    7. General Conditions :7.1 The short listed candidates will be considered for engagement on a fixed-term Contract basis, at any station

    within the region, subject to their Medical fitness, prescribed for the position.7.2 Candidates will have to bear the cost of the Pre-Employment Medical Examination(s), which could be between

    Rs.500/- and Rs.1000/. Any additional tests, if required, the additional cost thereof will also have to be borneby the candidate.

    7.3 Period of Contract : Fixed Term Contract for a period of three years OR till such time AIATSL has the Contractfor ground handling functions at Airport, whichever is earlier. This Contract could also be terminated earlier atthe discretion of the Management during the tenure of contract, and/or in the event of unsatisfactoryperformance. The job is transferable to any station in India.

    7.4 Emoluments : The job carries an all-inclusive package as indicated above plus Annual Retention Bonus asapplicable, is also payable.

    7.5 Relaxation of height requirement up to 2.54 cms ( 1 ) will be considered for Gorkhas, Garhwalis and thosehailing from North-East States & hilly areas. This relaxation will be granted to candidates who produce aCertificate of Domicile of these areas.

    7.6 Consideration of SC/ST/OBC candidates will be as per Government Directives on reservation of posts.7.7 SC/ST candidates called for Trade Test/Personal Interview (s), residing beyond 80 kms. from the Test Center,

    4. An ex-Servicemen who has once joined a Government job on civil side after availing of thebenefits given to him/her as an Ex-Servicemen for his/her re-employment, his/her Ex-Service-men status for the purpose of the re-employment in Government ceases.

    (d) Physically Challenged Persons (PC) Definition of Categories of Disabilities1) Orthopaedically Challenged (OC) person is one suffering from Locomotor Disability or

    Cerebral Palsy. Persons who suffer from not less than 40% of relevant disability (as certifiedby a Medical Board appointed by the Center/ State Govt). Locomotor Disability means disability

    of the bones, joints or muscles leading to substantial restriction of the movement of the limbs orany form of cerebral palsy. Cerebral Palsy means a group of non progressive conditions of aperson characterized by abnormal motor control posture resulting from brain insult or injuries

    occurring in the pre-natal, peri-natal, or infant period of development.2) Deaf & Hearing Impaired (HI) : The deaf are those persons in whom the sense of hearing is

    non- functional for ordinary purposes of life i.e. total loss of hearing in both ears. They do nothear, understand sounds at all even with amplified speech. Hearing impairment means loss ofsixty decibels or more in the better ear in the conversational range of frequencies.

    3) Visually Impaired (VI): The visually impaired persons are those suffering from blindness orlow vision. Blindness refers to a condition where a person suffers from any of the following

    conditions (i) total absence of sight, (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen)in the better eye with correcting lenses, (iii) Limitation of the field of vision subtending an angle

    of 20 degree or worse. Person with low vision means a person with impairment of visualfunctioning even after treatment or standard refractive correction, but who uses or is poten-tially capable of using vision for the planning or execution of a task with appropriate assistive

    device.The visually impaired (VI) candidates and candidates whose writing speed is affected by cerebral

    palsy (OC) can use their own scribe at their cost during the written examination. In all such caseswhere a scribe is used, the following rules will apply: 1.The candidate will have to arrange his/ her

    own scribe a his/ her own cost.2.The academic qualification of the scribe should be one grade lowerthan the stipulated eligibility criteria. 3. The scribe can be from any academic discipline. The scribeshould possess lesser marks than the candidate and not more than 60% marks in his own academic

    stream. 4. Both the candidates as well as the scribe will have to give a suitable undertaking, confirm-ing that the scribe fulfills all the stipulated eligibility criteria for a scribe as mentioned above. Further, in

    case, it later transpires that he/ she did not fulfill any of the laid down eligibility criteria or suppressedmaterial facts; the candidature of the applicant will stand cancelled, irrespective of the result of thewritten examination. 5. Such candidates who use a scribe shall be eligible for extra time of 20 minutes

    for every hour of the examination.III.Minimum Educational Qualification (As on 01.01.2010):

    (b)Candidates should be knowing to read, write and speak the language of the State/ UT forwhich vacancies are advertised and for which he/ she desires to apply.

    (A) All Educational Qualifications should be from a recognized Board/University/Institute. The

    Educational Qualifications prescribed for the posts are the minimum requirements for eligibility.

    (B) Candidates should ensure that he/she fulfills the eligibility criteria & other norms including being

    in possession of documents specified in this notification applying for any posts.

    4. Selection Procedure :

    Selection will be made on the basis of performance in the written test and interview taken

    together. Merely satisfying the eligibility norm does not entitle a candidate to be called for written

    test or interview.

    (a) The Written Test (Objective Tests + Descriptive Paper) will be as under:

    I Objective Tests consisting of (1) Test of Reasoning Ability, (2) Test of Numerical Ability,

    (3) Test of English Language, (4) Test of Clerical Aptitude, (5) Test of Computer knowledge.

    Note : The questions in Objective tests except for the Test of English will be printed in bilingual i.e.

    English & Hindi. There will be negative marks for the wrong answers in the Objective Tests.

    And

    II Descriptive Paper on English Comprehension (Qualifying Test)

    Note :The questions in Descriptive Paper will be printed in English & is for the purpose to evaluate the

    understanding power of candidates in English comprehension only The candidates will have to

    answer the Descriptive Paper in English only.

    III. Detailed information regarding the written test will be given in the information booklet which will

    be sent to the eligible candidates alongwith the Call Letter for the test.

    IV. The candidates must pass in each of the objective tests and the Descriptive paper. The

    marks obtained in the Descriptive paper do not reckon in the aggregate for merit ranking. The

    passing marks in each of the test including the descriptive paper will be decided by the Bank

    on the basis of the performance of all the competing candidates taken together in each test

    to a minimum required level. Candidates are also required to score a minimum in aggregate to

    be considered for being called for interview.

    (b) I nter vie w

    (i) Depending upon the number of vacancies, candidates who pass in each objective test and

    rank sufficiently high on the basis of the aggregate marks in the written examination would

    only be called for Interview.

    (ii) The candidates have to secure minimum passing marks in the Interview.

    (iii) Final selection will be made on the basis of the aggregate marks obtained by the candidates

    in the written test & interview and will be strictly according to merit depending upon the

    number of vacancies.

    (c) Probation :For Clerk cum Cashier - 6 months

    The candidate will remain initially on probation for a period of six months from the date of joining

    in the Banks service which may be extended at the Banks discretion. The confirmation to thepermanent establishment of the bank will be considered as applicable in the terms of Bipartite Settle-

    ment provided the work,conduct,general ability are found to be of the standard required by the Bank.5. Date of Written Test : 14.03.2010 (Sunday)

    7.Request for change of centre of Examination shall not be entertained . The Bank, however,reserves the right to cancel any of the Centers and/ or add other Centers, depending on the response,

    administrative feasibility etc. The Bank also reserves the right to allot the Candidate at any Centerother than the one he/ she has opted for and the right to waive any of the criteria for selection looking

    at the requirement and exigencies.

    8. Pre-Examination Training :

    It is proposed to impart free Pre- Examination Training to a limited number of Candidates belongingto Scheduled Castes/ Scheduled Tribes/ Minority Communities/ Ex Servicemen on First come

    first served basis at Lucknow / Bhubaneswar / Bhopal / Patna / Chandigarh /Hyderabad / Guwahati/Kolkata . Training centers may also be changed or even be cancelled at the

    discretion of the Bank. An eligible candidate who wishes to avail Pre-Examination Training should

    fill in the relevant column in the On-Line Application format. All expenses regarding travelling,boarding, lodging etc will be borne by the candidate for attending the Pre- Examination Training

    programme at the concerned Training Centre.9. HOW TO APPLY :

    (i) Candidates are required to apply On-Line through website www.allahabadbank.in No othermeans/ mode of application will be accepted

    10. Important Instructions :(i) Payment of application fee and/ or postal charges by Demand Draft /Cheques/ Money Orders/ Postal

The Central/ State Govt. may constitute Medical Boardsconsisting of at least 3 members out of which one shall be a specialist in the particular field for assessing loco

    motor/ cerebral/ visual/ hearing disability as the case may be.

    13. Action Against Candidates Found Guilty of Misconduct:Candidates are advised in their own interest that they should not furnish any particulars that are false,tampered, fabricated and should not surpass any material information while filling up the applicationform. At the time of written examination/ interview, if a candidate is (or has been ) found guilty of (i)using unfair means during the examination or subsequent selection procedure or (ii) impersonating orprocuring impersonation by any person or (iii) misbehaving in the examination hall or taking away the

    question booklet (or any part thereof ) / answer sheet from the examination hall or (iv) resorting to anyirregular or improper means in connection with his/ her candidature for selection or (v) obtaining supportfor his/ her candidature by unfair means, such a candidate may, in addition to rendering himself/ herselfliable to criminal prosecution, be liable :

    (a) To be disqualified from the examination for which he/ she is a candidate.(b) To be debarred either permanently or for a specified period from any examination or recruitment conducted

    Applications in the prescribed form (both short & long) are invited from Scheduled Tribe candidates

    only for recruitment to 17 (seventeen) posts of Assistant Engineer (Civil) (Examination Code-12,

    Post Code-107) in Group-B of Orissa Engineering Service underworks Department in the pay band

    of Rs.9,300-34,800/-carrying the grade pay of Rs.4,600/ - with usual allowances sanctioned by

    Government of Orissa from time to time. The posts are temporary but likely to be made permanent.

    2. VACANCY POSITION :

    (a) In the event of non-availability of eligible and suitable women candidates, the vacancies shall

    be filled up by suitable male candidates.

    (b) The number of vacancies to be filled up on the basis of this recruitment is subject to change

    by Government without notice depending upon the exigencies of public service at the

    discretion of the State Government.

    3. AGE : (i) A candidate must be above 21 years and below 37 years (relaxable limit of 5 yearsincluded) of age on the 1st August, 2009. The upper age limit is further relaxed upto 42 years of age

    in case of P.H. candidates and Graduate Engineers who are already in panel as per Water Resources

    Department Resolution No.470, dt.04.01.2002.

    Provided that a person who comes under more than one category mentioned above shall be eligible

    for only one benefit of upper age relaxation, which shall be considered most beneficial to him/her.

    (ii) The upper age limit may be fully relaxed in respect of candidates who have entered the State

    Government service as J.E. within the prescribed age limit but without qualification prescribed

    under clause (d) of Rule-9 of O.S.E. Rules, 1941 and have subsequently acquired the Graduate

    Engineering Degree while serving as such.

    (iii) The upper age limit may also be relaxed in respect of the D.L.R./ N.M.R. Graduate Engineers,

    who are working under the Works Department, Rural Development Department, Housing & Urban

    Development Department and Water Resources Department subject to the following conditions:-

    (a) The workers should have been engaged prior to 12.04.1993,i.e. prior to promulgation of ban

    on engagement of N.M.R./D.L.R. Job Contract Workers etc vide Finance Department Circular

    No WF-11-180/92-17815/F.,Dt.12.04.93.

    (b) They should have the minimum educational/technical qualification prescribed under para-4 of

    the advertisement for the post of Assistant Engineer (Civil).

    (c) They should be within the age limit prescribed for first appointment to Government service

    after deduction of the number of years they have worked underworks Department, Rural

    Development Department, Housing & Urban Development Department & Water ResourcesDepartment.

    SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

    Date of birth entered in the High School Certificate or equivalent Certificate issued by the concerned

    Board/Council will only be accepted by the Commission.

    4. EDUCATIONAL QUALIFICATION:

    A candidate must (a) hold a Degree in Civil Engineering from an Indian University or a Diploma in Civil

    Engineering from an Indian Engineering College; or (b) be an Associated Member of the Institution of

    Engineers Civil (India), or (c) hold a degree or Diploma in Civil Engineering from one of the Universities

    or Civil Engineering Colleges in the United Kingdom enumerated in the Appendix-l to this advertisement

    or have passed one of the examinations mentioned therein.

    5. HOW TO APPLY :

    (a) (i) Application Form : Candidates are required to apply to the Secretary to the Commission

    in the prescribed form which along with other particulars are obtainable in person from

    the office of the Orissa Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-

    753001 between 11.00 A.M. & 1.30 P.M. and 2.00 P.M. & 4.00 P.M. on any working day on

    cash payment of Rs.30/-(Rupees thirty) only or by registered post on remittance of

    Rs.70/- (Rupees seventy) only by money-order. Full name and address of the candidate,

    advertisement number and name of the post/service advertised must be specified in the

    money-order coupon in BOLD CAPITAL LETTERS.

    (ii) If money-order from any candidates, for supply of application form, is receivedIn the office of the O.P.S.C.after the last date for receipt of applications, no

    application form will be supplied to such candidates.

    (b) Submission of applications: Candidates are required to send their applications in prescribed

    form by Registered Post/Speed Post/Courier Service to the Secretary, O.P.S.C., 19, Dr. P.K. Parija

    Road, Cuttack-753001 . Applications received after the closing date shall not be entertained. The

    Commission will not take any responsibility if the application is not received in time. The candidates
