The Children & Youth Programs assist active duty and DoD civilian personnel in balancing the competing demands of family life and accomplishing their mission, while improving the economic viability of the family unit.

CHILD CARE REGISTRATION www.militarychildcare.com is a Department of Defense website for military families seeking child care. This single online gateway provides access to a wide array of military-operated and military-subsidized child care options across all Services. It enables families to search for and request care, manage their requests, and update their profile online, making it easier for families to find the child care they need.

SCHOOL AGE CARESAC is available for children Kindergarten through 12 years. These planned and supervised programs are provided in School Age Care/Youth Centers aboard the installations. SAC programs are nationally accredited. All programs comply with DoD standards for staff qualifications, program quality, safety, sanitation and nutrition.

FAMILY CHILD CAREFamily Child Care (FCC) offers an alternative to center-based care. The providers are trained and undergo background checks. They are qualified to offer childcare in their own homes aboard and off installation and are monitored and inspected monthly by the FCC office.

FCC providers offer a variety of planned group and individual activities tailored to children’s developmental needs. To find a Family Child Care provider, contact the FCC Director at 843-846-2270 or visit www.militarychildcare.com.

FCC also provides employment opportunities for spouses living aboard and off installations. Individuals can be trained and certified to become Family Child Care providers.

ENHANCED EXTENDED CHILD CAREThe United States Marine Corps (USMC) sponsors the Enhanced Extended Child Care Program (EECC) to offer childcare to eligible USMC sponsors in qualified emergency situations when they cannot use their regularly scheduled childcare program. Qualified emergencies include unexpected duty assignments, family hospitalization and family emergencies. Eligible sponsors include military families with employed spouses, single parents and dual military families. Children must be 14 years or under to use the EECC program. EECC is provided in the home of a certified Family Child Care provider. The USMC pays for the EECC program services, therefore approval from CYTP Administrators is required. If a parent is available to provide care, EECC is not an option.

EXCEPTIONAL FAMILY MEMBER PROGRAMPURPOSE: The primary purpose of the EFMP is to provide ongoing support for Marine Corps Readiness by identifying families with exceptional needs and maximizing the provision of services to improve the quality of life for families managing the demands of military careers, while ensuring continuum of care for their EFM. The program’s philosophy is one of self-determination as well as inclusion. EFMP personnel provide the sponsor’s family with knowledge, skills, and support. A well-trained and empowered EFM’s sponsor is the most effective advocate for their family member.”

ENROLLMENT: Per MCO 1754.4B, enrollment in EFMP is mandatory once the sponsor become aware of a medical, emotional, and/or educational diagnosis. Enrollment is accomplished by completing DD Form 2792 the Medical Summary and/or DD Form 2792-1 the Special Education Summary, completed only on school-aged children receiving special education services. An enrollment is active for three (3) years. Renewal or updating should be done if any major changes in the medical and/or educational condition occur.

SCHOOL LIAISON PROGRAMMilitary and civilian communities, as well as Local Education Agencies (LEAs) and the Department of Defense Education Activity schools (DoDEA), can be unfamiliar with specified impacts of military life that parents and their children experience. Those impacts are directly associated with the missions, life and career events of the Marine Corps. In response, the School Liaison Program mission is to identify and coordinate community resources to reduce the impact of the mobile lifestyle on military school-age children and families; to implement predictable support services that assist children/youth with relocations, life transitions and achieving academic success; and to provide a wide range of resources that facilitate school transitions to parents, students, school, commanders and communities.

Community Counseling

Program (CCP)

The Community Counseling Program (CCP) utilizes a holistic approach to assist people in overcoming some of life’s most difficult challenges. We offer individual, couple, family, child and group counseling services.

CCP offers improvements in re-source navigation for commanders, Marines, Sailors and their family members. Referrals can be made by self, command or inter-agency including the Family Advocacy Program (FAP), Substance Abuse Counseling Center (SACC) and Naval Hospital Beaufort (NHB). Active duty members can also continue to access medical clinical counseling through their medical providers. The purpose of the CCP is to ensure that Marines, Sailors and their fami-lies are properly assessed, treated, and if indicated, provided with refer-rals to other agencies.

Our counselors are independently licensed and credentialed profes-sionals. CCP counselors provide counseling solutions designed to meet specific needs. Some areas include, but are not limited to, the following:

Family Advocacy

Program (FAP)

The Family Advocacy Program re-sponds to family and/or intimate partner maltreatment. Abuse and neglect of active duty or family members erodes the cohesive-ness and support of the family structure. The impact continuum of neglect/abuse includes marital or parenting dissatisfaction to po-tential lethal injuries. It is critical to seek assistance at the earliest indicators of abuse or neglect. Individual therapy and group treat-ment are provided.

The Family Advocacy Prevention & Education Program offers various evidenced based curriculum to teach Marines, Sailors and their families skills in order to prevent incidents of domestic violence and child abuse. Classes currently include “Married & Loving It!”, “Triple P Parenting for Parents of Elementary Children,” “Triple P Parenting for Parents of Teens,” “Anger Management for the 21st Century,” and “Coping with Work & Family Life Stress.” In addition to those classes, the FAP P&E Specialist trains all senior leaders in Incident Determination Com-mittee procedures prior to them sitting on the board. The FAP P&E Specialist is also available to give unit briefs about domestic vio-

New Parent Support Program

The New Parent Support Program is an in-home family visitation program. Registered nurses and licensed social workers provide educational and supportive services to parents with children under the age of 6 years.

Fathers/mothers-to-be can attend classes on caring for a newborn and learning skills from changing a diaper to soothing a crying baby. Play Morning provides community resource connectivity which lessens feelings of isolation new parents often experience.

Victim Advocacy Services (VA)A Victim Advocate can assist adult and child victims of domestic abuse. The primary duty of a VA is to provide information regarding resources for assistance and on the protocols of the various agencies which respond to these criminal acts. Services often include crisis intervention, court and medical accompaniment, psychological support and acting as a liaison with commanders. Advocacy liaison services are available 24 hours a day.

Substance Abuse Counseling

The Substance Abuse Counseling Program provides a range of interventions and treatment services to active duty and retired service members and their families. Certified counselors provide a broad range of services to include prevention, education and treatment. Treatment interven-tions include early intervention, Outpatient Treatment and Intensive outpatient treatment. In addition, the staff work in concert with Navy medical staff to refer clients to inpatient treatment facilities as needed. Alcohol abuse disorders rarely occur in isolation and the counseling staff work closely with other service providers. All coun-seling staff are available to assist and advise commanders on any issues related to substance use and abuse.

Alcohol Abuse Prevention and Drug Demand Reduction play an impor-tant role in ensuring that our Ma-rines, Sailors and family members are armed with the essential skills necessary to attack and prevent situations before they develop into serious problems which negatively impact mission readiness. We offer evidence based programs aimed at reducing risk factors, increasing protective factors thus enhancing resiliency. The Prime for Life 4.5. in concert with military leadership,

incidents of binge drinking, abuse of illegal and prescription drugs, family maltreatment and suicide can be reduced through an effec-tive awareness and prevention program.

The Alcohol Abuse Prevention and Drug Demand Reduction staff is available to provide leadership training and annual unit briefs. We can modify trainings and briefs to meet individual command re-quests and time parameters.

Sexual Assault Prevention and Response (SAPR)

SAPR is responsible for providing policies, evidence-based preven-tion training and oversight of vic-tim-centric services. The objective of the SAPR program is to elimi-nate incidents of sexual assault through a comprehensive program that centers on awareness and prevention, training and educa-tion, reporting, response, victim advocacy and accountability.

Victim Reporting OptionsRestricted Reporting Option: Restricted reporting allows a sexual assault victim to confiden-tially disclose details of his/her assault to four specifically identi-fied personnel without triggering an investigative process. The vic-tim MUST notify one of the follow-ing personnel: SAPR VA, Sexual

Assault Response Coordinator (SARC), Healthcare Personnel, Chaplain or Victim Legal Counsel (VLC). Once a restricted report is filed a victim can choose at any time to change that report to an unrestricted report.

Unrestricted Reporting Option: A Marine who is sexually assault-ed and desires an official inves-tigation of the allegation should make an unrestricted report. Normal reporting channels can be used (e.g., chain of command, law enforcement, etc). Once an unrestricted report is filed the victim cannot change the report to a restricted report.

MILITARY AND FAMILY LIFE COUNSELORS (MFLCs)

•Licensed counselors at the unit and installation level, in DoD schools, and within child development centers •Augment existing behavioral health services available on the installation•Provide support/assistance for day-to-day stressors•Counselors do not take case notes; rotate out on a regular schedule•Provide confidential, non-medical, short-term counseling for individuals, families, and groups•The only exceptions to confidentiality of services are in cases that meet legal obligations to prevent child abuse, domestic violence, and sexual assault; or to prevent harm to self, others, or mission•In duty to warn scenarios, MFLCs will conduct a warm hand-off to appropriate providers

FAMILIES OVERCOMING UNDER STRESS (FOCUS)

Transitions can bring about changes in roles and duties. Family members may take on changes in behavior. Couples may experience a number of stressors that can have an effect on their relationship. While many couples know how to manage common challenges associated with military service, some experience periods of miscommunication that can make their connection feel distant.

FOCUS helps strengthen couples and families in readiness for tomorrow by building on their current strengths and teaching new strategies specifically designed to meet their needs.

FOCUS for Families guides familiesas they build their own story aboutmilitary life experiences over 6 to 8modules. This helps families to:

· Identify, manage, and discuss emotions· Clarify misunderstandings and respect individual points of view· Build on family strengths· Feel closer and more supported· Use problem-solving and goal-setting to empower the entire family

FOCUS for Couples delivers hands-oneducation and training in 6 to 8 modules, modules focusing on specific skills. I&R Program was established to ease the mind of Marines and their families by helping them navigate through the mobile military lifestyle by providing Information and Referral (I&R) functions. I &R reaches into every Marine Corps Community Services (MCCS) program and acts as the central connector between military and community resources. I&R positively impacts the readiness and retention of Marines and their families by linking individuals with unresolved information needs to the source(s) and/or resource(s) that are best capable of addressing those needs. The I&R offices ensure that program staff maintain updated listings of military and community-based resources including updated points of contact and current telephone numbers, web, email and street addresses.

The I&R office will be a major component of the Installation Emergency Management (IEM) and will Establish and man emergency call centers. In the event of a disaster and/or need for emergency information, the I&R office will provide relevant resource information for the website to help connect marines and their families as well as civilians aboard the installation, with contact information for resources that can assist during a time of need.

Career FairsThe Career and Education Fairs bring local and national employment options to active military members that will be separating or retiring as well as all military spouses. There are more than 50 employers and educational institutions who participate.

TRANSITION READINESS PROGRAM (TRP)Transition Readiness Seminar (TRS) and VA Medical Record Reviews as well as all other workshops/briefs are held in Building 807, Room 23 on MCAS Beaufort or Building 923, Room 27, MCRD Parris Island.

TRS provides career/employment assistance, vocational guidance and transition information to separating Marines and their family members. The tools and information provided enable all separating Marines and their family members to make a successful transition from military to civilian life. Separating Marines are counseled and advised of the availability of these programs and their responsibility for attending prior to leaving the military.

ACADEMIC ADVISEMENTWe encourage prospective students to contact us for academic advisements of any kind including educational opportunities, program and school choice, paying for college, basic skills improvements, testing, military apprenticeship program and more. Family members who are interested in attending school are also welcome to come to the Education Office for advice that will help them reach their goals.

TUITION ASSISTANCEService members are eligible to receive tuition assistance to help cover the tuition costs of their education. Marines may receive up to $4,500 per year for a degree or certificate program with an accredited institution. Additional information on the program and the Web-based TA Application Process can be found on the Education website at www.mccs-sc.com/mil-fam/voled.

TESTING SERVICESInterest inventory/career assessment, GED, CLEP, DANTES, Excelsior College exams, SAT, ACT, proctored services for exams from other institutions, professional certification exams and Military Classification Exams are also available. Appointments are required for most exams.

These exams are offered FREE of charge to active duty members. College credit awarded towards traditional college degree programs is dependent upon individual school policies. It is the student’s responsibility to verify how their institution will accept these credits.

The DANTES mission is to support the off-duty voluntary education programs of the Department of Defense (DoD). You can access DANTES programs via the local Education Office or online at www.dantes.doded.mil.

Counselor Support & Distance Learning Programs: Provide Kuder Journey Assessments for tailored career & academic guidance. Also provide an assessment which allows service members to determine if online education programs are appropriate for them, answers to frequently asked questions (FAQs), and tips for successful completion.

DoD STARBASE Mission Statement: By exposing youth to the technological environments and positive role models found on military bases and installations, we will provide 20-25 hours of exemplary instruction, using a common core curriculum that meets or exceeds the national standards. We will nurture a winning network of collaborators and build mutual loyalty.

The program engages 5th grade students through inquiry-based curriculum with the goal to motivate them to continue exploring Science, Technology, Engineering and Math (STEM), which are embedded throughout. Teamwork is stressed as they explore, explain, elaborate on and evaluate concepts. Students may discuss how to extinguish chemical fires, learn how injured are transported, build and demonstrate model rockets, or explore the cockpit of an F-18.

STARBASE supports school districts’ objectives. A teacher whose class attended STARBASE stated, “STARBASE teaches science and math in ways that we wish we had the time, resources and expertise to do in the regular classroom. It’s experiential, exploratory learning with a direct tie to the standards.

JOINT SERVICE TRANSCRIPT (JST)JST is an academically accepted record of military training which has been evaluated by the American Council on Education (ACE) and has award recommendations of college credits. The local Education Office can assist service members and veterans to order a JST or submit training and experience which is not reflected in their current JST.

The MCCS South Carolina Library System provide patrons with numerous services at the MCAS Beaufort and the MCRD Parris Island Library. Please visit the circulation desk for complete details. Online services may found on the library web page at www.mccs-sc.com/mil-fam/libraries.shtml. A short list of resources includes Britannica Online, EBSCO Host Research Center, Gale Resources, Electronic Library, Navy MWR Digital Library, which includes resources such as E-Books, Chilton Online, Home Improvement Sites, Universal Class, Morningstar Investment Center, Opposing Viewpoints, Zinio Newspapers and Periodicals Online, Transparent Language, Ancestry Library Online, Heritage Quest and much more.

All services in the libraries are free and include faxing, scanning, copying, printing Wi-Fi, computer email access, laminating, game rooms, Hatch Computers for childrens books, audio-books, DVDs, and much more. Numerous Makerspace programs are provided on a bi-weekly basis. The United Through Reading Program allows patrons to record stories. Complete collections of the CMC and Navy Reading lists are available. E Readers available for loan when utilizing the e-book collection
