1. Introduction

Khanki Headworks is the oldest Headworks of Pakistan. It is located about 52 km downstream of

Marala Barrage and 32 km upstream of Qadirabad Barrage and is the second diversion structure

on River Chenab after entering Pakistan. The Headworks is situated about 16 km south west of

Wazirabad City in District Gujranwala (Latitude 32o45’ 00’’ North and Longitude 74o10’ 46.13’’ East). Figure 1 shows the location plan of Khanki Barrage and Figures 2 and 3 show the pictorial

view of the existing Khanki Barrage before construction of new Barrage and after the recent flood

(September-2014). The Lower Chenab Canal (LCC) off-takes from the Khanki Headworks which

irrigates about 1,440,000 hectors (3,556,800 acres) of fertile land in eight districts of Punjab i.e.

Gujranwala, Hafizabad, Sheikhupura, Nankana Sahib, Faisalabad, Toba Tek Singh, Jhang and

Chiniot. The Lower Chenab Canal has a design discharge of 327 m3/sec (11,538 cusecs) during

Rabi and 425.17 m3/sec during Kharif, whereas the existing Khanki Barrage has a design

discharge of 800,000 cusecs (22,676 m3/sec).

The construction of New Khanki Barrage and Auxiliary Works is a project listed under the “Punjab Irrigated Agriculture Investment Program” of the Government of Punjab sponsored/ funded by

ADB. Project Management Office i.e. PMO Punjab Irrigation Department is the Client of the project

and the key responsible government department. The Lead Construction Supervision Consultant

is M/s SMEC International in association with M/s EGC (Pvt.) Ltd., Pakistan,

M/s Barqaab Consulting (Pvt.) Ltd., and M/s AKTIN International (hereafter referred to as the

Engineer or Supervisory Consultants). Construction Contractor is DESCON Engineering Limited,

Pakistan.he Construction phase of the project is currently under progress. By the end of

December, 2015, the actual physical progress of overall project was 64.1% against the planned

progress of 63.63%. In the reporting period the construction of the following percentage of the new

Barrage components has been achieved i.e. Main Barrage 47.85%, Building and Roads Works

5.72%, Electrical & Mechanical Works 5.17%, New LCC Head Regulator & Associated Works

5.36%.

2. Need to Reconstruct Khanki Headworks

The Khanki Headworks was constructed in the year 1892 when knowledge about hydraulic

engineering was in infancy. In the initial forty (40) years after construction (1892 – 1932), the

Headworks went through frequent repairs and modifications with the 1929 floods causing a major

damage to its structure. During 1932 to 1935 various modifications were carried out by the Punjab

Irrigation Department. The existing Khanki Headworks has outlived its reliable life. It is pertinent to

mention that the Headworks has a design discharge capacity of 800,000 cusecs (22,676 cubic

meter/sec) which has been exceeded several times (the maximum was 1,086,000 cusecs during

the 1957 floods). The current control mechanism on the river flows and pond level is inadequate

and regulation through the outmoded shutters results in significant leakages of water during

periods of acute water shortage and keen demand for irrigation water. Based on various safety

evaluation reports, replacement of the outdated Headworks with a new barrage became

imperative.

With the co-operation of Asian Development Bank (ADB), the Irrigation Department, Government

of the Punjab launched the New Khanki Barrage Construction Project (NKBP) at a cost of

Pak Rs. 23,442 Million to be implemented over a 5 year period (2013-2017). Out of the total

Project cost, Rs. 394 million have been allocated for implementation of the Environmental and

Resettlement Plans.

3. Recent Peak Flood in River Chenab

In the first week of September 2014, the Engineer and DESCON got the information about high

flood in Chenab River. Engineer’s Team Leader and other representatives advised DESCON to

shift all the machines and equipment from the barrage area, reduce the labour strength and start

preparation for a river discharge exceeding 700,000 cusecs (19,841 m3/sec).

Starting 4th September 2014, flood level started rising in River Chenab at Khanki Barrage. On 4th

September 2014, the discharge of water in the river was 200,000 cusecs (5,669 m3/sec) while on

5th September 2014 it increased up to 500,000 cusecs (14,172 m3/sec) and finally by September

07, 2014 it surpassed a very high level of 947,000.00 cusecs (26,842 m3/sec) causing excessive

flooding in the river and submergence of surrounding areas. (Figure 4 shows the River Chenab’s Peak Floods during last 50 years)

Coffer Dam around Pocket 1 was flooded on 7th September 2014 when water discharge exceeded

700,000 cusecs (19,841 m3/sec). DESCON and Consultant offices came under flood. Furniture

and office accessories were badly damaged by the rising flood water. However, the Contractor

under the guidance/ advice of the Consultants evacuated the staff/ labour from the labour camps

on time and fortunately there was no loss of human life. Soon after the flood, DESCON on advice

of Engineer resumed working at site and also restored the damaged areas at Khanki Head works

in a very swift manner within a time lapse of only 3 weeks.

4. Performance Monitoring and ADB Delegation’s Visit

The Engineer’s Environmental Specialist and Sr. Environmentalist have monitored the Contractor’s

performance against the stipulated compliance of Environmental Management Plan, Traffic

Management Plan, HSE Plan and Solid Waste Management Plan in the field. The Senior

Environmentalist along with his staff member i.e. Safety Inspector are deputed at site on full time

basis to regularly monitor the performance of M/s DESCON Engineering. Joint visits have been

carried out with DESCON’s Environmental officers for more effective monitoring and for achieving

better performance objectives.

The field staff of the Supervisory Consultants is supported and guided by an experienced

Environmental Specialist who performs his duties by field trips to the New Khanki Barrage followed

by Field Trip Reports as well as regular interaction with the field staff from the Consultants Head

Office located in Lahore.

Director Environment, Social & Resettlement, Deputy Director Environment and Deputy Director

Social of PMO have been regularly visiting the Project Area in the reporting period almost every

month for supporting and reviewing the performance of Engineer’s Environment & Social Team and Implementation of EMP and other plans by DESCON. Monthly Environmental Progress

Review Meetings have been held at site by PMO for keeping regular check and improvement in

the environmental & social performance.

During July to December 2015, two visits were made by the ADB delegates to the Khanki Barrage.

The first visit was made on July 30, 2015 to assess the Environmental Management Practices at

New Khanki Barrage Project. ADB delegation from different South Asian countries visited the New

Khanki Barrage Project site on July 30, 2015. Consultant’s CRE and DECSON’s Project Manager welcomed the ADB delegation at New Khanki Barrage Project site. CRE SMEC International, Mr

Muhammad Azam Chaudhry made the introductory speech followed by a comprehensive

presentation by Malik Pervaiz Arif Deputy Director Environment PMO on the Good Environmental

Practices being carried out at New Khanki Barrage Project site for the compliance of ADB’s Environmental and Social Safeguards. After the presentation, the participants visited the Labour

Barracks, Ware House, Refueling Area, Main Barrage Site and Coffer Dam. During their visit, the

ADB delegation and associated participants provided useful suggestions for the further

improvement of the environment and workers health and safety. These suggestions were noted by

the Contractor and fully implemented under supervision of the Engineer and PMO.

Another visit was made by ADB officials; Environment Specialist (consultant) and Senior Social

Development Specialist on October 06, 2015 to check the status of ADB Environmental and Social

safeguard compliance at site. PMO, Consultant and Contractor staff received the ADB officials at

New Khanki Barrage Project site. Deputy Director Environment Malik Pervaiz delivered the

presentation for the compliance of ADB’s Environmental and Social Safeguards. After presentation, the ADB officials visited the Labour Barracks, Ware House, Refueling Area, Main

Barrage Site and Coffer Dam for EMP & HSE compliance as well as general housekeeping. ADB

Senior Environmental Specialist emphasized that the Urdu translation of EMP summary should be

available at site and should be displayed at public gathering points at site. The Consultant has

issued the instruction to Contractor for necessary compliance. PMO has also been requested to

provide the Urdu summary of Executive Summary of Environmental Assessment Report. The Urdu

summary has been disclosed at barrage as well as in XEN and SDO Khanki office.

A meeting was held at Project Management Office (PMO) Barrages, Lahore on December 11, 2015 in which Senior Environment Specialist ADB Ms Zehra Abbas, Environment Specialist, Safia Shafiq (Consultant) from ADB, Malik Pervaiz Arif and Syed Nazim Shah from PMO Barrages, Engr. Anwar Hussain Mujahid and Tariq Jan from SMEC & Mr. Aqeel HSE Manager from DESCON participated. The visiting officials from ADB expressed their overall satisfaction with the working at NKBP and informed that they consider NKBP to be a “Model Project” for other Projects in the Area.

5. Detail of Physical Work Progress of New Khanki Barrage & Auxiliary Works Project in reporting up to 31st December 2015

The New Barrage’s construction work remained in progress during the reporting period. In September 2014, the high flood in River Chenab badly affected the progress of New Khanki Barrage Project. However, post flood, construction activities are in full swing at the New Khanki Barrage. Contractor’s prime attention is towards the construction of main barrage along with auxiliary works such as construction of RMB and LMB Roads, RGB, Irrigation Colony, Basic Health Unit and Community School etc. Figure 5 shows a view of the completed portion of New Khanki Barrage and under construction portion. In the reporting period, the following physical works of the Project were either completed or in progress.

Chanawan Road: The Asphalt Road has been completed. Some finishing work is in progress.

LMB Road: Embankment, sub base and aggregate laying has mostly been completed. Laying of asphalt is in progress.

Kot Jaffer Distributary lining has almost been completed.

Out of 64 buildings, 37 buildings have been handed over to the Consultant including the CRE Office, CRE Residence, RE Residence, ARE Residences. Work on the remaining 27 buildings is in progress.

Work of Sewerage System for buildings is completed by 60% and the remaining is in progress.

Civil Work of Overhead water tank has been completed.

In Season-03 the new pocket-03 (bay 29-40) has been initiated and achieved the following progress till Dec 31, 2015 i. 28 No.s of Panel-A has been completed ii. 38 No.s of Panel B has been completed iii. 9 No.s of Panel C has been completed

iv. 53 No.s of Panel D has been completed v. 30 No.s of Panel E has been completed vi. Fibre concrete and installation of embedded parts of Panel-C. vii. Most works of LCC Head Regulator have been completed. viii. Stone apron upstream and downstream of Main Weir is in progress. ix. Sheet Piling & lean concrete of Fish Ladder and Backfilling upstream and downstream of

the New Barrage in Pocket-3 is in Progress. x. Construction of Coffer Dam Stage-3. xi. Unwatering from Pocket-3 (Bay No 40-65) is in progress.

The Contractor had utilized three borrow areas from the nearby localities for construction of Coffer Dam Stage-1 and for Chanawan Road’s earth work utilizing a total area of 50 acres. These borrow areas were approved by the Engineer. After utilization of the Borrow Areas No Objection Certificates (NOC’s) from two owners have been obtained with their satisfaction.

5.1 Physical achievement of different components of the New Khanki Barrage & Auxiliary Works

Following is the percentage weightage of various Project components of the New Khanki Barrage.

5.2 Overall Physical Progress of Work on 31st December 2015

The achieved actual physical progress was 66.80% against the planned progress of 63.63% on Dec 31, 2015, which was higher than the planned progress as shown in Figure 6.

6. Highlights and Major Events of the Reporting Period (July-December 2015)

6.1 Urban Unit Environmental & Social team visited the New Khanki Barrage Project on

August 13, 2015

The Urban Unit Environmental & Social Team from Lahore visited the New Khanki Barrage Project

site on August 13, 2015. The Urban Unit was established in 2006, as a Project Management Unit

(PMU) of the Planning and Development Department, Government of Punjab.

Malik Parvez Arif (Environmentalist) from PMO, the Consultant and Contractor’s staff welcomed

the participants at New Khanki Barrage Project site. Mr. Malik (Environmentalist) from PMO

delivered the presentation on the Good Environmental Practices being carried out at the New

Khanki Barrage Project in compliance with country and ADB’s Environmental and Social Safeguards. Detailed question and answer session with participants was also carried out during

the presentation. After the presentation, the participants visited the Main Barrage Site and Coffer

Dam. During their site visit, Mr. Malik Parvez explained the brief history of the Old Barrage and its

rather hectic operational system which made the construction of the new Barrage necessary. He

also emphasized that it is crucial to take Dissolved Oxygen (D.O) measurements at the time of

construction and during dismantling of the Coffer Dam and also advised the contractor to monitor

Noise Levels regularly during the construction stage of the project.

6.2 Assessment of Trees falling at the Right Guide Bank (RGB) of Khanki Barrage

The site proposed for Right Guide Bank (RGB) of Chenab River was scrutinized for removal of

trees. The Consultant and DESCON’s survey team was advised to mark the area of Right Guide Bank for identification of trees. A complete survey for identification of trees, plant species, girth

and type was accordingly carried out on October 31, 2015. According to the latest assessment by

Consultant and Contractor, a “Tree Inventory” of about 1037 trees for the Right Guide Bank was

finally made and signed by the representatives of the Contractor and the Supervisory Consultants.

Tree Inventory is placed at Annexure-I with the following details:

Upstream of Right Guide Bank = 130 trees

Downstream of Right Guide Bank = 567 trees

P-Spur Nose, Slope and Right Bella = 122 trees

Left Marginal Bund , Station area and Head Works Section = 166 trees

Left Marginal Bund , Station area

and Head Works Section = 122 trees

Total: 1037 trees

Final list of trees has been sent to DFO Gujrat for price assessment. The DFO has sent back the assessed price of the trees to XEN Khanki. The XEN Khanki Barrage has sent it to the DG Public Relation Punjab Lahore vide his latter No,34/49-M dated 05/01/16 for advertisement in the national News Paper. The auction of the trees shall be preceded on 26/1/2016 at 11am in the Executive Engineer Office accordingly.

6.3 Environmental Compliance for the Mechanical Workshop

SSEMP for the Mechanical work shop has already approved. A Mechanical Workshop for

assembly and welding of the radial gates of the New Khanki Barrage was established by M/s

DESCON near Eminabad/ Gujranwala. The radial gates are imported from the Republic of Turkey.

Consultant Senior Environmentalist and Safety Inspector visited the Mechanical Workshop at

Eminabad, Gujranwala along with DESCON’s Environmentalist on October 14, 2015 to check the compliance of Site Specific Environmental Management Plan (SSEMP) for Mechanical Workshop.

Consultant’s major observations were conveyed to the Contractor and are as follows:

Unsatisfactory housekeeping around the Mechanical Workshop area.

Provide solid waste collection drums and waste bins at main works shop and offices and educate all staff about solid waste management practices during the daily orientation/talks.

No proper provision of fire extinguisher in case of emergency.

Non-availability of Site Specific Environmental Management Plan for Mechanical Workshop at the site.

Workers were found working without gloves for welding and cutting of steel which may cause injury.

No proper sanitation facilities are available for workers.

Paramedic staff available at Mechanical Workshop is not qualified, therefore it is strongly recommended to train the paramedic staff with first aid training in case of any injury at workshop.

First aid kit available at Mechanical Workshop needs to be upgraded in accordance with the standard procedure to cope with any injury at site.

Emergency response contact numbers are also missing at Mechanical Workshop that needs to be displayed and labour informed about the same in case of any emergency.

Fire drills need to be carried out at Mechanical Workshop at least once a month.

Labour at Mechanical Workshop is working without ear muffs and ear plugs, which may cause hearing impediment while working in the high noise area.

Monitoring of noise levels at each month by DESCON is also required at the Workshop.

Placement of necessary information and warning signs in the working area, metal scrape area and for fire extinguishers area is also required.

The compliance of those observations was discussed in the EPRM-18 & 19 and the Contractor’s representative Mr. Aqeel Head HSE DESCON assured that necessary steps to comply with the above observations are being taken in this regard.

6.4 Environmental & Social Performance at New Khanki Barrage Project

The Environmental Management Plan (EMP) is an integral part of the project’s bidding document

and was broadly followed by DESCON Engineering Ltd while Engineer’s Environmental Specialist and Senior Environmentalist along with their team have regularly and strictly monitored the

compliance related to environmental and safety issues. PMO ESU is the overall monitored of the

compliance related to environmental aspects of the project. Third Party external instrumental

monitoring for the environmental parameters i.e water and air was carried out quarterly for the

New Khanki Barrage Project. Seventh round of external instrumental monitoring was carried out

on August 26, 2015 while the 8th round was carried out on November 28, 2015 by DESCON,

through M/s Global Environmental Laboratory, Lahore.

Internal instrumental monitoring of environmental parameters of river water quality was also

carried out in the reporting period by DESCON and Engineer’s Environmental Team at the Chenab

River upstream and downstream of the Coffer Dam as well as noise levels monitored at the

construction site(s).

During the reporting period, DESCON removed the old Coffer Dam and constructed the new

Coffer Dam near the Right Bank to complete the remaining construction of the Barrage. The new

Coffer Dam inside River Chenab was constructed by using clay (mostly obtained from excavation

of the new LCC channel) and stone material. This material however can degrade the water quality

and become a source of threat for aquatic life especially fish during dismantling phase. The river

water quality at the upstream and downstream of the Coffer Dam was analyzed frequently before

and during dismantling and construction phase of the Coffer Dam, which was found to be

satisfactory. During the internal instrumental monitoring of River Chenab, it was noted that the

concentration of dissolved oxygen in the river was more than 6 mg/l whereas minimum dissolved

oxygen for existence of aquatic life/ fish is considered to be 4.0 mg/l. To prevent soil erosion, the

Contractor has mounted sheet piles on outer edges of the hammer head. Stone stacking is also

being done behind sheet piles to prevent soil erosion.

According to Contractor’s obligation regarding employment of local residents in the construction

work, DESCON is bound to employ maximum number of local labour for construction work. A large

number of semi and unskilled workers in the project area are being hired by DESCON. The Project

has opened new job opportunities which the local population is availing. The district wise

Contractor’s monthly employment record during the reporting period for Khanki local and other

areas is attached as Annexure-II.

The overall Environmental and Social Performance of New Khanki Barrage Project is satisfactory

while efforts for continuous improvements are being undertaken. Status of approval of various

Environmental Plans related to New Khanki Barrage is shown in Table 1.

7. Summary of Construction Activities of the Project

M/s DESCON Engineering is the “Main Contractor” for the construction of the New Khanki Barrage

and Auxiliary Works Project. The Contractor mobilized in the month of July 2013. Construction of

the new barrage project is under way and about 64.1% progress has been achieved to date (31st

Dec, 2015). DESCON has also started the construction activities at the Right Side of the Chenab

River during the reporting period. The details of the physical progress of work were already

presented in section 5.0.

8. Environmental Progress Review Meetings (EPRMs) in the reported period

A total of four (4) Environmental Progress Review meetings were carried out in the reporting

period from July 01 to December 31, 2015.

Environmental Progress Review Meeting -16 was held in DESCON office on July 13, 2015.

Environmental Progress Review Meeting-17 was held in DESCON office on August 25, 2015.

Environmental Progress Review Meeting-19 was held in DESCON’s office on December 11, 2015.

These meetings provided good opportunity for resolution of major issues and review of the

progress relevant to various environmental, social, health and safety issues of the New Khanki

Barrage Project. Minutes of the latest EPRM 19 are attached herewith this report as Annexure-III.

9. PMO, Consultant and Contractor’s Environmental and Social Staff Joint Visit to the New Khanki Barrage Project and Contractor Facilities

After the EPRM 17, PMO staff; Malik Pervaiz Deputy Director Environment , Nazim Shah Acting

Director ,Consultant’s staff Engr. Anwar H. Mujahid, Mr. Ghazanfar Afzal, Mr. Tariq Jan and

Contractor’s staff; Mr. Muhammad Aqeel, Mr. Shahid Iqbal, Mr. Asif Kamran took a round of

various sites on the new Barrage and made the following observations;

i. Labour Camp, Overall housekeeping seems satisfactory, however DESCON was advised

to clear the space between the washrooms/ toilets.

ii. Visited the solid waste disposal site, constructed in three independent enclosures, made on

imperious floor consisting of recyclable waste, general waste and organic waste.

iii. The work of provision of “Secondary Containment” around the oil tanks as desired by ADB delegation was in progress. In addition to that, DESCON representatives were advised to

place proper fire extinguishing equipment at site.

iv. A “Sharp Turn” before Lindkhur village exists on the newly constructed road. The provision

of a sign board warning the motorists about the sharp turn may avoid road accidents.

Similarly, after the EPRM 18, PMO staff; Malik Parvaiz, Consultant staff; Engr. Anwar H. Mujahid,

Mr. Ghazanfar Afzal and Contractor staff; Mr. Muhammad Aqeel, Mr. Shahid Iqbal, Mr. Asif

Kamran took a round of various sites on the Barrage and made the following observations;

i. Barrage, excavation and dewatering were in progress in the second section of the Barrage,

PPEs compliance seemed satisfactory.

ii. Warehouse, scaffolding pipes maintenance were in progress and housekeeping around the

warehouse was in the excellent condition.

iii. Refueling Area, as desired by the ADB delegation, Secondary Containment Wall was

completed and firefighting arrangements were satisfactory.

iv. Labour Camp, overall housekeeping seemed satisfactory, however PMO Deputy Director

Environment and the Consultant issued instructions to DESCON to maintain cleanliness

and hygienic conditions at Labour Canteen.

10. SMEC’s Environmental Specialist Visits

SMEC’s Environmental Specialist Engr. Anwar Hussain Mujhaid paid regular visits to the New

Khanki Barrage Project during the reporting period. The purpose of those visits was to check the

implementation status of Site Specific Environmental Management Plans (SSEMPs) for Main

Barrage, Roads and Mechanical Workshop. Mr. Anwar also ensured the compliance of the ADB’s Environmental and Social Safeguards at New Khanki Barrage Project during their visits. During

field visits, he also made observations in different areas and produced Field Visit Reports, which

were forwarded to the Contractor and copied to PMO for the resolution and removal of

shortcomings. SMEC’s Environmental Specialist Field Visit Reports are attached as Annexure-IV

for reference.

11. Project Organization and Environmental Management Team Management/ Approach

The responsibilities of different organizations/departments to implement the environmental/social

safeguards applicable to Khanki Barrage are summarized below:

i. Project Management Office (PMO)

The overall responsibility for the implementation of Environmental Management Plan rests with the

Head PMO along with the assistance of Environmental & Social Unit (ESU) of PMO. The ESU

consists of Director Environment/ Social, Deputy Director Environment (all Barrages), Deputy

Director Environment (Sulemanki Barrage & Pakpattan Canal) Deputy Director Sociology, Deputy

Director Resettlement and Deputy Director Communication.

PMO ensures that the Contractor and the Supervision Consultants appoint dedicated and competent environmental officer(s) and allied staff. PMO also ensures that all environmental personnel are authorized to implement the environmental and social policies and requirements of the EMP.

ESU co-ordinates with relevant government departments and stakeholders on concerned environmental and social/ resettlement issues.

ESU has a mandate to inspect and monitor residual impacts of the project and record documentation of the impacts during the project.

ESU will also inspect the significance of impacts in case of any unanticipated change in the scope of the project.

Any major change in the project shall be reported to ADB before its execution.

Directorate of Environment PMO acts as the Environmental Management Office.

PMO will ensure that consultant’s team has an unhindered access to all relevant documents, persons and places to enable it to perform its functions effectively and efficiently.

ii. Construction Supervision Consultants

The Construction Supervision Consultants Environmental Team consists of an Environmental

Specialist assisted by a Senior Environmentalist and a Safety Inspector to monitor the

environmental performance of the Contractor and the Environmental impacts of the project

activities including any Health and Safety related issues at site.

The Consultants Environmental Specialist was mobilized on August 01, 2013 and the Senior

Environmentalist was mobilized on November 01, 2013. The Environmental Monitoring team of the

Consultant, comprising of the Environmental Specialist/ Sr. Environmentalist is responsible for the

monitoring of the provisions of the EMP with the assistance of the Safety Inspector and reporting any

non-compliance of the Contractor to the PMO. It is however worth-mentioning that the Engineer’s Senior Environmentalist Mr. Ghazanfar Afzal who joined the NKBP in June 2015, left the Project on

November 15, 2015 due to some personal family problems.

Every effort is being made to find a suitable replacement and to ensure that the Project’s Environment, Health & Safety vigilance work does not suffer due to the above cited situation.

The Contractor is responsible for execution of the construction activities and for environmental

protection through its environmental and social field staff. The Contractor is subject to

environmental protection liabilities under environmental laws of Pakistan and the Project’s

ESIA/EMP provisions under their Contract with the Punjab Irrigation Department (PID). The

Contractor is also responsible for communicating environmental & social information and for

imparting of necessary training of staff in all aspects of the EMP.

12. Environmental Monitoring

13.1 External Environmental Monitoring

Eighth round of Instrumental monitoring of environmental parameters was carried out by the

Global Environmental Laboratory (GEL) for DESCON on November 28, 2015. During the external

instrumental monitoring, ambient air quality, drinking water, waste water, gaseous emissions for

generators and vehicular emission tests were carried out at different places of site as per

approved SSEMP and as directed by Malik Parvez Arif Deputy Director (Environment) PMO. The

external instrumental monitoring results for air and drinking water are presented in Table 2 & Table

3 respectively. The Monitoring Results of GEL are attached as Annexure-V with this Report.

I. Ambient Air Quality Monitoring

The ambient air quality was analyzed at the Main Barrage, Sheet Pile Yard and in between Batch

Plants No. 3 & 4. The results of monitoring have been summarized in Table-2. A graphical

representation is also provided in Figure-8 for the eighth round of ambient air quality monitoring in

comparison with the baseline (first round of external instrumental monitoring for ambient air quality

by GEL).

II. Drinking Water Quality Monitoring

The water samples were collected from two points as directed by the Deputy Director Environment

PMO. One sample was collected from a hand pump in Kot Imam Buksh village at a depth of 65 ft,

while second sample was collected from hand pump in Khanki Village at a depth of 65 ft. The

results of monitoring have been summarized in Table-3. A graphical representation is also

provided in Figure-9 for the seventh round of drinking water quality monitoring in comparison with

the baseline (first round of external instrumental monitoring for drinking water quality by GEL).

Vehicle and Generator maintenance: Vehicles and generators are periodically checked for their maintenance. For this purpose, noise and visual observation of vehicle and generators exhaust emission testing was done. Moreover record for the change of Mobile Oil for vehicles is also being maintained by the concerned department. These tests help assess the vehicle efficiency and need for its repair and maintenance. Its record is being maintained at E&P workshops by the Contractor. The Generator gaseous emission results in 3rd party environmental monitoring on November 28, 2015 have been summarized in Table 4.

13.2 Noise

Noise survey for various equipment and machinery was carried out on regular basis. The

compressors working at site are producing noise but it is within NEQS limit. Moreover,

people working around the area are provided with earplugs. While the noise level of

machinery and heavy equipment is also found to be within NEQS. During site visit audit or

survey, if some vehicle is giving high noise, it is reported to E&P workshop for repair and

maintenance.

13.3 Internal Environmental Monitoring

I. Surface Water Quality Monitoring (Chenab River)

Internal instrumental monitoring was carried out at Chenab River by DESCON under supervision

of Consultant during the reporting period from July to December 2015. The following parameters

were monitored including DO, TDS, PH, E.C and temperature upstream and downstream of the

Coffer Dam in River Chenab. The results of Contractor’s internal monitoring are depicted in

Table-7 and also attached as Annexure-VI with this Report.

As such all the above parameters checked complied with the NEQS. The above river water quality

seems to be quite satisfactory for the sustenance of aquatic life, as the Dissolved Oxygen level for

survival of fish is 4 mg/l compared to the available Dissolved Oxygen of about 6.0 mg/l or more in

the River.

II. Noise Monitoring carried out at various Construction/ Equipment Sites

Noise measurement survey for various equipment and machinery was carried out on regular basis

within the Contractor’s Camp. All the noise levels for various equipment and machinery were found to be within the NEQS permissible limit. During site visits or survey, if some vehicles or equipment

are giving high noise levels, these were advised to report to Equipment and Plant (E&P) workshop

for repair and maintenance. The noise measurement results of Contractor’s internal monitoring are depicted in Table-8. Noise Level monitoring was carried out at various work sites/ equipment sites

from July to December, 2015.

All noise levels were within the permissible limit but still PPEs are provided to workers in case of

their exposure to high noise level, then ear plugs can be used.

14 Initial Environmental Screening of LMB (Left Marginal Bund) Road and its Implementation

Engineer’s Environmental Specialist had carried out the Initial Environmental Screening of LMB

and Chanawan Roads assisted by the Sr. Environmentalist, Junior Designer (Roads) and ARE

(Roads). Salient observations about any trees to be cut/ removed, anticipated resettlement/ land

acquisition issues, infrastructure (electric poles/ installations) etc. to be affected due to the

proposed rehabilitation works were observed and noted in the Report. The IES Report was

circulated to the concerned experts of new Khanki Barrage Consultants and the Contractor/ Client

for further necessary action.

Implementation of the provisions/recommendations of Initial Environmental Screening Report of

LMB Road had been initiated by M/s DESCON and Engineer’s site staff and a survey of LMB Road was carried out by the Engineer Enumerator/ Sociologist and DESCON’s surveyors to

assess the number of trees which need to be removed/cut, the required resettlement,

infrastructure replacement etc. and electric poles, pipes or culverts which need to be relocated.

Now as the LMB Road is under construction, the IES of LMB is being implemented by the

Engineer regarding tree removal, protection of Grave of Late Nuagazi Baba on LMB Road and

relocation of electric poles. Other than that water sprinkling is also being carried out regularly at

LMB Road to control dust. Signboards are also placed for commuter information on LMB Road.

Presently the aggregate base, sub-base layers along with shoulders are under way. The removal

of all the “obstructing trees” has been accomplished on LMB Road. For the removal of two

remaining electric poles, the Demand Notice is under process at GEPCO Gujranwala.

15 Implementation of Initial Environmental Screening of Chanawan Road

Construction of Chanawan Road was initiated by DESCON through appointment of a Sub-

contractor M/s GKG. The relevant findings of the Initial Environmental Screening Report are under

implementation. Consultations have also been made with community regarding encroachments

and other related issues like road widths etc. Culverts have also been provided on the demand of

local community on Chanawan Road on cross drainage works. There is no tree standing which

needs to be uprooted on Chanawan Road. Regarding relocation of electric poles on Chanawan

Road correspondence with Project Director (PD), GEPCO is in process. After the completion of

road works, signboards regarding public safety and speed limits need to be installed at Chanawan

Road particularly near settlements.

16 Initial Environment Screening of Auxiliary Building Works

Under the auspices of the “Auxiliary Works of the New Khanki Barrage Project”, constructions of a

Basic Health Unit (BHU), Community School, CRE’s Offices/ Residencies & Staff Colony etc. are

included in the scope of work.

While carrying out the Initial Environment Screening of the Building works, it was recommended

that to preserve the environmental aesthetics and the beauty of the Canal Rest House at Khanki

which was built in 1889, no boundary wall should be constructed around the newly constructed

buildings closed to the Rest House; rather it may be replaced with a “Green Edge”. This issue was discussed by the Environmental Specialist SMEC International Engr. Anwar H. Mujahid with

Mr. Ejaz Bajwa Construction Manager DESCON on March 13, 2015. The TL/ CRE of the Engineer

instructed the Construction Manager DESCON to comply with the above recommendation.

However the Consultant has issued several instructions to the sub-contractor of DESCON on

building works for the non-compliance of PPEs, which they assured to improve.

PART III: ENVIRONMENTAL MANAGEMENT

17 Contractor’s Camp Site (Labour Barracks)

M/s DESCON has overall improved the Labour Camps housekeeping. Walk ways construction

was completed at the Labour Camp. DESCON has also installed tube lights in washrooms at the

instructions of the Engineer and roofs above wash rooms/ toilets. The labour strength in July 2015

stood at 700 while it was 2189 in December 2015. Labour Barracks have been regularly monitored

by the Engineer’s Environmental Team. During the monitoring of housekeeping, walkways

construction and usage, solid waste collection segregation and disposal, food quality and hygienic

condition of toilets and kitchen were checked.

DESCON has constructed new three (3) waste pits for the solid waste disposal system behind the

Labour Camp. Wet solid waste and decomposable wastes have been disposed in Pit-1, burnable

material/waste like papers and empty packing material etc. have been disposed in Pit-2 and

recyclable wastes will be put in Pit-3. Waste collected from labour barracks, canteen and other

contractor facilities disposed in the above three pits.

There are three messes for provision of good quality food. All three messes at Labour Barracks

have been used depending on the labour strength. According to the philosophy of good

management, motivated and satisfied workers are expected to be more productive workers.

Contractor has installed cooling and heating facilities in the Labour Barracks, Labour’s Mess No 1, 2, & 3 and the Mosque. Overall the Contractor seems to be continuously working for the

improvement of the Labour Barracks, under the supervision and guidance of the Engineer.

PMO ESU and Engineer’s Environmental Team have monitored the management of Mess at Labour Barracks on regular basis. At more than one occasion, the DD Environment PMO and Environmental Specialist and his team took lunch at the Labour Mess to check the quality of food which was found to be satisfactory. On one occasion ADB’s Environmental Specialist had also checked the food quality of Labour Mess, which also found to be satisfactory during her visit on October 6, 2015.

There are 5 different shops at the Labour Camp Site to facilitate the labour. (1). Barber Shop/Hair dresser (2). Juice/Cold Drinks Shop (3). General Super Store (4) Laundry Shop (5) PCO.

18 Fuel Storage Area of DESCON

The Contractor has established a fuel storage site. Initially the fuel tanks were under ground and

fuel filling dispensers were not installed, only pumps were utilized for fuel filling but later on it was

decided and planned that fuel storage site will be reconstructed as per EMP requirements.

Accordingly new fuel storage site was constructed by DESCON. Fuel storage site is provided with

impervious floor (concrete), fence, warning sign, fire extinguishers and fuel dispensers. Fuel is

being stored in tanks placed in a concrete frame. To date there is no serious oil/fuels spillage

recorded at site and as per spills categorization.

ADB’s Delegation along with PMO ESU and Environmental Specialists (consultant) have

inspected the various work sites and fuel storage area during their inspection on July 30, 2015 and

were apparently satisfied with the efforts of the Engineer and the Contractor. However, instructions

have been issued to construct “Secondary Containment” and more fire extinguishers may be

provided to be used in case of emergency near the oil tanks. A secondary containment wall in the

refueling area as advised by ADB delegation’s visit on July 30, 2015 was completed. The number

of fire extinguishers has been increased in fuel storage area. Figure-10 shows the secondary

containment and firefighting arrangements below;

19 Traffic Management Plan and implementation of plan on site

Traffic Management Plan was being broadly followed on this project during the reporting period.

Performance of the Contractor in compliance of the TMP was overall satisfactory with some

exceptions. DESCON Engineering has arranged new traffic sign boards for LMB Road and

Barrage Area access roads. Speed limit sign boards are installed at Barrage Area at all access

roads and on LCC Bridge. Reflectors for facilitating motorists/traffic were installed on the old LCC

Bridge at the instructions of the PMO/Engineer. Contractor has improved the safety at Old LCC

Bridge, firm protection in the form of guard rail has been provided to improve the safety of vehicles

using Old LCC Bridge.

19.1 Traffic Management Plan Approval

The Traffic Management Plan was approved by the Engineer on December 18, 2013. This plan

covered the traffic management of project access roads (LMB & Chanawan Road) and project’s internal access routes and Coffer Dam Area.

19.2 Installation of Traffic Warning Sign boards

The Contractor has installed different sign boards for warning and direction of vehicles at different

locations such as Coffer Dam in and out and warning signs at security check posts. Speed limit

sign boards are also displayed at various sites. It is very essential that the provisions and

regulations of the TMP be observed and complied with in letter and spirit.

20 Construction Site Safety (HSE Best Practices)

HSE and Environmental awareness sessions were delivered in the reporting period. DESCON’s HSE Team imparted trainings to their workers on regular basis to ensure the awareness of the

project staff about the health and safety requirements at the project site. For this purpose, a

separate training room has been provided where weekly training sessions are being arranged.

Training sessions were being conducted during the reporting period on different topics, such as;

Health, Safety and Environment (HSE)/ HSE Plan of the New Khanki Barrage Project.

Hazards at work area, safety concept and safety measures for protection of labour and machines from anticipated hazards.

Use of Personal Protection Equipment’s (PPEs).

Work at high places and relevant safety measures.

Construction accident(s), construction site safety, safe access on site, safe ladders, crane safety, and safety while working at the area involving electrical appliances.

Housekeeping and solid waste management.

Ensuring safety at work sites by the Site Incharge and HSE Staff.

Communications in case of emergency and first aid facilities provision.

21 HSE Plan Implementation and Best Practices

The HSE Plan was approved by the Engineer in December 2013 and is under implementation by

the Contractor and supervised by the Engineer’s Environment HSE Team. This plan covered the

safety, health and environmental components/issues of New Khanki Barrage Project. According to

the HSE Plan, the Contractor is bound to provide safety (first aid, personal protection equipment,

safe drinking water, clean accommodation and clean and sufficient food) to all workers/staff

working on New Khanki Barrage Project. DESCON has hired their own labour/staff while several

subcontractors are also working for New Khanki Barrage Project.

It is important to mention that all subcontractors and their labourers are presumed to be working

for DESCON and HSE Plan application will include all staff/workers and subcontractors. Facilities

described in HSE Plan are for both DESCON hired/ appointed staff/ workers and the

subcontractors.

21.1 First Aid Facilities, Paramedic Staff, Doctor and Ambulance

The Contractor has two paramedic staff for day and night shifts. MBBS Doctor is available at site

at day time while at night one paramedical staff and one assistant are available. Accommodation

to the MBBS doctor is provided in the Contractor’s Staff Colony, so that in case of emergency,

doctor’s services may be made available at night. Ambulance is also available at site. Contractor

has nine first aid kits on site. Details of HSE Score are described in Table 9.

21.2 Personal Protection Equipment (PPEs).

The Contractor has provided helmets, shoes, ear plugs, long shoes; rain cover, safety dresses,

gloves and goggles mostly to their workers on site including subcontractors. Enforcement is

required from DESCON side to ensure full-fledged use of safety equipment especially for

subcontractors. Currently the performance of DESCON regarding PPEs provision is appreciated,

but enforcement for its use by the sub-contractors staff needs special emphasis.

21.3 Fire Extinguishers

Fire extinguishers are a necessary tool for activation/ utilization in case of a fire incident. Recent

inspection by the Consultants Safety Inspector in December, 2015 found that all the Fire

Extinguishers are satisfactory. The need to keep all the emergency preparedness equipment in a

top notch condition needs no special emphasize.

22 Good Practices at New Khanki Barrage & Lessons Learnt

Overall the environmental protection, health and safety situation at Khanki Barrage which is under

continuous monitoring by the Engineer can be considered as satisfactory. Annexure-VII presents

in nutshell the various good practices at New Khanki Barrage and the lessons learnt.

Tree cutting at right side of the barrage is in progress. Now the design is final and about total 1037 trees (phase-1) (matured trees) have to be cut for the construction of the right side d/s guide bund , u/s guide bund, T2 spur ,left marginal bund,station area section and of the barrage. Final list for the trees has been sent to the DFO Gujrat for price assessment.

The consultant are requested to pursue the tree cutting case of 130 tree (phase two) of left side of the barrage along with the auction process.

FIELD TRIP REPORT TO NEW KHANKI BARRAGE PROJECT (NKBP)

(Thursday August 13, 2015)

Engr. Anwar H.Mujahid Environmental Specialist NKBP along with Malik Pervaiz Deputy Director Environment made a one day Trip to the New Khanki Barrage Project on August 13, 2025. Following is a synopsis of the major observations made during the visit.

Flag men’s posting at the LCC Bridge should be ensured by DESCON.

Most of the Coffer Dam located downstream of the Old Barrage has been removed and the River Chenab Water is now flowing through the new barrage.

Mr. Asif Kamran from DESCON had prepared a write up in Urdu about the proposed “Sign Boards” at the Labor Camps. Necessary corrections/ additions to the write up were suggested.

It was desired that DESCON should strictly follow the recommendations made by the recent ADB Mission, which were already conveyed to the DESCON’s HSE Officers through the last field trip report (Mr. Ghazanfar / Tariq Jan should please follow / ensure compliance. Same is true about the last EPRM recommendations).

The preparation of “Graphs” for comparison of the “Baseline Parameters” with the latest instrumental Monitoring about “Surface Water Quality i.e. D.O, Ph, TDS, etc.” and Air Water Quality was discussed with Mr. Ghazanfar Afzal Senior Environmentalist.

DESCON has submitted the “Medical Check UP Record “through E-Mail, which should be checked by Senior Environmentalist Mr. Ghazanfar / Tariq Jan.

DESCON has also submitted a list of the “District Wise” employees (skilled/ unskilled) with the Contractor/ Sub Contractor during July, 2013. This kind of information should be updated & included in the August 2013 Monthly Progress Report (both by DESCON / by the Consultants).

Mr. Shahid Iqbal DESCON’s HSE Executive was asked to advice the professional working on the “Recreational Park” from DESCON to attend the next EPRM for general discussion / consultation along with the consultant Team Leader’s recent letter sent to the DESCON for further necessary action.

Malik Pervaiz Deputy Environment made a comprehensive presentation “on NKBP Best Environmental Practices” to the visiting “Urban Unit professionals” from P&D Department, vising from Lahore. Later on a site visit to the New Khanki Barrage Site was made along with the visitors.

Malik Pervaiz explained the brief History of the Old Barrage and its (rather hectic) operational system which made the Construction of the new Barrage necessary.

Malik Pervaiz responding to a question from the visitors explained that it is crucial to take Dissolve Oxygen (D.O) measurements at the time of construction and during dismantling of Coffer Dam.

He also informed about the final disposal of treated waste water (from the septic tanks) and the solid waste pits.

It was desired that the Senior Environmentalist should ensure / confirm about the final disposal of treated waste water / solid waste from the Barrage Site and its adequacy.

Field Trip Report to New Khanki Barrage EPRM 17 – August 25, 2015

A one day field trip to the Khanki Barrage was undertaken by Engr. Anwar H. Mujahid during which the EPRM 17

was also attended. The EPRM was held in the DESCON’s Conference Room with the following in attendance.

1. Mr. Nazim Hussain Shah Acting Director Social & Environmental PMO.

2. Malik Parvaiz Deputy Director Environment PMO (in chair).

3. Engr. Anwar H. Mujahid Environment Specialist SMEC.

4. Mr. Ghazanfar Afzal Senior Environmentalist SMEC.

5. Mr. Tariq Jan Safety Inspector SMEC.

6. Mr. Hamid Cheema Numerator Social SMEC.

7. Mr. Asif Kamran Environmentalist DESCON.

8. Mr. Abid Hussain Manager Planning & Project Central DESCON.

The following main issues in the EPRM were discussed (Detailed minutes to be issued by Malik Pervaiz later).

(a) Instrumental Environment Monitoring / Internal Monitoring

(b) A new sprinkling programme may be devised by DESCON for the wet / rainy weather and copies furnished to

the Supervisory Consultant/ PMO.

(c) Compliance Monitoring

(d) Old LCC Bridge Use of old LCC Bridge by heavy vehicles should be avoided as displayed on the Bridge’s Notice Board. Flagmen should also be posted on the Bridge. Also Mr. Asif Kamran was asked to prepare an

“Emergency Response Plan” to plan in advance, how to cope with any unfortunate incident / Emergency. (e) Capacity Building

(f) Training, It was disclosed by Mr. Asif Kamran Environmentalist that the main training delivered during the

month was focused on “defensive driving” “work at height” related to Canal Head Regulator “ Electric Hazards” and “snake bite”.

(g) Spray at the labour camp should be carried out after grass cutting.

(h) It was noted with concern that the Environment and Social Section of the Consultant have no

independent vehicle at their disposal which hampers the effective delivery of services / performance of

their functions. This should be considered on priority by all concerned.

(i) DESCON should share employment record especially about employment of local labour with the Consultant.

(j) Mr. Abid Hussain assured the participants that DESCON is working on the design of the proposed Recreational

Park in light of the recent letter by CRE/ TL SMEC (sent on July 16, 2015).

Syed Nazim Shah Acting Director Environment & Social PMO desired that the final design by DESCON may be

shared by SMEC with PMO before according the final approval.

(k) It was advised that comparison of the most recent results of instrumental monitoring (Surface Water Quality, Air

Quality etc.) may be compared with the baseline conditions and / or the results of the first instrumental

monitoring results.

It was noted with satisfaction that overall progress on all the Environmental issue was satisfactory.

After the EPRM, Syed Nazim Shah, Malik Parvaiz, Engr. Anwar H. Mujahid, Mr. Ghazanfar Afzal, Mr. Tariq Jan

& Mr. Asif Kamran took a round of various sites on the Barrage & made the following observations.

1. Labour Camp, Overall housekeeping seems satisfactory, however DESCON was advised to clear the

space between the washrooms / toilets.

2. Visited the solid waste disposal site (constructed in three independent enclosures, made on imperious

floor consisting of recyclable waste, general waste and organic waste.

3. The work of provision of “secondary containment” around the oil tanks as desired by ADB Delegation was in progress. DESCON representatives were advised to place proper fire extinguishing equipment at site.

Engr. Anwar H. Mujahid & Ghazanfar Afzal returned to Lahore Via Chanawan Road. A”sharp turn” before Lindkhur village exists on the newly constructed rood. The provision of a sign board warning the motorists

about the sharp turn may avoid road accidents.

Reached back at Lahore around 6:45 PM.

Field Trip Report to New Khanki Barrage

EPRM-18 – November 03, 2015 A field trip to the New Khanki Barrage was made by Engr. Anwar H. Mujahid Environmental Specialist on November 03, 2015 to attend the EPRM (Environmental Progress Review Meeting) No. 18 & make relevant project site visit(s). Reached New Khanki Barrage around 11:00AM and took part in the proceedings of the EPRM-18 coordinated by Malik Pervaiz Arif Deputy Director Environment PMO. Following is a synopsis of the major issues discussed in the EPRM-18 (detailed Minutes of the Meeting to be issued by Malik Pervaiz Arif Deputy Director PMO).

A major emphasize was laid by the PMO officials including Mr. Nazim Hussain Shah Acting

Director and Malik Pervaiz Arif Deputy Director Environment about assessing the exact

number of trees to be cut on the right Bank of the New Khanki Barrage.

It was observed that due to change of decisions/design changes etc different estimates were put up which needs to be avoided in future. Mr. Nazim Hussain Shah desired that a firm and final design of facilities/layout plan along with demarcation facilities at site is imperative. Majority of the participants were of the view that the tree cutting is mentioned in the EMP of the New Khanki Barrage Project. However exact location of various facilities including Contractor’s camps, Right Marginal Bund, New Road etc (with a reported length of 4 km) need to have a final design/drawing and its demarcation made on site, so that the exact no. of trees etc can be assessed. Mr. Anwar H. Mujahid was of the view that after final design/demarcation at site, for the new road, an initial environment screening may be carried out. Since Mr. Ghazanfar Afzal is expected to resign from the SMEC/NKB in a short while, Mr. Raza Mashhadi will keep close liaison with the Engineering Branch.RE in this connection.

It was informed by the Consultants Social Sector staff that the proceedings for Section-4 for

the procurement of 5 canals/10 marlas land for the new LCC are in progress.

It was decided that an Urdu Translation of the Executive Summary of Environmental

Assessment will be provided by PMO to the Contractor for display on a Notice Board/hoisting

in the office of XEN and at Barrage.

An intensive discussion took place about the taking over of about eight (8) quarters

(constructed to shift the staff from the old Irrigation Mechanical Colony falling in the proposed

alignment of the new LCC) between RE Building Works of the Supervisory Consultants and

Mr. Nazim Hussain Shah Director Social and Environment PMO.

However after the EPRM, in a brief meeting between Mr. Nazim Hussain Shah and Mr. Zafar Ahmad RE, Mr. Zafar stressed the need for immediate taking over of the newly built quarters in which all the works as per drawings were completed already. Since the non-shifting of staff from the old colony is hindering the excavation work of the new LCC. Mr. Nazim Shah was apparently satisfied with the above argument.

It was disclosed by Mr. Shahid HSE Executive DESCON that trainings about Electrical

Hazard/Crane Operation/HIV etc were delivered to the staff. It was desired that Mr. Shahid

should share the above data with photolog/number of participants etc along with any other

relevant data including quarterly monitoring data/results etc with Mr. Ghazanfar Afazal Sr.

Environmentalist, who will be shortly working on the preparation of the Bi-Annual Report.

Mr. Nazim Shah Acting Director Social & Environment said that the social section of the

Contractor/Consultants should be monitoring the following infrastructure work’s progress in the field.

It was decided that Mr. Nazim Shah will visit those works after the EPRM along with RE Building Works of SMEC. It was also desired that a separate meeting should be held on the above issue with all persons concerned. After the EPRM Malik Pervaiz Arif, Dy. Director PMO Engr. Anwar H. Mujahid, Environmental Specialist, SMEC Mr. Ghazanfar Afzal, Sr. Environmentalist SMEC along with Mr. Aqeel HSE Manager DESCON visited the New Coffer Dam under construction, warehouse (where housekeeping was observed to be a in a very good shape) and the Labor Camp etc. It was observed that overall the housekeeping in the Labour Camps was O.K, but needed some improvements for cleanup of certain areas for which necessary instructions to the Contractor’s staff at site were given. Field Trip Report to New Khanki Barrage, EPRM-19 December 11, 2015

A field trip to the New Khanki Barrage was made by Engr. Anwar H. Mujahid, Environmental Specialist SMEC along with Malik Pervaiz Deputy Director Environment PMO on December 11, 2015 to attend the EPRM-19 and for visit to the New Khanki Barrage Project Site. Following is a synopsis of the major observations made during the said field trip 1. EPRM (Environmental Progress Review Meeting) #19 was held in the DESCON’s Conference Room starting

110.00 A.M and was attended by the representative of PMO, the Engineer i.e. M/s SMEC / EGC and DESCON (Please see Annex –I for list of participants).

The major issues/points of focus were the following:-

a) Water sprinkling on LMB is now being carried out in a uniform manner; however, some road sections near the old LCC Bridge were muddy. Mr. Aqeel HSE Manager explained that this was due to the recent rain which fell overnight.

b) A new HSE Board is installed at the Main entrance to DESCON office which is appreciated. c) The issue of frequent replacement of “Senior Environmentalist” was discussed in the EPRM and Malik

Pervaiz emphasized that we should find out a person who should continue till the end of the Project. Malik Pervaiz indicated that he will send an E-mail in this connection.

d) It was revealed by Mr. Aqeel that the final disposal of solid waste from the Project site is through vendors. Some of the solid waste is deposited in the “local landfills” and the other re-usable material like iron, plastic, hardboard etc. are segregated.

e) The internal monitoring in the presence of the Consultant’s representative was done on November 25, 2015 while the external instrumental monitoring was done on November 28, 2015.

f) It was revealed by DESCON that PPE’s have been provided to the Sub-contractor’s staff. g) Mr. Raza Mashadi Sociologist and Mr. Waheed Ahmad Deputy Director Social PMO informed that

they had meetings with D.G. Gujranwala & Assistant Commissioner Gujranwala about demarcation of land on the Right Bank of River Chenab to establish the land’s ownership. The demarcation date is fixed as 17th December 2015.

h) As reported by Mr. Shahid Iqbal HSE Executive DESCON, the training to staff during November 2015 consisted of fire safety, construction safety, fire prevention, firefighting and HIV Aids.

i) There was a detailed discussion among the participants about the “tree cutting issue” on the Right Bank of River Chenab. It was explained that due to frequent design changes & necessity of continuation of the work, certain trees were uprooted, while others may have yet to be cut for which the case is in progress. Malik Pervaiz emphasized the need for following the EMP Provision / taking necessary approval by the Contractor. Mr. Shahid Iqbal in coordination with Mr. Raza Mashadi will prepare a final list of the trees cut / to be cut alongwith a short writ up to be included in the DESCON’s Monthly Report /Bi-Annual Environmental Monitoring Report. Environmental Specialist SMEC Engr. Anwar H. Mujahid recommended that DESCON and Engineer’s representative at site, should hold on internal meeting on the “ trees issue” for resolution of any remaining conflict & to be on the same page.

j) It was revealed by Mr. Tariq Jan that overall housekeeping at the Barrage site & other places has improved.

k) LCC’s possession has been given. l) Shifting of all LMB Road electric poles has been carried out, while 2 electric poles are yet to be shifted

from the proposed LCC alignment. m) Malik Pervaiz will soon issue the “EPRM-19 detailed Minutes” to be included in the Bi-Annual Report.

2) A site visit to the new Colony School near Khanki Village was made by Engr. Anwar H. Mujahid along with

Deputy Director Environment PMO Malik Pervaiz and Mr. Raza Mashadi. It was found that a local resident’s Kachha waste water drain (which was previously disposed off to a nearby pond) was blocked due to the “earth filling” in front of the Colony School by the Contractor.

Malik Pervaiz and Engr. Anwar H. Mujahid held a meeting with Resident Engineer SMEC Mr. Zafar Ahmad just after the site visit, who called on the Construction Manager DESCON to visit the site and immediately take corrective action. The Resident Engineer ensured satisfactory solution of the issue. He also narrated that to avoid any stoppage of work etc. trees were cut for achieving the required physical progress and to avoid unnecessary claims due to delay. But now the situation is under control and the issue has been amicably resolved.

3) Finally the visiting team along with Mr. Aqeel, and Mr. Shahid from DESCON visited the new Barrage work on the Right Bank of River Chenab & met Mr. Javed Construction in charge. It was observed that the work was in full swing and the wearing of PPE’s by the workers presented an impressive look.

There is a new HSE sign board displayed at site alognwith hoisting the national flag as well as DESCON’s flag. It was revealed by the Contractor’s representative that the soil excavated from new LCC site is being reused for the construction of new Coffer Dam (without utilizing a Borrow Area) which is a step in the right direction. Annexure VII:

GOOD PRACTICES IN ENVIRONMENTAL SAFEGUARD MANAGEMENT

The overall responsibility for the implementation of the Environmental Management Plan of New Khanki Barrage rests with the Head PMO (Project Management Office) alongwith the assistance of Environment & Social Unit (ESU) of PMO. The ESU consists of Director Environment / Social, Deputy Director Environment, Deputy Director Sociology etc. The Construction Supervision Consultant’s (Messers SMEC International & its joint venture partners) Environmental Team consists of an Environmental Specialist assisted by a Senior Environmentalist & Safety Inspector to monitor the environmental performance of the Contractor and the environmental aspects of the project activities including any health & safety related issues. The Contractor i.e. DESCON is responsible for execution of the construction activities and environmental protection through his staff which includes a full time HSE Manager, HSE Executive and an Environmentalist . One of the crucial achievements of any organization and/or Project entities is the development of the basic documents for running its business/ day to day operation. Keeping the ADB safeguards 2009 and SIA of the New Khanki Barrage Project, the following documents have been prepared utilizing a team work approach and after thorough review by the Supervisory Consultants.

i. Site Specific Environmental management Plan (SSEMP)

ii. HSE-Health Safety and Environment Plan

iii. TMP-Site Specific Traffic Management Plan

iv. Solid Waste Management Plan

v. Initial Environmental Screening Report of LMB (Left Marginal Bund) Road

vi. Initial Environmental Screening Report of Chanawan Road

vii. Site Specific EMP of LMB & Chanawan Road

viii. Site Specific EMP of Mechanical Workshop (at Emin Abad Gujranwala)

ix. Initial Environmental Screening of Auxiliary Building Works

The implementation of above documents and their provisions has been very instrumental in guiding the activities of the Contractor DESCON and its staff / sub-contractors in streamlining their activities in an environmental friendly manner. 2. Regular inspections & reviews

A full time Senior Environmentalist and HSE Inspector are posted by the Supervisory Consultants at site to supervise and guide the Contractor in carrying out their operation in an environmentally sound manner and in accordance with the approved SSEMP. The Site Staff of Supervisory Consultant is assisted and guided by an experienced Environmental Specialist who keeps continuous contact with the site supervisory staff through internet/ telephone as well as by making frequent field trips to the site from time to time. (each field trip is followed by a Field Trip Report consisting of major observations during the site visit and recommended actions). This model of operation has provided a sound basis for the working of the Environmental Team of the Consultants as well as necessary support to the Contractor and his staff.

3. Health, Safety and well-being of the workers and employees at the New Khanki

Barrage Project

The health, safety and well-being of the workers at NKB Project has been the corner stone of the Environmental Policy of the Project. For example the Contractor was advised to arrange for both the heating and cooling facilities for the labourers at the labour camp during the winter and the summer seasons respectively. Similarly the food quality provided to the labourers is checked by occasional visits to the Canteens of the Labour Mess and by both the PMO and Supervisory Consultants staff actually taking their lunch/ dinner alongwith the labourers at the Labour Camp. Continuous reminders are sent to the Contractor to direct both their staff & their Sub-contractor(s) staff to wear the PPE’s (Personal Protection Equipment) etc & to keep all available emergency facilities at site including deputation of a fulltime medical doctor at site and first aid kits, etc. 4. Holding of EPRMs

The Environmental Progress Review Meetings are held at least once a month at Khanki Barrage to review & discuss the environment & safety related issues which are participated by the representatives of the PMO, Supervisory Consultants and the Contractor DESCON. These EPRMs have been found to be very helpful in providing an opportunity for open discussion and facilitating future line of action about various desired actions and activities by all the stakeholders of the NKB Project. 5. Public Consultation

Public Consultations have also been made on several issues related to various environmental/ social issues. For example, a sensitive issue of the “relocation of a grave “ from the Coffer Dam downstream of River Chenab was handled very amicably by mutual discussion with the local religious notables & community members. Similarly when a complaint of “dust” was received from the community living on “Chanawan Road (undergoing reconstruction)”, the Contractor was immediately asked for corrective action resulting into the submission of a “Water Sprinkling Frequency Chart” by the Contractor; the effective implementation & supervision of which ensures the dust abatement in the Project Area. 6. Lessons learnt & Recommendations

i. A team work approach should be adopted for enforcement of various safeguards/

environmental protection measures.

ii. “Patient persuasion” and creation of necessary awareness is required including change of “mindset” to convince the Contractor / Sub-Contractor’s labour about the use of PPE’s etc (especially keeping in view the severe weather conditions etc).

iii. A visionary & forward looking approach is needed to deal with emergency situations like

the timely evacuation of labourers and staff from the Labour Camps during the

September, 2014 flood, which saved valuable human lives.

iv. Resettlement issues etc should preferably be dealt with before actual construction starts

to avoid unnecessary delays in the implementation of the Project.
