1st SWHOA ANNUAL MEETING, UPDATE Wednesday, November 16, 2016 An annual meeting took place at Promise Road Elementary School at 7PM. In attendance were The property manager, Chris Haynes and Anne Harrington and one (1) resident. Due to lack of quorum, the meeting was rescheduled for Monday, February 13, 2017 at the Hamilton East Public Library in Noblesville at 7PM. NOTES OF DISCUSSION

Discussion around drain that is freezing in the front of home that is not plumbed into the storm drain. Note: Any Homeowner that has a drain to the front of their house cre-ating a safety/ice issue in the winter needs to address this issue.

It has been approved to trim the Crab Apple trees in the front of the neighborhood overgrowing on the sidewalk.

Chris Haynes to check computer equipment in pool house. He will insulate in November.

Political signs can be displayed thirty (30) days prior to voting and five (5) days after.

·  4 eggs, beaten ·  1 tablespoon vanilla ·  2 cups flour, baking flour preferred ·  2 cups sugar ·  2 teaspoons baking powder ·  1 teaspoon ground cinnamon ·  1⁄2teaspoon baking soda ·  3 cups carrots, finely shredded,

lightly packed ·  3⁄4cup canola oil ·  1⁄2 cup pecans, finely chopped ·  Cream Cheese Frosting ·  1(8 ounce) package cream cheese,

softened ·  1⁄2cup butter, softened ·  2 teaspoons vanilla ·  6 cups powdered sugar, sifted

Preheat oven to 350°F degrees. Allow eggs to stand at room

temperature for 30 minutes. Grease and flour two 9 x 1.5 inch

round cake pans.

In a large mixing bowl, stir together flour, sugar, baking powder, cinnamon and baking soda. In a medium bowl, combine eggs, carrots, vanilla and oil. Add egg mixture to flour mixture and stir until combined. Pour batter into prepared pans. Bake for 30-35 minutes or until toothpick comes out clean. Cool on wire racks for 10 minutes. Remove from pans, and cool completely on racks.

For the Frosting:

Beat cream cheese, butter and vanilla with electric mixer until light and fluffy. Gradually add sugar, beating well until you reach spreading consistency.

You can toast the pecans as garnish. To toast pecans, spread pecans in a single layer in a shallow baking pan. Bake at 350 degrees for 5 to 10 minutes or until light golden brown. Monitor closely and stirring once or twice.

To assemble, you can create a flat, layered cake by cutting off the rounded top portion of each 9 inch cake.

Frost the top of one cake and stack the second cake on top. Frost the top and sides of the cake. Press toasted pecans into sides of the cake.

Cover and store frosted cake in the refrigerator until serving time.

Noblesville Parks-Ivy Tech Partnership Recognized at IPRA Awards Banquet Noblesville Parks and Recreation and Ivy Tech Community College Hamilton County Campus were given the “Good to Great Award” by the Indiana Parks and Recreation Association at their annual conference. The Excellence in Resource Improvement Award was given for the partnership that created the Recreation Annex at Ivy Tech Community College, 300 N. 17th St., Noblesville.

The agreement with Ivy Tech allows the Noblesville Parks & Recreation Department to manage two gyms, two classrooms, a wellness room and the auditorium within the Hamilton County Campus. Joint upgrades made include batting cages in the gym, auditorium light and sound upgrades and a gym floor refurbishment scheduled for early 2017.

Community needs are met with spaces allowing for indoor programming and events like bubble soccer, pickleball and fitness classes; rental space for youth sports and birthday parties and an indoor performance venue. Partnering with Noblesville Parks allowed Ivy Tech to return the investment to the community and truly made it an asset for taxpayers, whether a student, park participant or partner. Since the inception of the partnership in October 2015, it has seen more than $43,000 in revenues and more than 15,500 participants to Noblesville Parks and Ivy Tech Campus.

“When the Hamilton County campus was envisioned, Ivy Tech Community College Chancellor of Central Indiana Dr. Kathy Lee and Noblesville Mayor John Ditslear had in mind that the campus would be used for more than just a college. They had in mind that it would be used for the community,” said Dan Clark, campus president. “The Noblesville Parks and Recreation were the first partners with our campus and set the standard with a simple ethic – they leave the place better than they found it and they do that with quality people.”

The public is invited to join the Noblesville Parks Department this year as they visit several popular destinations in Indiana and Chicagoland through its annual bus trips. Reserve your spot early and join the fun on the following trips:

Friday, March 31: French Lick Winery & Casino. Join the Parks Department on this trip to French Lick, Ind. The trip will include a tour of the new distillery onsite, wine tasting and spirit tasting along with a souvenir wine glass and shot glass at the French Lick Winery as well as free time to spend shopping or at the casino. Cost is $60 per person. The bus will leave Forest Park Inn at 7:30 a.m. and will return at approximately 9 p.m.

Tuesday, May 23: Shipshewana Flea Market. Put on your walking shoes and get ready to search for great bargains at the Shipshewana Flea Market. Cost is $46 per person. The bus will leave Forest Park Inn at 7:30 a.m. and will return at approximately 8 p.m.

Friday, July 7: Taste of Chicago at Grant Park. Taste of Chicago is the nation’s premier outdoor food festival showcasing the diversity of Chicago’s dining community. The delicious array of food served at Taste of Chicago is complemented by music and exciting activities for the entire family. Cost is $50 per person plus the cost of food tickets that day. The bus will leave Forest Park Inn at 7AM; return at approximately 10PM.

Wednesday, Oct. 25: Brown County shopping/sightseeing. Enjoy the beautiful fall foliage as you shop the quaint shops in downtown Nashville, Ind. Cost is $40 per person. The bus will leave Forest Park Inn at 8:30 a.m. and

will return at approximately 6PM.

Saturday, Dec. 2: Christmas Shopping in Chicago. Knock out

a chunk of your holiday shopping with the numerous stores and shops in the “Windy City.” This trip always sells out, so beat the rush and register today. Cost is

$50 per person. The bus will leave the City Hall parking lot at 7AM; return at approximately 11PM.

Anyone under the age of 18 must be accompanied by an adult. Registrations are now being accepted for all trips. Pre-registration is required and is recommended no later than two weeks prior to the trip as long as seats are still available.

If the parks department does not have the required number of participants for a trip by the deadline, the trip will be cancelled and fees will be refunded.

Common Council Approves Decision on $15 Million Noblesville Fieldhouse

Plans for City’s Sixth Park – Finch Creek Park – Also Move Forward

The Noblesville Common Council approved the agreement with Klipsch-Card Athletic Facilities LLC to build the Noblesville Fieldhouse at Finch Creek Park during its December 20 meeting. Initial plans for the $15 million, 130,000-square-foot youth sports facility were announced on November 29.

Since the November 29 announcement, officials worked out a new financial deal as part of its public-private partnership agreement that removes $300,000 of the city’s annual commitment. The new terms agreed to by both sides include:

·  $300,000 annually in Property Tax for 20 years.

·  $250,000 annually from the Corporate Campus East TIF for 20 years.

·  Sell 10 acres of land for $500,000 – which is just 5 percent of the total Finch Creek Park property of 203 acres.

Klipsch-Card is responsible for renting facility 100 percent of the time “Rather than having the City commit to or having specific time available during the week, we would allow Klipsch-Card to have 100 percent of the time available with the guarantee that any City based organization/club/501c(3) receive a 25 percent discount on the rental rate of the facility during the week,” said Ditslear. “This means there will be no revenue sharing as Klipsch-Card will capture 100 percent of the revenues and the City reduces our annual commitment in the deal by $300,000.”

This project does not provide a tax abatement. Klipsch-Card is responsible for paying all capital (construction), operating and maintenance costs. “Had the land remained only a city park, there would be zero property tax dollars generated, so this project nearly pays for itself,” said Ditslear. “In return, Noblesville gains a first-rate youth sports complex that will support local youth sports, attract athletic tournaments from outside our region and bring greater tourism spending to support community, including hotels, restaurants and retail businesses.”

The city has been in discussions since spring with Mike Klipsch and Andy Card, co-presidents and CEOs of Klipsch-Card Athletic Facilities LLC. Their plan for the Noblesville Fieldhouse, includes five hardwood courts, 75,000 square feet of indoor turf and a 10,000-square-foot physical therapy office. At the Council meeting, Card announced plans for a potential 200-meter indoor track that will surround the turf fields and be approved by USA Track and Field, which makes hosting indoor track and field events a possibility.

Card said that since the announcement, they have received interest from a volleyball club with 100 teams, baseball teams and tournaments, an international soccer academy, flag football organization, a Futsal League and if Noblesville could become the international Pickleball headquarters.

“Baseball, volleyball and track will be the prominent sports,” he said. “Noblesville Fieldhouse will be different than anything else in the country. It will be so unique and set Noblesville apart from anything else in the youth sports industry.”

The Noblesville Fieldhouse helps jumpstart the construction of the City’s sixth park on the east side of Noblesville near Klipsch Music Center, Hamilton Town Center and Exit 210. The 203-acre Finch Creek Park, which will be built out in phases, is bordered by Boden Road on the east and East 166th Street to the north.

Budgeted at $8.9 million for construction of phase I, Finch Creek Park is expected to break ground in late spring 2017 and begin with the southeast portion just north of the Blue Ridge Creek neighborhood development on Boden Road. The cost of construction includes all utility relocations, infrastructure, roads, parking, play areas, landscape, lighting and more.

“As the first public park on the east side, we’re excited to move forward with Finch Creek Park and address the needs of the growing population out there,” said Noblesville Parks Director Brandon Bennett. “Fifty-six percent of the Noblesville housing permits are east of State Road 37. The City’s five current parks are all located west of 37 so those residents on the east side of town do not have park amenities in close proximity to their homes. Thankfully, in the near future all of Noblesville will be able to enjoy all of Finch Creek Park’s green space with active and passive areas.”

Bennett said the anticipated park amenities included in the fir st phase of construction include three shelters, a restroom, age appropriate playgrounds, a spray ground, basketball and pickleball courts, park parking lots, a large berm utilized as a play feature, trail connections and a maintenance facility.

Hamilton County & Noblesville Break Ground on Final Riverwalk Phase

The third phase of the project, which is expected to be completed in 2017, will provide the missing link of the half-mile trail along the east side of White River.

Construction on the Riverwalk, a joint project between the city and county, began in 2008. Hamilton County Commissioner Steve Dillinger came up with the idea to provide a scenic walkway near White River in downtown Noblesville while visiting Madison, IN in 2000. A committee of residents was formed the following year, but the recession and prioritizing infrastructure projects took precedence until 2008.

Phase One of Riverwalk was a county project and consisted of creating a trail from the county employee parking lot east, underneath the Conner Street/State Road 32 Bridge and back up to the Hamilton County Judicial Center.

Phase Two of Riverwalk was a city project, extending the trail under the Logan Street Bridge and up to where it now connects with the pedestrian bridge to Forest Park, which also connects to trails at Potter’s Bridge and Field Drive.

Phase Three will connect the two completed portions behind the Judicial Center. It also will join with the City of Noblesville’s recently opened southern portion extension, which runs from Maple Avenue to Division Street. Phase Three also will be home to the Hamilton County Fallen Firefighters Memorial; as well as, provide pedestrians and bicyclists the opportunity to travel from downtown into Forest Park without using streets while enjoying the beauty of the White River and downtown Noblesville.

Noblesville Council Approves Funding Design of Pleasant Street Corridor The Noblesville Common Council took preliminary steps at tonight’s meeting to move forward on the east-west corridor along Pleasant Street. The council unanimously approved the use of $2.75 million from the Rainy Day Fund to create a preliminary design of the project and the use of $1 million for land acquisition as properties enter the market.

Following a year-long period of discussions with local and county officials, the City held a public meeting at City Hall on December 13, 2016 to present a summary of the alternative route analysis. Administration announced its recommendation that Pleasant Street serve as the primary route for the east-west corridor in accordance with the City of Noblesville Thoroughfare Plan that was approved in 1995.

The new funding would allow for a preliminary design and field survey of the route, assessments of environmental and utility impacts and impacts to adjoining properties in relation to proposed cross sections, as well as roadway and trail design – to be coordinated with relevant utility companies, Hamilton County and other government agencies.

City engineers anticipate the project will encompass 3-4 lanes of a low-speed urban roadway that would run alongside the Midland Trace Trail once that project moves east and connects with Pleasant Street.

“On every project, a preliminary design is essential to not only assess its impacts but to engage utility companies and to refine costs and alternatives. This funding will enable the City of Noblesville to establish a centerline corridor from State Road 37 to Hague Road and provide us more detail on the project,” said John Beery, city engineer.

Meanwhile, city officials continue to study the area for its historical significance in anticipation of launching the design phase. Noblesville Deputy Mayor Steve Cooke, met with Noblesville historian. David Heighway. and an official from Indiana Landmark to drive the potential route along Pleasant Street.

“We’ve said all along that this road project will present many challenges – but it will create opportunities as well,” said Cooke. “We can work together to help mini-mize threats to our local history. And to make sure we do this project in a way that improves connectivity and safe access for nearby residents using multiple modes of transportation.”

Additional public meetings will be scheduled throughout 2017 to gather feedback from residents and further educate the public as the design and planning process continues.

Noblesville Parks to present ‘One Magical Night’ with Royal Ball on February 18 Parents have the opportunity to treat their little valentines to a semi-formal night of dancing and fun as the Noblesville Parks and Recreation Department will host its inaugural Royal Ball on Saturday, February 18. The evening includes two dances; a Mother/Son and Father/Daughter for families to create lifetime memories at Forest Park Inn.

The events are identical and will include a carriage ride, sundae bar, fun activities and a photo in a handmade frame to always remember this special night. Attire is semi-formal. Event times are:

■ Knights in Training (mother/son) from 3 to 5 p.m.

■ Princess Ball (father/daughter) from 7 to 9 p.m.

“This will be a special evening for parents and children to dress up, dance and share a special bonding experience that will be a cherished memory for many years to come,” said Lorna Steele, event organizer and assistant recreation director.

Who is responsible for cleaning snow filled streets? The Noblesville Street Department clears all public streets. There are, however, several streets within the City limits which are private and therefore the responsibility of private contractors.

When does the City begin preparing for a snow event? The NSD uses local and national weather forecasts to determine when we begin our pre-treatment of City streets. When the forecast calls for snow, the NSD will begin anti-icing treatments on main streets us-ing a brine solution. However, this cannot be done when rain is at the leading edge of a snow event. Rain will dilute the brine solution making it less effective. Brine is used to produce a barrier between the asphalt surface and the snow. This keeps the snow from producing an icy bond and creating slick streets.

Which streets are plowed first? The Noblesville Street Department follows a priority plowing system for our approximately 494 lane miles of streets.

Our crew's first priority is to keep primary streets clear, then move on to secondary and alternate streets. ο  Primary - Main thoroughfares,

classified as arterials, hills, and bridges.

ο  Secondary - Main streets through subdivisions, roads that link arterials and streets with schools.

ο  Alternates - Minor residential streets, side streets, and cul-de-sacs. The City of Noblesville has 455 cul-de-sacs. It takes approximately 20 minutes to plow one cul-de-sac of snow which is approximately six times longer than it would take to plow a street of the same size.

Who clears sidewalks and driveways? Both are the responsibility of residents and property owners. Residents should shovel snow into the yard, not into the street. Putting snow onto the street is against the law, because it causes dangerously slippery conditions for both motorists and pedestrians.

Avoid double shoveling by waiting until after your street has been plowed to clear your driveway. Depositing some snow in private driveways is unavoidable for the plow trucks when plowing City streets. Plow drivers make every effort to keep the amount of snow deposited into driveways to a minimum.
