Classrooms
The University except for a few Departments is satisfactorily equipped with
Classrooms, Teachers’ Rooms and Departmental Offices. Only last month
(June, 2009) a new building for IMS was completed and inaugurated. Within
next few months two more teaching blocks (Multi-Faculty Phase-I and Phase-II
will be completed. A separate building for UIIT is also near completion. This
will open up more space for already housed Departments and create sufficient
space for Departments housed in old structures e.g. Geography, Journalism,
and Bhoti as well as for those having relatively less space e.g. Visual Arts,
MTA, Bio-sciences, Yoga, Sociology and Physical Education etc.
Administration Buildings
There had been shortage of space for administrative branches. But only last
month a new building, The Examination Wing, has been completed and the
process of shifting branches housed elsewhere to this building will start soon.
This will ease out the problem of shortage of space for administrative branches
to a greater extent.
Transport
The University has a good fleet of buses and other vehicles. Besides, more
than 150 local buses (Government and Private) ply from different parts of the
town to Summer Hill. Hence, the transport facility may be termed as quite
satisfactory.
Water Supply
Taking into consideration the universal water scarcity problem, the University
has satisfactory water facility. Besides, the University is giving due attention
to supply clean drinking water to students by installing a number of aqua guard
systems in teaching Departments and hostels. Presently, about 15 more such
systems are being installed at various places.
Power Supply
Power supply has never been a problem in Himachal Pradesh and more
specifically in Shimla town.

Yes, adequate staff has been appointed for maintenance and repair of
infrastructucture.
The equipment are maintained and repaired under Annual Maintenance
Contract.

The infrastructure is used regularly and for maximum possible duration per
week.
4.3 LIBRARY AS LEARNING RESOURCE
4.3.1 HOW DOES THE LIBRARY ENSURE ACCESS, USE AND SECURITY
OF MATERIALS?
Access to library is easy. The students show their library cards, put their
signatures on the visiting register and enter. Books are placed on open racks
and students are free to access any book. The books are catalogued author-
wise and Title-wise in the library and the students can locate any book easily.
Students can read the book in the reading room or get it issued to study at
home.
There is supervisory staff on all the floors which takes care of the security of
books and other reading material and placing the same at its appropriate place.

4.3.2 WHAT ARE THE FACILITIES AVAILABLE IN THE LIBRARY?

The University Cyber Café with internet facility is housed on ground floor of
the library. Reprographic facilities are available in the library. However,
computers are not available for students’ use.
4.3.3 HOW DO THE LIBRARY COLLECTIONS CATER TO THE NEEDS
OF THE USERS?
The library collections include new and latest books, reference books,
dictionaries, encyclopedia, newspapers, periodicals, research journals,
psychological abstracts, dissertation abstracts, and literary books which cater to
the needs of the users quite satisfactorily.
4.3.4 HOW DOES THE LIBRARY ENSURE PURCHASE AND USE OF
CURRENT TITLES, IMPORTANT JOURNALS AND OTHER
READING MATERIALS?
On receiving library grant sanctioned by the Academic and Planning Board,
Chairpersons along with other teachers draw up a list of books and journals
required by respective Department and send it to librarian. Before the
acquisition list is finalized it has to be recommended by the Departmental
Council of which every teacher of the Department is a member. The Librarian
in turn procures the books listed and gets them placed in Central or
Departmental library as the case may be. The research journals are also
purchased on the recommendation of respective Department Councils.
The new titles and journals are displayed so as to make the students aware of
new arrivals.

4.3.12 WHAT ARE THE SPECIAL FACILITIES OFFERED BY THE

There is no special facilty offered to visually challenged persons. However,
other physically challenged persons enjoy the facility of lift. The ramps,
parking, toilets and railings are coming up shortly on different access points of
the library.
4.3.13 LIST THE INFRASTRUCTURAL DEVELOPMENT OF THE LIBRARY

In order to keep personal belongings outside the main gate of the Library
Property Counter has been made operational.

For the better facilities to the students a lift has been installed in the library
& made operational.

More space has been made available by re- organising the different sections
of the Library and Private Reading Room has been started for the use of
students in late hours.
4. Kerosine Heaters
Keeping in view the problems of the students in winter seasons, eight new
Kerosine Heaters have been purchased and provided to them.
5. List of computerized Theses and Dissertations
List of dissertation and theses in English language has been sent to the
Chairpersons all concerned departments for the use of students to facilitate
their research work.
6. Furniture:- Sufficient new furniture has been procured and provided to the
students and members of the Library staff apart from repair of the broken
furniture.
7. Process for the purchase of computers and other items required for the
computerization of the Library is going on.
8. Efforts are being made for Networking and computerization of all sections
of the Library.
4.4 ICT AS LEARNING RESOURCES
4.4.1 HOW IS THE COMPUTER FACILITY EXTENDED TO ALL
FACULTY AND STUDENTS?
Nearly every faculty member enjoys the facility of personal computer with
internet connection. The provision of computer laboratories in many
Departments, inflibinet facility in the library and University cyber café with
Internet facility helps the willing students to have access to the computer
facility.

Nearly every faculty member enjoys the facility of personal computer with
internet connection. Many of the Departments have LCD projectors and hence
the willing teachers can prepare and use computer aided teaching/learning
materials.

There are limited UGC funds for this purpose, which are allocated to
Departments on specific demands. Departments also make use of funds
collected from fees charged from self-funded seats for maintenance of
computers and its accessories. Some Departments opt for annual maintenance
contract of their equipment.

The Departments other than having ICT related components in their curriculum

1. An effort is made to provide adequate infrastructural facilities to students,
teachers and non-teaching employees. This is evidenced from the
developmental activities undertaken during the past five years and future plans
envisaged in this direction.

2. Creating more and more computer labs.
3. Providing barrier free environment to physically challenged persons like
construction of lift in the library and near completion construction tasks, viz.,
ramps and railings at different places, parking facility, tactile path, and toilets.
4. Provision of neat and clean drinking water by installing acqua guard systems in
Departments and hostels.
5. Creation of more reading room space in the Library
6. Provision of on-line journals
7. Opening of private reading rooms for 24-hours
8. Providing hostel facility to all girl students
9. Creation of advanced testing facility in Health Centre.

For Re-accreditation:
The same assessment framework will be used. However, additional information has to
be provided for the following probes:
1. What were the evaluative observations made under Infrastructure and Learning
Resources in the previous assessment report and how have they been acted
upon?
2. What are the other quality sustenance and enhancement measures undertaken
by the institution since the previous Assessment and Accreditation with regard
to Infrastructure and Learning Resources?

However, on priority basis additional buildings be contemplated to accommodate such
departments as Journalism, Geography, Buddhist Studies, Staff Club, Community
Centers and others. Few hostels for girls and boys may also be added on need basis.
However, it has been noted that the maintenance of Boys Hostels, some
teaching departments, canteens, research labs, administrative building and common
facilities need further improvement in their maintenance. A Cleanliness awareness
campaign is needed in the university. Moreover, sizable non-plan grants are required
for the maintenance and upkeep of the assets of the university.
The university has many small computer centers at various departments like the
library, the Computer Center, the Information Technology, the Academic Staff
College, the Nodal Centers, the Computer Science and at many other places in
addition to the Computer Centre. The computer facilities are adequate but they need to

be integrated through networking and this facility should also be extended to those
departments where such facilities do not exist.
The Science Departments have adequate number of teaching and research laboratories
as per the needs of the students. However, for competitive research, the research
laboratories need to be upgraded and restructured. Faculty members may be
encouraged to undertake research projects to generate additional resources for
research.
ACTION TAKEN BY THE UNIVERSITY
Three new buildings (IMS, Muti-Faculty Phase-I and Multi-Faculty Phsae-II have
come up and will adjust Departments requiring adequate space. Besides, more space
have been opened up in the existing buildings to solve space problem.
Quite a good amount of money has been spent on maintaining and renovating various
buildings especially hostels and providing more facilities like clean water facility,
street lights, fencing, and recreational facilities to hostel occupants. More plans are
under way.
More computer facility has been added in the form of more computer labs, providing
individual computers to all the teachers.
Internet facility has been made available in all the Departments and bandwidth has
been satisfactorily increased. Cyber café has been strengthened. Computer centre
with its new computer lab has initiated plans to provide computer awareness
programmes especially to women teachers and school going girls.
The existing research labs have been strengthened. A new modular lab in Chemistry
Department has been established. USIC facility has been recently created and

purchase orders for some costly new equipment have already been placed. Instrument
Maintenance Facility has been created and will be operational in a month or so.
