Comment Commercial preference to not use wide coverage Mt Oxley site if same coverage can be achieved with Brewarrina and Bourke Town services. Possibly VHF only site. VHF antenna height changed to 37m and HRP revised as recommended by BA. Imparja service at different tower to ABC. BA/ABC/SBS submission noted proposed channel 8 for ABN is adjacent to IMP9 analog with potential adjacent channel problems if different sites are used. ABN assignment therefore changed to 6. All VHF broadcaster allotments isn’t possible without using channels 8 or 9A. Channel 8 is avoided as its use at one site would clash with an analog at the alternative site. Assigning channel 11 to the SBS service leaves channel 9A for a possible QQQ services.

Comment Cobar is in an overlap of Southern NSW and Remote C&E Australia licence areas. The national and CBN9A digital services were planned in the NSW Pt5: Inland NSW DCP. Imparja and QQQ services currently licensed to Cobar Shire Council but commercial broadcasters have asked that Cobar be included in this DCP variation. Commercials propose new antenna for digital services with bandwidth of 28 to 41 at commercial site and requested UHF Band IV channels. Commercials advised actual analog ERP is approximately 320 W. The UHF Band IV digital maximum ERP is the same as the VHF Band III analog maximum ERP as per the DTTB Planning handbook.

Comment Commercials proposed new antenna for digital services with bandwidth of 28 to 41 at commercial site and requested lower channels than draft DCP. Nationals could have VHF or UHF channel assignments although VHF assumed in preparing DCP. HRP at commercial site revised on advice that slot antenna used. Comment NITV analog on 35. Mount isa was included in draft variation as already finalised in Feb 2007 DCP. Commercials requested UHF Band IV channels rather than VHF assignments. The July ’08 draft variation proposed channels for Mount Isa which included channels adjacent to the NITV analog service on channel 35. The solution is to allot channels 37, 39, 41, 43 and 45 with channels 43 and 45 unassigned. The UHF Band IV digital maximum ERP is the same as the VHF Band III analog maximum ERP as per the DTTB Planning handbook.
