Once again our Mussel Festival (Bellarine Peninsula's biggest one-day event) surpassed all expectations with top of the bill act in Kate Daley and band on the main stage. The ever popular Classic Car and Hotrod display was here again.

Cooking demonstrations, local wines and craft beers from the Peninsula and many stalls were serving delicious mussels and other food. The Festival Mussel Cup sailing race was once again keenly contested off the pier. Congratulation must go to Richard Underwood and his committee and the vast number of volunteers who once again made the festival a premier event for Portarlington.

Are you up to date on road rule changes? SiP will be running a session this year to assist older drivers to keep up to date and drive well – but here is a snapshot:

New tougher penalties for dangerous driving: • speeding –25 km/h or more over the limit – 3 months loss of licence; in a 110

km/h zone - 20km/h or more over - 3 months loss of licence • higher penalties for unlicensed driving – max $9,500 fine or six months jail • driving while disqualified – max penalty $38,000 fine or two years jail

regardless of first offence or not • over .05 - loss of licence, fine, interlock device for at least 6 months even if

first offence • driving under influence of drugs - 6 months loss of licence plus a 12hr drug

program • distracted driving on phone: 4 demerit points, $484 fine; for L and P drivers -

five demerit points so immediate loss of licence Two new offences:

• a person who knowingly allows an unlicensed driver to drive - max $9,500 fine or six months jail

• for employers who hire an unlicensed person to drive - max $3,160 fine for individuals or $15,800 fine for body corporate.

An update on Home Care Packages We welcome the Federal Government's December announcement of 10,000 extra level 3 and 4 home care packages available early 2019. However, the fact that this represents just one third of the packages needed to reduce wait times for essential high level care services is very concerning.

The Council on the Ageing (COTA) supports the Royal Commission into Safety and Quality in Aged Care and its comprehensive, long term review, but COTA is also proposing five immediate actions to meet current deficits in home and residential aged care services:

• Funding of 30,000 more high level home care packages so that no one waits more than 3 months for care

• More power to residents and their families through their control of residential care funding

• Increased transparency through compulsory publication of aged care services, prices and performance by mid 2019

• More funding to secure the right quality and mix of aged care staff • More random and targeted totally unannounced inspections of residential

care services We will have a progress report on the Aged Care Royal Commission in the February Port Report.

The President, Charlie Attard welcomed both Sponsors and regular Volunteers at the Presentation Dinner and thanked the Sponsors for their generous financial support and donations of vouchers and other various kind of items which were used as raffle prizes during our fund raising events. The Portarlington Maltese Pensioners Association is truly grateful for the support we get from the general community and we are proud of what we have been able to achieve with your generous support over the years. These achievements, of course would not be successful without the dedicated participation in voluntary work by so many members of our association. Voluntary work is the backbone of every association and its' success is measured by its' members participation, which is ever so truly evident in our association's case. Australia Day Celebrations – Saturday January 26, 2019 Thanks to a team of volunteers led by Jennie Tonzing we are well advanced in planning for Portarlington’s Australia Day Address and Community Fair. We are thrilled to advise that Father Bob Maguire AM RFD will be our Australia Day Ambassador. One of Australia’s best-loved priests, Father Bob has devoted his life to upholding the dignity and social rights of our most vulnerable citizens. Through his many social investments – Open Family Australia, Emerald Hill Mission, Beyond Care and the Father Bob Maguire Foundation – Bob has selflessly helped thousands of people each year. Father Bob’s address will be presented between 11am and 12noon in the Portarlington Senior Citizens Club. At 12.15pm Father Bob and Bellarine Councillors Jim Mason and Trent Sullivan will then officially open the free Community Fair. The Fair will occur in the grounds surrounding the Rotunda, Cenotaph and Senior Citizens Club. The Fair will feature Bush Poetry, Children’s Activities, Displays, Dog Fashion Parade, Lions Club Sausage Sizzle, Meet the Pioneers, Melbourne Colonial Dancers, Music and much more. Our Australia Day event is generously sponsored by The City of Greater Geelong, Portarlington and Drysdale Community Bank, The Port Report, Mussel Festival Committee and Bellarine Bayside. The Event will be well publicised with posters being placed in prominent locations in Portarlington, Drysdale, Indented Head and St Leonards. Please put the day and times in your diary as we are looking forward to you joining us to celebrate this important national day. Visitor Report – Yearly Update In 2018 we helped 2464 visitors with 662 being in the last 3 months of 2018. Throughout the year visitors were most

Eleven local junior sporting clubs have successfully applied for development grants from Portarlington/Drysdale Lions Club. The grants of $1,000 each are designed to help improve the skills development and general wellbeing of young people on the north Bellarine. To qualify for grants, applicants undergo a rigorous assessment process. Emphasis is placed on activities that increase the participation of children in sporting activities and that are likely to increase children’s’ self-confidence. The grants are largely funded from the proceeds of the annual Lions Charity Golf Day held on 26 October at Portarlington Golf Club. Successful 2018 applicants are:

Lions Cub President, Geoff Smith, said the junior grants program was only made possible by support for the Golf Day by players and sponsors and he thanked everyone for their input.

Junior Sports Development Grants

The PCA, since the inception of its new executive, has been busy during the months of November and December with the business of building an active membership, streamlining modes of operation, as well as continuing in its mission of advocating for the residents of Portarlington. Three options for future meetings were distributed at the November meeting and voted on at the December meeting, resulting in a new calendar of meeting dates. In 2019, the PCA will meet every second month, with a range of guest speakers from relevant organisations to be invited to these meetings. The Executive Committee will meet every other month to deal with operational business, plan meetings and organise guest speakers. The 2019 schedule of PCA meetings, for 7pm on the first Wednesday of every second month, is outlined below. February: Wed 6th April: Wed 3rd June: Wed 5th August: Wed 7th October: Wed 2nd December: Wed 4th

Guests at the November meeting were Bellarine Councillors Jim Mason (also a guest speaker at the December meeting), Stephanie Asher and Trent Sullivan, who addressed questions from the floor. Much discussion surrounded the move of the Portarlington Neighbourhood House (PNH) next year, from its current premises at the Masonic Lodge to Parks Hall and a new annex. Councillor Mason stressed that this is a temporary arrangement under a three-year lease from Bellarine Bayside Committee of Management, under which the Council of Greater Geelong (CoGG) will manage Parks Hall. No changes will be made to the interior of the hall, and it will still be available to the public for bookings as usual. (Note: building plans for the planned annex were displayed at the December meeting.) The long-standing nature of the PNH issue and the need for a community hub was acknowledged, and the councillors committed to extensive future consultation on this issue. Development, and the impact of planning decisions, was also the point of discussion and Councillor Asher noted the need for protection of distinctive character as well as the potential and consequences for infill rather than town spread. President Geoff Fary indicated the preparedness of the PCA to work with councillors to protect the distinctive nature of Portarlington.

Our councillors have been focused on the 2019-2020 budgetary process and have called for input from communities regards infrastructure priorities. Information was collected, and the infrastructure priorities identified and submitted for consideration by the PCA on behalf of the community are as follows. 1. Establishment of a new public

swimming pool on the North Bellarine, with a rejection of threshold population restrictions.

2. Portarlington Football Netball Club (PFNC) proposal for redevelopment of Recreation Reserve facilities, including an all-age gym.

3. Exercise equipment along the foreshore in several locations.

4. Upgrade of Little Reserve playground. 5. Brown Street car parking and 5-

minute car parks near pharmacy. 6. NBTAG suggestions for disability-

compliant improvements to bus shelters

7. Sealing of the Senior Citizens car park to provide additional parking.

The December meeting business concluded, all members and guests present were invited to share in festive refreshments to mark the close of the PCA year, and a very convivial time was had by all, with many new friendships established. One of the main things I enjoy about being a Rotary member is the friendships I have formed since joining seven years ago. People who are liked minded who want to make a difference and inspire change within out home towns and further afield. Recently three of our members went to Nepal to help the people establish a chicken farm (nicknamed “Chicken Run”). A work in progress as supplies are been sourced and workers on the ground pull it all together. This came about because of two

Chicken Run in Nepal siblings from two different Rotary Clubs in different Districts combining thoughts to make it happen. Progress report Land has been made available on a local farm, the chicken house measured out, land levelled, and the foundation completed. Rocks for walls and wood for window and door frames have been delivered to the site, all transported up the mountain by manual manpower. So far the beautiful stone walls are only one or two rocks high as yet and it maybe 5 months to finish the chicken four roomed coop. Covering the outdoor area is under discussion due to birds of prey. What skills or talents do you have that would enhance what we can do in local towns and further afield? The reason for the unusual location is because it was exactly the

The Club would like to wish our members and supporters a Happy New Year as we look forward to an exciting season in Football and Netball. The Club is excited to announce that as a fundraising initiative we are running a coffee van inside the Bellarine Bayside Portarlington Holiday Park for the summer. Our operating hours are 6am-11am 7 days a week. This is a new venture and a great opportunity for the club so if you are passing by please stop in, grab a coffee and say hi. We are located inside the holiday park just near the jumping pillow with easy access via gate 3 on the dirt road opposite the tennis courts. At the 2018 Annual General Meeting the club proposed changes to its constitution and rules which were approved by the members who attended the meeting. Treasure hunters are scouring a record thirty three Bellarine businesses in the fourth annual Treasure Hunt - part of the 2019 Festival of Glass. Each participating business is displaying a piece of glass art commissioned from a local artist; and the thirty three pieces are prizes in a draw at the Festival Expo on Sunday 17 February at Drysdale’s Christian College. Each business is also displaying a glass ‘Tiny Treasure’. When a treasure hunter finds it, the business stamps their entry form; and each entry form stamped by ten businesses can enter the Treasure Hunt draw.

On Saturday morning last a strong gale raged in the Bay, and high seas broke over the Portarlington pier, many of them dashing over the shelter shed lit the end of the wharf. The waves dashed against the breakwater and shot many feet into the air, often coming right over the fishermen's shed. Inside the breakwater the fishing fleet had a rough time, and had it not been that the boats were securely moored great damage would have resulted. As it was a pleasure boat, owned by Mr R. M. Walker, of the Bay View Hotel, and a

skiff owned by Mr Chris. Richards, the well-known fisherman, broke their moorings, and for some considerable time they dashed one against the other, and were damaged. Mr Walker's boat had the mast broken, and also the bowsprit, and a number of planks on the side were broken. The skiff was also damaged on the side. Several of the fishermen saw the predicament, and after a hazardous time, brought both boats ashore and had them beached, The force of the gale was greatest at 7.30 a.m., and at this hour it blew down

the large signboard at the Bay View Hotel, fortunately without doing serious damage. The weather moderated in the afternoon.

has been so supportive. It’s been great".

• RobMc "The perception of it being an old person’s game is a fallacy. The membership age here ranges from 30-96. The minor singles final this year was between someone 30 and someone in their mid-80s. All the top representative teams are all people of a younger age".

• MikeD "The difference in the skill level and tactics surprised me a bit".

RobinR It is only practice. Andrew and Terry made the top team straight off. Granted they put in a lot of work into it. There are quite a few community bowlers with just a little bit of coaching and consistent practice who could step straight up. People of varying abilities and of either gender are always welcome and there is free coaching available.

• RobMc "What I like about the game is you can play it very laidback and socially one day and be in a very competitive game the next day if you choose".

• TerryF "Becoming an active member is not only pennant and championship events. There is social bowls and the midweek tournaments at other clubs. I have enjoyed them".

RobinR How have you enjoyed the transition better, not quite as you hoped or as expected?

• All said they have been pleasantly surprised and have found it more enjoyable than they really expected it to be. We have enjoyed the game and have found the club members to be extremely supportive. We will certainly continue our association.

Over many years there has been much discussion at the Club usually over a nice cold drink when deep and meaningful conversations tend to occur. Why? Why when the Community Bowls is so popular is there no natural transition to becoming full active members. What is the barrier? Is it the game itself or maybe the percepted image of bowls? Is it the club, the club personnel or how the club is run? The commitment to a full season? Is there a specific factor or a combination of some or all of the afore mentioned. The Club runs the Community Bowls for many reasons. Obviously it’s financially beneficial and showcases the club’s social aspects. Equally important the club wants to replenish their ranks from this pool of participants. Over a long period we have recruited some Community bowlers who have made wonderful contributions to the club:- Wally and Lucy Skowronski, Gail Poole, Wayne and Denice McLennan, Robert White and Stafford Curran spring to mind immediately. Unfortunately the strike rate has been small. The last 2 years the tide seems to have turned a little. We gained Mike Delaney, Ron and Margaret King, Ron Mills, and Rob McPherson. This year Terry Freeman, Andrew Hay and Fran Rowell. They were interviewed by Robin Roberts to find their thoughts on both the club and why/how they became full active members. RobinR. "What enticed you to become more active members"?

• AndrewH. "I had always played competitive sport and was keen to get back into a team sport".

• RobMc agreed.

• TerryF "Andrew was very keen to play pennant after several years of Community bowls so I said I would play as well".

• RonM & RonK "We had a contact in Kevin Walsh who introduced us to Community bowls. The influence of existing bowlers being helpful and wanting you to play pennant was a significant factor".

I hope everyone has enjoyed their Christmas and New Year festivities and enter the New Year refreshed and full of hope. To all who made New Year resolutions, whether under undue influence or just under the influence, I hope these resolutions are intact. Yours truly made honorable resolutions. I fail to understand how some people won’t let things go but even in my Black and White dreams I find it impossible to forgive the umpires in the 2018 Grand Final “ WE WERE ROBBED. “We have 2 new club Champions at the Club and both are repeat offenders. In the Ladies Final Margaret Grey swinging that damn stick to perfection was just too good on the day for Marja Hoffman. Margaret got an early break and held sway all match to run out a comfortable winner. In the Mens final the “Italian Stallion” Tony Demaria was aiming for championship 3 and the inform Charlie Sproal, although runner up several times looking for his first title at Portarlington. The “Stallion “got off to a good leading 13/6 before

Charlie with consistent drawing worked his way back to 13 all. The little master then produced two full hands of 4s to blow the game open, Tony eventually winning 25/18. In the Mixed Pairs Michael and Dianne Dennis were always in complete control against Geoff Lawson and Joan Edwards winning 22/10. In the Mens Minor Singles Justin Smith played Dennis Holland in a close game at 15all the match was anyone’s. Young Dennis just lacking a little in experience could not hold out against a very composed display by Justin. Justin winning 25/17 Congratulations to all finalists and we wish our Club Champions all the best when they represent Portarlington in the Champion of Champions. Owing to space, a quick Pennant round up Saturday Pennant. Divisions 2, 4 and 9 all in the four. Div6 teetering a chance for the4 and still are chance to be relegated. Midweek Pennant. No real joy anywhere Div 2 still in danger but have improved. Div 5 Look safe and Div 6 will be 7 next year.

Tip of the Month. Get in the habit of bowling from the same spot on the mat all the time. It will help you keep your line. It will also give you a starting point if you want to get under or around a bowl. An example if you want to trail the jack or get under a bowl place your aiming foot a couple of inches further toward the outside edge of the mat from the centreline where your aiming foot should normally be. Go inside your normal centre line to go around a bowl. Take your normal grass all the time. Just shift your feet.
