Sometimes the customer has disconnected their phone or giv-en false contact details.If a customer has still not returned the items, a debt collec-tion company that works on behalf of nearly every video store in New Zealand steps in. “There’s a friendly letter that says ‘hey, obviously you’re not coming back to the store anymore, it’s been three months and you owe us a certain amount.’ It’s friendly, definitely nothing too heavy and if they kept ignoring it then it comes from their lawyers.“This particular debt collection company is tied in with NZ Post and we’re constantly getting emails saying ‘Joe Blogs’ is now living in Auckland his address is 6 Green St or whatever.”The video store owner says it is common for children to lose or break DVDs and parents are often happy enough to pay the flat fee of $25 to replace it. They have the opportunity to source a replacement item themselves if it is a cheaper alternative.

Police abused on its own Facebook pageWould you tell a police offer that they are “a rev-enue gathering mofo” or that you don’t pay taxes for them to “hound” your “ass”?Maybe you wouldn’t to their faces but these are just two examples of what the Nelson Police has to publicly deal with on its Facebook page.This month’s an-nouncement that the police would begin a “lock or knock” cam-paign, urging mem-bers of the public to lock their vehicles and remove all valu-ables from view, hop-ing to prevent a grow-ing trend in theft, attracted 74 com-ments on its social networking website. But the attitude from some of the Nelson-Tasman public may come as a surprise with a handful of Facebook users clearly against the idea of police checking to see if cars are locked and have no valuables within sight.Lucan Jay wrote: “Go do something productive that’s what you guys all tell us, might want to do it yourselves and catch criminals just saying (sic).”Lucan was not the only person who thought the police were wasting time. Georgia Doughtery wrote: “Meanwhile people are gettin kidnapd

and raped and murdered and they waste their time f**king around. Revenue gathering mofo’s (sic).”Tenille Brown called the police “pathedic (sic)” before suggesting they should “go catch crimi-nals for once.”There were some Facebook users who supported the police’s campaign with Louise Miller say-

ing she was “embar-rassed” by the com-ments. Detective Inspector Geoffrey Jago says police are aware of the negative com-ments that get posted on the Facebook page and while this is “dis-appointing”, it is not the role of police to unnecessarily limit the community’s right to free speech. He noted that the site was moderated and that it was a “useful

tool” for people who did not follow the news.Internet safety expert John Parsons says it was common for organisations to receive negative feedback on their social networking sites. How-ever, this was the first time he had heard of this activity being directed at the police. “There’s something about the technology and the separation that allows people to say these things and to be honest, a lot of it is just junk,” says John.

TDC engineering under reviewAn engineering firm could lose a multi-million dollar contract if it is decided that all council engineering functions will come back in-house.Independent consultants Morrison Low will conduct a formal review on the deliv-ery of contracted professional engineering services by the Tasman District Council, on November 29.In August, council paid MWH $793,407 with $1,094,766 paid the month prior. There was no amount listed in the June ac-counts but May showed $755,710 was paid and $1,128,877 in April.Tasman District councillor Judene Edgar says engineering accounts for 60 per cent of council’s yearly budget and a “propor-tion” of that is going to MWH. The ser-

vices MWH provides are around roading, water, storm water and waste water.The last major review was 12 years ago and saw numerous services, that had previ-ously been performed in-house, handed over to MWH. Over a period of time the outsourced work expanded to include a large amount of strategic and planning work.But if the latest review suggests that bringing those services back in-house would be more cost effi-cient, it is likely MHW could have to cut some of its staff. Judene says this is a major review because of the amount of money involved with close to $1 million spent each month. “We give them seven figures a year for their services and I believe they are the highest

earning office in the country and that’s on the back of Tasman District Council,” she says. “The council was keen to review the balance between internal and external de-

livery of engineering services, not only to provide cost savings, but also to achieve greater ownership of our assets and improved ser-vice delivery to our ratepayers.”Judene says a highly paid special-ist position should not come back in-house if there is not full-time work available. “There’s a lot of everyday work that MWH are do-ing that actually not only costs us more because it’s at a contract rate

with their margins built in but there are also the times when a ratepayer will ring up and say they’ve got a pot hole or what-ever, but depending on what and where

it is, our staff can’t even deal with it, they have to call MWH.”With two currently separate computer systems, Judene says service logs can be lost and services can be double booked. “If a ratepayer rings us and we have to ring MWH then that’s already double the amount of time.”Tasman District Council currently has 21 staff in its engineering department and Judene says it was a reality that if MWH employees lost their jobs, bringing the ser-vices in-house would create more jobs at council. “If they’re good enough quality people then there’s no reason why they wouldn’t get the job. MWH would have a reduced profit margin as a result but we’re not too upset about that as it’s a large international company.”

Seven thousand dollars worth of fire-works partied in the skies above the Tahuna Holiday Park Speedway on Saturday with race fans getting more than their money’s worth.The Coca Cola Fireworks Night always attracts a large crowd and speedway president Kris Carpenter was more than happy with the weekend’s show-ing, as organisers look to push the lim-its each year.Kris says the fireworks were bought

off Christchurch based company Fire-works Professionals. “It definitely gets better every year and we try to keep the budget every year,” she says.The qualified crew that lights the fire-works have to be approved and are led by Ian Montgomery of Okiwi Bay, who has been doing the role for ten years. A&P keep quiet over quake testThe A&P Association will not reveal whether its 89 year old grandstand has passed or failed an earthquake safety re-view, less than one month before its annual A&P Show.Opus has confirmed the review has been conducted but would not disclose the re-sults, as it would breach the client’s privacy.The A&P Association seem unlikely to budge either with property manager and treasurer John Harwood saying “there is nothing the public should know about,”

despite some potential safety risks for all of the attendees of November’s A&P Show if it has failed. “At this stage we’re not re-porting on it anywhere, we’re just leaving it until such time.”John did say that A&P was working with the Nelson Harness Racing Club and there were “still a lot of things to go on” before they could even “think to make a decision on it”. “At this stage everything is up in the air.”But Nelson Harness Racing Club presi-dent John McKenzie was unaware of the results, saying he has “nothing to do with

the A&P”.The earthquake review followed the Tas-man District Council’s lead when it had all of its buildings tested in July.The northern grandstand can hold 1000 spectators at capacity. In July, John said the southern grandstand, which was 50 years old, would also be reviewed.If the results of the review show the stands do not meet safety standards then they would be closed and possibly pulled down. However the latter would be worst case scenario for the grandstand, which fea-tures a lot of brick work.

Public support gardenA community garden in Richmond looks almost certain to go ahead.A meeting was held at the Rich-mond Library on Thursday night hoping to gauge interest and sup-port for a potential project, replicat-ing other communities around the region. Sixteen people turned up to the meeting after it featured in the Waimea Weekly, with some hoping to seek membership while others of-fered land, services and materials.The Waimea Menz Shed at Rich-mond Park has revealed itself as a potential home while there was also

a representative from a Wakefield church looking for members to join its current crop.Tasman District Council environ-ment education officer Rob Francis says a working group of eight people has been formed and they will meet from next week to go into more de-tail, looking at sites and becoming a legal entity. “It’s not finalised yet but at the mo-ment there are enough people who are keen,” he says.More further details, please contact Rob on 543 8484.

A South Island leisure marching event attracted 32 teams from throughout the country and its host team, the Tasman Blue Beats, were rapt with the attendance figures. “Everyone had such a great time and it all went to plan,” says coach Sue Cornelius. “It’s definitely growing which I’d say is because of the team spirit. Everyone wants to present their display as best as they can.”Each team performed a routine that was no

longer than five minutes and teams were not scored or judged. It was a big week for the Tasman Blue Beats who also had member Julie Golding pick up a certifi-cate of merit at the Sport Tasman Sport Volun-teer of the Year Awards. Another local team, the Waimea Wannabees, contacted Waimea Weekly to congradulate the Blue Beats, saying it was a fantastic event.

The Nelson Bays Primary Health has funded another chance for people to dump unwant-ed medicines to their local pharmacy.In 2009 and 2010 Nelson Bays Primary Health funded the campaign called DUMP (disposal of unwanted medicines) to access information on what type of medicine was being returned, how much was being re-turned and most importantly to support the safe disposal of medicine.Caroline Allen of NBPH says close to 10,000 items were returned to pharmacies during the last DUMP campaign.For more information please contact your local pharmacy.

An almighty scrap has broken out between MP Nick Smith and the region’s two may-ors over council rate increases.Last week the Nelson MP mailed out his annual survey to voters in Nelson and Tasman in which he wrote rates have in-creased by 13 per cent per year in Nelson and 12 per cent in Tasman on average over the past decade. He says his figures are from Statistics New Zealand, independent, and he’s “flabbergasted” the mayors would doubt them.But Nelson mayor Aldo Miccio and Tas-

man mayor Richard Kempthorne on Mon-day issued a joint statement calling the MPs figures “incorrect” and their release “disappointing”.Aldo says that Nelson City Council has had an average rate rise of 6.9 per cent over the past ten years says that NCC has been told by Statistics New Zealand that they know their figures are wrong and will be replaced. “To repeatedly say increasing costs are entirely due to council decisions and use incorrect figures of 12 per cent and 13 per

cent to support his view is both mystifying and disappointing,” he says.Richard says put the printed figures by Nick down to a proofreading error in the production of the newsletter. “After a lengthy discussion with Nick re-garding the previous use of the figures, that’s the only explanation I can think of.“This survey and newsletter has been de-livered at an important time. In his enthu-siasm to promote a wide number of issues including gay marriage, euthanasia and local government reform, he has forgotten

earlier discussions.”But Nick told Waimea Weekly late yester-day that the mayors must be in “denial” and the figures are accurate. “I stand by the figures in my newsletter. The debt of our two councils has trebled to more than $200 million over the past decade.“Councils have too often played cute games with their rate increase figures be-cause they know [there are] concerns from their residents. I believe the Statistics New Zealand figures are neutral and can be re-lied upon.”

Top Team returns The first regional Bowater Motor Group Top Team heat was held in Motueka over the weekend and the clock is counting down for Nelson’s turn.The popular obstacle com-petition based on 80s hit television show Top Town where teams of six tackle 12 team challenges, will be held at the Tahunanui Playing Fields on Novem-ber 11 but entries must be in before November 5.Teams are normally made up of friends, families and co-workers with ages be-tween eight and 60 years old.Participants will compete in a number of outdoor games like the sack race, see saw challenge, chariot race, giant ring toss, obsta-cle course and many more. Organisers say the contest-ants should be prepared to get wet while you run, lift, toss, crawl and roll your way to the top.A big part of the challenge is also the crazy costumes and creative team strips that participants turn up in. Hockey volunteer recognised for effortsThe Hockey Nelson president of 25 years has been named Sport Tasman’s overall regional sport volunteer of the year.Diane Proudfoot was awarded the top prize at the Sport Vol-unteer Awards hosted by Sport Tasman in association with Sport NZ and WHK on Friday morning.Diane says the recognition was overwhelming. “Being nomi-nated was just fantastic but to actually be the winner is abso-lutely amazing,” she says.Also a committee member at the Waimai Hockey Club, Di-ane can be found at the Saxton Hockey Turf all day on Satur-days and Sundays. She has been part of the organising com-mittee for the artificial surfaces and the new pavilion and is currently on the Hockey Softball Pavilion Board.Diane believes hockey is continuing to grow within the re-gion and that was epitomised by the Women’s Black Sticks taking on India when the new water turf was opened in 2006. Diane hopes to attract more international fixtures and was also confident that the Capital side would come to Nelson to play within the next few years. A second water turf is to be installed but was currently being tendered by the Nelson City Council.In recognition of her achievement, Diane received a $250 Sport Store Voucher, entry into the selection process to deter-mine the Sport NZ Sport Volunteer of the Year and an invita-tion from Sport Tasman to attend the Nelson Sports Awards to be held at Annesbrook Church November 28.Other major winners included Michelle Kirker from Nel-son Bays Touch Rugby and Sharon Smith from Gym Sports Marlborough. Political correctness is an attitude and an idea that many of us like to poke fun at. Indeed, I’m sure we can all recall any number of examples of political correctness being taken to extremes, or being applied to trivial situations, that deserve our ridicule. But the other side of the coin of political correctness is the many advances our society has made in recent times in our treat-ment of those of us with particular needs, or who are perhaps different in one way or another from the majority. ‘Correctness’ in this sense has surely brought many benefits. Having said that though, one of what we might call the ‘downside’ results of a miss-placed ‘cor-rectness’ is the false idea that all opinions are equally ‘true’ or ‘untrue’ according to one’s own judgement or even feelings.

Christians believe that there is such a thing as truth, and further, that God has revealed this truth through the biblical writers before Jesus, through Jesus himself, and through the biblical writers whose works describe and reflect on the life, teaching, death and resurrection of Jesus. This truth for Christians then centers on the person and life and teaching of Jesus. Because of this it concerns the way God wants us to act in our world. There are ways of acting, of treat-ing people and our world, that are of God. ‘Treat others as you wish to be treated’ is perhaps one of the best known summaries. Equally though there are ways that are not of God. For Chris-tians, the truths and ways of God are not just matters of personal preference. They are eternal, unchangeable principles that if believed and fol-lowed promise real satisfaction and fulfilment - in this life and the next.

New trees in hot demand

An Appleby nurseryman has watched his own trees pop up all over the country as his business benefits from New Zealand’s inability to import them.Frank Goeddert, who owns Frank’s Trees, has used chance seedlings to create new tree varieties and they’ve attracted the attention of councils around New Zealand.“We’re stuck with what we’ve got over here so we can’t actually bring anything in. Our gene pool in New Zealand is quite limited,” he says. “I didn’t want to be growing what everyone else was grow-ing. I want to be a leader not a follower. But it is a dying trade. I go to nursery meetings and they’re all old buggers and they think ‘what is he going to know’. Next thing I rock up with my own tree.”The German-born Wanderers rugby player only works three days a week. He started his own busi-ness so he could use the rest of the time pig hunting. But when Frank isn’t running around the paddock with a rugby ball or scouring the hills for wild boar, he researches different plant varieties, looking for opportunities to create his own.Frank’s two latest plant varieties are fraxinus purple

spire and candelabra.The fraxinus purple spire is now a registered vari-ety and has already been purchased by a number of nurseries. The Auckland Council, Marlborough District Council and Gore District Council all have the tree in their street plans and it can also be found at a cemetery in Picton.Franks says a lot of his exposure came from a write up in a national horticulture magazine and the fact some people in the industry believe it is a quality tree.Before explaining the process of creating his own tree, Frank points out that humans are all differ-ent shapes and sizes. It is the same with trees and he utilises this to his benefit. “Sometimes you find something that has really nice branching, plus it’s got really nice autumn colour and really nice form,” he explains. “I take a graft or a bud off it and in-sert it into another ash variety. I can make 20 to 30 ash trees from one branch because it has that many buds on it.”It’s that simple.“There are so many so many nurserymen that might have worked for 40 years but have never found their own tree because they’re just doing for the money.”

Local volunteer Richard Townsend will help blind Thai orphans play their first game of foot-ball, and Garin College students are determined to help him make it possible.Alexei D’Ath and fellow Garin College students are organising a “multi-talented extravaganza” to help raise funds for local volunteer Richard Townsend.Richard will be head-ing to Pattiaya, Thai-land to volunteer at an orphanage, and the students hope to raise $500 from the extravaganza to help Richard take sports equipment to Thai-land.The talent show will feature student bands, singers, and other acts that are not to be missed says Alexei.Father Ray children’s village in Pattiaya ca-ters to around 850 students with disabilities, and Richard hopes to bring some of what he says “we take for granted” to the village, and hopes to en-rich the children’s lives.With most of the children suffering from disabil-ity, Richard will take with him specialised sport equipment, from footballs that produce sound, to Velcro straps to enable polio sufferers to play with bats so each child can experience the basics of sport and recreation he says.

Having previously travelled to the village, Rich-ard says he couldn’t believe that the children had no outdoor equipment to play with and says he will run an after school programme for the kids to enjoy.“I want every child experiencing fun and achiev-ing at different levels.”Garin College group “The Vinnies” wanted to help with the outreach program, and were in-

spired by Richard’s selflessness, says Alexei.“We really want to help Richard get the equipment that the children need and can use on a regular basis,” says Alexei.The extravaganza will feature a si-lent auction with donations from Seifrieds, Specsav-ers and other lo-cal businesses that have shown their support.

St Vincent De Paul Youth Coordinator Phillipa Winch says “Richard and the students efforts show people can see how much can happen with local support.”Tickets to the “Multi-talented extravaganza” can be purchased from Garin College, and the event will be held from 7-9pm on Friday November 2 at the Catholic Church Parish Hall on William St.Tickets cost Adults $15, Students $10, and Family tickets are $25.

Tasman Bay snapper are still prov-ing to be a bit elusive, but it is just a matter of time before they will be more consistent in numbers with the water temperature hope-fully starting to rise in the next few weeks. With all the fresh water re-cently, the snapper are still lurking about in the 20 to 30m mark out in Tasman Bay, with the a few brim be-ing caught along the boulder bank. Setlines still seem to be one of the better forms of fishing at present and are a great backup to rod fishing to help supple-ment the days catch.We haven’t heard any reports on the fishing at D’Urville probably because the weather has prevented people get-ting out. Likewise about Kenepuru and Pelorus sound the snapper fish-ing has been slow. Lis-tening to a weather expert last week, his opinion is that the weather will improve during this month, with the rain fading and the windy days becoming less frequent which was great to hear. This week’s long range forecast backs this up with no sign of rain till at least Sunday but with the odd windy day.Can’t afford a boat then you might want to check out kayaking. Kayak fishing is experiencing an amaz-ing increase in popularity and is now recognised as one of the fastest

growing water sports in New Zea-land and certainly it’s making fish-ing far more accessible to all. Our kayak fishers have been hauling in some great sized gurnard, new sea-son snapper and terakihi. Tip for kayak fishing and catching gurnard at Delaware Bay – paddle out on the outgoing tide or you’ll be paddling backwards. Head out to around 50 ft of water where the

sand meets the mud, anchor up here (don’t drift) use a size 5 hook, 1 inch cube pilchards for bait and suspend your bait just off the ocean floor, sit back and smile. This method has produced gurnard up to 1.13kg.

“Neighbourhoods in Richmond have been forming watch groups for years, and this is a way to communicate their thoughts back to the police and have a role in the prevention of crime” says Craig.“Working beside these groups means we are putting prevention at the forefront of our policing, and the community involvement is great.”

The Tasman District dog section also plays its part in Richmond, with Segeant Colin Eathorne providing a team to quickly respond to crime.Colin’s dog Gruff, 3, has been trained from a young age and has worked his whole life as a

patrol dog, helping Colin track people, property and other criminal activity in the Nelson area.Police dogs, like their handlers are always on call and Gruff goes home with Colin every day, and at any time of the night could be called out.“He knows when I come running down the side of the house and he sniffs my uniform, it’s time for work.”He says they frequently drop by schools and groups to put on public

Trials for the Nelson Falcons got underway on Saturday although there was one key addition missing. Head coach Davor Tavich was appointed to lead the reigns in the team’s debut season but he is currently in Auckland obtaining his FIFA Level 3 coaching certificate.The 46 year old has lived in Nelson for five years and has coached various age representatives teams. Prior to moving to Nelson he coached 15th grade football in Auckland and 13th grade football in Lower Hutt, both teams being in the highest division for their age groups.Davor says he was very pleased to be appointed head coach of this new team and is excited by the opportunity that the ASB Youth League of-fers the region’s young players. In the past, Nel-son players have had to commit to Canterbury United’s youth team, travelling five hours south every second weekend for home games.“Nelson has a lot of fantastic young football-ers, and I believe we have the talent to compete well in the ASB Youth League,” he says. “I know many of the region’s youth players already, but I look forward to seeing all players keen to play in this team at the second trial.”

Brad Neiman showed no signs of winter blues as his driving clinic helped himself and team-mate George Watson to victory in the youth minis-tock pairs on Saturday night.The opening night was rained off a fortnight ago, and showers around 5pm had organisers fearful that racing could have been delayed for a fur-ther two weeks. Thankfully the rain stayed away as the drivers produced plenty of excitement for the Tahuna Holiday Park Speedway crowd.The main event of the night was the youth ministock pairs and no one showed more driv-ing nous than the young 17n driver. Brad fin-ished on the podium three times in as many

races, finishing first place in the final race of the night. His racing partner George was consistent throughout the evening finishing fifth, eighth and ninth place, as the two accumulated more points than any other pair.Keightly Teece and Roydon Winstanley were the other ministock drivers to raise the cheq-uered flag on the night.Club president Kris Carpenter was thrilled with the huge numbers in this particular class as it feeds through into other areas when the drivers turn 17 years old. “It’s taken awhile to get them hooked but now the 12 year olds are staying in it until they’re 17.”

Pan pacific Games 2012

A squad featuring some of the top master footballers in the re-gion will be hoping to get one over our trans-Tasman counterparts when it heads to the Gold Coast this week.Tasman Thistle, which is made up of play-ers from Richmond Athletic, FC Nelson and two guest players from Christchurch, will be competing at the Pan Pacific Games. The games are played in a similar format to

the Olympics, where multiple sports are contested throughout the ten days. There will be 15,000 people competing across all sports with a social held in the evening of each competition day. Barring injuries – which are common at masters tournaments – its spokesperson Andy Morris is con-fident that Tasman Thistle can perform well in the football competition. “We’re

However, they were under a differ-ent title and hope to perform better in 2012.The tournament be-gins on November 4 with the schedule comprising of one match each day for just over a week. The calibre of play-ers is actually quite high with retired A-League players known to make an appearance. There will also be another strong showing from the island countries. Andy says the island countries of-fer a different dimension, being big, strong and fast with their feet.

The Tasman Thistle team features players who have played as high as national league level in New Zealand. The majority of them are now playing in the local third division. However, there are a handful of division two players and at least one has played first divi-sion this seasonTasman Thistle had its first run together as a unit on Sunday against an FC Nelson selec-tional side at Little Wembley. Andy says that fixture was important, so the side can hit the ground running on Sunday. “The first games are when everyone is fit so you have to be straight off the money.”

Proposed Plan Changes 37Richmond West and South Greenway RenotifiedCouncil has prepared amendments to the Tasman Resource Management Plan, known as Proposed Plan Change 37, which clarifies the appropriate zoning of lands forming the Richmond West and South Greenway which is to be progressively acquired and managed as urban open space to support stormwater drainage, recreation, aquatic ecosystem and active transport values in the future urban setting of the network.

Council publicly notified this Change on 18 August 2012 with a closing date of 15 October 2012. However, in order to allow those not originally notified the same opportunity to lodge a submission, Council has agreed to extend the period for making submissions for a further four weeks.

SubmissionsAny person may make a submission on any part of the proposed Change. Submissions can be sent to the Manager Policy, Tasman District Council, Private Bag 4, Richmond 7050 to be accepted by Council for a period closing at 4.00 pm on Tuesday 13 November 2012. Forms for making submissions are available as indicated below under “Availability of Proposed Changes”.

Submissions must be in writing, clearly indicating support or opposition to the provisions, the decision that the submitter wishes the Council to make (with reasons), whether or not the submitter wishes to be heard in support of the submission and an address for service or contact address.

Consideration of Proposed AmendmentsAfter submissions have closed, Council will publish a summary of all decisions requested by submitters. There will be a further period of 10 working days within which further submissions in support of or opposition to those submissions made may be sent to Council. Key speaker will be Win Clark, a leading structural engineer and Executive Officer for the NZ Society for Earthquake Engineering.

Also a speaker from the insurance industry will be present.
