 1956 (3 of 1956) or equivalent. (iii) A typing speed of 35 w.p.m. in English or 30 w.p.m. in Hindi on computer. (35 w.p.m. and 30 w.p.m.

(g) In row (10) so renumbered, for the entry, the following entry shall be substituted, namely.-• 80% By Direct Recruitment through open competitive examination conducted by EPFO or through an

• 15% By promotion through Limited Departmental Competitive Examination failing which by Direct Recruitment.

• 5% Recruitment for Meritorious Sportsmen.

(h) In row (11) so renumbered, for the entry, the following entry shall be substituted, namely.­"By promotion through Limited Departmental Competitive Examination:

a. Lower Division Clerk (Field Office) having five years regular service in Level - 4 in the pay matrix [25500 -81100] in the respective zone and having qualification of matriculation or equivalent examination; and

b. A typing speed of 35 w.p.m. in English or 30 w.p.m. in Hindi on computer. (35 w.p.m. and 30 w.p.m. correspond to 10500 Key Depression Per Hour (KDPH) / 9000 KDPH on an average of 5 key depressions for each word .

Time allowed -10 minutes."

Note: Respective Zone means all offices of EPFO maintaining a common seniority list within the zone.

(i) In row (12) so renumbered, for the entry, the following entry shall be substituted, namely.­

"Departmental Confirmation Committee (for considering confirmation of Direct Recruits) consisting of.-i. Additional Central Provident Fund Commissioner (Zone) - Chairman ii. No .. .. ...... ........ ......... ........... - In exercise of the powers conferred by clause (a) of sub-section (7) of section 50 of the Employees' Provident Funds and Miscellaneous Provisions Act, 1952 (19 of 1952), and in supersession of the Employees' Provident Fund Organisation Assistant (Headquarters) Recruitment Rules, 2003 (G.o.l. Gazette Notification No. HRD/1(1)2001/RR/Assistant dated 27.09.2003), except as respects things done or omitted to be done before such supersession, the Central Board, Employees' Provident Fund, hereby make the following rules regulating the method of recruitment to the post of Assistant, namely:-

1. Short title and commencement.- (1) These rules may be called the Employees' Provident Fund Organisation Assistant Recruitment Rules, 2018.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.- The number of posts, its classification and the level in the Pay Matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and other qualifications etc.- The method of recruitment, age-limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualification.- No person, -(a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Board may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where Central Board is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and with the prior approval of the Central Government, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

No.HRD/24/2016/RR/Steno Cadre.- In exercise of the powers conferred by clause (a) of sub-section (7) of section 5(0) of the Employees' Provident Fund and Miscellaneous Provisions Act, 1952 (19 of 1952), and in supersession of the Employees' Provident Fund Organisation Stenographers Service Rules 1998, except as respect of things done or omitted to be done before such supersession, the Central Board, Employees' Provident Fund hereby makes the following rules for regulating the method of recruitment to the posts of Stenographers cadre namely:-

1. Short title and commencement.-(1) These Rules may be called the Employees' Provident Fund Organisation, Stenographers Cadre Recruitment Rules, 2018.

(2) They shall come into force on the date of their publication in the official Gazette.

2. Application.- These Rules shall apply to the posts specified in column (11) of the Schedule annexed to these rules.

3. Number of posts, classification and level in the pay matrix.- The number of the posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these Rules.

4. Method of recruitment, age limit and other qualifications etc.- The method of recruitment, age limit, qualifications etc. , attached thereto shall be as specified in columns (5) to (13) of the said Schedule.
