The question is, why? The first and most obvious reason is political. The Deferred Action for Childhood Arrivals program, chain migration, sanctuary cities and citizenship for immigrants living in the country illegally will give the left political power. An estimated 70 to 80 percent of Latin American immigrants will vote Democrat. So, with enough new voters from Latin America alone, the Democrats would essentially be assured the presidency and Congress for decades. Conservatives and Republicans fool themselves when they argue that Latin Americans are “social conservatives” because they oppose abortion and support a strong nuclear family. Even to the extent that those statements are true — and regarding the second claim, it is worth noting that Latinos have the third-highest percentage of births to unwed women in America — those arguments are irrelevant. Latin Americans are overwhelmingly on the political left, and they vote accordingly. Think about the Latin American Pope Francis’ beliefs about big government, small militaries and the social welfare state, and his contempt for capitalism (“terrorism against all humanity”) — and you know how the vast majority of Latin Americans think. What is likely to change Latino immigrants’ leftism? America’s public schools and universities? The Spanish-language media? The compelling outreach to them by the Republican Party? Moreover, the Democrats don’t believe they have to compromise with a Republican president ora Republican Congress on immigration policy. They are confident they will gain control of the Senate and, quite possibly, the House this year; and they believe they will win the presidency in 2020. So, why compromise? The second reason for the left’s support for virtually unlimited immigration is that one of the most enduring tenets of the left — from Karl Marx to the present-day Democratic Party and left-wing parties in Western Europe — is that the nation-state is an anachronism. The American left doesn’t believe in America, just as the English left doesn’t believe in England. That’s why the American left supported the football players who refused to stand for the national anthem. For the left, reverence for the national anthem and the flag is a pathetic “patriotism” celebrated by the simple-minded and the deplorable. Marx’s “Communist Manifesto” ends with an appeal to class solidarity, not national solidarity: “Proletariat of the world unite; you have nothing to lose but your chains.” The left has never divided the world by nation-states but by economic classes. In its view, the German, Korean and American working classes have everything in common, but these workers have nothing in common with fellow Germans, Koreans and Americans who are not working-class. Thus, virtually all communist genocides — and virtually every major genocide of the 20th century was a communist genocide — did not entail the mass murder of another nationality. Communist Chairman Mao Zedong killed between 60 and 80 million people — millions of his fellow Chinese. Cambodian leader Pol Pot murdered nearly a quarter of his fellow Cambodians. Soviet leader Josef Stalin murdered about 20 million of his fellow Russians and deliberately starved 4 million Ukrainians — because of their class (the “kulaks”: peasants who owned land or even just some cows). That’s why the left opposes a wall at America’s southern border. The wall signifies the affirmation of America as a distinct nation. The third reason is the power of feeling good about oneself. It would be difficult to overstate the significance of feeling good about oneself as a primary factor in why people adopt left-wing policies. Closing Down Aliso Canyon – At Ballot Box “Promises and Pie-Crusts…. Are made to be broken.” Jonathan Swift, 1957 I t was only last year that Gov. Jerry Brown made it loud and clear that he would use his executive power to shut down Aliso Canyon FOREVER and act on his PROMISE to make California the cleanest energy state in the United States. At that time he asked his administration’s California Energy Commission to submit proposals, and work closely with the California Public Utilities Commission (CPUC) to plan its closing within 10 years. After spewing over 100,000 metric tons of natural gas in the worst such blowout in this country’s history, Porter Ranch and affected surrounding communities want the field to be left bone dry, now, not 10 years from now. Previous strategy to get this done has been only marginally successful as gas is still being produced. Town Hall meetings, petitions, marches, protests, demonstrations, led by our residents and more than a dozen environmental groups have made this “war” a global issue. We are not counting on Brown to take any positive steps before he is termed out. The primaries are only a few months away, in June, giving us pause that this is a major opportunity to use a totally different strategy, something we have published often over the last few months. California will send two candidates, both Democrats, into the November elections. Yes, our state awards the top two finishers, despite their political parties to run against each other. California Gubernatorial Debates, 2018 By Casey Kim, Valley Voice Student Reporter A t the start of the second month of a brand new year, students are striving to start their second school semester with good grades while attempting to keep up with their New Year’s resolutions. Meanwhile in the political world, the candidates of California’s gubernatorial election are in full gear. With the top- two primary election that will take place June 5, here is what you need to know about the 2018 election for the new governor of California. As of Jan. 11, 46 candidates have declared their intention to appear on the primary ballot. Among the 11 Democrats who have declared their intentions, former Los Angeles Mayor Antonio Villaraigosa and Lieutenant Governor Gavin Newsom are included. On June 5, the top-two vote-getters will advance to the general election on Nov. 6. Even if a candidate receives over 50% of the vote in the primary election, there will still be two candidates advancing to the general election, unlike some states, such as Louisiana and Georgia, which will declare the candidate with over 50% of the vote in the primary election the winner of the election. Gubernatorial candidates gathered at USC’s Bovard Auditorium on Jan. 13 for the first gubernatorial Town Hall. Members of Food & Water Action and Save Porter Ranch along with other residents were present as well, demanding that the candidates promise to shut down Aliso Canyon, the site of the largest methane gas leak in the entire nation. Though the gas leak has taken place almost three years ago now, inhabitants continue to become victims of health symptoms from ongoing leaks. After the Town Hall, residents were able to ask the candidates’ opinions on Aliso Canyon and where they stand regarding the dangerous gas fields. Villaraigosa and State Treasurer John Chiang both did not clearly address the issue at hand, simply promising a follow-up statement. Toll Sues SoCalGas L ocal homebuilder Toll Brothers has filed a lawsuit against SoCal Gas and its parent company Sempra, ABC reported Feb. 3. The suit states that due to the major gas leak its 2015-2016 sales were seriously impacted. Toll believes the company knew some wells were in danger of a major blowout as far back as 2008, local TV station Channel 7 reported. (Continued on page 2)

O n one thing we can all agree: The left wants more and more immigrants — including immigrants who enter or are in the country illegally — to come to America and become American citizens. The question is, why?

Thefirstandmostobviousreasonispolitical.TheDeferredActionforChildhoodArrivalsprogram,chainmigration,sanctuarycitiesandcitizenshipforimmigrantslivinginthecountryillegallywillgivetheleftpoliticalpower.Anestimated70to80percentofLatinAmericanimmigrantswillvoteDemocrat.So,withenoughnewvotersfromLatinAmericaalone,theDemocratswouldessentiallybeassuredthepresidencyandCongressfordecades. ConservativesandRepublicans fool themselveswhentheyarguethatLatinAmericansare“socialconservatives”becausetheyopposeabortionandsupportastrongnuclearfamily.Eventotheextentthatthosestatementsaretrue—andregardingthesecondclaim,itisworthnotingthatLatinoshavethethird-highestpercentageofbirthstounwedwomeninAmerica—thoseargumentsareirrelevant.LatinAmericansareoverwhelminglyonthepoliticalleft,andtheyvoteaccordingly.ThinkabouttheLatinAmericanPopeFrancis’beliefsaboutbiggovernment,smallmilitariesandthesocialwelfarestate,andhiscontemptforcapitalism(“terrorismagainstallhumanity”)—andyouknowhowthevastmajorityofLatinAmericansthink. WhatislikelytochangeLatinoimmigrants’leftism?America’spublicschoolsanduniversities?TheSpanish-languagemedia?ThecompellingoutreachtothembytheRepublicanParty? Moreover,theDemocratsdon’tbelievetheyhavetocompromisewithaRepublicanpresidentoraRepublicanCongressonimmigrationpolicy.TheyareconfidenttheywillgaincontroloftheSenateand,quitepossibly,theHousethisyear;andtheybelievetheywillwinthepresidencyin2020.So,whycompromise? Thesecondreasonfortheleft’ssupportforvirtuallyunlimitedimmigrationisthatoneofthemostenduringtenetsoftheleft—fromKarlMarxtothepresent-dayDemocraticPartyandleft-wingpartiesinWesternEurope—isthatthenation-stateisananachronism. TheAmerican leftdoesn’tbelieve inAmerica, justas theEnglish leftdoesn’tbelieve inEngland.That’swhytheAmericanleftsupportedthefootballplayerswhorefusedtostandforthenationalanthem.Fortheleft,reverenceforthenationalanthemandtheflagisapathetic“patriotism”celebratedbythesimple-mindedandthedeplorable. remarkablyresilient,arealsoquitefragileandinevitablysuccumbtomortality.Careersconcludeandrelationshipsdissolve.Isthereanythinginthisuniversethatwecancountontolastforever?

TheBiblesaysinIsaiah51:6andHebrews1:10-12thateventheheavensandtheEarthwillperish—theywill“wearoutlikeagarment.”Whilethatmaybediscouragingnewsforsome,wecanbeencouragedbythreethingsthatwillneverspoil,perish,vanish,orfade—andinthesewecanplaceourcompletehopeandtrust.

First,istheWordofGod.TheBiblehaswithstoodattack,ridicule,criticism,andmanyat-temptstodestroyitoverthecenturies.Voltaire,an18thcenturyFrenchphilosopherandhisto-rian,oncepredicted,“Onehundredyearsfromtoday,theBiblewillbeaforgottenbook.”ManyhaveforgottenVoltaire,aswellasthisquote;however,noonehasforgottentheBible.

In16thcenturyEngland,WilliamTyndaletranslatedtheNewTestamentfromGreektoEng-lishforthefirsttimein1525,duringaperiodofgreatpersecutioninEurope.CatholicauthoritiesforbadethetranslationanddistributionoftheBibleinEnglish(cf.DecreeoftheCouncilofTou-louse1229AD;RulingoftheCouncilofTarragonaof1234AD;ProclamationsattheEcumeni-calCouncilofConstance1415AD).AnyBiblefoundviolatingtheserulingswereburned,butTyndalebelievedallpeopleshouldbeabletoreadtheBibleintheirownlanguage.AfterbeingtriedandconvictedfortreasonandheresyforprintinganddistributingBibles,Tyndalewasburnedatthestakein1536.BecauseofpeoplelikeTyndalethroughouthistory,todaytheBiblehas been translated into nearly 3,000 languages!

Despiteeveryattempttoeradicateit,theBibletodayistheworld’sbest-sellingandmostwidelydistributedbook.Inthelast50years,3.9billioncopiesoftheBiblehavebeensold.JustasIsaiah40:8and1Peter1:24-25declare,“Thegrasswithersandtheflowersfall,buttheword

ofourGodenduresforever.”Thesecondthingthatiseternalisthesoulofman.TheBiblesaysinPsalm139:13-16and

Jeremiah1:5thatGodformsusinourmother’swomb—thatHeknowsusevenbeforewewereborn.Ourtimeonearthisbutamistoravapor(James4:14)andourspiritwilleventu-allyreturntoGodwhogaveit(Ecclesiastes12:7).Thesoulispreciousandhasadestinationbeyondthisworld.JesussaidinMark8:36,“Whatgoodisitforsomeonetogainthewholeworld,yetforfeittheirsoul?”

InJohn5:28-29,Jesusmadethisstunningrevelation:“Donotbeamazedatthis,foratimeiscomingwhenallwhoareintheirgraveswillhearhisvoiceandcomeout—thosewhohavedonewhatisgoodwillrisetolive,andthosewhohavedonewhatisevilwillrisetobecondemned.”AndweknowfromJohn3:16thatGodlovedtheworldsomuchthatHegaveHisoneandonlySon—thatwhoeverbelievesinHim,wouldnotperishbuthaveeternallife.

The third thing that iseternal is the loveofGod.God’s loveendures foreverandever(Psalm136:1-26).WelearnfromRomans8:28“…thatinallthingsGodworksforthegoodofthosewholovehim,whohavebeencalledaccordingtohispurpose.”AndquitepossiblythemostastonishingverseaboutGod’slovecomesfromRomans8:38-39,whichsays,“ForIamconvincedthatneitherdeathnorlife,neitherangelsnordemons,neitherthepresentnorthefuture,noranypowers,neitherheightnordepth,noranythingelseinallcreation,willbeabletoseparateusfromtheloveofGodthatisinChristJesusourLord.”

ThisiswhyGermanChancellorAngelaMerkelbroughtamillionrefugeesintoGermany,amajorityofthemMiddleEastMuslims: Shewanted to feel good about herself andGermany—especiallyinlightofGermany’sevilhistory—“Look,world.WeGermansreallyaregoodpeople.” WhydoDemocratssupportsanctuarycities,andevensanctuarystates?Because,inadditiontofirsttworeasons,itenablesthemtofeelgoodaboutthemselves.Intheireyes,theyaremoralheroesprotectingthestranger,theoppressed,the marginalized, the destitute. California is Sitting On a Surplus, but Don’t Expect a Refund

I tshouldbesaidthatCalifornia’sresistancebeganbeforetherewasaresistance. WhenGov.JerryBrownunveiledhis lastbudget, itbookendedeightyearsofaprogressivemarchtoreducegreenhousegases,expandhealthcare,grantmorerightstoundocumentedimmigrantsandraisetheminimum

wageto$15anhour.Alongtheway,bluestatevotershaveassentedbypassingtemporarytaxesontherich—notonce,buttwice.Thetopmarginalincometaxrateisnow13.3percent,thehigheststateincometaxrateinthecountry. Inshort,policiesthatarenowlabeledactsofresistancetoPresidentDonaldTrumpwerealiveandascendantinCalifornia longbeforehewon theWhiteHouse.But the contrastshavebecomemuchmore stark. Insteadofcuttingtaxes,theDemocraticgovernorandhisparty’slegislativeleadershavepassedagastaxtohelppayforaginginfrastructure.Insteadoftryingtoshiftgovernmentoutofthehealthcaremarketplace,Californiaislookingforawaytofundsingle-payerhealthcare,includingcoverageforundocumentedimmigrants.Insteadofcriminalizingpot,thestateislookingforwardtocollectingtaxesonmarijuanasales. HealsowarnsofuncertaintyfromWashington. “Therearecertainpoliciesthatareradicaldeparturesfromthenorm,andCaliforniawillfightthose,whetherit’simmigrationoroffshoredrilling,”Brownsaid.“Wedon’tknowwhatwillhappen.Iwouldn’twanttoportrayaCalifornia-Washingtonbattle,althoughtherearesomekeydifferencesandwe’llespouseourvalues.” SinceBrownwas elected to a second stint as governor inNovember 2010, the state has climbed out of therecessionandenjoyedeconomicprosperity.Theunemploymentrate,whichtopped12percent,nowstandsat4.6percent.Sincehisreturn,Californiahasadded2.4millionjobsandhourlywagesareup$4.76anhour.Thestate,whichcarrieda$25billiondeficitinhisfirstyearback,hasenjoyedbillion-dollarsurplusesinrecentyearsandthestate now has a rainy day fund. T ointertwinecliches,Gov.JerryBrownletthecatoutofthebaglastmonthandacknowledgedthathe’sconcernedabout killing the golden geese.

Those geese are the few thousandCalifornians with thehighestincomeswhosetaxesallowBrownandotherCaliforniapoliticians to spend tens of billions of dollars a year and thenewfederaltaxoverhaulencouragesthemtotaketheirmoneyelsewhere. WhenPresidentTrumpandtheRepublicanCongresswereworkingonwhattheycalledtaxreform,Brownandgovernorsof other high-tax states, such as NewYork’sAndrewCuomo,complainedloudlythatitwasunfairtotheirconstituents. However,theyneveradmittedtheobvious,thattheirconcernwasreallyaboutitsimpactonhigh-incometaxpayerswhowouldno longer be able to deduct more than a tiny fraction of their state andlocaltaxesontheirfederaltaxreturns. Infact,whilethefederaltaxlegislationcanbecriticizedonmany grounds, it really will benefitmost low- andmoderate-income taxpayers by increasing their standard deduction to$24,000onjointreturns. High-incometaxpayersinmoststatesalsowillbenefitfromlowermarginalrates.ButinCaliforniaandotherstateswithhightaxburdens, theoppositewillbetrue.Witha$10,000 limitonlocalandstatetaxdeductions,wealthyCalifornians,NewYorkersandresidentsoftheotherhigh-taxstateswillseetheirfederaltaxbillszoomupwards. Inotherwords, theywill feel thefull impactoftheirstateandlocaltaxes,whichwillnolongerbesubsidizedbythefederalgovernment and the impact will be the heaviest in Californiabecauseofitshighest-in-the-nationincometaxrates. “Peoplewithhigherincomespayalotmoremoney,andsomeofthemmaybetemptedtoleave,”Brownsaidasheintroducedhis2018-19budget,callingit“anassaultbytheRepublicansinCongressagainstCalifornia,NewYorkandNewJersey.” Brown’sbudgetunderscoreshisconcernaboutapotentialflightofgoldengeese. “Thehighest-incomeCalifornianspayalargeshareofthestate’spersonalincometax,”itsays.“Forthe2015taxyear,thetop1percentof incomeearnerspaid justunder48percentofpersonalincometaxes.Thispercentagehasbeengreaterthan40percentin11ofthepast12years. “The shareof total adjustedgross income from the top1percentofincomeearnershasincreasedfrom13.8percentin1993to24percentin2014(and)changesintheincomeofarelativelysmallgroupoftaxpayerscanhaveasignificantimpactonstaterevenues.” There’smorethanasmalltingeofironyaboutthesituation. WhenBrownproposed to temporarily raise income taxesonthoseinthehighestbracketstocloseabudgetgap,oneofthearguments was that they wouldn’t feel the pain because theycoulddeductthenewtaxesontheirfederalreturns. Thatalsowastheargumenttwoyearsagowhenaunion-ledcoalitionsuccessfullyurgedvoterstoextendthehigherratesfor12 additional years. Thatrationalefortaxingtherichhasnowvanishedandthefullweightofthosetaxeswillbefelt. nearlyimpossible?Youcanfindthesewaterfaucetsinairportsandotherpublicplaces,wheretheyconstituteaminorannoyance.Butwait.ThankstoCalifornia’sstatelegislature,they’reontheirwayintoyourhome. You’lljustloveyourpersonalspacefilledupwiththeseexpensivegadgets.Forexample,thesefaucetswillprobablyrequirevoice-activation,turnoffaftertenseconds,andsendareporttoyourutilityinordertohelpyoumanageyourusagepatterns.Smartfaucets.Smartwashers.Smartdishwashers.Smartshowerheadsandsmarttoilets–allcomingyourway,thankstotheCaliforniaStateLegislatureandtheirpartners,thescarcityprofiteersofSiliconValley. You’lllovehowallthesewater-sipping,next-generationdurablegoodscango“down,”gethacked,don’tworkverywell,andrequireannualwarrantypayments.You’llalsolovepurchasingbargainbasementannualsoftwareupgrades,butonlyaffordable,barely,ifyoujointheirgreenteamclubforlifespecialVIPprogram.You’lllovehowthecontrolpanelonyourwasherwilllooklikethebridgeofastarship,andcanonlybeoperatedafteryou’vemasteredthevirtualversionofatwo-inchthickinstructionmanual. California’s ruling coalition of government employee unions, extreme environmentalists, and high-techbillionairesareatitagain,thistimewithawaterconservationbill,AB1668,thatisgoingtoimposeamandatorylimitof55gallonsperpersonperdayonindoorwaterconsumption.Bringonthegadgets. Toputtheimpactofthisbillintoperspective,considerwhatitwouldcosttoretrofitahouseholdtoreduceindoorwaterconsumption: The biggest cost on this table is the cost for a tankless water heater or a hot water circulation system, necessary ifwedon’twanttowastewaterwhilewaitingforittogethot.Becausethere’snogoodsolutiontothatproblem,thisisasignificantsourceofwaterwastethatisblithelyignoredbywaterconservationactivists.It’sreasonabletoexpectpeopleinadeveloped,wealthynation like America to wait until they have warm waterbefore washing their hands, shaving,handwashingdishes,or showering. And there is no wayapersonisgoingtobringtheir indoor water usage down to 55 gallons a day withouteither performing all thesetasks with cold water, or by installing a system to deliverinstant hot water. ButifeveryCaliforniandidtheirbesttocomplywithAB1668,couldtheyreducetheirwaterusageto55gallonsperday?Thenexttableshowshowmuchtheycouldsave,usingUSGSdata.PleasenotetheUSGSdataisforAmerica,notforCalifornia,wheredecadesofconservationincentiveshavealreadyyieldedtremendousreductionsinuse.PercapitalindoorwateruseinCaliforniaisn’tanywherenear139gallonsperday.Moreonthatlater. Apartfromwaterefficienttoiletswhichsavewateranddon’trequirelifestylechanges,there’snotmuchherethatisn’texpensiveandinconvenient.NotwithstandingthefactthatSiliconValleymogulsaresalivatingovertheprospectsof subsequent mandates that will require all these retrofit appliances tobe “smart,” they aren’tgoing to make life better. Low flow shower headsrequire longer duration showers,especially ifyouhavetorinseshampoooutof long hair. Consumerreports offer mixedreviews on low waterconsumptiondishwashersandwashingmachines.Someofusliketowashourdishesbyhand–inmanycasesbecauseit’slesstimeconsuming.Andwhowantstopullwetclothesoutofsideloadingwashers?Asforwaitingforhotwatertomakeittofaucets,there’snoinexpensiveandeffectivesolution. Enforcingthe55gallonindoorlimitwillalsobecostlynotonlyforCalifornia’sresidents,butforeverywaterutilityinthestate.Afterall,toregulateindoorwaterconsumption,youhavetomeasureindoorwaterconsumptionseparatelyfromoutdoorwaterconsumption.And,ofcourse,residentialoutdoorwaterconsumptionisalsoinAB1668’scrosshairs.Toaccomplishthis,AB1668callsfordedicatedoutdoorwatermeters,separatefromindoorwatermeters,anditcallsforwaterutilitiestoprepareawater“budget”foreachcustomerparcelbasedonthesizeoftheparcelandotherfactorssuchasthelocalclimate. Twofriendsofmine,whoarelongtimeCaliforniaresidents,recentlydecidedtomovefromthathighlytaxedstatetostateswithlowertaxes.AsmuchastheyloveCalifornia,theytellme,theycannolongeraffordtolivethere. UnitedVanLines’NationalMoversStudyhasformorethan40yearstrackedwhichstatespeoplearemovingtoandfrom.Thisshould--andprobablyhas--receivedattentionfromDemocrats. TheWashingtonFreeBeaconhasanalyzedthedataandfoundpeopleareleavingIllinois,NewJersey(wherethenewDemocraticgovernorhaspromisedtoraisetaxes)andNewYork,amongotherhigh-taxstates.Sixty-threepercentofoutboundmoveswerefromIllinoisandNewJersey.NewYork(61percent),Connecticut(57percent)andMassachusetts(56percent)roundedoutthetopfive.It is hardly coincidental that these states are mostly controlled byDemocrats. Illinois,with itsRepublicangovernor, is the loneexception,thoughthestateremainsheavilyblue. California’s top marginal income tax rate is 13.3 percent,thehigheststateincometaxrateinthecountry,accordingtotheNationalTaxFoundation.Thestatealsorankshighestnationallyinitssalestaxof7.25percent.AnyonefillingupatagasstationinCaliforniaseessomeofthehighestpricespergalloninthecountry,thanksmainlytoaddedtaxes. IfAmazon’s Jeff Bezos got off his derriere and rolled out aweathermachine, Iwouldgladly spendat least 10percent ofmyannual incometohavetheweatherofSantaMonicaorPaloAlto.LosAngeleshas284daysayearofsunshine,andCaliforniahas840milesofmostlyspectacularcoastline.Isitanysurprisethatpeoplearewillingtopayextraforthat? Thestatealsohasalotofbeautifulandfamouspeoplewhomlessbeautiful,lessfamouspeopleliketolivenear. ThepointisthatCaliforniaattractsanenormousnumberofrichpeoplewhothinkit’sworththehightaxes,awfultrafficandeventhethreatoftectonicannihilationtolivethere--forreasonsthat literallyhavenothing todowith the state’s liberalpolicies.Indeed,mostof theCaliforniansIknow live theredespite thosepolicies,notbecauseofthem. No offense to SouthDakota, but if it adopted theCaliforniamodelofheavyregulation,hightaxesandpoliticallycorrectsocialengineering,there’dbeacaravanofrefugeesheadingtostatessuchasWyomingandMinnesota.(IsuspectSouthDakotanpridewouldkeepthemfromheadingtoNorthDakota.) Anyway, there’s a new data point to inform the debate thathopefullywillbemoredifficulttoignore:CaliforniaisthepovertycapitalofAmerica. TheCensusBureauhascomeupwithanewandbetterwaytomeasurepoverty.Thestandardmodeldoesn’ttakeintoaccountallsortsoffactorsthatmatterintherealworld--theoverallcostofliving,includingfood,housingprices,utilities,medicalcareandtaxes. This is just commonsense.Themedianhousehold income inMississippiisabout$41,000peryear.InCaliforniait’sabout$65,000.Doesanyonedoubtthat$41,000goesalotfurtherinBiloxithaninLosAngeles? Accordingtothestandardpovertymeasure,Mississippiranksfirstinthenationwitharateof20.8percent.Californiaranks16th. New tax laws will impactmost working and retiredpeople inthegreat landofAmerica.Whilesomewillsurely benefit from them, namely the rich, corpora-tionsandpeoplelivinginRedstates,therestofus,es-peciallythoselivinginCalifornia,willlikelynotbenefittoanygreatdegree.AccordingtotaxexpertspeopleinCalifornia,NewYorkandsomeoftheothermorelib-eralBluestateswillsuffer.InreviewingthesenewtaxlawswithsomefriendswhoareCPAs,IhavelearnedthattheimpactonmyincomewillnotbegoodasIwillmostlikelypaymoreintaxesthaninpastyears. Time will tell so I will let you know the results in the future.Ididpayboththefirstandsecondinstallmentsonmypropertytaxesbeforetheendoftheyearsincethe deduction for 2017 is not limited as it will be soon. Then there are the new recreational marijuanalawsinCalifornia.YounolongerneedtogetaMedicalMarijuana card to purchase pot. Anyone over 21isnoweligible tobuy it forpersonaluse togethigh.While there are restrictions on transportation andlocationswhereyoucansmokemarijuana, therewillbe those in our state who will drive loaded and getinvolved in traffic collisions, causingharm toothers.DUIhascontinuedtobeaprobleminourstateandIbelieveitwillonlygetworsewiththeabilitytolegallygethighonpot.WeknowthatDUIandinjurytrafficincidentshaveincreasedsignificantly inColorado.Intimewewillknowhowmanyofuswillbeimpactedbypeopledrivingloadedonpot.Themessageisclear.Ifyouchose togethigh,don’tdrive.Saveyourselfandothersthenegativeimpactofafoolishact. In addition, remember that certain professionsprohibittheuseofpotforanypurpose-- likeairlinepilots and otherprofessions that fall under the rulesof the FederalGovernment. Pot is still illegal underFederalLaw. For regulations, go to the Bureau of CannabisControlonline.

SincethereisnocommonlawmarriageinCalifornia,everythingneedstobecodified.Wehavecriminallaws,civillaws,realestatelawsandsoforthinCaliforniaandthroughoutAmerica.Therearesexualharassmentlawsandconsequences forviolating themaswellasotherlawsdealingwithpersonalconduct.Withthecurrenttrendofsexualharassmentallegationsagainstvariousmen in politics, the media and the entertainmentworld,whateverhappenedtodueprocessandtheideathatoneisinnocentuntilprovenguilty? I don’t condone any type of harassment orintimidation toward any woman, man or anyone else, straight, gay or transgender. All people have equalrightsandfreedoms.Butafterservingnearly50yearsinlawenforcement,Istronglybelieveinthesystemthatsaysanindividualisinnocentuntilprovenguilty.Oncefacts are given and evidence is presented, hopefullyjusticewillprevailandbeserved. Our system is not always correct orperfect andthere are cases of miscarriage of justice. No personshouldeverbeableorbepermittedtointimidate,harmorharassanyperson.ButinthecurrentstormyCourtofPublicOpinion,whenitcomestosexualharassmentallegations, we need to remember that we are a society ofrulesanddueprocess.Therearestatuesoflimitationsandtimelimitationsfordifferenttypesofcrimes.Thatmeansyoumustreportanincidentinatimelymanner.Ifyouarethevictimofsexualharassmentoranyothercrime,don’twaityearstoreportit.Makesuretogetthe incident on record and let the authorities deal with theinvestigation.

ThepossibilityofanothertuitionincreaseloomsovertheCaliforniaStateUniversitySystem. CSUChancellorTimothyWhitesaidtheboard``willhavefrankdiscussionsabouttheproposedleveloffundinginthe2018-19statebudgetandtheneedsoftheuniversity.’’

``Thebudgetprocess is justgettingunderway,and this conversationwill engagemanyconstituentsandpartnersoverthecomingdaysandmonths,’’Whitesaid.``Assuch,theCSUTrustees will not be asked to raise tuition, if it becomes necessary, until at least May. This will allow alltogainadeeperunderstandingofthestate’sfinancialoutlook,makeourcasetopolicymakersandrecognizetheeffortsundertakentostreamlineoperationsacrosstheuniversity.’’ Accordingtoastaffreporttotheboard,thegovernorproposeda$92.1millionincreaseinfundingtotheCSUsystem,$10millionlessthanwasanticipatedlastyear.Thatleavesa$171milliongapbetweentheamounttheCSUrequestedandwhatthegovernoractuallyoffered. Thereportnotesthatuniversityofficialswillbeworkingwiththestatetocallforadditionalfunding,buttheywillalsoconsiderapossibletuitionincreaseandreductionsinprogramsandservices,althoughsuchmoves``arenotdesirablestrategies.’’ ``However,itmaybenecessarytomakeuseofthesestrategiestobalancetheCSUbudgetplanandtoensurethatgainsinstudentsuccessandstudentaccess,realizedsincetheendoftheGreatRecession,donotstallordiminish,’’accordingtothereport. Thepossibletuitionincrease,outlinedinaproposalsentinNovembertotheCaliforniaStateStudentAssociation,wouldraiseresidenttuitionby$228,takingitfrom$5742to$5970.Non-resident tuition would rise by a similar amount. The hikes would generate roughly $69.8 million in2018-19,accordingtotheCSUstaffreport. Whenhereleasedhisbudgetproposal,Gov.JerryBrownsaidtheCSUandUniversityofCaliforniasystemswillhavetofindawaytooperatewiththefundingheisofferingand``livewithintheirmeans.’’ ``They’renotgoingtogetanymore,’’hesaid.``They’vegottomanage.’’ TheUCBoardofRegentslastmonthpostponedadecisiononapossibletuitionhike. CIF-SSplayoffs. Theboys’basketball team is enjoyinga successfulyear.Theyhave consistentlymaintaineda spot in theDailyNewstop ten. Alemany co-hosted theWarriorClassic BasketballTournament inDecember. TheWarriors reached the finalsbydefeatingSaugus(82-42),Calabasas(65-57),andHart(87-66). The Alemany team hoisted the championship trophybydefeatingOaksChristian74-59. In thefinal for the title,seniorDJMcDonaldledtheteaminscoringwith21points.Inaddition,DJwasselectedastournamentMVP. SeniorFredOdhaimbowasrecognizedasamemberoftheall-tournamentteam.Fredisasevenfoottallseniorcenterandteamcaptainwhogrewup(wayup)inKenya.Hemovedto theU.S. forbasketballand initiallyplayedforaschool inPennsylvania as a freshman and sophomore. OdhiambotransferredtoAlemanyinhisjunioryear.AlemanycoachTrayMeeks commented on Fred’s long arms and innate athleticability as well as his quickness for someone his size. After graduation fromAlemany, Fred’s goal is to play basketballincollege. Hehasattractedattention fromanumberofD1schools. Inan interestingreversalof scores, theWarriors lost totheLoyolaLions70-81.Twodayslater,theteamflippedthescorebydefeatingChaminade81-70.IntwogameswithCrespi(undefeatedinMissionLeagueplay)theWarriorslost74-87athome,andintherematchatCrespi,theWarriorslostaclosegame85-89afterleadingathalftime.Alemanyboys,inthelastweekofJanuary,havearecordof13-9. TheAlemany girls’ basketball team, under head coachJohnnyGarcia, are also enjoying awinning season. In theBurroughs HS Invitational Tournament in December, thegirls returnedhomepossessing the championship trophy. Itshouldfeelgoodtoberightallthetime,butitdoesn’t.Itfeelsterrible.Arguingwithpeopleon“theotherside”–whateverthatis–ofvirtuallyeveryissueofimportancetothesurvivalofourspeciesandthecontinuationofdemocracycanbeatiringexercise.Beingrightallthe

timedoesn’tmakeitanylessofaslog.Ihavefriends–whateverthatmeans–whohavedeletedeveryonefromtheirworldwhodisagreeswiththem.Theytellmethatfeelsgood.ButIdoubtit. No one feels good any more. Thenewsisobsessedwithwhowillbeblamedfortheshutdown.MyfriendskeeppointingouttheobvioushypocrisyofChristianssupportingaguywhosleptwithpornstarswhilehiswifewasrecuperatingfromchildbirth. AsBerniewouldsay:Whocaresaboutallthatcrap? Yeah,Republicansareevilhypocrites;Democratsaresell-outcowards.Thequestionis“Whatarewe?”ArewereallyanationofdistractedInternettrollswaitingforthethrillofthenextgotchamoment?TheoldadageabouthownooneeverwentbrokeunderestimatingtheintelligenceoftheAmericapeoplemaybetrue–butdowehavetoworksohardatmaintainingthestereotype?Peoplealloverthecountryaresearchingforthekeytounlockingthegreatfloodof2018.TheexpertstellusweneedtostopalltheTrump-bashing,notveertoofartotheleft,andappealtotheneedsofthoserealAmericansoutintheheartlandifweeverhopetotakeourcountryback.Womenwillsaveus!Blackpeople!Millennials!Justfliptherightmemeattherighttimeandallourtroubleswillbeover. There isonlyonerealquestionfor2018:When,exactly,willAmericansdecidethey’renolongergoingtobetakenforsuckers?Youwantabetterlife?Takeit.Youwantabiggerpaycheck?Demandit.Scaredofimmigrants?Getoutofyourbasementandtalktoone.Youdon’twantpoliticianstellingyouwhatyoucandowithyourownbody?Getupoffthecouchandvote. Liberalsareflabbergasted thatChristianscan supportaguy soclearlydivorced fromChristianvalues.DidyoueverhearofKingDavid?Hesleptwiththewifeofoneofhissoldiersandthensenttheguytothefronttobekilled.ButhewasbelovedofGod.Trumpislikethat.Getoverit.Itdoesn’tmatterwhathedoesto35%ofthepopulation. suggestionsthatwearedoingjustfineintheCityoftheAngels.Soinnoparticularorder,hereareafewhopefulresolutionstoconsider: 1) Mayor Garcetti and the City Council SHOULD crow about the 2028Olympics,butwillitbeafinancialandpoliticalboon,orabane,tocurrentandfutureAngelenos?WeAREoneofthefewcitiesbest-equippedtohaveanOlympics,butwillthepreparationsandoperationsleaveusinthefinancialdust,ormorereadythanevertobeavibrantandongoingtourist/businessdestinationthatrankshighamongournationalandglobalpeers? 2) One can be kind, liberal, and smart ... and tough (!) in addressinghomelessness!WepassedMeasureH,andHHH,tocombathomelessness,butwhatisourgoal...tomakeitworse?Tobecomeahomelessmagnetforthenation?Dowehavetheabilityandmoralfortitudetoreachouttothosewithtiestoourcommunities...while demanding that others not be drawn here for «free stuff»? What about the rightsandresponsibilitiesofALLofus? 3)Willweprovidethatmagicpathtosolvingtheillegalimmigrationproblem,orjustdothepoliticalandeconomicdancethatrewards lawbreakingwhile ignoringtheveryhumanneedsofthoseherelegallyandillegally?Shallwerewardemployerswhoknowinglybreakthelaw?Canweprovideatoughlistofdemandsforthosehereillegallytoshowthey’rewillingtofightandearntheirwaytotrueAmericancitizenship,anduniteusall? 4)IfMetrogivesusaslowridetonowhere,asopinesSusanShelleyoftheDailyNews?thenit’suptoourcivicandelectedleaderstoshowtheway.ExpeditetheraillinesthroughDowntownandtoLAXsothatthereisthecriticalbackboneandlogictoourcountywidemasstransit system. 5)Whenwewillgrowupandrecognizethatneithercarsnortrainsnorbusesare“bad”,andthattheyworkbestintandem?Allworldwidecitieshaveandemployallformsoftransportationtoprovideoptions...soneitherparking,busstops,sidewalks,norbicycleamenitiesare“bad”.Allmustbefirst-rate,andallmustberespectfultothosewhousethoseformsoftransportation. 6)Developersandenablingpoliticalandbureaucraticleaders,whentheybuildwithoutnecessarysupportiveinfrastructure,aren’tbeing“woke”or“progressive”...they’rejustbeingirresponsibleandenvironmentally-horrible.

7)“Affordablehousing”requirescommon-senseandbetterdefinitiontotheaverageAngeleno:there’sstudentaffordablehousing,there’ssenioraffordablehousing,andthere’sworkforceaffordablehousing.Otherwise,it’sjustMOREhousing,andifwe’reoverbuildingneartheoceantomakemoremoney,thencallitwhatitis:gentrification. 8)WehaveaCityAttorneywhosejobitistorepresenttheCityCouncilandtheMayor(and their staffs),andwehaveNOcityposition toallowordinaryAngelenosof lower tomiddle-classstatusthefinancialmeanstodefendthemselvesagainsttheCityanddeveloperswhenthelatterbreaksthelaw.Wedon’tneedanACLU...weneedanagencyorlegitimatelawyersandparalegalstorepresenttheCitizenry. 9)Wehaveapathetic,underfunded,andunempoweredCityentitycalledDONE,akaEmpowerLA.Manyheroesworkwithinthatentity,buttheunderstaffingandoverrelianceonvolunteereffortstaxesandpreventstheseindividualsfromallowingtherepresentationforwhichthisentitywasoriginallyintended.Shallwecontinuethisunsustainablepattern,ortrulyempowerourcivicleaders? 10)Boththeprivateandpublicsectorneedthetools,guidance,andopportunitiestoachieveandsustainmiddleclassstatus...includingretirementbenefitsthatshouldbeavailabletoALLAngelenos.HowlongcanourCityleadersdefendandsustainthepublicsectoronthebacksofthetaxpayingmajority...andwillweNEVERseeanincentivizedsystemtoallowprivate-sectorindividualsandbusinessesabettersystemthan,andsupplementalto,SocialSecurity,thewayweseewithourpublicsectoremployees? Rich Old Homeowners are California’s Future,So Why Shouldn’t We Take Our Prop 13 to the Grave?

Barringsomewildtechnologicaladvance,allCalifornianseventuallywilldie. Butwhycan’tourpropertytaxdiscountsliveforever? That’sthequestionraisedbyyourgloriousnewidea:aballotinitiativetomake

ourstate’sfamouslygenerousProposition13propertytaxsavingsevenmoregenerous—andportable. Your“People’sInitiativetoProtectProp13Savings”isaproposalasperfectlyCalifornianastheGoldenGateBridge.Itprovidesaconcretesymbolofanundeniablereality:LimitingpropertytaxesisthefundamentalorganizingprincipleofpostmodernCalifornia. UnderourProp13regime,thetaxablevalueofeveryCaliforniahomewasfrozentoitsvalueasofMarch1,1975(whenOliviaNewton-JohnwontheRecordoftheYearGrammyfor“IHonestlyLoveYou”)—orwhatever subsequentdateCaliforniansfirstbought theirhouses.Fromthatoriginalbase,theassessedvalueofahomecannotincreasebymorethantwopercentannually—nomatterhowmuchitsactualvaluegoesup. Inthisway,Prop13providedhomeownersanever-escalatingdiscountonpropertytaxesasthevalueoftheirhomesrose—ineffect,itcreatedaguaranteedsubsidyforhomeowners.Andgroupslikeyourshavemadethissubsidythemostheavilyprotectedpartofourstate’sfinances.Californianswillcutpublicschoolfunding,orlocalgovernmentservices,andtheywillraisethestateincometaxorsalestax,butpropertytaxsavingsareuntouchable.Overtime,theimperativetoprotectthosesavingshasshapedthestate’soveralltaxandbudgetsystems—andhowCaliforniansthinkaboutstategovernmentitself. ButisProp13shelteredenough?Somethingsofundamentaltoourstatecanalwaysusemoreprotection.Soyournewinitiativeshoresupafundamentalweaknessinthecurrentregime:Homeownersdon’tgettokeeptheirlowpropertytaxesforever.Tragically,theylosethehumanrighttothatdiscountedtaxassessmentoncetheyselltheirpropertyandmoveonto a new home. What an outrage! If Californians want to move to a more expensive home (theAmericanDream!),orrelocate fora job,or switch toacondo thatallows forassistedliving,theyhavetogiveupthetaxsavingstheyaccumulatedovermanyyearsandpaypropertytaxesat—gasp—themarketrate. Fortunately,thisisanoutrageyourinitiativewouldend. Yourproposalwouldallowanyoneover55toselltheirCaliforniahouseandcarrythosesamelowpropertytaxestotheirnexthome,nomatterthenewhome’smarketvalue,oritslocationinthestate,orthenumberofmovestheymake.Yourtaxsavingsfollowyou,andnotjustyourhouse,aslongasyouliveinCalifornia. Thishistoricchangewouldrepresent,toborrowalinefromtheGreatEmancipator,PresidentLincoln,anewbirthoffreedom.Prop13offeredlimitedliberty;itonlyprotectedolderhomeownersfrombeingforcedoutoftheirhomesbyrisingpropertytaxes.YourSon-of-Prop-13alsodefendstheveryoppositefreedom;itmercifullyfreesolderhomeownerswhomightfeeltrappedintheirhomesbytheirunwillingnesstosurrenderthosepropertytaxsavings. Ifyourinitiativepasses,longtimehomeownerswillfinallybefree—toselltheirhomesatthehugeprofitthey’verunupovertheyears,withoutlosingtheirpropertytaxdiscountintheprocess. Yourownreasons for thispolicyarebeyondnoble.Byallowingpeople tokeep theirpropertytaxsavings,you’denablemoreelderlypeopletoselltheirhomesatasteepprofitand

bringthosefewyoungpeoplewhocanaffordtobuyintothemarket.Yes,thiswouldalsocreatemoresalesandcommissionsforrealtors,butI’msurethat’sjustacoincidence. NoCalifornian, in touchwith theestablishedvaluesofourstate,couldopposesuchaproposal.But—forgiveme—Imustadmittooneconcern:Yourplandoesn’tgofarenough. SohereIpropose—verymodestly—anamendment:Pleasedon’tlimitthesepropertytaxprotectionsjusttothosewhoareoldandalive.Toexpressthecentralimportanceofpropertytaxdiscountsinourstate,everyCaliforniahomeownermustreceiveapropertytaxsavingsthatis immortal. IproposethateveryCaliforniahomeownerbeentitledtopropertytaxsavingsuntiltheapocalypse.Itwouldbeuptoyou—andyourestate—howtoexerciseit.Youcouldtransferthepropertytaxsavings—asawhole,ordividedupintopieces—towhomeveryouwant,foraslong as you want. This historic changewould represent, to borrow a line from theGreatEmancipator,PresidentLincoln,anewbirthoffreedom. I,forone,thinkofthechildren—especiallychildrenoflongtimehomeownersburdenedwithallthathousingequity.Myproposalalignswiththenewfederaltaxbill,whichlimitstheestatetax,thusboostingthereallifebloodofthiscountry—inheritedwealth. Now,IrecognizethatnoteveryoneinCaliforniawillseethegeniusofmyplan,oryours.Forone thing,yourproposalwouldcost theschools$1billion,andminewouldstarve theeducationalbeatsofbillionsmore.Foranother,criticshavearguedthatProp13isgenerationaltheft.That,inprovidingtaxrebatestoolder,wealthierhomeowners,itshiftingmoreofthecosts of government onto younger taxpayers. That Prop 13’s property tax limits are onereasonwhythestate’staxesonincomeandsalesaresopunishing.ThatProp13doeslittletoencouragethebuildingofnewhousingthestateneeds.ThatiteffectivelyreservesforolderhomeownersmoneysthatwouldbebetterspentonimprovingeducationandbuildinghousingandinfrastructuresothatCalifornia—withsomeofthenation’shighestratesofpovertyandinequality—could create a better future. AndsinceyourplanandminewouldexpandProp13’staxprotections,thecriticssay,youandIwouldjustbemakingalltheaboveproblemsworse. Ofcourse,suchcriticsmeanwell,buttheydon’trecognizewhatourstatehasbecome.Don’ttheyknowthatoldCaliforniansarethefuture?Theoldrepresentthefastestgrowingdemographic in our state (the proportion of Californians 65 and older should double by2030)—whilethepopulationofchildrenisdeclining.Whyprioritizetheeducationofthenextgeneration,whensofewofthemwilleverbeabletoaffordtobuyahomehere? Now,noplanrollsoutperfectly,andminemightneedafewbrakes.Forexample,ifnewtechnologies allowCalifornians to livemuch longer, people could start hanging onto theirsubsidiespastage100,insteadofdyingandpassingthemon.Butwecouldspeedthattransferofpropertytaxsavingsbyamendingthestate’said-in-dyinglawtoallownotonlyadoctorbut a licensed realtor to oversee an assisted suicide.Thiswouldnot damage thedeceasedhomeowners,atleasttax-wise,sinceundermyplantheirdiscountswouldbeimmortal. Sure,somepeoplewouldcallthisextreme.Somepeoplemightevensuggestthatmywholeplanprioritizespropertytaxsavingsoverallotherconcerns,includinglifeitself.Whichistosay:Somepeoplejustdon’tunderstandwhatCaliforniaisallabout.
