A network is a specific form of collaboration between several organisations or between few protagonists, who decided on a volunteering basis to collaborate around certain common activities. Networks often arise organically because there is a need for international communication, exchange, sharing knowledge or experiences or simply because of a perceived need for international collaboration or representation of the sector (Sluys & Verbeke 1999).

Following World War II the desire for reconciliation and peace-building led to the formation of a first wave of European networks through culture. The European Festival Association for example was undoubtedly linked to the creation and development of the European Community after the WOII.

A second wave took place in the 1990s. Cultural Networks became very popular after the fall of the Berlin wall and the approval of the European Treaty of Maastricht, the First European Treaty in which a cultural paragraph was included (article 128, 1992). A common belief in a unified Europe based on cultural diversity was an important engine for the creation of new cultural networks. ENCATC was founded during this period.

The context has now drastically changed. The European Union has enlarged to 27 Member States and because of migration, terrorism, and a lack of European leadership, the confidence of the citizens in the European institutions has never been so low. Since the Berlin Conference ‘A Soul for Europe’ in 2004, the European Commission is trying to strengthen the notion of ‘European identity’ through culture. Different programs for Culture have been steadily developed since 2007. Not so long ago, the Commission even organised a reflection about her own existence;

It is in these circumstances, that we need to appreciate that the role of cultural networks has multiplied further; not least because they bring people together, they want to stimulate exchange and the mobility of artists and also can stimulate the debate about the role of culture for society and Europe.

In 2007 EFA organised a conference on the future of cultural networks (Give, Get or Get off! Challenges of cultural networking today). Ten years later, many of these same insights are still relevant but nevertheless ENCATC wants to go a step further, look back after 10 years and rethink the role of cultural networks in the future.

At the occasion of our 25th anniversary, ENCATC wants to reflect on the future role of networks in the cultural sector. Created as a network in 1992 to foster the relations with our cultural partners in Eastern Europe, ENCATC wants to look at the future and, in particular, the future of cultural networks in general during its Annual Congress from 27 to the 30 September in Brussels.

Gain knowledge about the role, the value and the sustainability of European and international networks

Advance the debate, develop new ideas and proposals on governance, leadership, new business models, evaluation and internationalization of networks

Provide a unique space for capacity building and peer learning for academics, emerging and experienced researchers, practitioners, policy makers and artists

Promote networking among academics, researchers, professionals and representatives from various EU institutions, governments and European and international networks

Contribute raising the level of knowledge on the key role played by cultural networks in the shaping of a sustainable cultural sector and the inclusion of culture and the arts in the long-term strategic goals of the European project

Therefore, we can ask what is the real value of cultural networks? Why are they essential? And are networks the right format to communicate and meet each other nowadays? Together with other cultural networks located in Brussels we want to question ourselves. The following questions will be discussed:

• What is cultural networking today? How do we use digitalisation to involve the members of our network? Also vice-versa: What is the added value of joining a network for them? What is the network functionality? What is the quality of the relations?

• How can cultural networks measure their own impact on society? Are networks capable to develop their own indicators in order to measure their impact? What kind of models are there?

• How entrepreneurial are cultural networks today? Which business model are they looking to develop? How sustainable are they? Are they capable of collecting other financial resources in addition to membership fees and funding from Europe?

• How can cultural networks collaborate internationally? Which strategies are networks using? Should we create a network of networks instead of internationalizing?

The main question during the congress will be: What is the good practice of networking? What can we learn from each other?

At the end of the congress we hope to develop some recommendations.

4th ENCATC Research Award Competition CALL FOR APPLICATIONS - OPEN TO EVERYONE

The ENCATC Research Award on Cultural Policy and Cultural Manage-ment is granted to a recently published PhD thesis from anywhere in the world, exploring, through comparative and cross-cultural research, issues at stake and taking a step from evaluative (descriptive) to comparative applied research. In addition, the ENCATC Award is rewarded to a PhD thesis that can inform policy making and benefit practitioners active in the broad field of culture.

8th Annual ENCATC Research Session This call is closed

ENCATC invited abstracts or thematic session proposals for the 8th An-nual ENCATC Research Session which will take place on Friday, 29 Sep-tember as part of the 25th ENCATC Congress (27-30 September in Brus-sels). Proposals were accepted from any relevant discipline considered that they make an original academic contribution to the study of arts management and cultural policy. Selected articles will be published in an e-book with ISBN.

Mobility First! – ASEF Cultural Mobility Initiative Are you an artist or cultural professional seeking funding for international travel to attend a conference, residency or train-ing?

Through this new initiative, ASEF supports the mobility of artists and cultural professionals for cross-border activities that include participation in events, networking, research and collaborative meetings. Mobility support is provided to selected individuals for travel from Asia to Europe, Europe to Asia & within Asia.

Applications from artists, cultural professionals & arts organisations are welcome. All applicants must ensure that the activi-ty/event will commence at least 10 weeks after the application is submitted.

ASEF will be announcing a total of up to 10 selected artists, cultural professionals, & organisations every first week of the month from May until October 2017 (6 rounds).

The deadline for 2017 applications is 15 September 2017.

Mobility Funding Guides Since 2012, the Asia-Europe Foundation (ASEF) and On the Move (OTM) have jointly presented the Mobility Funding Guides for International Cultural Exchange in 51 countries part of the Asia-Europe Meeting (ASEM).

These guides provide a comprehensive and updated list of funding opportunities for the cultural mobility of artists and cul-tural practitioners in Asia and Europe, where cultural mobility is defined as “the temporary cross-border movement of artists and other cultural professionals.”

UNDER THE PATRONAGE OF:

When the UNESCO Constitution was adopted, in November 1945 – shortly after the world witnessed the most destructive war in history – the international community was firmly convinced that moral solidarity could be best achieved amongst people via close cooperation and with the intellectual community in the various states, because “Since wars begin in the minds of men, it is in the minds of men the defences of peace must be constructed” (16 november 1945 – UNESCO constitution.)

As a direct result of this approach, civil society’s involvement in UNESCO’s activities lies at the heart of the organization. UNESCO is the sole organization within the UN framework to operate with a system of national commissions so as to involve intellectual and professional communities and major cultural, scientific and educational institutions in the organization’s activities.

Against the background of Belgium’s federal state structure, there are currently two Belgian UNESCO Commissions. The decision concerning the creation and composition of a new Flemish Commission for UNESCO was taken in 2003. Flanders then had its own body to offer the Flemish Government advice about UNESCO matters and promote Flanders-UNESCO cooperation.

The Flemish Commission for UNESCO represents the expertise available to Flanders in specific areas covered by UNESCO’s fields of activity: education, social sciences, natural sciences, culture, communication and information. The commission operates as a contact point which can help UNESCO as an organization in focusing and developing its programs. The commission ensures citizens, and the intellectual community in particular, are kept informed about UNESCO’s activities, mutual cooperation between civil society and the organization is facilitated. A commission for UNESCO also lends support to its own government by offering advisory opinions about UNESCO issues.

Creative Europe is the new EU programme to support European cinema and the cultural and creative sectors, enabling them to increase their contribution to jobs and growth. With a budget of €1.46 billion1 for 2014-2020, it will support tens of thousands of artists, cultural and audiovisual professionals and organisations in the performing arts, fine arts, publishing, film, TV, music, interdisciplinary arts, heritage, and the video games industry. The funding will allow them to operate across Europe, to reach new audiences and to develop the skills needed in the digital age. Located in the heart of Europe, Brussels is easily accessible by train from Paris, Amsterdam, London, Luxembourg, and Cologne. Geographic proximity gives Brussels all the advantages of a well connected capital city coupled with the quality of life of a large and lively town.

Home to world renowned cultural institutions, Brussels is an exciting destination for cultural enthusiasts! The city is has over 80 museum and has been home to famous Belgian artists. Belgian surrealist René Magritte, for instance, studied and lived in Brussels, as did the avant-garde dramatist Michel de Ghelderode. The city is also a capital of the comic strip with large motifs and murals of comic book characters painted on buildings. Its performing arts scene is also booming with the Kunstenfestivaldesarts, the Kaaitheater and La Monnaie among the most notable institutions. Also particularly striking are the buildings in the Art Nouveau style, most famously by the Belgian architects Victor Horta, Paul Hankar and Henry Van de Velde. Some Brussels districts were developed during the heyday of Art Nouveau, and many buildings are in this style.

The city is home to all the major European institutions. As the official seat of the EU, Brussels is an attractive location for many other political and economic decision-making entities, as well as European and international businesses, organisations, NGOs, and networks.

It’s no surprise with its location and attractiveness for European and international organisations, Brussels is one of the most cosmopolitan cities in the world. Foreigners make up 27% of the population, not including those who have taken Belgian citizenship. Moreover, Brussels is the location

for 40,000 EU employees, 4,000 NATO employees and hosts about 300 permanent representations: lobby groups, embassies and press corporations.

As an open and welcoming city, today Brussels is continuing a long tradition of hospitality and exchange. One of Europe’s greenest capitals, visitors and locals alike enjoy the many public parks. Its strong multicultural composition translates to an offer and broad mix of world food and music. The city is well known for serving traditional Belgian beer, “moules-frites”, waffles, and chocolate. Brussels Airport is the number one selling point of chocolate around the world, selling 1,5 kg of chocolate a minute.

There are three official languages in Belgium: French, Dutch (Flemish) and German. Language is such an important part of the political and cultural infrastructure that the country created an official language border between the north and south and also a third region which is Brussels. In Brussels, people mostly speak French, but it is officially bilingual so all public signage and documents are in both languages.
