WHEEL WASH THE 2nd QUARTER 2010 SETTOON TOWING The M/V Hannah C. Settoon was completed and deliv- ered on April 10th from Orange Shipbuilding/Conrad Industries in Orange, Texas. The Hannah is a 2,600hp Caterpillar powered vessel. She will operate from Woodriver, IL to South Louisiana destinations, moving Canadian crude oil. The M/V Hannah C. Settoon was christened on April 16th, along with the M/V Austin C. Settoon and the M/V Dee Anna Settoon in Belle River on the land side. The M/V Parker A. Settoon was christened later that day on the Port Allen Route side. Settoon Towing Vice President, Mike Ellis was Master of Ceremonies for the christening. He began by wel- coming various guests who had been a part of the construction of the new boats. He also introduced Assumption Parish Sheriff “Mike” Waguespack, along with members of his staff, Representative Joe Harrison, and most importantly, Russ’ parents, Fred and Shirley Settoon. Following the invocation by Father Clarence Waguespack, Russ Settoon gave a brief summary of the prove- nance of each new boat. The Austin Settoon; 96- feet long was made in Eastern Shipyard in Florida. We are doing so by building newer, more advanced equipment, joining several marine safety organizations and working with marine tech schools to help better educate personnel. What you may not know is that while we are moving forward, we were asked to help move history. The history that I am referring to is an Aero Commander 680 twin engine aircraft. This aircraft used the designation “Air Force One”, by President Dwight D. Eisenhower. The President used this air- craft for short trips around the country during his term in office. For longer trips he used “Columbine III,” which was a four engine Lockheed aircraft. The Aero Commander 680 was on display at Wendell-Williams Memorial Museum in Patterson, Louisiana. The M/V Jane P. Settoon was dis- patched on April 12, 2010. They arrived on location at 11:00 that day and stood by till morning. They then assisted the crew to set and tie down the plane on a deck barge. The tow departed at 18:00 on the 13th and arrived in Houma at 01:30 on the 14th. By mid morning they were met by the mov- ing crew along with the local media. The plane was loaded onto a truck and moved to the Regional Military Museum on Barrow St. The museum is opened on weekdays and invites everyone to go and view their exhibits. We would like to thank the crew (Ed Dufrene, Gregory Rodriguez, John Barnes and Jimmy Ramy, Jr.) of the M/V Jane P. Settoon for a job well done. What you may not know is that while we are movingforward, we were asked to help move history.

Locked Up - MDAOn March 31, 2010, our OperationsManager, Scott Townsend was “LOCKEDUP”. That’s right; he was greeted in theHouma office lobby by a TerrebonneParish Sheriff’s deputy who patted himdown for weapons, hand cuffed him & car-ried him away in a police unit.

Every year, the Muscular Dystrophy Association sponsors theMDA Lock-Up to help raise money for "Jerry's Kids." The moneyraised goes towards sending children to the MDA Summer Camp,buy wheelchairs, fund research, and other MDA activities.

Specially selected community leaders have warrants issued fortheir arrest and then have to raise bail (donations), before theircourt date. This year, Scott Townsend was guilty as charged andwas apprehended on March 31, 2010. After a brief struggle (tofind his cell phone), Scott was transported to "Castalano’s MainAffair" located in downtown Houma for booking and his last meal.Luckily, Scott’s friends were able to help him raise enough bailmoney for his release. He collected a total of $1,390 & expectsmore donations to come in to help keep him out of jail. Thank youScott for donating your time and efforts to a wonderful cause; andthanks to all who donated to help get him out of jail.

MDA is a nonprofit health agency dedicated to curing musculardystrophy, ALS and related diseases by funding worldwideresearch. The Association also provides comprehensive healthcare and support services, advocacy and education. MDA is the largest nongovernmental sponsor of muscle andnerve disease research. MDA is funded almost entirely by individual private contributions. MDA dedicates 76 cents of every dollar it spends directly toresearch, services and education.MDA sends more than 4,000 youngsters with Muscular Dystrophyto accessible MDA summer camps each year, at a cost to MDA of$800 per camper. There's no charge to families.

Tens of thousands of people visit MDA's nationwide network ofmore than 200 clinics and 35 MDA/ALS centers every year.MDA awards research grants to more than 330 teams of scien-tists and physicians worldwide.

The Association also assists individuals withobtaining durable medical equipmentthrough its national equipment loan pro-gram and referrals to community resources,assists with the cost of repairs to durablemedical equipment for those it serves, facil-itates meetings of hundreds of supportgroups around the nation, provides thou-sands of free flu vaccines, and conductsextensive public education programs.

Patrick Gros. The vessel is named after Austin CharlesSettoon, who is 12 years old, and according to hisdad, he likes to hunt and fish. Parker Anthony Settoon read a short explanation ofwhy his boat was not present but would arrive acrossthe levee in a couple of hours at which time he wouldchristen that boat. The Hannah C. Settoon was named after HannahClaire, who is 10 years old and in the fourth grade.The Hannah C. was built by Orange Ship Builders inOrange, TX, a part of Conrad Company. The projectmanager, Eric Bland, was in attendance and would beleaving on its maiden trip for Woodriver, Illinois laterthat day. The Dee Anna Settoon, a smaller 50-foot tug was builtat A B Shipyard in Amelia. It’s captain is Carl LeBlanc.

Father Waguespack blessedbibles, each of which borethe name of a SettoonTowing vessel. All of theguests gathered at the bowof the three boats whileWaguespack recited the official christening phrasesand sprinkled each with holy water. Hannah andAustin broke the traditional bottle of champagne onthe bow of their boats to the cheers of the guests.Parker would do the same for his boat later that after-noon. Jennifer Settoon did the honors for the DeeAnna, which was named after her mother. Guest lingered until 4 p.m. visiting beneath the tents,touring the boats and enjoying the beautiful weather.Yet another successful milestone for Settoon Towing!

Beef and Cabbage Casserole with TomatoesIngredients:• 1 to 1 ½ pounds lean ground beef• ½ cup chopped onion• ½ cup chopped green bell pepper• 1 can (14.5 ounces) diced tomatoesPreparation: In large skillet, cook ground beef, chopped onion, and chopped green pepper until meat is no longer pink;drain off fat. Stir in tomatoes, salt, and garlic powder. Simmer, uncovered, for 10 minutes, stirring frequent-ly. Cut cabbage into 6 wedges. Cook cabbage in a small amount of boiling salted water, covered, for about10 minutes and drain well. Arrange cabbage wedges in a lightly buttered 9-inch square baking dish. Pourground beef mixture over and around the cabbage wedges. Bake cabbage casserole, uncovered, at 350°for 20 to 25 minutes. Sprinkle cheese over cabbage casserole and bake about 5 minutes longer.Serves 6. Cook Time: 45 minutes

• 1 teaspoon salt• 1 teaspoon garlic powder• 1 head cabbage, about 1 ½ to 2 pounds• ¾ cup shredded mild Cheddar cheese

SETTOON TOWING HOSTED A FIELD TRIPSettoon Towing hosted a field trip welcoming the second andfourth graders of Ascension Catholic School in Donaldsonville.The students were led through the Belle River office and thenseated at round tables where Father Clarence Waguespack,pastor of St. Joseph the Worker Catholic Church in Pierre Part,delivered an invocation. Jennifer Settoon welcomed the stu-dents, explained what they would be doing during the visit, gave

them a few safety rules to followand helped them divide intosmall groups in order to take aguided tour of the Hannah C.Settoon. A six-man boat crew led smallgroups through the entire boat,explaining all features from the

engine room to the galley, to thecrew quarters and finally to thewheelhouse. Once seated on theupper deck, the students weretreated to a short boat ride onBelle River. Hannah and ParkerSettoon were given the privilegeof helping to steer the boat.While one grade was enjoying the ride, the other grade gath-ered before a U.S. Coast Guard rescue boat for a demonstra-tion on water safety rules and duties of the coast guard.Settoon Towing provided various activities for the students aswell as hamburgers, hotdogs, chips, cookies and soft drinkscompliments of Danny’s Cajun Catering. Many thanks to every-one who made this day a huge success!!

On 3/20/10 a relief captain on one of our vesselswas carrying two five-gallon buckets of oil up the stairsin the engine room. While ascending the stairs he losthis balance and injured his back when he tensed up totry to regain his footing.

In Chapter 2 of the RCP Manual it states that:“Hand rails must be used at all times when using stairsor permanently installed ladders. Always face the stairswhen going up or down them. Never attempt to use thestairs when both hands are full or your vision isobstructed.”

What should he have done to prevent this injury? Heshould have carried the buckets up the stairs one at atime. This would have left one hand free to use the rail-ing.

On 2/17/10 we had a 2-gallon deck spill on one ofour barges at Martin Beaumont. The Tankerman had aconversation with the dockman and was told that theywere not going to blow out the line. Despite what thedockman said, he blew out the line with enough air tocause a 4-foot column of oil to shoot out of an openhatch cover on the #2 starboard tank.

In Chapter 2 of the RCP Manual it states that:a.) Line Clearing

(1) Have a pre-line clearing discussion with the facili-ty PIC before performing any line clearing operationunder pressure. Determine the blowing pressure, if aregulator is in place to limit clearing pressure, the typeof clearing gas (air or nitrogen) to be used, the size ofthe line and the type of control valve to be used.Caution should be used if the pressure is over 20 PSI,if the line size is over two inches in diameter and if thecontrol valve is a ¼ turn ball valve. To prevent oil spills,request that the control valve be cracked opened slow-ly in the beginning and to open further only when direct-ed to by the vessel PIC.

(2) Be sure the barge is vented before starting theblowing operation. Failure to do so will result in structur-al damage to the tank. For open dome loadings, open ahatch on the other end of the tank from the manway.This is to prevent accidental splashing of oil from thetank. If the barge is equipped with a vent stack, open

the valve to the vent stack to prevent splashing of cargofrom the tank. If the barge is loading under vapor con-trol, venting will be done through the vapor hose toshore.

(3) Blow into only one tank at a time. Start with thetank valve in the closed position. After the line is pres-sured up with blowing gas, slowly crack open the tankvalve to a point where you feel liquid coming throughthe valve. Keep your hand on the valve through theblowing process. When the liquid is cleared from thesystem, you will feel the clearing gas rattle through thevalve. Allow the blowing gas to surface, slowly open thevalve a little more. After about one minute of receivingbubbles, direct the facility PIC to close off the clearinggas valve. Slowly open the tank valve a little more untilall the test gas has been bled from the loading systemon the barge.

What should he have done to prevent this deck spill?He should have used the stack vent.

On 4/18/10, during rough weather, a skiff shiftedon the boat rack on the second deck, breaking a decklight and causing the outboard motor to fall off the skiff.No one was injured, but the cover to the outboard motorbroke; however, the motor was still operational. Uponfurther investigation the bow of the skiff had beensecured to the rack, but the stern was left unsecured.The skiff (bow and stern) should always be secured onthe boat rack to prevent the risk of injury from fallingobjects.

On 04-10-10 a relief captain on one of our vesselswas flattening out against the dock at Cox Eloi Bay. Indoing so, he pulled down a piling cluster. The facilitycontacted Plains, which in turn contacted ScottTownsend. The relief captain was questioned; he statedthat the pilings were in poor condition prior to the inci-dent, however no location deficiency report was evercompleted supporting this claim. It does little good toreport the poor condition of a piling cluster after an inci-dent. Had a report been turned in stating this prior tothe incident, the relief captain’s claim would have beensupported deflecting some if not all of the blame fromhimself and Settoon Towing. PLEASE make sure youreport all location deficiencies.

All employees currently have long-term disabilitycoverage that is paid for by Settoon Towing LLC.Because Settoon Towing pays the cost of thisinsurance, Internal Revenue Service (IRS) codestates that the benefits paid to you when you aredisabled will be taxed. To increase the paymentsa disabled employee receives by making themtax free, the employee would have to pay thecost of the long-term disability.Settoon Towing LLC will increase each employ-ee’s daily pay rate for the cost of the long-termdisability coverage plus 10% (to cover payrolltaxes). This premium will be deducted from yourpaycheck, and because you now pay the cost ofthe long-term disability, the benefits will be tax-free. You should have little or no change in yournet pay. Additionally, disabled employees receiv-ing long term disability benefits will receive 66%of their gross pay instead of the previous 60%.This means more money coming in at a timewhen it is most needed. Please note that if youwish to opt out of the LTD coverage, you will notreceive the increase in pay that covers the costof the insurance.

Employees who are currently enrolled in Short-term disability will see a 30% reduction in thecost of this coverage, and benefits will remainthe same. If you wish to add to Short-term dis-ability coverage please see Tana or Stephanietoday.Employees who are currently enrolled in Dentalcoverage will automatically be changed overfrom Guardian Insurance, our current dentalcompany, to Humana beginning June 1st, 2010.The change will give a 20% decrease in the cost,while all benefits will remain the same. Dimitrijoined the Settoon Towing family inSeptember of 2009 as a Deckhand.When he began, he had no prior serviceto the marine industry. We gave him theopportunity, which he took and ran with!He’s proved himself to be a fantastic

boat hand. He is scheduled and looks forward to attendingTankerman school this June.

Dimitri grew up in Houma, Louisiana and attended TerrebonneHigh School. He and his fiancé Brittany just celebrated the birthof their first child, Miss Jordyn Michele Trahan, born on March23, 2010. She weighed 5 lbs. 10 oz. and was 18 inches long.Dimitri and Brittany have a wedding date set for September 16,2011. They currently reside in Montegut, Louisiana.

When Dimitri isn’t working or spending time with his family, heenjoys racing four wheelers.

Will the oil slick help or hurt a storm from

developing in the Gulf?

• Evaporation from the sea surface fuels tropicalstorms and hurricanes. Over relatively calmwater (such as for a developing tropical depres-sion or disturbance), in theory, an oil slick couldsuppress evaporation if the layer is thick enough,by notallowing contact of the water to the air.• With less evaporation one might assume therewould be less moisture available to fuel the hur-ricane and thus reduce its strength.• However, except for immediately near thesource, the slick is very patchy. At moderatewind speeds, such as those found in approach-ing tropical storms and hurricanes, a thin layer ofoil such as is the case with the current slick(except in very limited areas near the well) wouldlikely break into pools on the surface or mix asdrops in the upper layers of the ocean. (Theheaviest surface slicks, however, could re-coa-lesce at the surface after the storm passes.) • This would allow much of the water to remain intouch with the overlying air and greatly reduceany effect the oil may have on evaporation.• Therefore, the oil slick is not likely to have a sig-nificant impact on the hurricane.Will the hurricane pull up the oil that is below

the surface of the Gulf?

• All of the sampling to date shows that exceptnear the leaking well, the subsurface dispersedoil is in parts per million levels or less. The hurri-cane will mix the waters of the Gulf and dispersethe oil even further.Have we had experience in the past with hur-

ricanes and oil spills?

• Yes, but our experience has been primarily withoil spills that occurred because of the storm, notfrom an existing oil slick and an ongoing releaseof oil from the seafloor.• The experience from hurricanes Katrina andRita (2005) was that oil released during thestorms became very widely dispersed.• Dozens of significant spills and hundreds ofsmaller spills occurred from offshore facilities,shoreside facilities, vessel sinkings, etc.Will there be oil in the rain related to a hurri-

cane?

• No. Hurricanes draw water vapor from a largearea, much larger than the area covered by oil,and rain is produced in clouds circulating thehurricane. The 2010 Atlantic hurricane season has begunand comes at a time when oil from a catastroph-ic spill off the Louisiana coast continues to spewinto the Gulf of Mexico.

The National Oceanic and AtmosphericAdministration has predicted an active season,with as many as 23 named tropical storms. Anestimated 8 to 14 storms could strengthen intohurricanes. Of those storms, three to sevencould become major hurricanes.

While scientists seem to agree that the extensive

oil slick in the Gulf isn't likely to affect the forma-tion of a storm, the real worry is that a hurricanemight turn the millions of gallons of floating crudeinto black surf crashing into our beaches andmarsh land. NOAA has released a factsheet onthe agency's response to the oil spill, whichexplains that hurricanes have a far greater foot-print than that of the oil slick at present (covering200 to 300 miles), and if this scale continues, the"anticipated impact on the hurricane would beminimal."

Recently a push boat operating “Lite Boat” in theHouston ship channel flooded and sank while inthe wake of a tractor tug resulting in the death ofa crew member and the narrow escape of twoothers. It appears that the vessel’s watertightdoors to the engine room had been pinned open.The push boat had very little freeboard and wasfully loaded with fuel and water. As it took thewake of the tractor tug, the vessel listed to oneside and down flooded the engine room througha watertight door that was left open. As it rolledto the other side, it took on more water, andeventually sank stern first on the bottom in theupright position. A crew member that was in theengine room was trapped by the incoming water

and drowned. Two other crew members narrow-ly escaped death after being trapped in aberthing area for over 10 minutes breathing froma pocket of air before escaping to the surfacethru a broken window.Watertight doors function to establish the water-tight integrity of the vessel and must always betreated as such. Although and open door mayseem like an insignificant issue, when the rightcausal factors align, the door can become adeath trap and result in terrible circumstances tothe vessel and the crew. The Coast Guardstrongly recommends to all operators of any ves-sel underway having watertight doors to CloseThem and Dog Them!
