A common underlying theme in South Asia’s major urban centres is a shared colonial past. In each city, post-colonial transformation has gen-erated similar socio-economic tendencies, population growth dynamics and migratory trends, albeit different trajectories in political develop-ment. This shared past, as well as the comparative points of divergence, merits a deeper examination into how we conceptualize, document and conduct practice in South Asian cities.South Asia includes some of the largest and fastest growing urban ag-

glomerations in the world today, all of which are growing increasingly interconnected with the larger regional and global economy. Equally relevant is the experience of small and medium-sized cities in each country, and the economic, social and spatial possibilities they encompass.I thank everyone who has worked hard to ensure that the South Asian Cities Summit is a success with hundreds of eminent personalities from South Asia deliberating on urban development in the region.I am confident that the Summit will make a real difference to the lives of people living in South Asian cities.

Cities are the future linchpins to economic growth. Many studies suggest that by 2030, more than half of the world population will live in urban areas - centred in a handful of cities in each country. India is also on the verge of an urban evolution – committed to make urban areas more liveable and inclusive besides driving the economic growth. Thus there is a need to think how to make cities a better and safe place to live. Smart Cities would surely mean smarter development – having smart planning, smart execution, smart maintenance and smart technology

in right proportion; and that encompasses everything from master planning utilities, infrastructure and services to environmental conservation, economic growth and climate compatibility. This is also about improving the lives of millions, building a stronger society, and making better use of resources. Smart development also means empowering citizens to make informed decision, identify their own needs, and innovate to make a difference. And for all this the prime requisite is - smart connectivity and knowledge sharing. Climate Development and Knowledge Network (CDKN) has been actively involved in highlighting challenges and opportunities revolving around climate change and urban resilience. CDKN aims to help decision-makers in developing countries design and deliver climate compatible development by combining research, advisory services and knowledge management in support of locally owned and managed policy processes. We work in partnership with decision-makers in the public, private and non-governmental sectors nationally, regionally and globally. We hold strongly to the ideals of human development, environmental sustainability and inclusive growth. I appreciate All India Institute of Local Self Government and Cities Network Campaign’s efforts in providing us with the perfect platform to connect with likeminded individuals and institutes in brainstorming on smart city. Cities Network Campaign is a global initiative that connects cities, organizations, sector experts from academic & research institutes from across the world to share their best practices, policies, advise, funding and commitment to reduce climate change impact and make the Planet more green and clean.

Cities Network Campaign is promoted by well-known experts in the fields of engineering, science, humanities, social sciences and policy

making. Its Advisory Board includes academicians, researchers and policy makers who are recognized at national and international levels in their areas of expertise. It provides a neutral forum where all viewpoints on climate change, low carbon development, environmental management and other development issues (viz. technical, scientific, economic, social, and political) can be shared.

Finding solutions for a better urban future involves developing new forms of collaboration and partnerships. Inspired by the possibilities of redeveloping existing cities and creating new Smart Cities and driven by the philosophy of ‘Connecting Cities. Building Knowledge’, Cities Network Campaign and All India Institute of Local Self Government (AIILSG), with the support of CDKN, is organising the South Asian Cities Summit 2015. At this Summit, we hope to discuss and identify basics of infrastructure improvement, higher quality of life, and citizen-centric services that are essential to cities of the 21st century. The Summit would also focus on making cities hubs of economic activity with improved quality of urban governance, thereby lending greater strength to the overall governance processes of the country. Ravi has a Masters degree in Energy Systems from University of Petroleum and Energy Studies and is currently pursuing his PhD in the area of climate change. He has Hands-on experience in international and national project management, fund raising, Training Programme, external aid & development programmes; NGO, consultancy & stakeholder coordination; knowledge management, proposal development & report preparation; media & communication strategy. He has extensive experience in managing projects in India, Sri Lanka, Bhutan, Nepal, Korea

and Bangladesh, Indonesia. His professional experience concentrated on climate change, environmental management, and sustainable development, CDM, Renewable Energy and Energy Management. He has worked in projects in energy efficiency and renewable energy sector e.g. Climate Roadmap for South Asian cities, Local Renewables Model Communities Network, AsianCitiesAdaptMadhya Pradesh CDM, 6 MW Solar Power Project at Madhya Pradesh, 2 MW Solar Power Project at Orissa, 4 MW +1 MW Solar Power Project at Andhra Pradesh, Energy Auditing at Various five Start Hotels, Commercial area, and PAT Industries. Citizens and Urban Local Bodies (ULB) together can turn the dream of Smart Cities into reality. Community participation will play a catalytic role. This session analyses the best practices of people’s involvement in city development in various cities around the world; especially those suited for cities in South Asia. Government of India has also emphasised on involving citizens in projects intended to improve urban life. No less than Prime Minis-ter of India has called upon the people to join hands for better India. ULBs with civil society organisations and community groups have to build an environment where city dwellers begin to love and feel proud for their association with their cities. It will in turn make them pro-active participants of urban development process• Lessons to learn: Sharing of best practices of community participation and their suc-

cess stories• Cities for all: ULBs and other development agencies have to ensure city development

Vikram KapurPrincipal Secretary/Commissioner Corporation of Chennai

In his two decades in Public Administration service in Government of Tamil Nadu and Government of India, Mr. Kapur has been responsible for providing civic services to the city of Chennai, the fourth largest urban local body in India. As Head of the State Industries department he was responsible for policy to attract investments in industry, as well as oversight of the industrial sector in the state. He was the Chairman of Tamil Nadu Pollution Control Board, the main regulatory body of the state for the abatement of pollution, and was responsible for the enforcement of major environmental legislation relating to air and water, as well as rules under the Environment Protection Act. He was also the Member Secretary of CMDA, Managing Director and Chief Executive Officer of TNUDF, Executive Director of Tea Board, Director- Horticulture and was also District Collector and Magistrate of Dindigul.

Mayor Shamim Al RaziSecretary General, Municipal Association of Bangladesh

Shamim Al Razi was born in 20 September in Singra Municipality of Natore District, Bangladesh. His Father Dr. Mahatab Uddin was a Retd. Govt. Officer. Mr. Razi obtained Hon’s and Master’s degree in Sociology from Rajshahi University. Since student life, Mr. Al Razi actively took part in various Social, Cultural & Political activities. He actively participated in political movement during the period of 1984-1990 for establishment of Democratic Government. He has been elected as a Mayor of Singra Municipality in 1999 and re-elected in 2010 to till now. Mr Razi is elected Secretary General of Municipal Association of Bangladesh-MAB since 2003 to till now.He is also General Secretary of Local Government Network-LG Net and Secretary of online daily News rupashi bangla news.com. He is also Working as a Lecturer of Sociology Department in Singra Chalan Beel Women Degree College. Mr. Shamim Al Razi married to Mrs. Samina Akhter. His wife has also completed Hon’s & Master’s from Rajshahi University. He is a proud father of one daughter and one son.

Praveen Datke ensured the successful completion and dedication of pench iv scheme to the city on 28th March 2015 by the hands of Hon’ble Chief Minister Shri. Devendra Fadnavis, Hon’ble MoUD Minister Shri. Venkaih Naidu and Hon’ble Shri. Nitin Gadkari.He initiated the clean Nagpur project on line with Clean India Moment by Prime Minister of India. He contributed to the equitable water supply in Nagpur city with the help of NESL and OCw. At present, he is trying to expedite the pending projects in NMC like beautification of Gandhi sagar DPR is with UD Government of Maharshtra, bhatt sabhagruh.fish market resham baug.Chitnis park.dewadiya bhavan etc. He is also trying to get the government grant for Road projects pending without grant under JNNURM by the GoM and GoI. He is also persuing the matter of uninterrupted electric supply to kanhan water supply through Guardian Minister Nagpur Distt.

Ananta JenaMayor, Bhubaneswar

He was elected as Corprorator of Bhubaneswar Municipal Corporation in 2003-08 and then became the Chairman – Public Health, Electric Supply, Water Supply, Drainage and Environment.Shri Anant Jena was elected for the second consecutive time in 2008 Election with thumping victory, Ananta established his popularity and finally the BJD Leadership bestowing trust, elected him as MAYOR. During his stint as Corprorator, Ananta has proved his worth and his persistent efforts made his Ward a Model Ward of BMC. Bhubaneswar City under his Mayorship has seen many milestone achievements and a lot more is yet to come out of his able leadership in the overall development of the city.

Kalanidhi DevkotaMuAN, Nepal

S Mr. Kalanidhi Devkota, currently working for Municipal Association of Nepal (MuAN) as Executive Director since 2009, holds an M Sc in Urban Management & Development from Erasmus University, the Netherlands. Mr. Devkota has been actively working for sustainable cities and towns in Nepal as well as across South Asia. His main areas of expertise include disaster management, legal reforms and policy formulation, urban poverty reduction, local economic development, and urban environment. Among others, he is coordinating multi-cities engaged Zero Waste in South Asia project funded by the EU. He is also rigorously engaged in lobbying to incorporate provisions of local government in the new constitution of Nepal.

Ajay Gupta has done Bachelor of Engineering in Electrical stream from Govind Pant University. He got his masters in Power System from IIT Delhi. Ms. Poonam Sharma was elected as Mayor of Chandigarh Municipal Corporation on 6.2.2015. Prior to this she was elected as Councilor of Municipal Corporation, Chandigarh in the year 2012. She joined Congress in the year 2000 and was the Vice President in District Congress Committee and Secretary of Territorial Congress Committee. She has a Bachelors degree in Arts and also done her L.L.B. She is enrolled as an Advocate of Punjab & Haryana High Court since 1999.She is a motivated, confident and committed individual who enjoys challenges. Enthusiastic approach to work, along with sense of humour and commitment to details. Since young age she dedicatedly and ceaselessly worked for the welfare of poor and needy, old and handicapped persons, youth and women. She was the Chairperson of Society for Prevention of Cruelty to women. She used to consistently provide free legal aid particularly to the downtrodden and distressed women.

South Asian CitiesEmpowering Local Government Towards the Smart and Sustainable City Development

The 74th Constitutional Amendment Act in 1992 targeted to empower urban local bodies in India. However, even today, most of the urban local bodies do not wield financial and au-thoritative powers when it comes to fund allocation, revenue generation and the develop-ment of city. As per 74th CAA every state has to have State Finance Commission to address the adequate fund requirements for development works and service delivery. But in most cases they exist only on papers. Apart from this, there are other models of local governance globally which can be adapted to improve the performance of civic agencies and in turn empower their operational mechanism. The session aims to find out the status of imple-mentation of existing laws and policy reforms formulated for empowering local bodies and will ponder over the alternatives to empower municipal bodies holistically • Status of ULBs: In the times urban areas and population in cities is growing at rapid

pace, it has become pertinent to implement the existing laws intended to empower local bodies. A discussion on the existing status of such policies and laws and their effect on the function of ULBs

• Financial powers: Significance of instilling financial powers to municipal bodies• Policy interventions: Requirements of policy reforms in urban development sector;

Iwai MasayaDeputy Director, Clair, Singapore

Iwai Masaya is Senior Deputy Director of the Japan Council of Local Authorities for International Relations (CLAIR) Singapore Office. Prior to joining CLAIR in April 2013, Mr. Iwai had more than 20 years of local government experience in Fukuoka Prefectural Government, mainly in International Affairs Bureau and General Policy Planning Division. He held roles in establishing Fukuoka International Student Support Centre, supporting ERIA (Economic Research Institute for ASEAN and East Asia) in organizing Fukuoka Forums, and formulating international policies of Fukuoka Prefecture.Mr. Iwai was dispatched from the Prefecture to Japan External Trade Organization (JETRO) Tokyo Headquarters in 1996, and its Kuala Lumpur Centre in 1997, before he was seconded to the United Nations Centre for Human Settlements (HABITAT) Regional Office for Asia and the Pacific as Coordinating Officer from April 1999 to March 2001. Mr. Iwai holds a Master of Public Administration from Cornell University in the United States.

Raj LiberhanFormer Director, IHC

Raj Liberhan has been the Director, India Habitat Centre (IHC), New Delhi, India. He served in the Government of India’s financial services for thirty years, before moving to the non-governmental sector to head the India Habitat Centre.He has varied experience with a significant range of responsibilities at the senior level in government, public sector and NGO environments, building and sustaining organisations, programmes and missions with sector specific objectives and services. He writes regularly for magazines and newspapers on urban issues and governance frameworks for delivery of quality living in the cities.His profile includes creating and sustaining Economic and Financial systems for large organizations, financial evaluation and negotiation of contracts, budget formulation and management, resource mobilisation and fund management; processing of project approvals vis-à-vis their feasibility, economic viability and funding patterns, monitoring their implementation, and identification and finalisation of organisations’ investments.

Hemanthi Goonsekera is the Chief Executive Officer and the National Coordinator of the Federation of Sri Lankan Local Govt. Authorities, the National Association for Local Government in Sri Lanka. She has long years of experience working in the development sector nationally and internationally. Under her leadership FSLGA has implemented number of projects and programs to develop the capacities of both officials and political representatives.Hemanthi is especially interested in building a strong network of local governments in the SAARC region, supporting and building on each other’s strengths. To support this initiative there are number of international networks of local governments including Commonwealth Local Govt. Forum, United Cities and Local Govt. Asia Pacific have pledged their commitment. Her areas of interest include research, and policy development, youth and women empowerment and local economic revitalization and development.

Clare HealyNetwork Manager, C40 Cities Climate Leadership Group, United Kingdom

Clare Healy manages the Transit Oriented Development Network at C40 Cities Climate Leadership Group, a network organisation of the world’s megacities committed to addressing climate change. In this role, Clare works with a global network of cities to help them deliver compact, connected, mixed-use communities centred on transit nodes through city-to-city knowledge exchange. Clare joined C40 from international consultancy Arup where she worked as a Senior Urban Planner in London and Hong Kong delivering government-led master plan projects. Clare is a Chartered Member of the Royal Town Planning Institute and has a Master’s degree in Spatial Planning from University College London.

Dr. Vatsal Bhatt has recently started consulting with the US Green Building Council as the Director of Cities and Neighborhood Developments. He has been working as a Senior Energy Policy Analyst at the Brookhaven National Laboratory of the United States Department of Energy. On various national and international assignments, he helps the US Department of Energy (USDOE), the US Department of State (USDOS), the US Environmental Protection Agency, the National Science Foundation, Universities, Foundations and international Governments. Vatsal has established the USDOE’s US-India-China Cities Partnership for sharing best practices and technologies in 2007 and provides technical assistance to the governments of India and China and state and local governments on low-carbon urban growth strategies and EcoCity planning and development. He serves as a senior policy advisor to USDOS managed US-China EcoPartnerships Secretariat. In August 2013, the Woodrow Wilson Center for Distinguished Scholars invited him to participate on a five-member panel to facilitate development of China’s Energy-Water Roadmap. He has developed energy-water-climate change systems analysis framework for cities, with New York City as a case study. Vatsal assisted USDOE analysis on energy for the President’s State of the Union Address in January 2006. He is a lead author of the US Global Change Research Program’s first-ever assessment of the “Effects of Climate Change on Energy Production and Use in the United States”, Synthesis and Assessment Product 4.5.

Bharati Chaturvedi is a writer and environmentalist. She is the founder of an India based non-profit, Chintan. Chintan is an internationally awarded non profit that advocates for consumption that does not take a toll on the environment or the poor. It’s focus is on enabling the informal recycling sector-wastepickers, kabaris and recyclers-to proactively participate in solving India’s mounting trash problem. Most recently, Chintan was awarded the Deutsche Bank Urban Age Award for its work. Chintan has also been awarded the US Secretary of State’s Award for Innovation for the Empowerment of Women and Girls in 2012 the 3rd place at the UN-BMW Inter-cultural Innovation Award in 2013, was awarded by Google in 2013 and has received a special mention by the President of the Republic of France for its work on defending human rights, in 2014. Bharati is on various government committees for policy making. She writes a column for the Hindustan Times, GreenPiece, on environmental issues.

Dr O.P. Agarwal is currently an Executive Director at the Indian School of Business, Mohali. From December 2009 to June 2014, he was working at the Urban Transport Adviser to the World Bank where his responsibilities were to advise urban transport projects and project teams across all regions. He also Chairs the Committee on Transportation in Developing Countries of the Transport Research Board in the United States. From July 1979 to August 2007, he was a member of the Indian Administrative Service (IAS) and held several positions, both under the national government and the Government of Assam. One of these was as the head of the Urban Transport division of the Ministry of Urban Development, first from April 1995 to June 1996 and then from April 2005 to October 2006. During this, he authored the National Urban Transport Policy for the country. This document formalizes the priorities for all levels of government towards the development of sustainable urban transport.

Prof. Swamy has over 30 years of experience in leading multi-disciplinary project planning and design teams in the areas of Urban and Regional Planning, Transport Planning, Urban environment, Land and Housing. Prof. Swamy’s strength is his strategic and programmatic skills and is reflected in his project design ranging from programs such as an Urban development program for eight North Eastern States of India and, the Urban Development policy for Gujarat, the third most urbanized state in India as well as specific projects such as design and implementation of the Bus Rapid Transit System in Ahmedabad, Surat, Hubli-Dharwad, Vadodara and Indore.

Ms. Akshima Tejas Ghate is working as a Fellow at the Centre for Research on Sustainable Urban Development and Transport Systems, The Energy and Resources Institute (TERI), New Delhi. She graduated as a Development Planner and has a Master in Planning with specialization in Environmental Planning from the School of Planning and Architecture, New Delhi. She has done a certificate course on ‘Transport infrastructure’ from TERI University and is currently pursuing her PhD from the Indian Institute of Technology (IIT), Delhi on sustainable transport. At TERI, she is involved in research projects related to sustainable transport. Her recent research work focuses on issues related to promotion of sustainable mobility in cities; analyzing transport sector’s energy consumption and climate change impacts; research related to railways sector in India; estimating carbon footprint/life cycle impact of transport projects and urban energy consumption; and sustainable mobility planning in large urban developments. She is also engaged with the TERI University for delivering sustainable transport related courses at the University.

Dr. M. Ramachandran, former Secretary, Ministry of Urban Development, Government of India and Former Chief Secretary, Government of Uttarakhand is a retired IAS Officer (batch of 1972). He has 38 years of cross sector apex level policy making experience and field level implementation exposure in India, served both at the Central and State government levels. As Secretary, Ministry of Urban Development, Dr. Ramachandran spearheaded the country’s urban sector policies, reforms and initiatives. He proactively steered the implementation of India’s urban flagship program titled Jawaharlal Nehru National Urban Renewal Mission. Water and Sanitation – Enhancing the lifeline fluid of cities

The nature of urbanisation in India is contributing to water stress situations both from a quantity and quality perspective. Rapid population growth, poor waste water management, ill-treatment of water bodies including rivers, ponds, etc. and sanitation issues are some of the factors which are adding problems for water supply in many cities. Availability of potable water is an issue of major concern in most of the existing cities. Drinking water coverage by individual connections is only about 70 per cent in Indian cities, as compared to 91 per cent in China, 86 per cent in South Africa and 80 per cent in Brazil. Dr. Shailaja Fennell is a University Lecturer in Development Studies, attached to the Department of Land Economy, at the University of Cambridge. Dr Shailaja Fennell has been awarded funding (2014-16), by the UGC-UKIERI initiative between the Governments of United Kingdom and India, for a collaborative research initiative with the Indian Institute of Technology-Madras. The project examines how bottlenecks that limit Internet access for rural agricultural production and rural youth education and skills can be removed. Dr. Fennell is the international social science leader on the Smart Villages initiative (running over 2016-19) jointly funded by the Cambridge Malaysian Education and Development Trust (CMEDT) and the Templeton World Charity Foundation. The initiative aims to provide policy makers, donors and development agencies concerned with rural energy access with new insights on the real barriers to energy access in villages in developing countries – technological, financial, social and political – and how they can be overcome. The initiative will cover Latin America, Asia and Africa and will organise two major international workshops in each region.

Kulwant Singh started working with United Nations Human Settlements Programme (UN-HABITAT) as the Chief Technical Advisor for Asia and the Pacific since inception of the Water for Asian Cities Programme in 2003. Before joining UN-HABITAT, Dr Singh was Executive Director of Human Settlements Management Institute of India for twelve years. He was also the Managing Editor of the Quarterly Magazine SHELTER for more than a decade. Presently he is Advisor (Capacity Building & Programme Monitoring) both for the Mekong Region Water and Sanitation Initiative (MEK-WATSAN) as well as for the Water for Asian Cities (WAC) Programme, Water, Sanitation & Infrastructure Branch of the UN-HABITAT. Dr Singh is a visiting faculty of the UNESCO-IHE Institute, the Netherlands. His teaching, training, capacity building and research interests are very wide. Dr Singh has been in the urban sector for the last two decades. He was also Director of the Association of Municipal and Development Authorities (AMDA) India.

Ajay, Regional Advisor, City Alliance, joined the Cities Alliance in 2008 and has worked closely with the Secretariat to identify opportunities for strategic support for city development and urban poverty reduction in India. Brief Profile: Prof. Usha P. Raghupathi is an urban planner with over 33 years professional experience in the urban sector. She is currently working on issues related to urban climate change and urban green growth strategies. In the past, she has been involved in research on urban services (particularly water supply, sanitation and solid waste management), urban poverty, public-private partnerships in urban services, urban environment, amongst others. She has conducted training programmes for municipal officials and is involved in capacity building efforts on urban climate change. She has written many research reports and published papers on subjects related to urban affairs. Prof. Raghupathi has a Masters in Geographer and a Post-Graduate Diploma in Planning from the School of Planning, CEPT, Ahmedabad, India. She has done short-term courses at the Institute of Housing and Urban Development Studies (Netherlands), and Life Academy (Sweden). Divya Sharma is a ‘Fellow and Area Convener’ at the Centre for Research in Sustainable Urban Development and Transport Systems, at the Sustainable Habitat Division at TERI. She is a trained architect and an urban planner and holds a PhD in climate change adaptation in cities. She has more than 12 years of experience in urban sector and has mostly worked on urban environmental issues. At TERI’s Sustainable Habitat Division she is involved in mostly shaping the urban development work that takes place in the Centre. She is a distinguished member of the consultation committee of the Asian Cities Climate Change Resilience Network (ACCCRN) and has worked on mainstreaming climate resilience in Guwahati and Gorakhpur cities. She is also engaged with the Climate Resilient Infrastructure Services (CRIS) program of the USAID and working on two coastal Indian cities. She has authored many working papers, policy reviews and research papers which have been published in prestigious international and national journals. She is in the review panel of the many international peer review journals. She continues to teach modules on urban adaptation and resilient cities in various post graduate courses run in the TERI University.

He has exposure to several domain businesses like commodity procurement and trading, fresh produce supply chain management (including contract farming), currency trading, risk management, and international business development. Ashok has been instrumental in setting up the fresh produce business (domestic and export) for Shoprite Group in India creating benchmark in produce retailing in India. He holds post-graduate qualifications of management (MBA) and Law (LL.B.) from University of Mumbai. IUDI

Institute of Urban Designers - India (IUDI) is a national level association of urban design professionals, academicians and practitioners. As the only formal association of urban designers in India, IUDI was registered on June 1, 2007 as a national body with its headquarters in New Delhi. With seven centers and more than 250 professional members today, the institute contributes creatively and wholesomely to issues of the built environment of towns and cities across all corners of the country. Amidst the present scenario of unprecedented growth and change at all levels of urban settlements, especially in our part of the world, the need for increased networking and dialogue between the participants of such change becomes imperative. The emerging directions of change and developmental choices being witnessed all around us today raise immense challenges and possibilities towards a dynamic and contributory role of the urban design profession within different societal conditions. In this scenario, IUDI seeks to offer an inclusive, engaging and pro-active platform to all members of the profession and allied partners for generative discourses and action on the past, present and future of our urban environments.

RCUES

In the year 1968, the erstwhile Ministry of Health, Family Planning and Urban Development and (now known as Ministry of Urban Development), Government of India established the Regional Centre for Urban & Environmental Studies (RCUES) at AIILSG, Mumbai to undertake urban policy research, technical advisory services, and building work capabilities of senior and middle level municipal officials, and elected members from the States of Goa, Gujarat, Maharashtra, Rajasthan and UT’s of Diu, Daman, Dadra & Nagar Haveli in western region and Assam and Tripura States in North East Region. The RCUES is fully supported by the Ministry of Urban Development, Government of India. The Ministry of Urban Development, Government of India has formed National Review and Monitoring Committee for RCUES under the chairmanship of the Secretary, Ministry of Urban Development, Government of India. The Principal Secretary, Urban Development Department of Government of Maharashtra is the ex-officio Chairman of the Advisory Committee of the RCUES, Mumbai, which is constituted by Ministry of Urban Development, Government of India.

NACO

National AIDS Control Organisation is a division of the Ministry of Health and Family Welfare that provides leadership to HIV/AIDS control programme in India through 35 HIV/AIDS Prevention and Control Societies.In 1986, following the detection of the first AIDS case in the country, the National AIDS Committee was constituted in the Ministry of Health and Family Welfare.As the epidemic spread, need was felt for a nationwide programme and an organisation to steer the programme. In 1992 India’s first National AIDS Control Programme (1992-1999) was launched, and National AIDS Control Organisation (NACO) was constituted to implement the programme.

SWACH BHARAT ABHIYAN

Swachh Bharat Abhiyan (Hindi:, English: Clean India Mission) is a national campaign by the Government of India, covering 4041 statutory towns, to clean the streets, roads

and infrastructure of the country. This campaign was officially launched on 2 October 2014 at Rajghat, New Delhi, where Prime Minister Narendra Modi himself cleaned the road. It is India’s biggest ever cleanliness drive and 3 million government employees and school and college students of India participated in this event.[4][5] The mission was started by Prime Minister Modi, who nominated nine famous personalities for the campaign, and they took up the challenge and nominated nine more people and so on (like the branching of a tree). It has been carried forward since then with people from all walks of life joining it.The components of the programme as listed in the SBM guidelines are: a) Construction of individual sanitary latrines for households below the poverty line with subsidy (80%) where demand exists. b) Conversion of dry latrines into low-cost sanitary latrines. c) Construction of exclusive village sanitary complexes for women providing facilities for hand pumping, bathing, sanitation and washing on a selective basis where there is not adequate land or space within houses and where village panchayats are willing to maintain the facilities. d) Setting up of sanitary marts. e) Total sanitation of villages through the construction of drains, soakage pits, solid and liquid waste disposal. f) Intensive campaign for awareness generation and health education to create a felt need for personal, household and environmental sanitation facilities.
