UN FINANCE DETAILS Since1960s, UN peacekeeping has been plagued by financial difficulties. The annual cost of UN peacekeeping in 1993 was over $3.6 billion, with deployment of almost 80,000 peacekeepers. Later, in 1998 the number of peacekeepers had dropped between 12000 and 15000 with expenses around $ 1 billon. The fact that emerges indicates that since 1948 cumulative UN expenditures relating to peacekeeping in more than half century are estimated at about $21 billion. Needful to state that as per the available statistics the United Nations and all its agencies spend about $20 billion each year, or about $3 for each of the world’s inhabitants. This is a very small sum compared to most government budgets since it is just a tiny fraction of the world’s military spending. A glance at the current statistics shows that as of October 31, 2006, accumulated arrears of members to the Regular Budget topped $661 million, of which the United States alone owed $526 million (80% of the regular budget arrears). UN Peacekeeping is thus cost-effective. It is amply substantiated by survey of Oxford University where learned economists found that international military intervention under Chapter VII of the UN Charter is the most cost-effective means of reducing the risk of conflicts. As of September 2006, the approved DPKO budget for the period from 1 July 2006 to 30 June 2007 is approximately $4.75 billion. This represents less than 0.5% of global military spending.
