1 SCOPE
Contractor proposes this Project Material Criticality Assessment Plan to define the minimum requirements of Supplier’ Surveillance to be carried out on the equipment and materials to be supplied by Contractor for the Project.
2 REFERENCES
Contractor shall carry out an adequate Supplier Surveillance activities according to the requirements included in the relevant Requisition and the level code due to the Quality Class (CQ) therein mentioned. The Quality Class of each material is considered equal to the Criticality Rating, which shall be calculated according to the indication of present Plan, after OWNER/IPMT approval. The Criticality Rating calculation results, for all items, shall be recorded by means of the forms attached in Attach. 1. The Commodity Criticality Rating (table 3) is achieved through the combination of the assessment of the Criticality Impact (table 1) and the evaluation of the Commodity Complexity (table 2). The evaluation is carried out in the course of a dedicated meeting, leaded by the Project Engineering Manager and with the participation of:
• Process Manager • Technology Manager • Safety Engineer • Disciplines Engineer • Welding Engineer • Procurement Manager • Inspection Manager
The Project Engineering Manager is nominated facilitator to timely call and conduct the meetings, to ensure the adoption of common criteria. Proposals issue are mainly from:
• Process Manager, for major process equipment indicated in the Equipment List • Design Department, for the other components, whenever the assignment of a
class other than the default class is deemed useful. The expected duration I 1 day for each typology of Plant. OWNER/IPMT will be informed of the date and venue of the meetings to have the possibility to attend the meetings.

3 CRITICALITY RATE ASSESSMENT
3.1 Criticality Impact (Table 1)
Each commodity (package, machinery, equipment and material) shall be assessed against the following table and the total score carried forward to the table 3 as indicated at point 3 .3.

Should any item not suitably be covered by this table, the relevant Grade shall be defined during the criticality assessment meeting and the rationale recorded in the minute of meeting.

4 INSPECTION LEVEL DEFINITION
The Inspection Level of each item is determined on the basis of Criticality Rating, calculated by means of the tables in previous paragraph 3. The Inspection Level is described here below:
4.1 Code “CQ4”
This code denotes equipment and/or materials having low technological content or complexity. The Contractor Inspector does not normally witness tests at Supplier’s shop. The material conformity is established through Supplier’s certificate review. The Contractor's Inspectors follow the relevant operating mode described in paragraph 5. Desk expediting by phone, every 3 weeks. Expediting visit to be fixed if necessary. Inspection & Test Plan (ITP) and test procedures not required, Supplier standard documents applicable.
4.2 Code “CQ3”
This code denotes equipment and/or materials having medium technological content or complexity. The Contractor’s Inspector witnesses the functional and/or final test as per indicated requirements, following the relevant operating mode described in paragraph 5. Desk expediting are performed every 2 weeks while expediting visit are performed at least every 4 weeks. ITP required, test procedures not required, Supplier standard documents applicable.
4.3 Code “CQ2”
This code denotes equipment and/or materials having high technological content. The Contractor’s Inspector surveillance is scheduled on regular basis, at least every three weeks, the inspector witnesses intermediate, final test during fabrication phases, adopting the relevant operating mode described in paragraph 5. Surveillance inspection frequency could be increased only case by case, after analysis of the elements that could affect the correct supply of the item. Expediting visits to be performed at least every 2/3 weeks. Intermediate desk expediting to be performed if necessary. ITP to be approved during the pre inspection meeting by Contractor and OWNER/IPMT representative, Supplier procedures for fabrication and test required.

4.4 Code “CQ1”
This code denotes items having high construction complexity, where any non-conformity may affect the objectives of the Project, and a relatively high technological content. The Contractor’s Inspector surveillance is scheduled on regular basis, at least every fortnight, the inspector witnesses the fabrication phases, intermediate and final tests, following the relevant operating mode described in paragraph 5. Surveillance inspection frequency could be increased to daily or weekly only case by case, after analysis of the elements that could affect the correct supply of the item. Expediting visits to be performed on regular basis every fortnight, frequency could be increased, depending on supply performance results. Intermediate desk expediting to be performed if necessary. ITP to be approved during the pre inspection meeting by Contractor and OWNER/IPMT representative, Supplier procedures for fabrication and test required.

5 OPERATING MODE
Contractor’s Project organization, coordinated by the Inspection Team and with active co-operation of Quality Manager and of involved Lead Discipline Engineers, if any, will carry out the required Suppliers surveillance, adopting the operating mode here following described, related to the achieved quality class for each equipment and/or material which are part of his scope of supply. The surveillance criteria here highlighted are the guideline for inspection activities but they are not limited to the points here recalled. Details of the inspection phases for each item will be included in the ITP’s of each supply, suitable graduating Contractor and OWNER/IPMT presence where required.
5.1 Items classified “CQ4”
The Contractor, as a minimum, shall: • Verify the Purchase Order (PO), Material requisition (MR) and project engineering
documents, if applicable; • Ensure Supplier timely submission & updating of a SDI (Supplier Document Index)
against PO’s requirements; • Review the Supplier’s resolution actions of the recorded non-conformances, if any; • Obtain the shipping documents in compliance with the project requirements; • Review quality certificates and final documentation.
5.2 Items classified “CQ3”
The Contractor, as a minimum, shall perform the actions as per items classified CQ4 and in addition shall:
• Check with the Supplier, during the expediting visits, the completeness and updating of Supplier's specifications and take action as necessary to comply with technical requirements and timely submission;
• Ensure the respect of Supplier fabrication schedule if any; • Ensure Supplier’ timely submission & updating of a SDI (Supplier Document Index)
against PO’s requirements; • Review the Supplier’s resolution actions of the recorded non-conformances; • Witness Functional, Final Test & Inspection.
5.3 Items classified “CQ2”
The Contractor, as a minimum, shall perform the actions as per items classified CQ3 and in addition shall:
• Hold a pre-inspection meeting with the Supplier and OWNER/IPMT representative, before the start of fabrication;
• Analyse with Supplier the MR/PO attachments to achieve full comprehension of all technical aspects, with the support of the project specialists to obtain clarification;
• Check with the Supplier the completeness and the updating of Supplier's specifications and take action as necessary to comply with project requirements;
• Discuss the implementation of the inspection requirements to be included in the ITP;

• Check that the supply plan includes the critical paths of fabrication and the duration of the inspection is consistent with PO’s requirements;
• Require to the supplier a detailed fabrication schedule and verify the progress timely;
• Monitor the compliance of Supplier and his Sub-Suppliers with PO’s requirements; • Ensure that all agreed Hold and Witness, as per OWNER/IPMT Quality
Surveillance procedures and (ITR) Inspection & Tests Requirements, if any, are included in Supplier’s ITP;
• Ensure Supplier’ timely submission & updating of a SDI (Supplier Document Index) against PO’s requirements;
• Ensure Supplier’ timely submission & updating of a SPIR (Spare Part Inter-changeability Record) against PO’s requirements;
• Ensure that Supplier includes in the status report the Sub-Supplier’s progress status;
• Review and/or Witness the Supplier’s resolution actions of the recorded non-conformances;
• Review the Procedures and Work Instructions to ensure they include all specified requirements;
• Ensure all supporting Documents, Standards, Codes and Specifications are available at the Supplier's Work Site;
• Carry-out surveillance, inspection and witness points, following the phases reported in ITP, sufficient to ensure specified requirements are met;
• Ensure the QC staff are suitably qualified as specified; • Ensure proper test & inspection equipment is used, calibrated and certified.
5.4 Items classified “CQ1”
The Contractor, as a minimum, shall perform the actions as per items classified CQ2 and in addition shall:
• Audit the Supplier’s Quality Management System during execution of the PO; • Agree Supplier’s and their Sub-Supplier’s QC; • Witness Intermediate, functional and Final Test & Inspection and endorse Quality
Records Books and As-Built drawings and data sheets.
