    1. Public Safety Police/Public

    Clarence E.

    LightnerPublic SafetyCenter

    The Clarence E. Lightner Public

    Safety Center will consolidate theCitys public safety operations andother local government offices andfunctions into a 16-story, state-of-the-art facility in DowntownRaleigh. A centralized location forpublic safety operations wouldenhance the readiness andeffectiveness of public safetyagencies. LEED Gold certificationwould be met at a minimum toreflect the Citys commitment toenvironmental stewardship andconservation. In addition, theproject will create at least 2,893new jobs.

    $205,000,000 for

    construction.

    2. Transportation Transportation Purchase ofNew CATBuses

    The City of Raleigh would like toincrease its fleet of Capital AreaTransit buses to accommodate ahigher level of service to ourresidents. A larger fleet wouldallow the City to expand routesand in turn, promote greater useof public transportation and furtherdemonstrate its commitment tobecoming a 21

    stcentury city of

    innovation focused onenvironmental, cultural andeconomic sustainability.

    $4,200,000 for thepurchase of 14 newbuses.

    3. InformationTechnology

    InformationTechnology

    Fiber Network The Citys current data networkoperates at low speeds and highcosts. The City is in the process ofinstalling a new fiber infrastructurefor its traffic management systemand would like to expand thenetwork to include approximately120 public buildings and manyother community anchorinstitutions.

    $12,000,000 for theexpansion of the fibernetwork and thepurchase of the fibertechnology andnetwork and wirelessequipment.

    4. Police Police/PublicSafety

    TechnologyUpgrades

    The Raleigh Police Departmenthas plans to install a Wireless IPVideo Infrastructure, recordsmanagement system, and fixedlicense plate recognition camerasand touch screen laptops in policevehicles. These technology

    upgrades will enhance firstresponders with the capability, ona long term basis, to efficientlyand effectively mitigateunforeseen and anticipatedevents. Funding will afford thenecessary equipment andinfrastructure for public safety torespond to emergencies and savelives.

    $5,006,300 for thepurchase andinstallation ofWireless IP VideoInfrastructure, arecords managementsystem and license

    plate recognitioncameras and touchscreen laptops forpolice vehicles.

    5. Water andSewer Service

    Dempsey E.Benton WaterTreatmentPlantBackwater

    Waste Facility

    The Dempsey E. Benton WaterTreatment Plant is a new 20million gallon per day facility thatis currently under construction andscheduled to come online in

    February of 2010. Wastetreatment facilities are necessaryto process filter backwash andsedimentation residuals that aregenerated form the water plant.The City received $500,000 inappropriations funds for thisproject for FY 2010.

    $5,800,000 forconstruction.

    6. EnergyEfficiency

    Energy Efficiency DigitalLightingManagement(DLM)Technology

    Digital Lighting Management(DLM) Technology includes plugand play lighting controls thatautomatically configure to themost energy efficient sequence ofoperation in each room based oncomponents in the system. DLMprovides convenient, energysaving control of dimmed andswitched loads.

    DLM meets and exceeds energycode requirements, saves moreenergy than conventional controls,and provides an unprecedentedreturn on investment for both newconstruction and retrofit projects.

    $845,000 forequipment,installation, and tie-into the automationsystem & emergencymanagementdashboard in theAvery C. UpchurchMunicipal Buildingand One ExchangePlaza.

    Policy Items

    1. Advocate for full federal funding of the Energy Efficiency and Conservation BlockGrant (EECBG) Program to assist local and state governments to develop andimplement comprehensive energy efficiency strategies.

    2. Advocate for carbon allowances for mass transit and local adaptation initiativesand offset credits to help local governments finance additional investments ingreen infrastructure and clean energy projects.

    3. Advocate for full federal funding of the Clean Cities program, a government-

    industry partnership designed to reduce petroleum consumption in thetransportation sector by advancing the use of alternative fuels and vehicles, idlereduction technologies, hybrid electric vehicles, fuel blends, and fuel economymeasures.

    4. Advocate for full federal funding of the Climate Showcase Communities Initiativeto provide grants that help local governments implement innovative programsand projects to reduce greenhouse gas emissions.

    5. Advocate for full federal support of the Sustainable Communities Initiativethrough the Environmental Protection Agency. The HUD-DOT-EPA Sustainable

    Communities Initiative seeks to improve access to affordable housing, providemore transportation options and lower transportation costs while protecting theenvironment and addressing the challenges of climate change.

    6. Advocate for additional funding for clean vehicles and alternative fuelsinfrastructure. Reauthorization of federal transportation legislation should fundlow-emission busses, clean local fleets, and local alternative fuels infrastructure.
