Reflecting on developments over the past four months since the last edition of the Newsletter, it amazes me how much of this change is concentrated in the European Union, its member states, its Eastern and Mediterranean neighborhoods, and in Turkey proper. T he Center for Interna- tional and European Stud- ies (CIES) will host the 3rd International Neigh- bourhood Symposium at Heybeliada, Turkey between 25 and 30 June 2013. This year’s Symposium will focus on “The Eastern Neigh- bourhood and the Mediterranean South - Tackling the Issues of Se- curity, Democracy and Business.” The Eastern Neighbourhood and the Mediterranean South are shared neighborhoods of the European Union, its member states, the Russian Federation, and Turkey. While each is distinct with its own historical, po- litical, social, cultural and economic characteristics; their proximity sug- gests synergy across many sectoral issues such as energy, transport, and the environment. While the Eastern Neighbourhood is composed of many states that aspire to closer ties includ- ing membership in the European Union and NATO; it is also home to the Russia Federation whose estrange- ment with the West and its institutions is growing while it claims the neigh- borhood for itself. The Mediterranean South finds itself in a state of ebulli- tion for over two years since the Arab Awakening began. The International Neighbourhood Symposium aims to discuss, assess, and understand these changes and challenges as well as explore the synergies between the two regions and the rest of Europe. Consequently, it will focus on the theme of Security and its challenges in each region. A dedicated panel will also look at how the issues of energy and energy security affect the security context. Attention will also be paid to the economic context and the role of Business as well as on the prospects of social entrepreneurship as there is a growing interest in both profit making and a positive return to society in both regions. Additionally, the energy is- sue will be presented from a business perspective. Finally, the themes of De- mocracy and democratization will be debated to assess the state of play in both regions and their prospects for the future. All of these points will be discussed further through Structured Dialogue workshops facilitated by Professor Benjamin Broome from Ari- zona State University. Participants will include young professional and graduates (22- 35 years of age) from the two neighborhoods and elsewhere. CIES hosts five prominent experts from Ukraine to discuss the future of Ukraine

The CIES, in cooperation with the Center for International Studies (CIRS) in Kyiv, held

a roundtable discussion on “Quo Vadis Ukraine after the Elections?” at Kadir Has University on Friday, 25 January 2013. The discussion brought together Ukrainian and Turkish experts to discuss the direction of Ukraine post elections, Turkish - Ukrainian relations, energy and energy security developments,

and Black Sea regional issues. This event was made possible through the generous support of the Black Sea Trust

for Regional Cooperation, a Project of the German Marshall Fund of the United States. The Ukrainian experts included Igor Burakovsky of the Institute for Economic Research and Policy Consulting; Valeriy Chaly of the Razumkov Center; Olexiy Haran of the Kyiv Mohyla Academy; Mykola Kapitonenko of the Center for

International Studies; and Oleh Shamshur, non-resident Fellow at the German Marshall Fund.

The CIES held the second of its CIES Elections Panel Discussion Series on 23 January 2013 at Kadir Has University, immediately following Israel’s parliamentary elections for

the 19th Knesset on 22 January 2013. The panel of experts analyzed the election results and shared their opinions on the possible implications for the Middle East as a whole. The panelists put the emphasis on the situation of the middle class in Israel and its effect on

the election results. They also agreed that the right-wing political parties failed to get the support that they had in the previous parliamentary elections. The panel discussion, moderated by Mitat Çelikpala of Kadir Has University, included Karel Valansi of Şalom Newspaper, Ufuk Ulutaş of the Foundation for Political, Economic and Social Research (SETA), Salih Bıçakcı of Kadir Has University, and Louis Fishman of Brooklyn College, City University of New York.

The CIES, in cooperation with the Faculty for Econo-mics, Administrative and Social Sciences at Kadir

Has University, hosted a presentation by Dr. Sena Eken, senior economist at the Foreign Economic Relations Board (DEIK), on the recently publis-hed book Turkey 2000-10: A Decade of Transition, Discussions Among Experts at Kadir Has University on 16 Janu-ary, 2013. The book, written by Sena Eken and Susan Schadler, assesses the changes in Turkey’s political economy between 2000 and 2010.

The Center for International and European Studies (CIES) at Kadir Has University in partnership

with the Center for Global Politics at Freie Universität Berlin, the Hellenic Foundation for European and Foreign Policy (ELIAMEP), and the Department of Mediterranean Studies at the University of the Aegean is launching a call for applications for the Global Politics Summer School on “Different Stories about Europe” to be held in Rhodes, Greece between 12 and 25 July 2013.

The modules offered during this intensive short-term program are intended to provide students with an insight into different perspectives on the European Union’s future developments. A special emphasis will be put on political, financial, social and media-related challenges and opportunities in current EU cooperation. The exchange of views between German, Greek and Turkish academics and students will also focus on the EU’s relations

to the Mediterranean and, particularly Turkey and Greece. A joint certificate with 4 ECTS Credits will be provided to those successfully completing the program.

CIES coordinates a summer course on “Turkey, Europe, and Shared Neighborhoods”

The CIES is coordinating a two week long summer course on “Turkey, Europe and Shared

Neighborhoods” for advanced undergraduate and graduate students in International Relations, European Studies, Political Science, and Turkish Studies. The course is set to take place between 1 and 14 July 2013. It forms part of the 2013 Summer Courses offered by Kadir Has University. The aim of the course is to understand the relationship between the European Union and Turkey through the prism of their two shared neighborhoods – the Eastern Neighborhood encompassing the Black Sea Region, the Caucasus and Russia, and the Mediterranean South including the Middle East – and to envisage how both sides can work together in enhancing their security, stability, and prosperity.

The course will be supported by guest lecturers from Kadir Has University and other universities/institutions across Europe and Turkey with the requisite expertise and a comprehensive reading list. It is designed to be interactive with each session consisting of a 45 minute lecture and a 45 minute discussion/debate regarding the topic presented by the lecturer.Some basic knowledge of the European Union and the social sciences are required for the participation in the summer course. The course evaluation includes the active participation of the students and a take-home final exam. CIES participates in two important Black Sea related

events

The CIES was represented by its Director in two important events held

by key CIES partner institutions in Bucharest in March. The first was the Black Sea Trust’s 5th Anniversary Conference held on

7-8 March. The other event was the Harvard Black Sea Security Program’s 11th edition of its Regional Workshop and 15 years of existence held on 17-20 March. The Directors of both programs were presented National Awards by the President of Romania.

The CIES was well represented at the Anna Lindh Mediterranean Forum held in Marseilles

on 4-7 April. Convoked every three years by the Anna Lindh Foundation, the Forum’s goal is to provide an innovative and participative space for

debate, networking and good practice exchange on intercultural dialogue initiatives. At this year’s event, CIES Director Dimitrios Triantaphyllou was a speaker in a workshop on ‘Pro-active Citizenship Education’. Also participating in the Forum was Laetitia Sadak, the Projects Coordinator.

The Director’s Corner In other words, change, evolution,

and revolution are taking place in some of the countries and regions that the CIES is actively involved in studying, analyzing, and understan-ding. Our activities over these past four months have aimed to highlight some of these events and their chal-lenges with sessions, for example, on the future of Ukraine and Israel post-elections. Our publications output has been extensive with a focus on the Eastern and the Southern neigh-bourhoods and the issues emanating from them. We have also introduced a CIES Commentary series with the purpose to draw attention to evol-ving and newsworthy issues.

We have also been building, ex-panding, and preparing our future activities and projects including the 3rd edition of the International Nei-ghbourhood Symposium to be held in late June this year on the island of Heybeli. We are about to launch ourselves into providing courses with credit either in the form of summer schools and/or seasonal schools. Our first attempt will be a course in on “Turkey, Europe, and the Shared Neighborhoods” to be held on 1-14 July as part of Kadir Has University’s Summer Course offerings. The se-cond is a new partnership with the Free University of Berlin and its Global Politics Seasonal Schools program and the Hellenic Foundati-on for European and Foreign Policy (ELIAMEP) where together we will be holding two week long courses in Greece and Istanbul.

We are also hard at work to pre-pare a rather innovative Europe Day event on 9 May which includes a photography exhibit on the theme of “Catching Europe in Istanbul”, the showing of short films depicting the lives of Erasmus students and diver-se panel discussions.

I hope this Newsletter provides the reader with a taste of what the CIES is all about and how team work and imagination from its multinational team coupled with the steadfast support of Kadir Has University keep contributing to its evolution.

Eight more papers of the Neighbourhood Policy Paper series have been published and are available in English

and Russian. This series is a joint venture between the CIES and the Black Sea Trust for Regional Cooperation, which seeks to bring the perspectives of experts on issues in the EU’s Eastern Neighbourhood to interested policy makers and researchers. The key priority is to maintain the focus of the policy debate on the Black Sea Region and the wider region, including its interaction with the Mediterranean South.

CIES continues to publish Neighbourhood Policy Papers and their Russian versions

CIES has added another series to its lineup of publications. The CIES Commentary series offers

concise, op-ed style insights on topical issues pertinent to CIES’ research focus. Each article gives the author the opportunity to express their own personal views in addition to some hard facts on the topic they explore.

To herald in the new series, Sebastiano Sali, TUBİTAK Research Fellow at the CIES, has written a piece entitled Italy votes: a Greek tragedy in Magna Grecia. A second paper on The 1 October 2012 elections in Georgia - what happened; what did not happen; what will happen was written by Tedo Japaridze, the Chairman of the Committee on Foreign Relations of the Parliament of Georgia. A

third commentary entitled Hakol Beseder B’Eli Haseder - Israel’s apology and Turkey was written by Salih Bıçakçı, Associate Professor of International Relations at Kadir Has University. New book on Black Sea Security publishedThe First Research Conference of the Regional Stability within the Greater Black Sea Area Working Group on New Security Challenges in the Black Sea Area: Towards a Cooperative Agenda: Policy Recommendations and Conference Report.This recently published volume, published by the Military Publishing House of the Ministry of National Defense of Romania, contains the policy recommendations and the conference report of the Interna-tional Conference on “New Security Challenges in the Black Sea Area: Towards a Cooperative Agenda” held at Kadir Has University on 27-30 May 2012. The Conference was organized by the Regional Stability in

the Greater Black Sea Area Working Group of the Partnership for Peace Consortium of Defense Academies and Security Studies Institutes, in partnership with the Center for In-ternational and European Studies (CIES) at Kadir Has University and the Harvard University Black Sea Security Program, with the support of the International Relations Coun-cil of Turkey.The book is of particular relevance as it emphasizes the potential for a cooperative security agenda in the Black Sea Region in the areas of Energy Security, Critical Infra-structure Protection, Cyber Security, and Combating Transnational Orga-nized Crime.

Get to know our team: Laura Bastos Pereira, Research Fellow at the CIES

Hello everyone. My name is Laura Bastos. I am in my third year as a PhD candidate in International

Relations - International Politics and Conflict Resolution, in the Faculty of Economics and the Centre for Social Studies at the University of Coimbra. I was born in a small town called Miranda do Corvo, about thirty kilometers from Coimbra, Portugal.

I started out my academic life by obtaining an undergraduate degree in Journalism from the Faculty of Arts of the University of Coimbra. I graduated in 2007, and in that same year I did my internship as a journalist in a Portuguese daily newspaper in Macao, China over a period of seven months. As much as I loved the excitement of working in a daily newspaper (one learns something new on several different topics every day), I felt the need to delve deeper into a subject that always interested me - International Relations.

Therefore, in 2008, I enrolled in the Master’s program on Advanced

European and International Studies of the Institut Européen des Hautes Etudes Internationales. The Institute is based in France but through several partnerships, it took us to spend a few months in Istanbul, Nice and Berlin. In Istanbul, I first got acquainted with Turkish politics at Istanbul Bilgi University and it has been my main area of interest ever since.

As a result, Turkish politics has been my research focus for my PhD studies. I have concluded assessments on Turkey and Armenia, and EU-Turkey relations. For my PhD thesis, I am working on the concept of identity in International Relations and relating it to Turkish politics at the beginning of the millennium. Essentially, I will argue that Foreign Policy can be a medium for a domestic change on the representation of identity, as portrayed by Turkish Foreign Policy during the AKP government.

During my staying at the CIES and Kadir Has University, I hope to be in contact with researchers than can help me on my quest. I will

also be participating in a number of conferences in Turkey. I am certain that this period at Beyaz Ev (the white house where the CIES is located) will help me tremendously in conducting accurate research. I look forward to get to know all of you in the CIES community.

The first panel on “Unity in Diversi-ty: European Identity through the Lens of Erasmus Students” will focus on Erasmus students and their experiences. The second panel on “Defining the Concept of Eu-ropean Citizenship” will involve a high level discussion with European

and Turkish elites through the use of Google’s Hangouts technology. The CIES is partnering with the Corpo-rate Social Responsibility Associa-tion of Turkey and the International Cooperation and Education Office at Kadir Has University to bring the aforementioned panel to frui-

tion. Finally this event will signal the launch of the “Catching Europe in Istanbul” photography exhibit, in partnership with Katadrom and the Erasmus Student Network at Kadir Has University. The best photo-graphs will be awarded a prize by the organizers.

The CIES continues to expand its team. This year the CIES welcomed a new office administrator,

projects coordinator, a new intern, and a new research fellow. Çiler Öztunca assumed the position of Office Administrator in March after Aslı Mutlu left the CIES to take up a position at the Hollings Center for International Dialogue.

Laetitia Sadak joined the team in March as the CIES Projects Coordinator. She has MA Degrees in International and European Law and in General Management from French universities and possesses substantial work experience in civil society, governmental and intergovernmental organizations. Laura Bastos Pereira (see “Get to know our team” section) is currently

a PhD Candidate in the International Relations - International Politics and Conflict Resolution program of the Faculty of Economics at the University of Coimbra, Portugal. She joined the CIES as a research fellow in February 2013. Birim Yamanlar joined the CIES as an intern in February 2013. She is a third year International Relations student at Kadir Has University.
