Volunteer to help a fellow survivor, that would be a great way to honor your officer that week. See page 8 for more details. February was a difficult month for my family as well as the Gibson, Mcgee, Morales and so many more around the metro area and the nation. Some of these families are recognizing the anniversary of their officer’s death or they may be in court dealing with all of the stress and emotions that comes with that process. Please check our newsletter for information about our survivors and these key dates. Your show of support during this time could mean a great difference between being able to cope or not with this task. Shirley Gibson will really never know what her call and e-mail meant to me and my family on the 26 th of February. Her call came at just the right time when I thought nobody else knew my pain. The next few months will be full of opportunities for you to volunteer to help make our chapter one of the best in the Nation. We have the honor of being one of the first groups these Survivors meet when they arrive at Regan National Airport from all over the country and the United Kingdom. United States Capitol Police Officer Jacob Chestnut & Detective John Gibson (EOW 7/24/98) On Tuesday, February 10, 2004, a status hearing was held in the case of U.S. v. Russell Eugene Weston, Jr. (Criminal Case No. 98-357). Weston was declared incompetent to stand trial in 1999, and has been forcibly medicated with anti-psychotic drugs since 2002. According to the forensic psychiatrist who monitors Weston at the Federal Correction Institute in Butner, North Carolina, there is a substantial likelihood that, as a result of his current medication, Weston could achieve mental competency to stand trial by May 2004. Defense attorneys, however, recently filed a motion to deny the extension of medication. It appears that the defense is registering opposition to continued medication on the basis that the medication is causing Weston to gain weight and may put him at risk for diabetes. However, the psychiatrist stated that Weston is being monitored and has shown no indication of the onset of diabetes. In addition, she stated that Weston's weight gain may have stemmed from the fact that he consumes a lot of junk food and is not inclined to exercise. She revealed that Weston is now employed by the prison/hospital, and functions as the clerk who is in charge of paying all the employed inmates. A hearing on the motion is scheduled for 10:30 am on Thursday, March 11, 2004. Metro Transit Officer Marlon F. Morales (EOW 6/13/01) The motion hearing of Walter Johnson went from January 28th to February 10th. Judge Ann Keary made her rulings on the motions on February 20th and March 5th. She ruled in the prosecutions favor on all three defense motions. There will be DNA motions beginning March 29th at 9:30 am at the D.C. Superior Court, 500 Indiana Ave., NW, Courtroom 214 followed by jury selection. The trial could last as long as 6 weeks. United States Attorneys June Jeffries and David Gorman will be prosecuting Walter Johnson. June Jeffries successfully convicted the man that murdered MPD's MPO Brian Gibson. Please keep all involved in the case in your thoughts and prayers that justice will be done.

Some of the boys from our chapter got together to enjoy a CAPS Hockey game in January. The boys got along great and enjoyed hanging out in the basketball area at the MCI center during the second quarter of the game!

In Sympathy: Ethan Root, 3 1/2 years old, of Federal Way, WA, great nephew of Linda Soubirous, COPS National President. Max Helpinstill, of Shelbyville, TX, father of Dr. Kathy Thomas, COPS Support Staff.

On behalf of DC COPS a condolence card was sent to both Linda and Kathy.

Congratulations to: Jason D. Culpepper, son-in-law of J.J Chestnut, ‘98, is training to become a US Capitol Police Officer. He completed the 8 Week Mixed Basic Training, Police Training Program at the Federal Law Enforcement Training Center in Glynco, Georgia. WenLing was a speaker at the graduation on March 2, 2004. Jason will return to the DC area and continue training until May.

Recovering: Joseph Arnaud, grandson of Deputy James Arnaud, ‘02, underwent surgery for his tendons in early January. He will get the last cast off on March 10th and hopefully will not need further surgery. Juan Morales, father of Marlon Morales, ‘01, is recovering from surgery and doing well.

Jamey Arnuad, daughter of Deputy James Arnaud, ‘02 will marry Vernon "Mickey" Quesenberry on November 6, 2004. Theresa (mom) says she’s so very pleased and happy for the both of them. We extend our best wishes to the happy couple!

Memorial Cards The Liaison Officers are beginning a new program to remember our fallen officers. On the Anniversary of the End of Watch of your officer, a Liaison Officer will place a memorial card with a flower at the National Law Enforcement Memorial Wall in Washington, DC. This is just a small way of remembering each officer who made the ultimate sacrifice. There is no set time for the flower placement. If you would like to accompany the officer placing the flower in your officer’s memory please contact Officer Anthony Mendoza, DC COPS Liaison Co Chair at 410-320-5166 or email him at [email protected]. We will also be placing memorial cards on the Memorial Wall during Police Week in honor all officers that were killed in the line of duty in Washington, DC. Attention Survivors Attending Police Week Activities: The DC Chapter of COPS has set aside funds to help our survivors attend Police Week. There is a $100 adult/$25 child registration fee required for returning survivors who attend the seminars, picnic, lunch, and other activities on May 14th and 16th. The Candlelight Vigil and National Peace Officer’s Memorial Service are free to all.

Calling all Police Week Volunteers! We’re in great need of volunteers. National Police Week is a huge undertaking and cannot get done

without lots of volunteers. If you can volunteer to help out during Police Week please contact Gayle Frink-Schulz, COPS Pacific Region Trustee at telephone number 425-657-0370, fax her at 425-392-7729, or e-mail her at [email protected].

Gayle needs to know when you will be available to help, dates and time of day, any specific area you want to volunteer, any physical limitations, do you know a second language, and your contact information. Many tasks such as registration and information tables occur throughout the day. The time frame for each task is usually a two-hour shift.

There are lots of ways you could help COPS out; unloading trucks, setting up the merchandise room, registration, taking picture for buttons, and tons more! For more information about volunteering please check out our website. We have a list of the many different areas to volunteer. If you don’t have access to the Internet please call 202-332-COPS and leave a message and we will mail you a print out of the jobs.

Airport Greeters Needed: As mentioned in the Presidents Letter we need local survivors to greet in-coming survivors at Reagan National Airport on May 12th and 13th. The North Wildwood Police Department will host the 5th Annual Mid-Atlantic Law Enforcement Survivors Weekend on June 4-6, 2004. This weekend is unique in that it recognizes the truly forgotten heroes the survivors and families of fallen law enforcement officers. The survivors include the family members and fellow employees. The weekend focuses on law enforcement survivors from the following states - NJ, NY, DE, PA, MD, VA, and the District of Columbia. However, in past years they have honored the requests of families that reside in their region and hosted families from Georgia and Colorado, in addition to those from the Mid-Atlantic region. They also recognize survivors from not just the current year, but also those that were killed in the line of duty from the past. On Friday Evening we are sure you will find the dramatic candlelight ceremony a moving experience. On Saturday, there is a 5K Foot Race & Walk, a memorial parade with featured police units and contingents from over nine states. On Sunday there will be Survivor's Mass.

The chapter is reserving 21 rooms for the weekend and will pay for 1 night lodging. The hotel requires a minimum 2-night stay. You will need to send in a $50 non-refundable deposit to secure your room. To be fair to everyone in the chapter the rooms will go to the first 21 room deposits the chapter receives. If you need to cancel and we have time to get someone to fill your room you will receive your deposit back. If you cancel after May 27th you will be required to pay for both nights at the hotel unless we can find someone else to fill your room. Of course emergencies will be considered. We can start a waiting list if needed but you should make other hotel arrangements in case there are no cancellations. A list of other host hotels available at a reduced rate are listed below. We regret that our budget can not subsidize these rooms. Do you know about. . . VINE VINE (Victim Information and Notification Everyday) is an automated notification system that helps you exercise your rights as a crime victim. VINE allows crime victims across the country to anonymously obtain timely and reliable information about criminal cases and the custody status of offenders, 24 hours a day, over the telephone, through the web, or by email. What can VINE do for me? • VINE can notify you if there are any changes to your offender’s status. If you register for VINE

before the court proceedings, VINE can notify you of court dates, even if the State’s Attorney’s Office fails to do so. If you register after the offender is in jail, VINE will notify you if the offender is released, escapes, or is transferred to another facility.

How does VINE work? • VINE is a computer system that regularly receives court and custody information from criminal

justice agencies. If there are any changes to your case, VINE will automatically call your phone number. VINE will confirm notification and stop calling.

Does the VINE service cost me anything? • NO! VINE is a public service to victims of crime. How can I register? • Have the name of your offender, the phone number on which you wish to receive phone calls, and a

Crime Victims’ Rights Constitutional Amendment

The amendment was introduced in the U.S. Senate by Senators Jon Kyl of Arizona and Dianne Feinstein of California (Senate Joint Resolution 1). Congressman Steve Chabot of Ohio has introduced the amendment in the House (H. J. Res. 48). HARRY DAVIS, JR.- MARLON F. MORALES MEMORIAL SCHOLARSHIP FUND AWARD PROGRAM

Applications are now being accepted for annual educational scholarships of $500.00 for students pursing a higher education full time. Applicants must reside in the Washington Metropolitan Area, the scholarship is limited to a one-time award and would be applied to the applicant's first semester of attendance. The purpose of this program is to assist students who are graduating seniors from high school or received a high school equivalency diploma and are continuing their education. Scholarships may be awarded based on merit or financial need. Scholarships must be used within one year of applicant's high school graduation. The 2003 National Peace Officers Memorial Day Service is now available on VHS. The cost of the video is $10.00 and all orders must be pre-paid. We have a very limited number, so until April 15, we will be making this video available only to the survivors of those law enforcement officers killed in the line of duty during 2002, who were honored during the Memorial Service on May 15, 2003, in Washington, D.C. If you are a survivor and would like to place an order, please call the Grand Lodge F.O.P. at 800-451-2711. We will ask for the name of the fallen officer and your relation to him or her. If you are not a survivor but would like to be put on a waiting list should there still be videos available after April 15, call the Grand Lodge at the above number or send e-mail to [email protected]. After April 15, orders for the Memorial Video will be filled in the order in which they were received, so call or e-mail soon!

Ideas on Ways to Commemorate Police Week 2004

Attend and/or volunteer to help in different Police Week Activities. Distribute blue ribbons in your area. These can be small ones to wear or larger ones to fly from car antennas. Tie them to trees and light posts in your area. Ask churches to use this week to “salute officers” in the community with special lunches, awards, or other civic recognition.

Hold an open house at area police departments. Encourage schools to hold contests. Poems or essays can be written about favorite officers or how officers serve the community. These can be published in the newspaper. Posters can be drawn and displayed in merchant windows. Ask local merchants to display prominent flags at half staff on May 15 and put a message proclaiming Police Week on their outdoor signs. Encourage your department to initiate a police trading card program. Volunteer to speak at civic meetings Keep a blue light shining in your window. Thanks to the Michigan COPS Chapter for allowing us to share some great ideas on commemorating Police Week.
