Summary: Qwest offers a Frame Relay interface which allows the establishment of Permanent

Virtual Circuits to customer designated locations utilizing 56/64 Kbps and 1.544 Mbps digital access links. PVCs (Permanent Virtual Circuits) are logical circuits that define a specific path for frames to follow between any two devices. Frame Relay enables greater throughput efficiencies for applications such as LAN interconnect.

A Frame Relay Network-to-Network Interface (NNI) is available for purchase by an end

user for connectivity between Qwest’s Frame Relay network and another Frame Relay network. The NNI protocol specifies the manner in which Frame Relay networks are inter-connected. The NNI protocol supported by Qwest is defined by Frame Relay Forum Document FRF.2.1.

Qwest offers Frame Relay with Fractional Port Speeds where available. Fractional

Port Speed Access will provide customers the ability to access a Qwest Frame Relay Service port connection at fractional 1.544 Mbps speeds in the following 56/64 Kbps multiples, which are: 112/128 Kbps, 224/256 Kbps, 336/384 Kbps, 448/512 Kbps, and 672/768 Kbps. The physical layer connection to the end-user customer will be a standard 1.544 Mbps interface. To access Qwest Corporation's Frame Relay Service at Fractional Port Speeds, the customer will require a 1.544 Mbps CSU/DSU or CSU/DSU function in the CPE connected to the 1.544 Mbps line that is capable of clocking Nx56 or Nx64 fractional 1.544 Mbps data rates. This capability allows transmission at the chosen port access rates. The CPE will interface with a 1.544 Mbps access link provisioned for fractional port access rates.

The physical layer connection to other Frame Relay service providers is a 1.544 Mbps

interface. The transmission is connected to the Frame Relay provider of the customer's choice at the specified rate speeds. Multiple transmissions are aggregated on the 1.544 Mbps link for delivery at the other Frame Relay provider's point-of-presence (POP). Customers can purchase common Fractional Port Speed Frame Relay offerings from both Qwest Corporation and other Frame Relay service providers.

Customer Network Management (CNM) capabilities are available as an additional feature

with Frame Relay and Frame Relay with Fractional Port Speeds. CNM will provide Network Management capabilities to Frame Relay access links and ports that connect customer's LANs. Qwest will provide the end user with the capability to monitor the end


user's Frame Relay Network and query data generated by Qwest’s network monitoring equipment. This customer information is transported using the underlying Qwest FRS protocol data units.

To use CNM, a customer needs to provide at least one SNMP Version 1 compatible NMS

(Network Management Station). The NMS must contain an Internet Protocol address registered with the Internet and utilize Transmission Control Protocol/Internet Protocol (TCP/IP). The customer network management information, which is to be exchanged at the Qwest network interfaces, is contained within specific Management Information Bases (MIBs).

Locations and Timing of Deployment: Locations where Frame Relay is currently available can be found in the following

attachments . If the interfaces change in the future, Qwest will issue a new Network Disclosure. In addition, any new deployment locations will be added to the Qwest web site at http://www.qwest.com/disclosures in disclosure #401.

Attachment 1 denotes deployment plans for Frame Relay.

Attachment 2 indicates deployment plans for 44.736 Mbit/s high speed frame relay UNI. There are no subtending offices. Access will be through a DS3 transport service and a COCC. The service is for high speed UNI or NNI access to FR network at DS3 transmission speed and is specifically targeted for low speed traffic aggregation (e.g., DS0, 56kbps, T1 and Fractional T1) onto a single high speed UNI or NNI. The service components will include a DS3 port and DS3 local loop.

The Fault Tolerant PVC feature is only available in Oregon. It allows a customer to

subscribe to a frame relay access link to serve as standby for one or more primary frame relay access links.

The video PVC service offering is only available in Oregon. It allows packetized point-

to-point videoconferencing applications (both 384kbit/s and 512kbit/s) to be transported over Qwest FRS. Multipoint videoconferencing applications at 384kbit/s are also available. The service also assigns a higher transit priority for the video PVC than the basic PVC to minimize delay and loss during intermittent network congestion.
