T hank you for attending the meeting and for your
interest in the Racine County road improvements project.
The purpose of this meeting is to present updated design- and construction-related details, including the recon-struction of County KR to Old Green Bay Road. We invite you to talk with project staff, share your thoughts and ask questions.
Today’s meeting is an open house. The Wisconsin Department of Transportation (WisDOT) will schedule additional meetings like this as project design and con-struction progresses.
Project DescriptionWisDOT took temporary jurisdiction over the following roadways:
y County KR between I-94 and Old Green Bay Road
y County H between County KR and WIS 20
y Braun Road between I-94 and 90th Street
y International Drive from WIS 20 to WIS 11
Temporary jurisdiction was granted to allow WisDOT to
complete the design and re-construction of these develop-ment roadways. WisDOT has planned significant construc-tion in the I-94 corridor, and a single entity coordinating all road construction in the area will be most efficient and cost effective.
County KR UpdateWisDOT is conducting environmental reviews and preparing design plans to reconstruct County KR from County H to Old Green Bay
Road. This reconstruction will upgrade the existing two-lane rural roadway into a four-lane divided urban roadway, includes new bridges over the Union Pacific and the Canadian Pacific Railroads, a new bridge over the Pike River, plus 10-foot multiuse

Project ScheduleWisDOT will coordinate work on road improvements, I-94 and area developments to accommodate freeway diversion and local traffic, construction worker and materials delivery access, and utility work.

This summer, the US Army Corps of Engineers issued Section 404 permits for work in waterways and wetlands for these Development Roads:

The USACE confirmed no Section 404 permit is required for WIS 11 construction, and authorized work for County H (from KR to Braun Road).

winter. WisDOT anticipates submitting the Section 404 permit application for County KR (County H to Old Green Bay Road) in late 2019.
As compensation for unavoid-able wetland impacts from the Development Roads, WisDOT has already purchased over 12 mitigation credits through DNR’s Wisconsin Wetland Conservation In-Lieu (ILF) Program. The ILF Program uses the funds to implement
wetland restoration projects to offset wetland impacts. In this case, WisDOT purchased credits at a 2:1 ratio; mean-ing, for every acre of wetland impact, WisDOT purchased 2 ILF credits. At least 10 additional credits will be purchased in January 2019 for approximately 5 acres of wetland impacts from WIS 11, Wisconn Valley Way and County H. Final ILF payments for remaining projects are expected in 2020.

Construction Update
y WisDOT began construction on Braun Road between East Frontage Road and County H in August. The road will be closed to through traffic until late fall 2019.
y Construction began in August on the International Drive extension to WIS 11. WisDOT expects the new road to open to traffic by the end of late fall 2019.
y Willow Road-WIS 11 intersection construction began in July. WIS 11 traffic will be reduced to one lane in each direction until completion in November.
y WisDOT is reconstructing the box culvert under County KR just of the east of East Frontage Road. This construc-tion requires closing County KR fall 2018 through January 2019.
