4.1 9erie

Ehen a 82 is switched on- a public land mobile networ" (P7M&) is selected and the 82 searches for a suitable cell ofthis P7M& to camp on. 1riteria for cell selection and cell re;selection between radio access technoloies (/Ts)described in this document only consider radio criteria. %n addition to /T- the P7M& type may differ as well. %n this

specification- the term P7M& is used as a eneric term coverin both G!M MP and &!%;64 type of P7M&s.ccordin to the type of P7M&- the way to identify it can be different. %f the P7M& type is G!M- the P7M& isidentified by #P7M& identity# and if the P7M& type is &!%;64- the P7M& is identified by #!%5#

The &! shall provide a list of euivalent P7M&s- if available- that the ! shall use for cell selection and cellreselection.

The 82 searches for a suitable cell of the selected P7M& and chooses that cell to provide available services- and tunesto its control channel. This choosin is "nown as Hcampin on the cellH. The 82 will- if necessary- then reister its

 presence- by means of a &! reistration procedure- in the reistration area of the chosen cell and as outcome of asuccessful 7ocation /eistration the selected P7M& becomes the reistered P7M& C,D.

%f the 82 finds a more suitable cell- it reselects onto that cell and camps on it. %f the new cell is in a different reistrationarea- location reistration is performed.

%f necessary- the 82 shall search for hiher priority P7M&s at reular time intervals as described in C?D and search for asuitable cell if another P7M& has been selected by &!.

 &OT2A or //1 connected mode the reuirements for the search for hiher priority P7M&s are defined in C6D.

%f the 82 loses coverae of the reistered P7M&- either a new P7M& is selected automatically (automatic mode)- or anindication of which P7M&s are available is iven to the user- so that a manual selection can be made (manual mode).

/eistration is not performed by 82s only capable of services that need no reistration.

The purpose of campin on a cell in idle mode is fourfoldA

a) %t enables the 82 to receive system information from the P7M&.

 b) Ehen reistered and if the 82 wishes to establish an //1 connection- it can do this by initially accessin thenetwor" on the control channel of the cell on which it is camped.

c) %f the P7M& receives a call for the reistered 82- it "nows (in most cases) the reistration area of the cell inwhich the 82 is camped. %t can then send a HpainH messae for the 82 on control channels of all the cells inthe reistration area. The 82 will then receive the pain messae because it is tuned to the control channel of acell in that reistration area and the 82 can respond on that control channel.

d) %t enables the 82 to receive cell broadcast services.

%f the 82 is unable to find a suitable cell to camp on- or the 8!%M is not inserted- or if the location reistration failed(e'cept for 7/ rejected with cause K46 or cause K4,- see C,D and C4:D)- it attempts to camp on a cell irrespective of theP7M& identity- and enters a Hlimited serviceH state in which it can only attempt to ma"e emerency calls.

The idle mode tas"s can be subdivided into three processesA

82 shall maintain a list of allowed P7M& types. The allowed P7M& type can be G!M;MP only- &!%;64 only or both. 5urin P7M& selection- based on the list of allowed P7M& types and a list of P7M& identities in priority order-the particular P7M& may be selected either automatically or manually. 2ach P7M& in the list of P7M& identities can

 be identified by either #P7M& identity# (G!M;MP) or #!%5#. %n the system information on the broadcast channel- the82 can receive a #P7M& identity# (G!M;MP) or a #!%5# or a #P7M& identity# (G!M;MP) and a #!%5#- in a iven cell.or a iven cell- the 82 miht receive several #P7M& identities# from the system information on the broadcast channel.The result of the P7M& selection is an identifier of the selected P7M&- the choice bein based on the allowed P7M&types- 82 capability or other factors. The search for P7M&s on the rest of the carriers may be stopped on reuest of the &!. The 82 may optimise thissearch by usin stored information of carrier freuencies and optionally also information on cell parameters- e..scramblin codes- from previously received measurement control information elements.

Once the 82 has selected a P7M&- the cell selection procedure shall be performed in order to select a suitable cell ofthat P7M& to camp on.
