1. Any agenda items for the Business Meeting must be presented in writing by 5:00 p.m. the
day before the Business Meeting. A box will be available at the APIC Store and APIC
Village for this purpose.
2. A member desiring to address the Business Meeting shall be recognized only at a
microphone. State your name, city or Chapter before addressing the Assembly.
3. Questions, parliamentary inquiries or information may be addressed at any microphone.
Debate will be heard from the appropriately designated microphone (pro or con) and
debate will be taken alternately.
4. No member shall speak in debate more than once on the same question or longer than two
minutes without permission of the Assembly.
5. The question will automatically be called on each item of business after five minutes of
debate except for Bylaw amendments, where each article shall be allowed five minutes of
debate.
6. The Chair may request that all motions be in writing, signed by the maker and presented to
the Secretary.

APIC’s 39th
Annual Business Meeting was called to order by 2012 President,
Michelle Farber at 4:30pm (CT).

3. INTRODUCTIONS AND WELCOME
The president welcomed APIC members to the 2012 Annual Business Meeting of the
Association for Professionals in Infection Control and Epidemiology. Members of
the Board of Directors were introduced.
4. EXPLANTION OF MEETING RULES OF CONDUCT
The president explained the standing rules. Rules were adopted as presented. Patti
Grant, 2012 president-elect was asked to serve as timekeeper.
5. ADOPTION OF THE AGENDA
There being no additions to the agenda, the agenda was accepted as presented.
6. APPROVAL OF THE MINUTES OF THE 2011 ANNUAL BUSINESS
MEETING.
Linda Greene, 2012 secretary, announced that the APIC Board of Directors had
approved the minutes of the 2011 Annual Business Meeting held in Baltimore,
Maryland on June 28, 2011. Members attending the 2012 Annual business meeting
were asked if they had changes to the 2011 minutes. No changes were made.
Members were informed that the minutes of the 2012 Annual Business Meeting
would also be submitted for approval to the APIC Board of Directors at its next
meeting and presented to the membership for review at the 2013 Annual Business
Meeting.
7. PRESIDENT’S REPORT
The president delivered the State of the Association Report. Highlights from that
report included:

8. AUDIT REPORT
APIC Treasurer, Jennie Mayfield, provided the results of the 2011 audited financial
reports for the fiscal year ending 12/31/11. The 2011 audit was conducted by the
accounting firm of Grant Thornton, LLP. Len Pepe, MS, CPA served as the lead
auditor. Jennie reported that a letter received from the auditing firm at the conclusion
of the audit found that the consolidated financial statements present fairly, in all
material respects, the financial position of APIC and its affiliates as of December 31,
2011 and that the results of APIC’s operations and cash flows for the years then
ended in conformity with accounting principles generally accepted in the United
States.

9. TREASURER’S REPORT
Jennie Mayfield, introduced APIC Chief Financial Officer, George Margula, who
delivered the treasurer’s report. Highlights of the treasurer’s report included the April
2012 statement of financial position which focused on APIC assets and liabilities and
the April 2012 statement of activities which focused on APIC’s revenue and expense
activity. George reported that for the period ending April 30, 2012, the net revenue
from operations was $3.5M.
10. PRESENTATION OF PROPOSED BYLAWS CHANGES
APIC Secretary, Linda Greene, presented to the membership changes proposed by the
APIC Board to the bylaws. The proposed changes were included in the bylaws
change packet provided as part of the annual business meeting. For 2012, proposed
changes include:
(1) A change in the term for a director on the APIC Board from two years to
three years with no eligibility for a consecutive term
(2) A change in the composition of the APIC Executive Committee to increase
its size to six (6) members and to include the Immediate Past President as a
member.
(3) The creation of a separate audit committee and finance committee.
The proposed changes will appear on the fall 2012 ballot for vote by the membership.
Approval of a bylaws change requires a two-thirds majority vote of members casting
their ballots.
11. VERBAL REPORTS
a. Member Services: Cheryl Richardson, chair of the member services
committee provided a brief update on membership statistics and activities of
the committee.
b. Public Policy: Patty Gray, chair of the public policy committee provided a
brief update on the association’s advocacy efforts and activities of the
committee.
c. Research: Irena Kenneley, chair of the research committee provided a brief
update on completed and upcoming projects/new initiatives and activities of
the committee.
12. QUESTIONS/DISCUSSION
Members participating in the Annual business meeting were given the opportunity to
provide comments and ask questions. Those comments and questions were duly
noted by the Board of Directors. Michelle Farber thanked members for their input.
13. SALUTE TO TEAM APIC
Katrina Crist and Michelle Farber offered special recognition and appreciation to the
staff of APIC for their hard work in putting together the conference and for the
dedication to the Association throughout the year.
14. SALUTE TO OUTGOING 2011 APIC BOARD MEMBERS
Michelle Farber acknowledged members of the APIC Board whose terms expired as
of December 31, 2011. Those retiring board members included Cath Murphy, past
president, Carolyn Jackson, secretary, Sue Barnes, director and Diane Spicer, director.
15. ADJOURNMENT
There being no additional business to discuss, Michelle Farber, thanked APIC
members for participating in the Annual Business Meeting and called for a motion to
adjourn the meeting. The 39th APIC Annual Business Meeting was adjourned at
approximately 6:00 pm (CT).

• New in 2012: APIC Heroes Implementation Scholar AwardsAPIC Strategic Partner BD sponsored two $50,000 awards to help describe and extend the successful implementation strategies showcased among the previous Heroes of Infection Prevention honorees. The Research Committee issued the RFP and developed scoring criteria. The winners, whose projects will be conducted in 2013, were announced December, 2012:

• Continuing Collaboration: Infection Prevention in the Emergency DepartmentAPIC members participated in a 2011 national survey as part of large AHRQ funded study being conducted at Brigham & Women’s Hospital, Boston, MA. In October, 2012, APIC helped sponsor a conference in Denver, CO, where the results of this project were shared. Look for a workshop featuring this important study at the 2013 annual conference in Fort Lauderdale this year. An
article for AJIC is also being developed.

• Launched in 2013: Assessing IP Knowledge about NorovirusIn January 2013 all IPs in the United States were invited to participate in a study developed to address knowledge and practice related to norovirus. This survey is part of NoroCORE, a USDA-funded grant that centers on reducing the burden of foodborne disease attributed to viruses. The NoroCORE Food Virology Collaborative is based at North Carolina State University and includes numerous stakeholders from other academic institutions, government and industry. Results of the IP survey will be submitted to AJIC.

AJIC: 2013 Annual Report
I. In the first half of 2013, AJIC has published one supplement—the May Rutala/Weber supplement, “Disinfection, Sterilization and Antisepsis: Current Issues, New Research and New Technologies”. Additionally, we have had three Special Issues focusing on Personal Protective Equipment (January 2013), Changing Resistance Patterns (March 2013) and MRSA (May 2013). This is also the first year we have published 12 instead of 10 issues per year.
II. 2013 has thus far seen a 6% decrease in manuscript submissions over this point in 2012 (227 over
242) and the second highest number of submissions of any year to date:

manuscripts coming from the United States and 61% coming from other countries.

V. Fewer than half (41%) of invited reviewers have completed reviews in 2013, similar to the previous
two years.
VI. Year‐to‐date, roughly 1/3 manuscripts by US authors have been accepted, whereas less than 10% of
foreign submissions have been accepted (please note that this data is indicative of the very small
amount of manuscripts which were both submitted and have received a final determination as of
May 8.)
VII. Goals for 2013‐2014:
1. Continue to enhance collaboration with APIC national office and their other publications.
2. Publish at least one supplement annually.

CBIC Report to the APIC Membership Ft. Lauderdale TX
June 2013 Activities for CBIC since the last report to the APIC membership in July 2012 are summarized in this report. For additional information on these topics, please contact me, or our Executive Director, Anne Krolikowski, CAE. CBIC/APIC Collaboration We continue to work with the APIC Headquarters Staff and the APIC Board of Directors to ensure communication of a unified position on the value of certification and ongoing maintenance of certification. One of CBIC’s strategic objectives was to hold an Organizational Summit on Certification in Infection Prevention and Control. This summit was held with the leadership and senior staff of CBIC, APIC, and CHICA-Canada in November at the APIC headquarters in Washington, DC. This half day meeting was a great way to focus solely on certification and, in particular, issues surrounding current and potential CICs. There was lively discussion around such topics as chapter involvement, international certification, and incorporating the APIC Competency Model. CBIC President-Elect, Dr. Kathryn Suh, serves as a member of the APIC Professional Development Council in 2013 which is responsible for promoting professional development of APIC members and diffusion of the APIC Competency Model. In 2013, APIC began providing copies of certification-related articles that appeared in the Prevention Strategist and AJIC, which get posted on CBIC’s Certification in the News section of the website and link back to the appropriate APIC websites. Key CBIC Officers Attend Leadership Training The CBIC President, President-Elect, and Executive Director attended the symposium for Chief Elected and Chief Executive Officers sponsored by the American Society for Association Executives. This was an intensive workshop for CEOs and elected officers giving them an opportunity for staff CEOs to connect with their board chairs in order to define annual priorities and determine how to work better together. The CEO Symposium provides insight into challenges facing association leaders and highlights the value of informed policy and strategy as primary tools of the leadership team. The result is a common understanding and commitment to the key components of successful governance, strategy, and organization. Revision of Examination Eligibility Requirements The current and incoming leadership of the CBIC Test Committee undertook the arduous task of revising the examination eligibility requirements to ensure that individuals applying to take the exam were indeed qualified and to remove any ambiguity regarding the qualifications needed to take the exam. The new eligibility criteria are as follows:

1. Infection prevention and control is one of your primary roles / responsibilities in your current position; i.e. you are actively involved in infection prevention and control activities and/or management, and are accountable for these in your current position;
AND
2. You are a licensed or certified healthcare professional (including, but not limited to, registered nurse, licensed / registered practical nurse [LPN, RPN], nurse practitioner, physician, medical technologist, respiratory therapist) with current registration/certification in good standing with the appropriate licensing board /certification/ governing body (e.g. state/provincial medical licensure; state/provincial nursing association or board, etc.), OR have a minimum of a baccalaureate (Bachelor’s) degree;
AND
3. You are currently working in a healthcare setting; AND
4. You have had sufficient experience in infection prevention and control, which must include active roles in a, b, and c below:
a. Collection, analysis and interpretation of infection prevention outcome data; AND b. Investigation and surveillance of suspected outbreaks of infection; AND c. At least 3 of the following additional activities: · Planning, implementation and evaluation of infection prevention and control measures; · Education of individuals about infection prevention and control; · Development and revision of infection prevention and control policies and procedures; · Management of infection prevention and control activities; · Consultation on infection prevention and control risk assessment, and prevention and control strategies.
There is no specific time requirement that defines “sufficient experience”; however we emphasize that this certification examination is geared towards the infection preventionist who has had at least two years full-time experience in infection prevention and control. CIC
® Exam
In 2013, 957 CICs are required to recertify to maintain their certification. Our recertification rate is typically 70-74% and we hope to maintain that percentage this year. As of May 1
st, CIC testing is
doing well. New examination applications are 20% above 2012 levels and recertification is 30% above 2012 levels. APIC Annual Conference As part of the APIC Annual Conference in Ft. Lauderdale, CBIC will have a booth in the exhibit hall where Board members and staff will be on hand to answer questions regarding certification, recertification, and exam preparation and to congratulate those who have recently certified or recertified. CBIC would like to thank APIC for once again hosting the CIC Reception during the opening night of the conference. We look forward to mingling with our CICs in a relaxed atmosphere that fosters conversation and networking.

Test Committee Membership This year the CBIC Test Committee has again added two non-board members in 2013. The committee now consists of four Board members and four non-Board members. We ask that anyone who is certified and is interested in serving on the committee, complete an application form found on the CBIC website. Committee selection will occur in the fall of this year. For non-board members the applicant is expected to be certified in both CBT and SARE. Institute for Credentialing Excellence (ICE) Annual Conference CBIC’s incoming Test Committee Chair, President-Elect, and Executive Director attended the Annual Conference of the Institute for Credentialing Excellence (ICE) November 5 – 8, 2012 in Palm Springs, CA. The three meeting tracks included New to Credentialing, Management, and CEO/Director. Through these tracks, sessions on Governance, legal concerns, certification resources, exam integrity, and job analyses among others were presented. CBIC is an organizational member of ICE and Anne Krolikowski, CBIC’s Executive Director, serves as Vice Chair of their Marketing and Membership Committee. Board of Directors The Certification Board of Infection Control and Epidemiology, Inc. is served by a group of dedicated volunteers, who donate their time, energy, and passion to maintain and improve an accredited certification program for infection preventionists.
