    Here is a Cabinet Office list dated the 26 August, 2010, of quangos andother public bodies to be axed or merged by the coalition government,

    which was obtained by BBC One's Politics Show.It includes a letter from Cabinet Office minister Francis Maudeto Deputy Prime Minister Nick Clegg outlining the proposals.

    This is not a final list - negotiations are still ongoing aboutwhich bodies are to be axed.

Ipropose the following articulation:v Improving Ministerial responsibility for equalities and fairness issues: The package ofreforms is aimed at increasing accountability and, in a number of cases, we are aimingto do this by bringing functions previously carried out by arms length bodies intodepartments. This reflects the importance placed on equalities and fairness by thegovernment and the reforms ensure that Ministers in future take direct responsibilityfor decisions on these issues rather than placing them at arms length. Improving the performance of the public equalities and fairness landscape: The

    1 landscape of public bodies operating in the equalities and fairness space is overly^complex, diffuse and difficult for citizens to navigate. We are streamlining andsimplifying this landscape to improve clarity and to ensure that those bodies we doretain are strongly focussed on the activities that matter most. Reforms to many ofthese bodies will ens ure that they are not distrac ted by numerous other responsibilitiesand can carry ou t their functions in a more accountable way.

    Policy context: This reform programme sits within a broader policy context, set outwithin the Programm e for Gove rnment, and embedded in departmental structural,.; .reform plans. . ' Economic choices : The re is a need across activities to meet the challenge presentedby a tighter fiscal position and we need to make hard choices about what we cansustainable afford. Implementation: We are seeking agreeme nt from MAC in principle for reform of thebodies in this p ackage. Discussions on implementing the cha nges will allow us toconsider detailed proposals for how functions should be carried ou t going forward. '

    Scientific advisory committeesThe public bodies review has identified that some bodies, particularly those providing ?-{advice on very specific issues or on a time limited basis, could be run more efficiently as'expert scientific committees' that operate independently of departments or which arereconstituted on a short-term basis and/or with new membership. Cabinet Office officialscan work with departments to support this restructuring.In order to ensure reforms are carried out in accordance with the Principles of ScientificAdvice to Government, I propose that where departments consider reconstituting bodiesas expert scientific committees, they seek to put in place the following safeguards. Thisapproach has been agreed with the Minister for Universities and Skills and with theGovernment Chief Scientist: Expert scientific committees must be set up, recruited and provide independent advice; in line with the government's Principles for Scientific Advice and CoPSAC (the Code of

    Practice for Scientific Advisory Committees) Escalation routes in place to ensure advice from expert scientific committees can be

    submitted directly to Ministers, as appropriate. For departments who are significant users of science and/or have a large number of

    expert scientific committees or other science advisory bodies that it is good practice tohave an overarching departmental Science Advisory Council with oversight of all suchscientific advice bodies.

    Ongoing governanceand reviewI have already extended many existing controls and requirements to NDPBs, put in placea new pay approval process to control top pay, and am in the process of introducing newpay disclosure and transparency measures for senior staff. In addition, the CabinetOffice will in the New Year (after consultation with departments) be issuing new guidancefor departments on NDPBs -which will require a more robust challenge of proposals toset up new NDPBs, a tighter control framework for managing NDPBs and more.transparent and regular reviews of NDPBs, with greater central oversight. I will also beworking with the Liaison Committee and the Public Administration Select Committee tostrengthen select committee scrutiny of public bodies and of appointments to the boardsof public bodies.

    Colleagues have made good progress in assessing and agreeing reforms totheir public bodies. The overall package represents a substantial set ofreforms which go a long way to realising the Government's objectives forincreased accountability and reductions in the number of public bodies aswell as reducing the costs of these bodies to the taxpayer.For some bodies, discussions with the relevant Secretary of State are stillunderway, or a departmental review of that body is in process. It is importantthat colleagues seek resolution on those bodies in early September so thatwe can include any required legislative measures within the Public Bodies Billwhere possible, and I have written to secretaries of state to encourage swiftprogress on this issue. Where ii has not been possible to reach agreement, Iintend to chair an informal ministerial 'star chamber' to resolve thosediscussions in early to mid September, writing again to Home AffairsCommittee at that stage to seek clearance for the star chamber'srecommendations.In summary, the reform package currently comprises:

    180 bodies abolished as public body 124 bodies merged with another body 56 bodies retained but subject to substantial reform* 282 bodies to be retained* 100 bodies still to be agreed because final discussions or a

    departmental review are underway.This means that, as it currently stands, 24 per cent of bodies are beingabolished or will no longer be a public body, 17 per cent are being merged,and 8 per cent are being substantially reformed. In total 49 per cent of allthe these bodies will be radically reformed, and this is likely to risefollowing final decisions.Please note that some of these bodies have already received Home Affairsclearance where agreement was sought early as part of a wider policyinitiative, or are currently the subject of a write-round. These are marked inAnnex B with an asterisk. There may be a further separate write-round onsome proposals.The Committee is asked to agree in principle the reform decisions,accepting that irnplementation will require legislative powers in many casesand further departmental implementation planning.For bodies that are to be retained, it is important to highlight that in manyinstances secretaries of state are still committed to substantial reforms overthe medium term. I am also strengthening the Government's ongoingmonitoring and review requirements for public bodies to ensure that they areaccountable and transparent and that we have more robust controls in futureover their creation and retention.Communications and announcements

    It is vital that we plan for the substantial communications implications of thisreform programme. Several departments have already made announcementsrelating to their public bodies and, whilst this has been helpful in order to set

    .the reforms in context and to publicly demonstrate progress, I have nowagreed with the Prime Minister that there should be no furtherannouncements until we have reached collective agreement on the packageof reforms. This means that in September I should be in a position to makean overarching, contextualising announcement about the reforms programmewhich departments can then follow with more detailed announcements abouttheir respective reforms. It is important that announcements are sequencedin this way, and that they reinforce our main objective in this work, which is toincrease the accoun tability of sta te activities,Handling appointments to public bodiesBetween now and the implementation of reforms there will be instances ofvacancies arising on the board of a public body. Whilst in some cases it willbe necessary to fill the position to meet a statutory requirement or provideleadership during a transition period, this should be avoided if at all possibleand the primary principle should be to minimise costs to the taxpayer. TheCabinet Office will therefore be amending the process for makingappointments to public bodies, ensuring more central coordination in future.More details can be found in Annex C.Devolved IssuesA number of these proposed changes affect public bodies that operate withinthe devolved administrations, and there are also potential opportunities beingexplored for further rationalisation of the public bodies landscapes within thedevolved administrations. Devolution is therefore a key consideration for thereform programme and for the Public Bod ies B ill.Cabinet Office officials are supporting departments in discussions with theterritorial offices and the devolved administrations, but it will be veryimportant that individual departments write to their counterparts in otheradministrations to advise them on the details of any proposed reforms andwork with the devolved administrations to support rationalisation of publicbodies in Scotland, Wales and Northern Ireland,Local / geographic impactWe need to take a proactive approach to managing the local impact ofreductions in employment arising from this reform programme, particularly(but not exclusively) in those areas outside London and the South East.My officials are working with CLG and other departments to understandpossible reductions by local authority area, and I will includerecommendations resulting from this ana lysis in the further write round toHome Affairs Committee. Departments will need to consider how to supportgeographical areas that are disproportionately affected, for example throughrelocation programmes, phasing of reductions, and complimentary economicdevelopment and employment programmes. They may also wish to considerthe role of the Reg ional Growth Fund, pro posa ls for which are currently out toconsultation.

    Cross-cutting issues and impact on types of public bodyCabinet Office officials are continuing to work with yours to review theemerging landscape and address the cross-cutting issues that arise from thiswork. There are both opportunities and challenges associated withdeveloping a more coherent approach, such as the chance to have aconsistent approach to different types of pubic body that exist acrossgovernment:Scientific advisory committeesThe Government is committed to evidence-based policy making and to thePrinciples of Scientific Advice to Government which are now enshrined in theMinisterial Code. Cabinet Office has been working with the Chief Scientistand Government Office for Science and other departmental colleagues toidentify whether there are more accountable and effective w ays to secure thedelivery of independent, high quality scientific advice to government whichensures we can both deliver the objectives of public bodies reformprogramme, and meet the Principles of Scientific Advice, A proposedapproach has been agreed with the Minister for Universities and Skills andwith the Government Chief Scientist, and is included in Annex C. I would begrateful for your agreement to these principles,Pay Review BodiesGovernment values the expertise and independent role of Pay ReviewBodies and therefore, in the context of the upcoming spending review andexisting pay restraint, although they have been included within the scope ofthis review no changes are proposed (this is with the exception of the SchoolSupport Staff Negotiating Body, in recognition that this workfo rce is not bestserved by such a national approach to pay and reward negotiations).RegulatorsMany bodies performing a regulatory function are NDPBs and have beenincluded in the scope of this work , and reforms have been proposed to thesebodies where this is appropriate.Whilst there had been discussions as to whether the Public Bodies Bill couldbe used to impose sunset clauses on regulators, i am keen to ensure that thescope of the Bill remains focused on public bodies. I therefore propose thatthis Bill is not the most appropriate vehicle, but that we consider alternativeapproaches. This could include a separate legislative vehicle, but in themeantime ! suggest that we take a consistent approach to the ongoinggovernance and review of ail bodies, making use of a strengthenedgovernance framework (discussed in more detail below) and considering howwe could use the Public Administration Select Committee to support thesearrangements, This would of course include those regulators that are publicbodies.Equalities and fairness bodiesA number of reforms are proposed to bodies that have a remit in support ofequalities or fairness issues, it is important that,the broader rationale for

    these reforms is clearly articulated, and a proposed narrative is included inAnnex G..

    CharitiesA small number of bodies within the review are established charities, andwhere changes to the status of a charity are under consideration you areasked to seek and consider specific legal advice on how reforms can behandled for that particular body,It is generally understood that NDPB status can be removed if theorganisation intends to continue its charitable function as before, but withindependence from G overnment.The Public Bodies BillWhere primary legislation is required, the Public Bodies Bill will provide thestatutory framework for effecting the changes agreed through the PublicBodies review process. It will not be the only legislative vehicle: where it ismore appropriate, some of the agreed reforms will have their legislativeunderpinnings in departmental bills that help set the changes in context. ThePublic Bodies Bill is scheduled for introduction in the week commencing the18 October 2010 with the aim of achieving Royal Assent by summer 2011.Clearance from the Parliamentary Business and Legislation Committee willbe sought for the final Bill and all accompanying documentation prior tointroduction.I would like to ask colleagues for their help in agreeing reforms as soon aspossible in order that they can be included in the Bill where this is necessary,ImplementationFor some departments the reforms set out in this paper will have a significantimpact on the public sector landscape and will require extensiveimplementation planning. It is the responsibility of departments to undertaketheir own implementation work, although the Efficiency and Reform Group issupporting this by arranging some cross-departmental networks to enablesharing of expertise and is developing some guiding principles on effectivemanagement of staffing issues and disposal of assets.My officials are working with yours on implementation, and have asked foroutline plans to be submitted to Cabinet Office during September. We willalso be asking departments to undertake impact assessments for their ownreforms, including the impact of changes to work volume or demand, andfeed into our broader impact assessment for the Public Bodies Bill. I wouldlike to ask colleagues for their assurance that they have the governancearrangements and the resources in place to achieve this.Reductions in staff numbers and other winding-up measures will haveassociated costs, and departments will be expected to meet these fromwithin the settlement they agree as part of the Spending Review, My officialswill work with yours and with HM Treasury in the run up to the SpendingReview to look at the financial impact of the reforms.
