1. Reference: army directive 2011-11 (changes to wear of the Army Combat
Uniform (ACU) items) dated 13 June 2011. 2. The purpose of this message is
to announce the release of the changes to the wear of the Army Combat
Uniform (ACU) items directive, signed by the Secretary of the Army.
3. Effective 14 June 2011, the ACU patrol cap is the primary headgear for all
soldiers as the duty uniform headgear. Commanders retain the authority to
prescribe the beret for special events such as parades or changes of
command or responsibility. The black beret will be retained and worn with
the dress uniforms. Soldiers who are authorized to wear the green, tan or
maroon beret, will continue to do so in accordance with AR 670-1.
4. Effective 14 June 2011, soldiers may sew on the U.S. army tape, name
tape, and rank insignia as an option at their own expense.

JUNIOR PROMOTION BOARD
Effective 1 June 2011, company commanders and
promotion boards will no longer award promotion
points. The company commander will
recommend Soldiers for promotion to SGT or SSG
or deny promotion consideration by not
recommending the Soldier. Promotion boards will
validate company commanders’
recommendations with a GO/NO-GO vote.

There are a variety of minimalist
running shoes available for
purchase and wear. Effective
immediately, only those shoes
that accommodate all five toes in
one compartment are authorized
for wear. The purpose of this
message is to modify the existing
wear policy for the IPFU.
Those shoes that feature five separate, individual
compartments for the toes, detract from a professional
military image and are prohibited for wear with the
IPFU or when conducting physical training in military
formation. This change will be reflected in the next
update of AR 670-1.

FORT McCOY, WIS., - Sgt. Le'Fate Jones, a information technology
specialist, 78th Training Division, throws a dummy grenade during the
2011 USARC Best Warrior Competition on June 21, 2011. The second
mystery event tested competitors on their ability to throw 3 dummy
grenades from a supported, prone supported and unsupported
position.

FORT McCOY, WIS., - A Drill Sergeant (left) counts how many

78th Training Division, Ft. Dix, N.J. does during the APFT test on June
20, 2011. Sgt. Jones is one of 43 competitors in the week long
competition.
FORT McCOY, WIS., - Drill Sgt. Jacob Lauren, a drill instructor, 3/339th
BCT BN, Neenah, WIS. and Cpl. Bruce Larson, a grader, 3/339th BCT
BN, Neenah, WIS. grade a soldier as he assembles a .249 during the
2011 USARC Best Warrior Competition on June 21, 2011. Competitors
had to fully assemble a 9MM, M16, and a .249 within a 15 minute time
frame as a part of mystery event 2.

COMMAND CLIMATE ASSESSMENTS Commanders at all levels are held responsible and accountable for the EO climate within their units. Command climate
assessments provide leadership a “snapshot picture” of a unit as it’s perceived by members of the organization as it relates to race,
gender, color, religion, national origin, and sexual harassment. They also reveal to the command how soldiers perceive the
leadership in the unit. In short, it determines if a unit’s climate is positive and healthy.
The nature of EO for leaders and soldiers is often measured by perceptions of fairness. Thus information gathered from climate
assessments may not always be accurate or specific in any one-problem area. However, if administered correctly, climate
assessments will provide commanders with certain indicators and trends to focus future actions and intervention strategies.
Commanders who have an accurate awareness of perceptions and views of their soldiers possess a definite leadership advantage.
A climate that is not healthy can quickly develop inter-group tension within the unit. Reference: 316th ESC, EO Sustainer, July 2011
