Tax Filing Date Extended from April 15, to July 15, 2020 The Treasury Department and Internal Revenue Service announced today that the federal income tax filing due date is automatically extended from April 15, 2020, to July 15, 2020. Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the amount owed. This deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay self- employment tax. Taxpayers do not need to file any additional forms or call the IRS to qualify for this automatic federal tax filing and payment relief. Individual taxpayers who need additional time to file beyond the July 15 deadline, can request a filing extension by filing Form 4868 through their tax professional, tax software or using the Free File link on IRS.gov. Businesses who need additional time must file Form 7004. The IRS urges taxpayers who are due a refund to file as soon as possible. Most tax refunds are still being issued within 21 days. “Even with the filing deadline extended, we urge taxpayers who are owed refunds to file as soon as possible and file electronically,” said IRS Commis- sioner Chuck Rettig. “Filing electronically with direct deposit is the quickest way to get refunds. Although we are curtailing some operations during this pe- riod, the IRS is continuing with mission-critical operations to support the nation, and that includes accepting tax returns and sending refunds. As a federal agency vital to the overall operations of our country, we ask for your personal support, your understanding – and your patience. I'm incredibly proud of our employees as we navigate through numerous different challenges in this very rapidly changing environment.” The IRS will continue to monitor issues related to the COVID-19 virus, and updated information will be posted on a special coronavirus page on IRS.gov. This announcement comes following the President's emergency declaration last week pursuant to the Stafford Act. The Stafford Act is a federal law designed to bring an orderly and systematic means of federal natural disaster and emer- gency assistance for state and local governments in carrying out their respon- sibilities to aid citizens. It was enacted in 1988. Treasury and IRS will issue additional guidance as needed and continue working with Congress, on a bipartisan basis, on legislation to provide further relief to the American people. Attorney General Raoul Warns Residents of CARES Act Scams Attorney General Kwame Raoul urges Illinois residents to be vigilant and watch for scammers trying to take advantage of the upcoming COVID-19 federal economic stimulus payments to individuals. The Coronavirus Aid, Relief and Economic Security (CARES) Act was signed into law March 27 and has been touted as the largest economic aid package in the country’s history. Under the law, $2.2 trillion will be allocated to individuals and businesses affected by the coronavirus pandemic. As part of the measure, one-time direct deposit payments will be made to millions of Americans, including up to $1,200 for individuals who pay taxes and $2,400 for married couples, plus an addi- tional $500 per child. The payments will be available for individuals who earn up to $75,000 per year and married couples who earn up to $150,000 per year. “We know without a doubt that scammers will to try to steal money and informa- tion from hardworking Illinoisans who are suffering under the COVID-19 pan- demic,” Raoul said. “As much as it disappoints me that there is a need to continue warning people of scams being perpetrated by individuals trying to take advantage of the crisis, I want our residents to know the hallmarks of a scam so that they can avoid them.” Attorney General Raoul urges people to not respond to email messages, text mes- sages, letters or phone calls that claim to include information about the COVID-19 stimulus package and request personal information or prompt recipients to click on a link. According the Raoul, such messages likely are sent by scammers trying to steal personal information such as bank account numbers, Social Security numbers or credit card numbers. Clicking links or opening attachments included in such mes- sages also could result in people inadvertently downloading dangerous malware onto their computers or phones, which compromises the security of everything stored on their devices. In addition, Raoul urges any consumers who have loans with ACH authorization for loan payments (an automatic withdrawal from their bank account common in payday, title and other small dollar loans) to take steps to ensure their CARES Act payment will not be taken by their lender if they are currently behind on their loan. Consumers can contact their lenders to request a payment plan. Attorney General Raoul said individuals should be aware of the following: You do not have to pay money. There is no fee or cost for you to receive the stimulus payment. The government will not demand personal information first. If you are contacted by someone who claims to work for the government and requests your Social Security number or bank account information in order to release your stimulus funds, that person is a scammer. You don’t need to apply. Most Americans will re- ceive their stimulus payments automatically. Do not pay for assistance applying for stimulus money. You do not need to apply and should disregard offers from anyone who offers to help you to apply for the stimulus payment in exchange for money. For more information about the CARES Act stimulus package, Attorney General Raoul recommends that people visit the official Internal Revenue Service website at IRS.gov. Raoul also encourages people to report scams connected to the COVID-19 outbreak by visiting the Attorney General’s website at https:// ccformsubmission.ilattorneygeneral.net/ De La Salle Begins Initiative to Help Those in Need A new initiative begun by the students, faculty and staff of De La Salle Institute is entitled “What We Can Do To Make a Difference.” With Dean of Social Sciences John Brogan and others guiding the project, the Meteors have chosen to assist those most in need during this most difficult time. Not only are those at De La Salle supporting local entities, but the Meteors are also making donations of food, money and blood. For example, the Brogan family held its own re- cent giving day in which it loaded up one of its fam- ily vehicles and delivered bags filled with food to a family friend in need as well as to the Friendship Center, a food bank with two locations on Chicago’s North Side. Another contributor to the most worthy cause was De La Salle assistant principal Nick Colletti as his family made snack packs and delivered them to the staff at Mercy Hospital. All members of the De La Salle community also were given a listing of some of the entities that re- quire assistance at this time from food pantries to blood banks. “Not only do our teachers teach, but they make a difference in their community,” Brogan said. “If we come together to support those in need across our neighborhoods, think of the difference we can make. “We want to share the hope, the positives and most of all, the smiles. The U.S. Census and the Importance of Being Counted During this difficult time, many people are looking for ways to help. Perhaps one of these easiest ways to impact our community right now is to complete the 2020 census. A few minutes of your time will ensure that our community receives proper funding from the federal government, that we are represented properly at every level of government, and that research on our community is accurate for the next decade. Every 10 years, as mandated by the U.S. Constitution (Article 1, Section 2), the U.S. Census Bureau literally counts everyone who lives in the United States and its territories. This year, census day was April 1. It is a snapshot in time. Not only are you required to respond, but responding is in your and your community’s best interest. The census is 10 questions and should take just a few minutes to complete. All information is confidential and protected by federal law. Answers can be used only to produce statistics. Identifiable information cannot be shared with other agencies, even law enforcement. It has never been easier to respond, whether online at my2020census.gov, over the phone at 844-330-2020, or by mail – all without having to meet a census taker. The census is important for many reasons. First, an accurate census count is crucial to ensure that you are represented in local, state, and federal government. The count determines each state’s number of seats in the House of Representatives and votes in the Electoral College. Exactly where people live in the state in- fluences congressional districts, state legislative districts, and even city council districts. 1) Make sure that you and every person in your household is counted. This includes babies, children, and the elderly. The online form is available at my2020 census.gov. Or you can call to complete the census over the phone. 2) Encourage family, friends, and neighbors to complete the census. Share with them that not only is it required by law, it does a lot to help their communi- ties. 3) Share about the importance of the census on social media. Search #2020census for images and posts or share your own reasons for completing the census. 4) Do you know a college student who lives off campus? Make sure they know that they should complete the census for where they live during the academic year. Students who live in residence halls are counted in a different way and do not need to complete an individual census form.

Help Flatten the Curve, Call 811 Before Digging April is Safe Digging Month

  April is National Safe Digging Month. With so many Illinoisans home due to the COVID-19 public health emergency and the weather getting warmer, the Illinois Commerce Commission (ICC) is urging residents and excavators to help flatten the curve by postponing non-essential outdoor digging projects until Governor Pritzker’s ‘Shelter in Place’ order is lifted. If a project is deemed necessary, please use ex-treme caution and remember to call 811 before you start digging.   “Any time you start an excavation or digging project without first having called 811 you risk hitting buried gas, electric, communications, water or sewer lines which can cause physical injuries, property damage and service disruptions. This spring, our first responders and medical professionals are already overburdened with the COVID-19 pandemic. For your safety and to help flatten the curve of COVID-19 cases, the ICC is urging homeowners and professional excavators to consider postponing projects if they are non-essential. If you must proceed, please continue to practice physical distancing, be extra cautious, and call 811 before you dig,” said ICC Chair Carrie Zalewski.

  A request to locate underground utility lines can be made by dialing the convenient three-digit phone number “811” or online using the links below. Requests are managed by JULIE, Inc. (Joint Utility Locating In-formation for Excavators) across most of Illinois, or 811 Chicago within the city limits of Chicago. The cost of the call and the locating services are free. Despite the ‘Shelter in Place’ order, both JULIE and 811 Chicago are continuing to operate 24 hours a day, 7 days a week. However, wait times could be extended due to staff across the state being impacted by COVID-19.   Illinois law requires homeowners and professional excavators to call 811 at least 48 hours (or two business days) before starting an outdoor digging project. In-stalling a mailbox, building a deck, and planting a tree or garden are examples of activities that require locating the underground lines they own with color-coded mark-ings. The digging project must begin within 14 calendar days from the call and locate requests have a 28-day life. Gnocchi Soup 1 pound boneless skin-less chicken breasts, cut into 1/2-inch pieces 1/3 cup butter, divided 1 small onion, chopped 1 medium carrot, shred-ded 1 celery rib, chopped 2 garlic cloves, minced 1/3 cup all-purpose flour 3-1/2 cups 2% milk 1-1/2 cups heavy whip-ping cream 1 tablespoon reduced-sodium chicken bouil-lon granules 1/4 teaspoon coarsely ground pepper 1 package (16 ounces) potato gnocchi 1/2 cup chopped fresh spinach  In a Dutch oven, brown chicken in 2 ta-blespoons butter. Re-move and keep warm. In the same pan, saute the onion, carrot, celery and garlic in remaining but-ter until tender.   Whisk in flour until blended; gradually stir in the milk, cream, bouil-lon and pepper. Bring to a boil. Reduce heat; cook and stir for 2 min-utes or until thickened.   Add the gnocchi and spinach; cook for 3-4 minutes or until spinach is wilted. Add the chicken. Cover and sim-mer for 10 min. or until heated through (do not boil). Yield: 8 servings (2 quarts).

  Chief Hospital Corpsman Cortez Brown, from Chicago, prepares a cloth mask for distribution among the Sailors a-board the hospital ship USNS Mercy (T-AH 19). Mercy deployed in support of the nation's COVID-19 response ef-forts, and will serve as a referral hospital for non-COVID-19 patients currently admitted to shore-based hospitals.
