Overview of benchmarking initiativesUntil 1996, performance indicator systems in Moldova’s water

sector were applied for a short period of time and for internal use only. For example, during 1982-1990 a primitive database of water supply and sewerage utilities has been established by Ministry of Communal Services of Moldova to help in preparation of various documents for other institutions (Government, local authorities, etc.).

Since 1996 until present, data collection on indicators of Water and Sanitation Utilities, and their study and analysis are systematically and continuously executed in the Republic of Moldova. The following databases for Moldova currently exist and continue to develop as a result of years of activities performed by Moldova National Association of Water and Sanitation Utilities-AMAC:

1. Database for The International Benchmarking Network for Water and Sanitation Utilities (IBNET) contains information from more than 2000 utilities from 85 countries including Moldova. This database provides direct access to the world largest database for water and sanitation utilities performance data. In accordance to the methodology of the World Bank, collected and processed information comes in by e-mail of Energy and Water Department: [email protected] and is published on the website of the World Bank www.ib-net.org

2. Database on production and financial performance of Water and Sanitation Utilities members of Moldova National Association of Water and Sanitation Utilities- AMAC

is created in accordance to the methodology of the

Executive office of Association. It consists of 431

indicators of operational and financial performance

of all 40 of Utilities members of AMAC, who provide

over 95 % of the services of centralized water supply,

sewerage and wastewater treatment in Moldova.

Database is published on the website of Moldova National Association of Water and Sanitation Utilities (Moldova Apă-Canal) - AMAC www.amac.md, as well as a short version of database in the form of an interactive map of Moldova.

In the Database IBNET development involved:

The Water and Sanitation Utilities, members of Moldova National Association of Water and Sanitation Utilities- AMAC. They fill out a standard forms of information related to their utility and perform the verification of the data presented in the standard forms,

The Executive office of Moldova National Association of Water and Sanitation Utilities (Moldova Apă-Canal)-AMAC is working on dispatch of standard forms and instructions, advises utility specialists, verifies and analyzes the data presented, executes and represents the documents to the World Bank in E-form. In a subsequent period the final materials are published on the Association web site www.amac.md

National Association of Water and Sanitation Utilities (Moldova Apă-Canal)-AMAC is marked among the 15 regional and national partners of the IBNET on their web site www.ib-net.org , which is the proof of partnership and quality of reporting. 

The World Bank team processes, calculates about 30 out of 112 indicators for the country and publishes this information to the web site www.ib-net.org

In the process of developing the Database on production and financial performance of Water and Sanitation Utilities members of Moldova National Association of Water and Sanitation Utilities - AMAC involved:

National Bureau of Statistics of the Republic of Moldova develops and approves the form of statistical reports and instructions for filling them out,

Ministry of Finance of the Republic of Moldova develops and approves the forms of financial statements and instructions for filling them out,

The Water and Sanitation Utilities, members of Moldova National Association of Water and Sanitation Utilities- AMAC. They fill out a standard forms of reports related to their utility and perform the verification of the data presented in the reports,

The Executive office of Moldova National Association of Water and Sanitation Utilities (Moldova Apă-Canal)-AMAC develops and corrects the methodology, and also is working on development and dispatch of statistical reports and instructions, advises utility specialists, verifies and analyzed the reports presented, executes the database in E-form. The database is published on the Association web site www.amac.md, printed at the publishing house of 200 copies (edition of 2012) and distributed for free to stakeholders.

Managers and professionals who use the databases to assess their enterprise and for comparison with other utilities that operate under the same conditions,

Policy and decision makers at national and regional level, local and international experts working on water and sanitation utilities use databases as a source to analyze water sector and separate utilities performance,

Non-governmental organizations, journalists and other interested parties using the information for professional work.

All databases are in electronic and printed form and are available for a wide range of stakeholders. There is a simplified database in the form of an interactive map developed in addition to the two large databases with a significant number of indicators. Databases are operational, contain information for the last 17 years on all 40 of Utilities members of AMAC, who provide over 95 % of the services of centralized water supply, sewerage and wastewater treatment in Moldova.

Short-term goals for benchmarking/performance indicator systems in the country consist of the following major activities:

Improved procedures for information collection, including increase in the accuracy of indicators, greater scrutiny of information, eliminating errors etc,

Continued efforts to further improve the statistical reporting,

Inclusion of additional indicators on the quality of drinking water and treated wastewater, infrastructure investment and investment efficiency etc.
