COEFFICIENT RANKING SYSTEM
Reference period
The elite round coefficient ranking list is established for the elite round draw on the basis of the
associations’ results in the qualifying round of the current competition.
Match points
Points are awarded for each match played in the qualifying round.
Points are awarded as follows: 3 points for a win; 1 point for a draw; 0 points for a defeat.
Coefficient calculation
Each association’s elite round coefficient is calculated by adding up the points obtained in the qualifying
round, then dividing the total by the number of matches played.
If two or more associations have an equal elite round coefficient, the following criteria are applied, in the
order given, to determine their final rankings:
a) better goal difference;
b) higher number of goals scored;
c) lower disciplinary points total based only on yellow and red cards received in the qualifying round (red
card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
d) higher position in the qualifying round coefficient ranking list;
e) drawing of lots.
DRAW PROCEDURE
The 28 associations will be drawn into 7 groups of 4 teams, as follows:
Pot A (green balls)
Associations ranked 1 to 7
Pot B (blue balls)
Associations ranked 8 to 14
Pot C (yellow balls)
Associations ranked 15 to 21
Pot D (red balls)
Associations ranked 22 to 28
The draw will start with Pot D and end with Pot A. Each pot will be emptied before moving to the next pot.
Elite round draws

First draw phase
The teams in Pot D will be drawn one after another and placed in the fourth position in Groups 1 to 7.
Second draw phase
The teams in Pot C will be drawn one after another and each one placed in the third position in one of
the seven groups.
Third draw phase
The teams in Pot B will be drawn one after another and each one placed in the second position in one
of the seven groups.
Fourth draw phase
The teams in Pot A will be drawn one after another and each one placed in the first position in one of
the seven groups.
For both competitions, the teams will be allocated to groups in numerical order in such a way as to ensure
that no winners and runners-up from the same qualifying group meet each other in the elite round. If
clashes arise, the team drawn will be moved to the next available group. The draw continues by first filling
the slot left vacant. If clashes arise in the last three or four groups, the teams will be allocated to groups
appropriately.
There is no protection with regard to teams that finished third in their qualifying groups.
MATCH DATES
The elite round of the WU17 competition must be completed by Sunday 1 April 2018.
The elite round of the WU19 competition must be played during one of the two FIFA women’s international
match periods: from 2 to 10 April 2018 or 4 to 12 June 2018.
QUALIFICATION FOR THE FINAL TOURNAMENT
The seven group winners will qualify for the final tournaments, which will take place as follows:
