    Constitution forSecond Volunteer Garrison Living History Association

    Oklahoma State University

    Article IName: The name of this organization shall be Second Volunteer Garrison Living History

    Association and will be referred to as Second Volunteersorthe Associationfor short.

    Article IIPurpose: The purpose of this organization shall be to provide a common gathering point andorganization for American Civil War living history and reenactment hobbyist amongst the studentbody. Furthermore the organization will endeavor to aid regional museums, state parks, and historicsites in presenting such history programs as a public service. Above all activities of the organizationwill work to foster a respective enthusiasm for the history of the American Civil War.

    Article IIIOfficers:

    Section 1. The officers of this organization shall be Garrison Commander (President), Chief ofStaff (Vice President), Adjutant (Secretary), and Quartermaster (Treasurer)

    Section 2. The qualifications for officers in this organization shall befull-time students in goodstanding according to the Student Rights and Responsibilities, Article 11, Section F, Paragraph 7

    Section 3. The duties of these officers shall be as follows:The Garrison Commander will function in the role of President of the association. The duties of thisoffice will include presiding over meetings of the officers and the membership. Appointingreplacement officers in the case of a vacancy and appointing the chairs and members of committeesis the duty of this office. The Garrison Commander is responsible for the general heath and well beingof the Association and as such is expected to confirm the execution of the duties of each officer at

    regular membership meetings.

    The Chief of Staff will function as the Vice-President of the Association. The duties of this of office willinclude presiding over all meetings of the officers and the membership the Garrison Commander(President) is unable to attend. The Chief of Staff works closely with the Garrison Commander toensure that any association activities that require attention outside the normal duties of associationofficers are addressed.

    The Adjutant will function as Secretary of the Association. The duties of this office will include thekeeping of minutes of regular membership and special meetings and preparing an agenda for thesame. The Adjutant is responsible for delivering all forms and reports required by Campus life as

    outlined in Article VIII. The Adjutant shall receive proposed amendments to the constitution to bevoted on by the membership. The Adjutant shall receive and respond to formal correspondence withthe association.

    The Quartermaster will function as Treasurer of the Association. The duties of this office will includethe regular tracking of association funds, their intake, and expenditure. The Quartermaster shallconduct a simple audit of the associations funds with University banking services each Fall semesterand report to the membership on the same. The Quartermaster will be responsible for collect anydues or fees required by the association for activities. The Quartermaster shall over see the propercare and usage of association equipment.

    Section 4. The elections of this organization will occur each fall semester no sooner than Sept. 10th

    and no later than October 15th on a date selected the previous spring semester by the OrganizingCommittee. Candidates for office must meet the qualifications for office and file with the OrganizingCommittee no later than one week before the election date. Voting may conducted by secret ballot atmembership meeting or by electronic mail system.

    All officers serve a one (1) year term lasting from the Fall semester they are elected to the following

    Fall semester when elections are held. Any officer vacancies will be filled by appointment of theGarrison Commander (President) for the remainder of the term.

    Section 5. Faculty Advisor. The Faculty Advisor should be an enthusiastic supporter of Civil Warhistory education and the historical reenactment hobby. The advisor MUST be a full-time faculty orstaff member of OSU and have approval from his or her department head or dean. Should the Faculty

    Advisor need to be replaced the Association officers and the Organizing Committee shall form acommittee in the whole for the purpose of locating a new Advisor and then present the same to themembership for majority approval.

    Section 6. The Association shall have one standing committee;The Organizing Committee. The Organizing Committee shall have no less than three (3) and no morethan five (5) members and shall be tasked with ensuring the continued existence of the Associationand overseeing the conducting of officer elections each fall. The members of the OrganizingCommittee are elected by the membership every spring semester and serve a one year term. Thechair of the Organizing Committee is appointed by the Garrison Commander from the electedcommittee members and election for the Organizing Committee seats are held at a date set by thegarrison Commander no earlier than April 1st and no later than May 15th. No more than one (1)member of the Organizing Committee may be an officer.

    Special Committees. Special Committees may be appointed from the membership by the GarrisonCommander to address certain needs or to over see association projects. These committees will beformed for a set amount of time determined also by the garrison Commander

    Article IVQuorum: A quorum for this organization shall be a simple majority.

    Article VMembership: Voting members of the Association must be students of the University in goodstanding as defined in the Students Rights and Responsibilities Statement. Members should exhibitan interest in the history of the American Civil War and the hobby of historical reenactment.

    Article VIDues: Dues for this organization shall be collected according to the by-laws.

    Article VIIBy-Laws: A by-law may be passed at any regular meeting of the organization by a majority vote ofthose in attendance, providing a quorum is present. Any member may present a new by-law inwriting for consideration at any regular meeting of the organization, providing a quorum is present.

    Section 1. At the beginning of the fall semester, Second Volunteer Garrison Living HistoryAssociation shall report the name of officers and advisors to the Department of Campus Life, 060Student Union, and shall promptly report any changes that occur during the school year.

    Section 2. At the beginning of the fall semester, Second Volunteer Garrison Living HistoryAssociation will file with the Department of Campus Life a signed Affirmation of Compliance.

    Section 3. The funds of Second Volunteer Garrison Living History Association if any, will bedeposited with the University banking services and these may be audited yearly, preferably at thetime a new Quartermaster (Treasurer) is installed.

    Section 4. It is understood that failure to submit such materials, either through continuednegligence or willful omission, may result in the suspension of the charter of this organization by theCommittee on Student Organizations.

    Article IXAmendments: Amendments to this constitution may be approved by a two-thirds (2/3) majorityvote of the membership and a regular or special meeting. Proposed Amendments must be submittedin writing to the Adjutant (Secretary) who must make the proposed amendment availible to allmembers for review before it is voted on.
